El artículo estudia una edición del libro de Raúl González Tuñón, Primer canto argentino, publicada en Santiago de Chile, en 1943; es decir, dos años antes de la que publica, ampliada, en Argentina, en noviembre de 1945. Se propone pensar cuáles son las diversas funciones que buscan cumplir los poemas en cada caso. Si en 1943, la finalidad de la escritura era actuar contra la represión del gobierno militar; en 1945, la búsqueda se concentra en oponer un relato triunfante de las fuerzas democráticas frente al peronismo emergente. Así, dentro del marco de una poética que supone un modelo de eficacia artística, los poemas de Tuñón aspiran a provocar al lector de manera que pueda pasar a la acción en la dirección señalada por el autor

El trabajo reconstruye el proceso de equipamiento institucional de la campaña sur de Mendoza durante el proceso revolucionario. Focaliza la atención en la trama de funcionarios designados para la villa de San Carlos y el Valle de Uco, con el objetivo de mostrar las articulaciones entre justicia de proximidad, gobierno político-militar y construcción de la legitimidad. La hipótesis es que las propias características de un espacio de frontera se complejizaron en el contexto de guerra, atravesaron la territorialización de este ámbito de la jurisdicción mendocina al hacer que la solución de la cuestión de la distancia tuviera un rol clave en las estrategias para gobernarlo

Independent Myanmar and Japan had long held the strongest ties among Asian countries, and they were often known as having "special relations" or a "historically friendly relationship." Such relations were guaranteed by the sentiments and experiences of the leaders of both countries. Among others, Ne Win, former strongman throughout the socialist period (1962-1988), was educated and trained by the Japanese army officers of the Minami Kikan, leading to the birth of the Burma Independence Army (BIA). Huge official development assistance provided by the Japanese government also cemented this special relationship. However, the birth of the present military government (SLORC/SPDC) in 1988 drastically changed this favorable relationship between the two countries. When the military seized power in a coup, Japan was believed to be the only country that possessed sufficient meaningful influence on Myanmar to encourage a move toward national reconciliation between the junta and the opposition party led by Aung San Suu Kyi. In reality, Japan failed to exert such an influence due to its sour relations with the military government and reduced influence in the new international and regional political landscape. What is worse, Japan seems to be losing its say on Myanmar issues in the international political arena, as it has been wavering in limbo between the sanctionist forces, such as the United States and the European Union, and engagement forces, such as China and ASEAN.

This paper examines Myanmar's industrial policy, structure, and locations during the transition from a centrally planned economy to a market-oriented one throughout the 1990s and up to the present. After the military government assumed power in 1988, it abandoned the socialist centrally planned economic system and began instituting a market-oriented one through a series of liberalization and deregulation measures, although most of which have stalled since 1997 and remain half-way implemented. Against this background, it is rather surprising that the impact of these new policies of international trade, finance, regulations, licensing and ownership requirements on industrial structure and location in Myanmar has been poorly documented and examined to date. Some key issues to understanding the impact and effectiveness of the market-oriented policies during the last two decades in Myanmar remain to be answered: Have the new trade and industrial policies changed the industrial structure and organizational behavior in Myanmar? Have they improved the performance of Myanmar's industrial sector? Have they had any impact on industry location in Myanmar? This paper reviews the series of liberalization programs implemented under the military government?the State Law and Order Restoration Council (SLORC) and the State Peace and Development Council (SPDC)?and assesses their impact on industrial structure and its spatial distribution.

Myanmar’s apparel industry had long been denied access to Western markets due to sanctions against its military government. The birth of a "civilian" government in March 2011 improved Myanmar’s relations with the international community, and Western sanctions were largely lifted. Regained market access is expected to trigger rapid growth of Myanmar’s apparel exports. This paper examines this impact with a comparison to Vietnam’s apparel industry. The industry’s prospects are getting bright, but the business environment has recently changed drastically in Myanmar. A new challenge for Myanmar’s apparel industry is remaining globally competitive. This paper also examines advantages and disadvantages that apparel firms in Myanmar experience. Although its abundance of low-wage workers remains a source of competitiveness, Myanmar needs its government to play a more active role to build the foundation of the industry.

This thesis studies the rural collective action processes between 1920 and 1965 in Ecuador with a social history and political sociology approach. An approximation is carried out towards the conflicts, mobilizations and protests where indigenous and not indigenous peasants participated. Because of this, they are considered two periods, the first one that last from 1931 to 1947, sealed by the political instability and a constant change of governments; and the second one between 1948 and 1965, in a phase of successive constitutionally governments that ruled between 1948 and 1960. The conflicts and rural mobilizations reached a major visibility since 1958, deeply affecting the public opinion. The importance and magnitude of the rural mobilizations between 1959 and 1963 generated a controversy on their political effects in the agrarian change. Certainly, the rural mobilizations influenced in the outcome that took the political crisis, which concluded in the implantation of a military government in 1963. This government issued an Agrarian Reform Law in 1964, which modified partially the working relations and the land ownership. And, in addition, it defined a new type of military intervention in the policies that combined repression with reforms. The existence of a landowner social segment that backed a reform in the rural highland (sierra) society has been generally identified by Galo Plaza's figure. In his government (1948-1952), transformations were accentuated in the State intervention, mainly orientated towards the economic and political modernization. This was a new moment of coastal agro-exportation development with the leadership of the banana production. There were stimulated measures of promotion of the production and exportation of bananas. So, the road infrastructure was intensively spread and connected the producing zones with the export ports...

