In a context where over-indebtedness and financial exclusion have been recognised as problems in Australia, it is undesirable that those who can least afford it, pay a high cost for short-term consumer credit. Evidence points to an increase in consumer debt in Australia and consequential over-indebtedness which has been shown to lead to a wide range of social problems.2 There is also evidence of financial exclusion, where consumers suffer a lack of access to mainstream financial services, and in Australia this is particularly the case with regard to access to safe and affordable credit.3 Financial exclusion can only exacerbate over-indebtedness, given that financially excluded, predominantly low income consumers , have been shown to turn to high cost credit to meet their short term credit needs. Regenerating codes are a class of recently developed codes for distributed storage that, like Reed-Solomon codes, permit data recovery from any subset of k nodes within the n-node network. However, regenerating codes possess in addition, the ability to repair a failed node by connecting to an arbitrary subset of d nodes. It has been shown that for the case of functional repair, there is a tradeoff between the amount of data stored per node and the bandwidth required to repair a failed node. A special case of functional repair is exact repair where the replacement node is required to store data identical to that in the failed node. Exact repair is of interest as it greatly simplifies system implementation. The first result of this paper is an explicit, exact-repair code for the point on the storage-bandwidth tradeoff corresponding to the minimum possible repair bandwidth, for the case when d = n-1. This code has a particularly simple graphical description, and most interestingly has the ability to carry out exact repair without any need to perform arithmetic operations. We term this ability of the code to perform repair through mere transfer of data as repair by transfer. The second result of this paper shows that the interior points on the storage-bandwidth tradeoff cannot be achieved under exact repair, thus pointing to the existence of a separate tradeoff under exact repair. Specifically, we identify a set of scenarios which we term as ``helper node pooling,'' and show that it is the necessity to satisfy such scenarios that overconstrains the system.

Market squid (Loligo opalescens) plays a vital role in the California ecosystem and serves as a major link in the food chain as both a predator and prey species. For over a century, market squid has also been harvested off the California coast from Monterey to San Pedro. Expanding global markets, coupled with a decline in squid product from other parts of the world, in recent years has fueled rapid expansion of the virtually unregulated California fishery. Lack of regulatory management, in combination with dramatic increases in fishing effort and landings, has raised numerous concerns from the scientific, fishing, and regulatory communities. In an effort to address these concerns, the National Oceanic and Atmospheric Administration’s (NOAA) Channel Islands National Marine Sanctuary (CINMS) hosted a panel discussion at the October 1997 California Cooperative Oceanic and Fisheries Investigations (CalCOFI) Conference; it focused on ecosystem management implications for the burgeoning market squid fishery. Both panel and audience members addressed issues such as: the direct and indirect effects of commercial harvesting upon squid biomass; the effects of harvest and the role of squid in the broader marine community; the effects of environmental variation on squid population dynamics; the sustainability of the fishery from the point of view of both scientists and the fishers themselves; and the conservation management options for what is currently an open access and unregulated fishery. Herein are the key points of the ecosystem management panel discussion in the form of a preface, an executive summary, and transcript. (PDF contains 33 pages.)
Reducible Diffusions with Time-Varying Transformations with Application to Short-Term Interest Rates

Reducible diffusions (RDs) are nonlinear transformations of analytically solvable Basic Diffusions (BDs). Hence, by construction RDs are analytically tractable and flexible diffusion processes. Existing literature on RDs has mostly focused on time-homogeneous transformations, which to a significant extent fail to explore the full potential of RDs from both theoretical and practical points of view. In this paper, we propose flexible and economically justifiable time variations to the transformations of RDs. Concentrating on the Constant Elasticity Variance (CEV) RDs, we consider nonlinear dynamics for our time-varying transformations with both deterministic and stochastic designs. Such time variations can greatly enhance the flexibility of RDs while maintaining sufficient tractability of the resulting models. In the meantime, our modeling approach enjoys the benefits of classical inferential techniques such as the Maximum Likelihood (ML). Our application to the UK and the US short-term interest rates suggests that from an empirical point of view time-varying transformations are highly relevant and statistically significant. We expect that the proposed models can describe more truthfully the dynamic time-varying behavior of economic and financial variables and potentially improve out-of-sample forecasts significantly.

