After thirty years of vacillation, the Tanzanian government has made a firm decision to Swahilize its secondary education system. It has also embarked on an ambitious economic and social development programme (Vision 2025) to transform its peasant society into a modern agricultural community. However, there is a faction in Tanzania opposed to Kiswahili as the medium of education. Already many members of the middle and upper class their children to English medium primary schools to avoid the Kiswahili medium public schools and to prepare their children for the English medium secondary system presently in place. Within the education system, particularly at university level, there is a desire to maintain English as the medium of education. English is seen to provide access to the international scientific community, to cutting edge technology and to the global economy. My interest in this conflict of interests stems from several years' experience teaching English to students at Sokoine University of Agriculture. Students specialise in agriculture and are expected to work with the peasant population on graduation. The students experience difficulties studying in English and then find their Kiswahili skills insufficient to explain to farmers the new techniques and technologies that they have studied in English. They are hampered by a complex triglossic situation in which they use their mother tongue with family and friends, Kiswahili, the national language for early education and most public communication within Tanzania, and English for advanced studies. My aim in this thesis was - to study the language policy in Tanzania and see how it is understood and implemented; - to examine the attitudes towards the various languages and their various roles; - to investigate actual language behaviour in Tanzanian higher education. My conclusion is that the dysfunctionality of the present study has to be addressed. Diglossic public life in Tanzania has to be accommodated. The only solution appears to be a compromise, namely a bilingual education system which supports from all cases of society by using Kiswahili, together with an early introduction of English and its promotion as a privileged foreign language, so that Tanzania can continue to develop internally through Kiswahili and at the same time retain access to the globalising world through the medium of English.

The research reported here is an investigation into the problems of social and economic development of a multiethic and multicultural country which has the added challenge of adopting a non-indigenous code to facilitate the development process. Malaysia's power to negotiate outcomes favourable to the interest of the country is critical for the successful attainment of the goals and objectives of VISION2020. Therefore the mechanisms of the human resource development programme have to be efficacious. The three hypotheses of this study are as follows: 1. there is a fear that the problems and challenges posed by the development plans, have been conceptually trivialised; 2. based on (1) above there is a concern that solutions proposed are inadequate and inappropriate and 3. the outcome of both (1) and (2) can lead to the potential underachievement of national goals and objectives. The study proposes a complex model for conceptualising the problem which looks at the relationship between society and language, which any solutions proposed must take into proper consideration. The study looks at the mechanisms available for the smooth absorption of new Malaysian members to new and international communities. A large scale investigation was undertaken with the researcher functioning as a participant observer. An in-depth study of one particular educational ecology yielded approximately 38 hours of interviews and 100 questionnaires. These data were analysed both for explicit information and implicit implications. By some criteria national policies appear to be having the desired effect, and can be given a clean bill of health. By others it is clear that major adjustments would be necessary if the nation is to achieve its objectives in full. Based on the evidence gathered, thr study proposes an apprenticeship approach to training programmes for effective participation of new members in the new ecologies.

A Budapesti Corvinus Egyetem kutatócsoportja által végzett kutatás során arra a kérdésre kerestük a választ, hogy a Nemzeti Fejlesztési Terv (NFT) és az Új Magyarország Fejlesztési Terv (ÚMFT) keretében létrehozott, kis- és középvállalatok számára kialakított gazdaságfejlesztési pályázatok milyen hatékonysággal működnek. Hogyan volt képes a rendszer beépíteni az NFT Gazdasági Versenyképesség Operatív Program (GVOP) tapasztalatait az ÚMFT Gazdaságfejlesztési Operatív Programba (GOP). Továbbá, hogy maguk a kis- és középvállalatok miként értékelik ezen kiírásokat és milyen javaslatokat tennének az ilyen típusú pályázatok "felhasználóbaráttá" tételéhez. A kutatás 2009 márciusától 2009 decemberéig tartott. A kéziratot 2010 áprilisában zártuk. / === / In a research group of the Corvinus University of Budapest we aimed to answer the questions of efficiency and effectiveness of the economic development grants of the National Development Plan (2004-2006) and the New Hungarian Development Plan (2007-13) with the focus of small and medium sized enterprises (SME's). We tried to highlight the results of learning by doing of the first National Development Plan and how this practice was built into the second development plan. An emphasis was placed on the opinion of the SME's, how they evaluate the grants and what are their proposals to make the grant system more "user friendly".

