This presentation focuses on methods for the evaluation of complex policies. In particular, it focuses on evaluating interactions between policies and the extent to which two or more interacting policies mutually reinforce or hinder one another, in the area of environmental sustainability. Environmental sustainability is increasingly gaining recognition as a complex policy area, requiring a more systemic perspective and approach (e.g. European Commission, 2011). Current trends in human levels of resource consumption are unsustainable, and single solutions which target isolated issues independently of the broader context have so far fallen short. Instead there is a growing call among both academics and policy practitioners for systemic change which acknowledges and engages with the complex interactions, barriers and opportunities across the different actors, sectors, and drivers of production and consumption. Policy mixes, and the combination and ordering of policies within, therefore become an important focus for those aspiring to design and manage transitions to sustainability. To this end, we need a better understanding of the interactions, synergies and conflicts between policies (Cunningham et al., 2013; Geels, 2014). As a contribution to this emerging field of research and to inform its next steps, I present a review on what methods are available to try to quantify the impacts of complex policy interactions, since there is no established method among practitioners, and I explore the merits or value of such attempts. The presentation builds on key works in the field of complexity science (e.g. Anderson, 1972), revisiting and combining these with more recent contributions in the emerging field of policy and complex systems, and evaluation (e.g. Johnstone et al., 2010). With a coalition of UK Government departments, agencies and Research Councils soon to announce the launch of a new internationally-leading centre to pioneer, test and promote innovative and inclusive methods for policy evaluation across the energy-environment-food nexus, the contribution is particularly timely.

Este trabajo muestra evidencia sobre la complementariedad en la infraestructura y la magnitud de sus impactos en los indicadores sociales de hogares peruanos (nivel de ingresos, los gastos y la capacidad de ahorro). Con el fin de probar la hipótesis, se evalúa el impacto para tener acceso a cada uno de los servicios básicos en las variables que reflejan las condiciones de los hogares peruanos. El conjunto de datos consiste en la información obtenida a partir de la Encuesta Nacional de Hogares (ENAHO) para 2006 y 2013, con el objetivo de la comparación de los efectos entre los beneficiarios de la infraestructura y no beneficiarios, y utilizando metodologías como la propensión a juego Score al emparejar las doble diferencias. Los variables de infraestructura obtenidos a partir de la ENAHO son el acceso al agua de los hogares, saneamiento, electricidad y telecomunicaciones. Los resultados demuestran efectos positivos en los aspectos complementarios de infraestructura para los hogares peruanos, en el sentido que beneficia de tener más utilidades de juntas (2, 3 o 4) son ventajas individuales de la recapitulación mayor que de cada utilidad

Biodiversity offsets are increasingly advocated as a flexible approach to managing the ecological costs of economic development. Arguably, however, this remains an area where policy-making has run ahead of science. A growing number of studies identify limitations of offsets in achieving ecologically sustainable outcomes, pointing to ethical and implementation issues that may undermine their effectiveness. We develop a novel system dynamic modelling framework to analyze the no net loss objective of development and biodiversity offsets. The modelling framework considers a marine-based example, where resource abundance depends on a habitat that is affected by a sequence of development projects, and biodiversity offsets are understood as habitat restoration actions. The model is used to explore the implications of four alternative offset management strategies for a regulator, which differ in how net loss is measured, and whether and how the cumulative impacts of development are considered. Our results confirm that, when it comes to offsets as a conservation tool, the devil lies in the details. Approaches to determining the magnitude of offsets required, as well as their timing and allocation among multiple developers, can result in potentially complex and undesired sets of economic incentives, with direct impacts on the ability to meet the overall objective of ecologically sustainable development. The approach and insights are of direct interest to conservation policy design in a broad range of marine and coastal contexts.