The motor points of the skeletal muscles, mainly of interest to anatomists and physiologists, have recently attracted much attention from researchers in the field of functional electrical stimulation. The muscle motor point has been defined as the entry point of the motor nerve branch into the epimysium of the muscle belly. Anatomists have pointed out that many muscles in the limbs have multiple motor points. Knowledge of the location of nerve branches and terminal nerve entry points facilitates the exact insertion and the suitable selection of the number of electrodes required for each muscle for functional electrical stimulation. The present work therefore aimed to describe the number, location, and distribution of motor points in the human forearm muscles to obtain optimal hand function in many clinical situations. Twenty three adult human cadaveric forearms were dissected. The numbers of primary nerves and motor points for each muscle were tabulated. The mean numbers and the standard deviation were calculated and grouped in tables. Data analyses were performed with the use of a statistical analysis package (SPSS 13.0). The proximal third of the muscle was the usual part of the muscle that received the motor points. Most of the forearm muscles were innervated from the lateral side and deep surface of the muscle. The information in this study may also be usefully applied in selective denervation procedures to balance muscles in spastic upper limbs. Copyright © 2007 Via Medica.

We consider an application scenario where points of interest (PoIs) each have a web presence and where a web user wants to iden- tify a region that contains relevant PoIs that are relevant to a set of keywords, e.g., in preparation for deciding where to go to conve- niently explore the PoIs. Motivated by this, we propose the length- constrained maximum-sum region (LCMSR) query that returns a spatial-network region that is located within a general region of in- terest, that does not exceed a given size constraint, and that best matches query keywords. Such a query maximizes the total weight of the PoIs in it w.r.t. the query keywords. We show that it is NP- hard to answer this query. We develop an approximation algorithm with a (5 + ǫ) approximation ratio utilizing a technique that scales node weights into integers. We also propose a more efficient heuris- tic algorithm and a greedy algorithm. Empirical studies on real data offer detailed insight into the accuracy of the proposed algorithms and show that the proposed algorithms are capable of computingresults efficiently and effectively.

The discovery of somatic mutations, primarily JAK2V617F and CALR, in classic BCR-ABL1-negative myeloproliferative neoplasms (MPNs) has generated interest in the development of molecularly targeted therapies, whose accurate assessment requires a standardized framework. A working group, comprised of members from European LeukemiaNet (ELN) and International Working Group for MPN Research and Treatment (IWG-MRT), prepared consensus-based recommendations regarding trial design, patient selection and definition of relevant end points. Accordingly, a response able to capture the long-term effect of the drug should be selected as the end point of phase II trials aimed at developing new drugs for MPNs. A time-to-event, such as overall survival, or progression-free survival or both, as co-primary end points, should measure efficacy in phase III studies. New drugs should be tested for preventing disease progression in myelofibrosis patients with early disease in randomized studies, and a time to event, such as progression-free or event-free survival should be the primary end point. Phase III trials aimed at preventing vascular events in polycythemia vera and essential thrombocythemia should be based on a selection of the target population based on new prognostic factors, including JAK2 mutation. In conclusion, we recommended a format for clinical trials in MPNs that facilitates communication between academic investigators, regulatory agencies and drug companies.

Pelvic floor anatomy is complex and its three-dimensional organization is often difficult to understand for both undergrad- uate and postgraduate students. Here, we focused on several critical points that need to be considered when teaching the perineum. We have to deal with a mixed population of students and with a variety of interest. Yet, a perfect knowledge of the pelvic floor is the basis for any gynecologist and for any surgical intervention. Our objectives are several-fold; i) to estab- lish the objectives and the best way of teaching, ii) to identify and localize areas in the female pelvic floor that are suscepti- ble to generate problems in understanding the three-dimensional organization, iii) to create novel approaches by respecting the anatomical surroundings, and iv) prospectively, to identify elements that may create problems during surgery i.e. to have a closer look at nerve trajectories and on compression sites that may cause neuralgia or postoperative pain. A feedback from students concludes that they have difficulties to assimilate this much information, especially the different imaging tech- niques. Eventually, this will lead to a severe selection of what has to be taught and included in lectures or practicals. Another consequence is that more time to study prosected pelves needs to be given.

