Declara apoio a nota do Instituto de Arquitetos do Brasil, Departamento de Brasília, contra o Projeto de Lei n. 4937/1981, de iniciativa do Governador Aimé Lamaison, que "dispõe sobre a desafetação de bens de uso comum do povo, situados no Distrito Federal". Critica a TERRACAP e a Secretaria de Viação e Obras pelo favorecimento da especulação imobiliária, através da alienação de áreas públicas e da desfiguração do Plano Piloto de Lúcio Costa. Denuncia as pressões sobre o Conselho de Arquitetura e Urbanismo. Afirma a necessidade de representação política para o Distrito Federal, de modo que o povo, através de seus mandatários, possa ter poder de decisão sobre a problemática urbana.

Presentamos aquí una lista actualizada de los condrictios (tiburones, rayas, quimeras y pez elefante) que han sido citados de la Argentina y Uruguay, incluyendo las especies de agua dulce de la familia Potamotrygonidae. Cuando una especie está presente en Argentina o en Uruguay, se lo indica a continuación de la especie; las demás, son compartidas. No se indica la distribución de las especies en otras áreas. Muchas de las especies conocidas de Uruguay terminan allí su distribución meridional, y ocasionalmente algunas entran a aguas argentinas y otras podrían hacerlo. Estas presencias ocasionales parecen no ser muy comunes. La progresiva disminución de las capturas de Dasyatis violacea con la disminución de temperatura hacia el sur ha sido demostrada (Domingo et al., 2005). En 1981 Menni publicó una lista de las familias de peces que no sobrepasaban la latitud del Río de La Plata, y de los condrictios mencionados, Orectolobidae, Ginglymostomatidae y Rhinopteridae, sólo una especie de la última familia ha sido citada en años recientes de Uruguay. Al contrario, especies que han sido citadas de la Argentina, como Sphyrna tudes de Mar del Plata por Berg (1895) o Narcine brasiliensis de la provincia de Buenos Aires por Lahille (1928), no han sido halladas de nuevo. La lista está basada en el catálogo crítico de Menni et al. (1984), y se han hecho las modificaciones taxonómicas necesarias y agregado las especies nuevas para el área. Debido al carácter práctico de esta lista, sólo se incluyen los autores de las especies y la fecha de su descripción. En los nuevos registros se agrega un breve comentario fundamentando la inclusión. Estando disponible el catálogo de Eschmeyer (1998) y su versión on-line, nos pareció que más detalles eran innecesarios. En la macrosistemática de los holocéfalos se sigue a Didier (2004), en la de los tiburones a Compagno (2005) y en la de los batoideos a McEachran & Aschliman (2004). Para las especies de Uruguay se ha seguido principalmente a Nion et al. (2002) y a Meneses y Paesch (1997), y deben mencionarse los trabajos anteriores de Ximénez (1962) y de Carrera (1991) que proveen referencias previas. La bibliografía se limita a trabajos generales que pueden ser de utilidad, los trabajos en que se basan las nuevas referencias, y los que corresponden a comentarios. No se han incluido numerosos trabajos sobre biología y ecología de estos organismos, que han modificado mucho la información resumida en Menni (1986), pero sí algunos que muestran cambios considerables de distribución. The Biscayne Bay Benthic Sampling Program was divided into two phases. In Phase I, sixty sampling stations were established in Biscayne Bay (including Dumfoundling Bay and Card Sound) representing diverse habitats. The stations were visited in the wet season (late fall of 1981) and in the dry season (midwinter of 1982). At each station certain abiotic conditions were measured or estimated. These included depth, sources of freshwater inflow and pollution, bottom characteristics, current direction and speed, surface and bottom temperature, salinity and dissolved oxygen, and water clarity was estimated with a secchi disk. Seagrass blades and macroalgae were counted in a 0.1-m2 grid placed so as to best represent the bottom community within a 50-foot radius. Underwater 35-mm photographs were made of the bottom using flash apparatus. Benthic samples were collected using a petite Ponar dredge. These samples were washed through a 5-mm mesh screen, fixed in formalin in the field, and later sorted and identified by experts to a pre-agreed taxonomic level. During the wet season sampling period, a nonquantitative one-meter wide trawl was made of the epibenthic community. These samples were also washed, fixed, sorted and identified. During the dry season sampling period, sediment cores were collected at each station not located on bare rock. These cores were analyzed for sediment size and organic composition by personnel of the University of Miami. Data resulting from the sampling were entered into a computer. These data were subjected to cluster analyses, Shannon-Weaver diversity analysis, multiple regression analysis of variance and covariance, and factor analysis. In Phase II of the program, fifteen stations were selected from among the sixty of Phase I. These stations were sampled quarterly. At each quarter, five Petite Ponar dredge samples were collected from each station. As in Phase I, observations and measurements, including seagrass blade counts, were made at each station. In Phase II, polychaete specimens collected were given to a separate contractor for analysis to the species level. These analyses included mean, standard deviation, coefficient of dispersion, percent of total, and numeric rank for each organism in each station as well as number of species, Shannon-Weaver taxa diversity, and dominance (the compliment of Simpson's Index) for each station. Multiple regression analysis of variance and covariance, and factor analysis were applied to the data to determine effect of abiotic factors measured at each station. (PDF contains 96 pages)