Let G be a simple graph on n vertices and e(G) edges. Consider the signless Laplacian, Q(G) = D + A, where A is the adjacency matrix and D is the diagonal matrix of the vertices degree of G. Let q1(G) and q2(G) be the first and the second largest eigenvalues of Q(G), respectively, and denote by S+ n the star graph with an additional edge. It is proved that inequality q1(G)+q2(G) e(G)+3 is tighter for the graph S+ n among all firefly graphs and also tighter to S+ n than to the graphs Kk _ Kn−k recently presented by Ashraf, Omidi and Tayfeh-Rezaie. Also, it is conjectured that S+ n minimizes f(G) = e(G) − q1(G) − q2(G) among all graphs G on n vertices.

A profile is a finite sequence of vertices of a graph. The set of all vertices of the graph which minimises the sum of the distances to the vertices of the profile is the median of the profile. Any subset of the vertex set such that it is the median of some profile is called a median set. The number of median sets of a graph is defined to be the median number of the graph. In this paper, we identify the median sets of various classes of graphs such as Kp − e, Kp,q forP > 2, and wheel graph and so forth. The median numbers of these graphs and hypercubes are found out, and an upper bound for the median number of even cycles is established.We also express the median number of a product graph in terms of the median number of their factors.

The purpose of this study was to quantify energy expenditure (EE) during multiple sets of leg press (LP) and bench press (BP) exercises in 10 males with at least 1 yr of resistance training (RT). The subjects underwent two sessions to determine 1 repetition maximum (1RM) on the BP and LP and one protocol consisting of a warm up and 4 sets for 10 repetitions at 70% 1RM with a 3-min rest period between sets for each exercise. Energy expenditure was calculated as the sum of oxygen uptake (aerobic component), EPOC, and lactate production (anaerobic component). There were no significant differences in EE between exercises for sets 1 to 4 and the total energy expended. However, statistical analysis revealed a significant difference (P<0.05) between exercises in RT economy (BP, 0.0206 ± 0.0044 kcal·kg-1 vs. LP, 0.0051 ± 0.0015 kcal·kg-1). Within exercise comparison showed set 4 was significantly different from sets 1 and 3 for BP, and for LP a significant difference was found between set 4 and sets 1, 2 and 3. Our results point to an increase in EE during multiple sets at 70% 1RM and show that in spite of the difference in muscle mass involved and total work done during each type of exercise, EE was not different due to greater economy during the LP.

The first section of this chapter starts with the Buffon problem, which is one of the oldest in stochastic geometry, and then continues with the definition of measures on the space of lines. The second section defines random closed sets and related measurability issues, explains how to characterize distributions of random closed sets by means of capacity functionals and introduces the concept of a selection. Based on this concept, the third section starts with the definition of the expectation and proves its convexifying effect that is related to the Lyapunov theorem for ranges of vector-valued measures. Finally, the strong law of large numbers for Minkowski sums of random sets is proved and the corresponding limit theorem is formulated. The chapter is concluded by a discussion of the union-scheme for random closed sets and a characterization of the corresponding stable laws.

Important physical and biological processes in soil-plant-microbial systems are dominated by the geometry of soil pore space, and a correct model of this geometry is critical for understanding them. We analyze the geometry of soil pore space with the X-ray computed tomography (CT) of intact soil columns. We present here some preliminary results of our investigation on Minkowski functionals of parallel sets to characterize soil structure. We also show how the evolution of Minkowski morphological measurements of parallel sets may help to characterize the influence of conventional tillage and permanent cover crop of resident vegetation on soil structure in a Spanish Mediterranean vineyard.