The author highlights the importance of the difference between the efficiency and effectiveness of using the EU-subsidies. If Hungary cannot use the financial means of the EU efficiently and effectively, then the goal of cohesion and convergence to the level of the old, developed countries of the EU, will be much more difficult and slower. The efficiency of the EU-subsidies involves a quantitative approach, where the ratio of the obliged and disposable amount of EU-subsidies can be measured. The effectiveness of EU-subsidies, on the other hand, requires a much more complicated and complex approach, than the efficiency. The effectiveness of the usage on a project level can be measured by the “added value” of the project; on program level it can be measured by the added GDP growth or employment. The article presents the results of research carried out in the Research Group of Professor Tibor Palánkai at Corvinus University of Budapest, Hungary.

This paper discusses social housing policy in Brazil since the 1990s by analyzing government programs’ institutional arrangements, their sources of revenues and the formatting of related financial systems. The conclusion suggests that all these arrangements have not constituted a comprehensive housing policy with the clear aim of serving to enhance housing conditions in the country. Housing ‘policies’ since the 1990s – as proposed by Fernando Collor de Mello, Itamar Franco, Fernando Henrique Cardoso and ´ Luis Inacio Lula da Silva’s governments (in the latter case, despite much progress towards subsidized investment programs) – have sought to consolidate financial instruments in line with global markets, restructuring the way private interests operate within the system, a necessary however incomplete course of action. Different from rhetoric, this has resulted in failure as the more fundamental social results for the poor have not yet been achieved.

Este artículo analiza la relación comercial de Ecuador con Brasil, la cual ha vivido prácticamente tres años de inmovilidad o “tiempo de reposo”, como lo calificó la excanciller ecuatoriana, María Isabel Salvador, el 16 de octubre de 2008, luego que el presidente Rafael Correa expulsara, a través de Decreto Ejecutivo, a la constructora brasileña Norberto Odebrecht.3 La justificación para esta acción fue que aproximadamente a un año de la terminación de los trabajos de Odebrecht en la central hidroeléctrica San Francisco se produjo una serie de daños en la misma, con la consecuente crisis energética. El gobierno del Ecuador responsabilizó al consorcio brasileño de una deficiente labor técnica en la construcción de la central hidroeléctrica lo que ocasionó su paralización por varios meses y la consecuente interrupción de la producción y suministro de energía eléctrica en el territorio ecuatoriano.

O presente estudo busca quantificar os efeitos dos desembolsos do BNDES sobre os investimentos dos setores da indústria e serviços a partir de bases de dados do IBGE e do BNDES. Os resultados, obtidos de estimações em painéis de efeitos fixos, aleatórios e Arellano-Bond, indicam que o efeito marginal dos empréstimos do BNDES aos investimentos dos setores pode ser positivo, ainda que bastante reduzido. Além disso, os setores apresentam resultados bastante heterogêneos entre si em sua reação ao recebimento de crédito do BNDES. Ao passo que alguns setores apresentam elasticidades consistentemente positivas, outros apresentaram elasticidade negativa do investimento às concessões do BNDES. Tais resultados indicam que pode haver efeito crowding out como resultado de políticas de direcionamento a empresas de maior porte, em detrimento das firmas menores. Ainda, na estimação de funções de risco, em um dos resultados verificou-se que os setores que recebem recursos do BNDES possuem maior probabilidade de acessar o mercado de capitais.

How can managers successfully access political rents by way of corporate political strategies (CPA)? Existing research has suggested several endogenous factors that correlate with CPA outcomes. I offer a more robust solution to this problem. Drawing on insights from the perspective of CPA as exchanges between firms and political decision-makers, and from the special interest politics of political economy, I develop and test a causal mechanism that links local elections, legislative bargaining and access to political rents at the national level. I conducted a natural experiment using regression discontinuity design and propensity score matching in municipal elections in Brazil to show that firms enjoy superior access to subsidized financing from the state-owned national development bank (BNDES) when they decide to invest in municipalities whose winning mayoral candidate is coalition-aligned with the national ruler. This effect fades away fades away as the level of competition in the local election decreases. The evidence implies that when managers bet on national coalition-aligned winners in close local elections, they positively affect CPA outcomes. I extend the exchange-based typology of corporate political strategies by offering a novel possibility of targeting voters with financial inducements, which I call a private local development strategy. Finally, these results show that firms exchange their project-execution capabilities for superior access to subsidized financing.

The objective of the second national development plan was to define industrial expansion in Brazil. The capital goods industry had to be aligned with large infrastructure projects. Also public sector national enterprise was a key element. A newly created financial base 'FIBASE', the national development bank, and state enterprises are principal agents of change in the industrial model.