This report is a summary of the results of 883 purse seine sets made for juvenile salmonids during 15 cruises off the coasts of Oregon and Washington during the springs and summers of 1981-1985. Juvenile coho salmon (Oncorhynchus kisutch) occurred most frequently, followed by chinook salmon (0. tshawytscha). The juveniles of these two species co-occurred more frequently than expected. Juvenile chum, pink and sockeye salmon (0. keta, O. gorbuscha, and O. nerka), steelhead (0. mykiss) and cutthroat trout (0. clarki clarki) were caught much less frequently and in lower numbers than coho or chinook salmon. We found no evidence of large schools ofjuvenile salmonids. A northerly movement of juvenile coho salmon wa~ suggested by decreased catches off Oregon and increased catches off Washington between early and late summer. Highest catch per set of juvenile coho salmon was usually found inshore of 37.2 km. Juvenile chinook salmon were usually found within 27.9 km of the coast. Juvenile salmonids were found over a broad range of surface salinities and temperatures. High catches of juvenile coho salmon occurred in both the low salinity waters of the Columbia River plume and in adjacent higher salinity waters. Preferences for specific salinities or temperatures were not obvious for any species, although catch rates of juvenile coho salmon were highest in years when chlorophyll content was also high. Based on expansions of fish with coded wire tags, we estimated that hatchery coho salmon smolts comprised 74%, on average, of the juvenile coho salmon catches. The remaining 26% were presumably wild fish or hatchery fish released as fingerlings. Hatchery coho salmon were caught roughly in proportion to the numbers released. However, hatchery fish from the Columbia River and private coastal facilities were caught at slightly higher rates while those from coastal Washington and public coastal Oregon hatcheries were caught at slightly lower rates than expected from the numbers released. No juvenile coho salmon with coded wire tags were caught that had originated from either California or Puget Sound hatcheries. (PDF file contains 88 pages.)

This paper includes information about the Pribilof Islands since their discovery by Russia in 1786 and the population of northern fur seals, Cailorhinus ursinus, that return there each summer to bear young and to breed. Russia exterminated the native population of sea Oilers, Enhydra lulris, here and nearly subjected the northern fur seal to the same fate before providing proper protection. The northern fur seal was twice more exposed to extinction following the purchase of Alaska and the Pribilof Islands by the United States in 1867. Excessive harvesting was stopped as a result of strict management by the United States of the animals while on land and a treaty between Japan, Russia, Great Britain (for Canada), and the United States that provided needed protection at sea. In 1941, Japan abrogated this treaty which was replaced by a provisional agreement between Canada and the United States that protected the fur seals in the eastern North Pacific Ocean. Japan, the U.S.S.R., Canada, and the United States again insured the survival of these animals with ratification in 1957 of the "Interim Convention on the Conservation of North Pacific Fur Seals," which is still in force. Under the auspices of this Convention, the United States launched an unprecedented manipulation of the resource through controlled removal during 1956-68 of over 300,000 females considered surplus. The biological rationale for the reduction was that production of fewer pups would result in a higher pregnancy rate and increased survival, which would, in turn, produce a sustained annual harvest of 55,000-60,000 males and 10,000-30,000 females. Predicted results did not occur. The herd reduction program instead coincided with the beginning of a decline in the number of males available for harvest. Suspected but unproven causes were changes in the toll normally accounted for by predation, disease, adverse weather, and hookworms. Depletion of the animals' food supply by foreign fishing Heets and the entanglement of fur seals in trawl webbing and other debris discarded at sea became a prime suspect in altering the average annual harvest of males on the Pribilof Islands from 71,500 (1940-56) to 40,000 (1957-59) to 36,000 (1960) to 82,000 (1961) and to 27,347 (1972-81). Thus was born the concept of a research control area for fur seals, which was agreed upon by members of the Convention in 1973 and instituted by the United States on St. George Island beginning in 1974. All commercial harvesting of fur seals was stopped on St. George Island and intensive behavioral studies were begun on the now unharvested population as it responds to the moratorium and attempts to reach its natural ceiling. The results of these and other studies here and on St. Paul Island are expected to eventually permit a comparison between the dynamics of unharvested and harvested populations, which should in turn permit more precise management of fur seals as nations continue to exploit the marine resources of the North Pacific Ocean and Bering Sea.