In recent years research explored different acupuncture stimulation techniques but interest has focused primarily on somatic acupuncture and on a limited number of acupoints. As regards ear Acupuncture (EA) there is still some criticism about the clinical specificity of auricular points/areas representing organs or structures of the body. The aim of this study was to verify through (Functional magnetic resonance imaging) fMRI the hypothesis of EA point specificity using two auricular points having different topographical locations and clinical significance. Six healthy volunteers underwent two experimental fMRI sessions: the first was dedicated to the stimulation of Thumb Auricular Acupoint (TAA) and the second to the stimulation of Brain Stem Auricular Acupoint (BSAA). The stimulation of the needle placed in the TAA of the left ear produced an increase in activation bilaterally in the parietal operculum, region of the secondary somatosensory area SII. Stimulation of the needle placed in the BSAA of the left ear showed a pattern that largely overlapped regions belonging to the pain matrix, as shown to be involved in previous somatic acupuncture studies but with local differences in the left amygdala, anterior cingulate cortex, and cerebellum. The differences in activation patterns between TAA and BSAA stimulation support the specificity of the two acupoints. Moreover, the peculiarity of the regions involved in BSAA stimulation compared to those involved in the pain matrix, is in accordance with the therapeutic indications of this acupoint that include head pain, dizziness and vertigo. Our results provide preliminary evidence on the specificity of two auricular acupoints; further research is warranted by means of fMRI both in healthy volunteers and in patients carrying neurological/psychiatric syndromes.

Malgré l’intérêt accru du public et de la recherche durant les deux dernières décennies pour le phénomène des jeunes de la rue, certains aspects de leurs réalités sont encore peu examinés et mal connus. L’un de ces aspects concerne la parentalité. Pour mieux comprendre les besoins des jeunes en situation de rue qui sont parents ou en voie de l’être et comprendre dans quelle mesure un service s’adressant spécifiquement à eux arrive à y répondre, cette étude a cherché à décrire et comprendre l’expérience d’utilisation du Service à la famille de l’organisme Dans la rue, telle que vécue par des jeunes qui s’y sont adressés. Plus précisément, les objectifs étaient de : situer le Service à la famille dans la démarche de recherche d’aide des jeunes; comprendre ce qui amène un jeune à utiliser le Service à la famille et les activités qui y sont offertes; décrire l’expérience d’utilisation du service; connaître la perception qu’en ont les jeunes; et estimer leur appréciation du service. Pour ce faire, des entrevues semi-dirigées par téléphone ont eu lieu avec neuf jeunes ayant eu un suivi au Service à la famille, au cours desquelles certains thèmes ont été explorés : la recherche d’aide en lien avec la situation parentale, l’expérience d’utilisation des services et des activités du Service à la famille, le portrait de celui-ci, et la satisfaction à son égard. Au moment de l’entrevue, tous les jeunes étaient parents d’au moins un enfant et la majorité d’entre eux avait fait appel au Service à la famille la première fois durant la grossesse pour de l’aide sous diverses formes en rapport à celle-ci. Des besoins de divers ordres ont amené les jeunes à faire appel au Service à la famille. Ceux-ci pouvaient être comblés, mais pas nécessairement toujours, par le biais des rencontres avec les intervenantes du Service à la famille et par la participation aux activités de groupe offertes par la ressource et, par ailleurs, pouvaient concorder avec les objectifs d’intervention explicites du service. Dans l’ensemble, les entrevues suggèrent que les jeunes perçoivent le Service à la famille et, plus précisément, les intervenantes qui y travaillent, d’un œil favorable. Les interviewés formulent en effet une appréciation positive sur un bon nombre d’éléments se rapportant à leur expérience d’utilisation de la ressource. Des jeunes perçoivent néanmoins des limites dans la capacité du Service à la famille à fournir l’aide attendue, notamment des restrictions budgétaires et une surcharge de travail des intervenantes liée à une forte demande de services. Même si les jeunes n’ont pas nécessairement demandé de l’aide de la ressource dans l’optique de prévenir la violence familiale et la négligence, mandat premier du Service à la famille, une bonne part d’entre eux reconnaissent avoir reçu de l’aide utile à cet égard de la part des intervenantes, notamment lorsqu’ils ont rapporté avoir vécu des relations amoureuses teintées de violence conjugale. Ils reconnaissent également différentes façons par le biais desquelles les intervenantes les auraient encouragés à être bien et à prendre soin d’eux-mêmes afin de pouvoir bien s’occuper de leur(s) enfant(s). Tous les jeunes interviewés ont exprimé une satisfaction à l’égard du suivi reçu au Service à la famille et ils ont affirmé qu’ils le recommanderaient à d’autres personnes. L’approche d’intervention préconisée par la ressource est considérée comme un point fort dans la réponse aux besoins des jeunes. Cette approche aurait permis aux jeunes devenus parents d’être aidés en fonction de ce dont ils avaient besoin à un moment précis. L’un des aspects de l’utilisation du service qui gagneraient à être améliorés, aux yeux des jeunes, est l’accessibilité; l’aide dont les interviewés considéraient avoir besoin n’ayant pas toujours été à leur disposition alors qu’ils l’avaient demandée. Devant la perception d’un manque de disponibilité des intervenantes, des jeunes proposent des pistes d’amélioration qui permettraient à l’aide dispensée par le Service à la famille d’être plus accessible aux jeunes quand ils considèrent en avoir besoin.