Lean body mass (LBM) and muscle mass remains difficult to quantify in large epidemiological studies due to non-availability of inexpensive methods. We therefore developed anthropometric prediction equations to estimate the LBM and appendicular lean soft tissue (ALST) using dual energy X-ray absorptiometry (DXA) as a reference method. Healthy volunteers (n= 2220; 36% females; age 18-79 y) representing a wide range of body mass index (14-44 kg/m2) participated in this study. Their LBM including ALST was assessed by DXA along with anthropometric measurements. The sample was divided into prediction (60%) and validation (40%) sets. In the prediction set, a number of prediction models were constructed using DXA measured LBM and ALST estimates as dependent variables and a combination of anthropometric indices as independent variables. These equations were cross-validated in the validation set. Simple equations using age, height and weight explained > 90% variation in the LBM and ALST in both men and women. Additional variables (hip and limb circumferences and sum of SFTs) increased the explained variation by 5-8% in the fully adjusted models predicting LBM and ALST. More complex equations using all the above anthropometric variables could predict the DXA measured LBM and ALST accurately as indicated by low standard error of the estimate (LBM: 1.47 kg and 1.63 kg for men and women, respectively) as well as good agreement by Bland Altman analyses. These equations could be a valuable tool in large epidemiological studies assessing these body compartments in Indians and other population groups with similar body composition.

Background The use of compression garments during exercise is recommended for women with breast cancer-related lymphoedema, but the evidence behind this clinical recommendation is unclear. The aim of this randomised, cross-over trial was to compare the acute effects of wearing versus not wearing compression during a single bout of moderate-load resistance exercise on lymphoedema status and its associated symptoms in women with breast cancer-related lymphoedema. Methods Twenty-five women with clinically diagnosed, stable unilateral breast cancer-related lymphoedema completed two resistance exercise sessions, one with compression and one without, in a randomised order separated by a 14 day wash-out period. The resistance exercise session consisted of six upper-body exercises, with each exercise performed for three sets at a moderate-load (10-12 repetition maximum). Primary outcome was lymphoedema, assessed using bioimpedance spectroscopy (L-Dex score). Secondary outcomes were lymphoedema as assessed by arm circumferences (percent inter-limb difference and sum-of-circumferences), and symptom severity for pain, heaviness and tightness, measured using visual analogue scales. Measurements were taken pre-, immediately post- and 24 hours post-exercise. Results There was no difference in lymphoedema status (i.e., L-Dex scores) pre- and post-exercise sessions or between the compression and non-compression condition [Mean (SD) for compression pre-, immediately post- and 24 hours post-exercise: 17.7 (21.5), 12.7 (16.2) and 14.1 (16.7), respectively; no compression: 15.3 (18.3), 15.3 (17.8), and 13.4 (16.1), respectively]. Circumference values and symptom severity were stable across time and treatment condition. Conclusions An acute bout of moderate-load, upper-body resistance exercise performed in the absence of compression does not exacerbate lymphoedema in women with breast cancer-related lymphoedema.

In-plane shear capacity formulation of reinforced masonry is commonly conceived as the sum of the capacities of three parameters, viz, the masonry, the reinforcement, and the precompression. The term “masonry” incorporates the aspect ratio of the wall without any regard to the aspect ratio of the panels inscribed (and hence confined) by the vertical and the horizontal reinforced grout cores. This paper proposes design expressions in which the aspect ratio of such panels is explicitly included. For this purpose, the grouted confining cores are regarded as a grid of confining elements within which the panels are positioned. These confined masonry panels are then considered as building blocks for multi-bay, multi-storied confined masonry shear walls and analyzed using an experimentally validated macroscopic finite-element model. Results of the analyzes of 161 confined masonry walls containing panels of height to length ratio less than 1.0 have been regressed to formulate design expressions. These expressions have been first validated using independent test data sets and then compared with the existing equations in some selected international design standards. The concept of including the unreinforced masonry panel aspect ratio as an additional term in the design expression for partially grouted/confined masonry shear walls is recommended based on the conclusions from this paper.