O objetivo do presente estudo foi realizar uma análise da interação do Exército Brasileiro perante os 42 (quarenta e dois) órgãos civis e militares no conjunto de favelas da Maré e de que forma estas influenciaram na doutrina das operações militares de pacificação. A Operação São Francisco - iniciada em 5 de abril de 2014 pela Força de Pacificação (F Pac), foi designada aos componentes do Ministério da Defesa para assegurar e promover a garantia da lei e da ordem (GLO) pública nas comunidades do Complexo da Maré, na cidade do Rio de Janeiro. A metodologia proposta baseou-se em uma pesquisa aplicada com técnica de abordagem mista, através da pesquisa bibliográfica, da análise dos documentos e relatórios da F Pac e da realização de entrevistas aos integrantes das forças militares e dos civis que prestaram serviços públicos na região supracitada. Para isso, foi utilizado o método indutivo por meio dos testes estatísticos, que visaram identificar relacionamentos causais entre as demandas de serviços públicos civis atendidos nas comunidades, bem como a influência destas nas operações de pacificação e nas políticas de defesa voltadas à atualização da doutrina e das operações militares. As contribuições teóricas esperadas foram a observação das mudanças no emprego operacional em um ambiente com alta criminalidade e baixo Índice de Desenvolvimento Humano (IDH) e fornecer informações para o emprego colaborativo das instituições civis sob a proteção militar (mas não sob o controle militar). Isto visou proporcionar à população o acesso aos serviços públicos básicos com segurança e minimizou o desgaste das ações de GLO através da conquista da opinião pública local. As contribuições práticas esperadas residiram no aumento do potencial militar, através da integração de políticas públicas efetivas das pastas civis. As implicações referiram-se a abordagem e a maior interação entre as pastas governamentais militares e civis através da mediação da Seção de Assuntos Civis. As pesquisas deste trabalho evidenciaram por serem restritas ao contexto da pacificação de um conjunto de favelas da capital do Estado do Rio de Janeiro no ano de 2014.

Em 1966 o Brasil chegava ao término do primeiro governo do regime militar. Disputavam o poder dois grupos das Forças Armadas, a Sorbonne e a Linha Dura. Esta indicou o nome do Ministro da Guerra Arthur da Costa e Silva como candidato à sucessão do Presidente Castello Branco. Costa e Silva fez campanha, percorrendo o Brasil para conhecer os problemas nacionais e apresentar suas propostas. O inusitado está no fato de a eleição ser indireta e apenas os membros do Congresso Nacional ter direito a voto, estando a população à margem da escolha do novo mandatário do país. O objetivo do trabalho é traçar o perfil do Marechal Arthur da Costa e Silva levantando fatos históricos que o tornaram, em 1966, um candidato viável à Presidência da República do Brasil e compreender a estratégia de marketing eleitoral utilizada. O trabalho utilizou como metodologia a pesquisa bibliográfica, entrevistas semiestruturadas com personagens que viveram a época e análise de conteúdo dos jornais O Estado de São Paulo e Jornal do Brasil, para indicar suas posições na cobertura das eleições presidenciais de 1966.

This work aims to investigate the historical narratives in which the graphic designer Alexandre Wollner assembled about the development of its own profession in Brazil, focusing the ways in which his discourse points relations among design (with greater emphasis in graphic design) and visual arts, the industrial development and notions about technology. Firstly, the theoretical setup searched for dialogues with design historians, with Mikhail Bakhtin, specially his concepts about “ideology” and “discourse’, and the theory of Field Autonomy by Pierre Bourdieu applied in the artistic practice. Following, the relation between Wollner’s own journey and the Brazilian industrial development is shown, and, at last, three of his historical texts are studied, which are written in different moments (1964; 1983; 1998), being those in which the analyzed author wished to point out the origens, events and names that are more remarkable. Throughout the work, it is pointed the importance of Wollner’s contact with the modernist european ideologies that share an abstract and rationalist matrix found at Hochschule für Gestaltung Ulm (HfG Ulm), the german design school from the city of Ulm, in the 1950s. Such modernist discourse understood the practice of design as a method with scientific character, being then different of some other more recurring artistic professional practices in some productive sectors. Wollner aimed to apply such ideals in his professional practice, being the foundation of the paulista office forminform, in 1958, one of his first expressions of such posture, and in his academic practice, helping the foundation of the Escola Superior de Desenho Industrial (ESDI), in Rio de Janeiro, in 1963. Such modernist ideals went along with moments of the Brazilian industrial development during the government of Juscelino Kubitschek (1956–1961) and the “Economical Miracle” from the military government (1968–1973). Wollner argued about the need for the development of national design as a technological and productive differential that would help the growth of national industry, based on Ulm’s project model concept. It is defended that Wollner’s professional and intelectual path, in his efforts of thinking a history of Brazilian design through the choice of pioneers in the area, was founded on an “ideal model” of design, leaving aside the modernist experiences from the 1950s. Such posture would indicate a search for validation of his own profession that was beginning to become more evident in Brazilian productive means, aiming the creation of a differential space in comparison with pre-established practices, usually link to graphic artists from the time.

This paper describes a range of opportunities for military and government applications of human-machine communication by voice, based on visits and contacts with numerous user organizations in the United States. The applications include some that appear to be feasible by careful integration of current state-of-the-art technology and others that will require a varying mix of advances in speech technology and in integration of the technology into applications environments. Applications that are described include (1) speech recognition and synthesis for mobile command and control; (2) speech processing for a portable multifunction soldier's computer; (3) speech- and language-based technology for naval combat team tactical training; (4) speech technology for command and control on a carrier flight deck; (5) control of auxiliary systems, and alert and warning generation, in fighter aircraft and helicopters; and (6) voice check-in, report entry, and communication for law enforcement agents or special forces. A phased approach for transfer of the technology into applications is advocated, where integration of applications systems is pursued in parallel with advanced research to meet future needs.