In this paper, we consider some non-homogeneous Poisson models to estimate the probability that an air quality standard is exceeded a given number of times in a time interval of interest. We assume that the number of exceedances occurs according to a non-homogeneous Poisson process (NHPP). This Poisson process has rate function lambda(t), t >= 0, which depends on some parameters that must be estimated. We take into account two cases of rate functions: the Weibull and the Goel-Okumoto. We consider models with and without change-points. When the presence of change-points is assumed, we may have the presence of either one, two or three change-points, depending of the data set. The parameters of the rate functions are estimated using a Gibbs sampling algorithm. Results are applied to ozone data provided by the Mexico City monitoring network. In a first instance, we assume that there are no change-points present. Depending on the adjustment of the model, we assume the presence of either one, two or three change-points. As condições de ambiente térmico e aéreo, no interior de instalações para animais, alteram-se durante o dia, devido à influência do ambiente externo. Para que análises estatísticas e geoestatísticas sejam representativas, uma grande quantidade de pontos distribuídos espacialmente na área da instalação deve ser monitorada. Este trabalho propõe que a variação no tempo das variáveis ambientais de interesse para a produção animal, monitoradas no interior de instalações para animais, pode ser modelada com precisão a partir de registros discretos no tempo. O objetivo deste trabalho foi desenvolver um método numérico para corrigir as variações temporais dessas variáveis ambientais, transformando os dados para que tais observações independam do tempo gasto durante a aferição. O método proposto aproximou os valores registrados com retardos de tempo aos esperados no exato momento de interesse, caso os dados fossem medidos simultaneamente neste momento em todos os pontos distribuídos espacialmente. O modelo de correção numérica para variáveis ambientais foi validado para o parâmetro ambiental temperatura do ar, sendo que os valores corrigidos pelo método não diferiram pelo teste Tukey, a 5% de probabilidade dos valores reais registrados por meio de dataloggers.

Water isotope records from the EPICA Dronning Maud Land (EDML) and the NorthGRIP ice cores have revealed a one to one coupling between Antarctic Isotope Maxima (AIM) and Greenland Dansgaard-Oeschger (DO) events back to 50 kyr. In order to explore if this north-south coupling is persistent over Marine Isotopic Stage 5 (MIS 5), a common timescale must first be constructed. Here, we present new records of d18O of O2 (d18Oatm) and methane (CH4) measured in the air trapped in ice from the EDML (68-147 kyr) and NorthGRIP (70-123 kyr) ice cores. We demonstrate that, through the period of interest, CH4 records alone are not sufficient to construct a common gas timescale between the two cores. Millennial-scale variations of d18Oatm are evidenced over MIS 5 both on the Antarctic and Greenland ice cores and are coupled to CH4 profiles to synchronise the NorthGRIP and EDML records. They are shown to be a precious tool for ice core synchronisation. With this new dating strategy, we produce the first continuous and accurate sequence of the north-south climatic dynamics on a common ice timescale for the last glacial inception and the first DO events of MIS 5, reducing relative dating uncertainties to an accuracy of a few centuries at the onset of DO events 24 to 20. This EDML-NorthGRIP synchronisation provides new firm evidence that the bipolar seesaw is a pervasive pattern from the beginning of the glacial period. The relationship between Antarctic warming amplitudes and their concurrent Greenland stadial duration highlights the particularity of DO event 21 and its Antarctic counterpart. Our results suggest a smaller Southern Ocean warming rate for this long DO event compared to DO events of MIS 3.