Sets and catches of Atlantic menhaden, Brevoortia tyrannus, made in 1985-96 by purse-seine vessels from Virginia and North Carolina were studied by digitizing and analyzing Captain's Daily Fishing Reports (CDFR's), daily logs of fishing activities completed by captains of menhaden vessels. 33,674 CDFR's were processed, representing 125,858 purse-seine sets. On average, the fleet made 10,488 sets annually. Virginia vessels made at least one purse-seine set on 67%-83% of available fishing days between May and December. In most years, five was the median number of sets attempted each fishing day. Mean set duration ranged from 34 to 43 minutes, and median catch per set ranged from 15 to 30 metric tons (t). Spotter aircraft assisted in over 83% of sets overall. Average annual catch in Chesapeake Bay (149,500 t) surpassed all other fishing areas, and accounted for 52% of the fleet's catch. Annual catch from North Carolina waters (49,100 t) ranked a distant second. Fishing activity in ocean waters clustered off the Mid-Atlantic states in June-September, and off North Carolina in November-January. Delaware Bay and the New Jersey coast were important alternate fishing grounds during summer. Across all ocean fishing areas, most sets and catch occurred within 3 mi. of shore, but in Chesapeake Bay about half of all fishing activity occurred farther offshore. In Virginia, areas adjacent to fish factories tended to be heavily fished. Recent regulatory initiatives in various coastal states threaten the Atlantic menhaden fleet's access to traditional nearshore fishing grounds. (PDF file contains 26 pages.)

ENGLISH: Annual estimates of the number of purse-seine sets made on tunas associated with dolphins are needed to estimate the total number of dolphins killed incidentally by the eastern Pacific tuna fishery. The most complete source of data, the Inter-American Tropical Tuna Commission's logbook data base, was used in this study. In the logbook data base, most sets are identified as being either associated with dolphins or not associated with dolphins. Some sets are not identified in this respect. However, the number of these unidentified sets which were associated with dolphins have been estimated by stratifying the logbook data according to whether or not any tuna were caught, whether or not the nearest identified set was associated with dolphins, and the distance to the nearest identified set. Most of the unidentified sets fell in strata characterized by a proportion of sets on tuna associated with dolphins that was lower than the overall unstratified proportion. Landings data were used to estimate the number of sets on tunas associated with dolphins from fishing trips not included in the logbook data base. SPANISH: Se necesitan las estimaciones anuales de la cantidad de lances realizados sobre atunes asociados con delfines para calcular todo el número de delfines muertos accidentalmente en la pesca atunera del Pacífico oriental. Se empleó en este estudio la fuente más completa-los datos de la Comisión Interamericana del Atún Tropical, proveniente de los cuadernos de bitácora. En éstos, la mayoría de los lances han sido identificados ya sea como asociados o no asociados con delfines. Algunos de los lances no han sido identificados a este respecto. Sin embargo, se ha estimado el número de estos lances asociados con delfines que no se habían identificado, al estratificar los datos de bitácora de acuerdo a si se había o no capturado atún, a si el lance identificado más próximo era o no un lance asociado con delfines y al averiguar la distancia del lance identificado más cercano. La mayoría de los lances sin identificar se colocan en los estratos caracterizados por una proporción de lances sobre atunes asociados con delfines, inferior a la proporción general sin estratificar. Se usaron los datos de los desembarques para calcular la cantidad de lances sobre atunes asociados con delfines en viajes pesqueros que no fueron incluídos en la base de los datos de bitácora. A many-body theory approach is developed for the problem of positron-atom scattering and annihilation. Strong electron- positron correlations are included nonperturbatively through the calculation of the electron-positron vertex function. It corresponds to the sum of an infinite series of ladder diagrams, and describes the physical effect of virtual positronium formation. The vertex function is used to calculate the positron-atom correlation potential and nonlocal corrections to the electron-positron annihilation vertex. Numerically, we make use of B-spline basis sets, which ensures rapid convergence of the sums over intermediate states. We have also devised an extrapolation procedure that allows one to achieve convergence with respect to the number of intermediate- state orbital angular momenta included in the calculations. As a test, the present formalism is applied to positron scattering and annihilation on hydrogen, where it is exact. Our results agree with those of accurate variational calculations. We also examine in detail the properties of the large correlation corrections to the annihilation vertex.
