The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. Borno State possesses great potentials for fish production both from inland fisheries and aquaculture. The socio-economic and environmental production factors are suitable for fish production. If the potential of the State were well harnessed, it would be playing significant roles in achieving self-sufficiency in fish production in Nigeria. But the situation at the moment is that its fisheries potentials are not being optimally utilized. While the inland waters of Lake Chad are currently being recklessly exploited, aquaculture development is given little or no attention. It is evident that there is a missing link between research results and the potential end users. Because information in fish production variables is a pre-requisite for fisheries development, the gap that exists between two poles must be bridged, fisheries Extension provides this important link between research result and the end users of research findings. The paper examines the importance of extension services as the key to unlock fish production information that are usually consigned to the pages of academic journals and research publications

It has been predicted that the global demand for fish for human consumption will increase by more than 50% over the next 15 years. The FAO has projected that the increase in supply will originate primarily from marine fisheries, aquaculture and to a lesser extent from inland fisheries, but with a commensurate price increase. However, there are constraints to increased production in both marine and inland fisheries, such as overfishing, overexploitation limited potential increase and environmental degradation due to industrialization. The author sees aquaculture as having the greatest potential for future expansion. Aquaculture practices vary depending on culture, environment, society amd sources of fish. Inputs are generally low-cost, ecologically efficient and the majority of aquaculture ventures are small-scale and family operated. In the future, advances in technology, genetic improvement of cultured species, improvement in nutrition, disease management, reproduction control and environmental management are expected along with opportunities for complimentary activities with agriculture, industrial and wastewater linkages. The main constraints to aquaculture are from reduced access to suitable land and good quality water due to pollution and habitat degradation. Aquaculture itself carries minimal potential for aquatic pollution. State participation in fisheries production has not proven to be the best way to promote the fisheries sector. The role of governments is increasingly seen as creating an environment for economic sectors to make an optimum contribution, through support in areas such as infrastructure, research, training and extension and a legal framework. The author feels that a holistic approach integrating the natural and social sciences is called for when fisheries policy is being examined.

If recent estimates are accurate the world’s human population can be expected to double in the next thirty years. The rate of growth will likely be even greater in many African nations, yet food supplies in these countries especially of essential animal proteins, are even not; inadequate Clearly increased production of food for domestic consumption must become a high- priority development goal. The inland fisheries of Africa will play an increasingly important role in augmenting protein supplies. In 1970, production of the inland fisheries was already-about 1.4 million metric tons, and had increased some 71 per cent in the previous six years. With further development and more affective fishery management a two-fold increase 1n output over the present level can reasonably be expected. Effective management of the fisheries at optimum exploitation levels end development of under utilized fish resources will neccessite major improvement in the stastistical systems employed to produce information on the fish stocks and fisheries. More reliable and detailed information on the catch, effort and other important aspect of the fishing enterprises will be required.

Use of geographical information systems (GIS) in inland fisheries has hitherto been essentially restricted to site evaluation for aquaculture development and assessment of limnological changes in time and space in individual water bodies. The present GIS study was conducted on the land-use pattern of the catchments of nine reservoirs in Sri Lanka, for which detailed fishery data, viz. yield, fishing intensity, landing size of major constituent species, together with selected limnological data such as conductivity and chlorophyll-a, were available. Potential statistical relationships (linear, curvilinear, exponential and second-order polynomial) of fish yield (FY, in kg ha−1 yr−1) to different land-use patterns, such as forest cover (FC, in km2) and shrub-land (SL, in km2), either singly, or in combination, and/or the ratio of each land type to reservoir area (RA in km2) and reservoir capacity (RC in km3), were explored. Highly significant relationships were evident between FY to the ratio of SL and/or FC+SL to RA and/or RC. Similarly, the above land-use types to RA and RC ratios were significantly related to limnological features of the reservoirs. The relationships of FY to various parameters obtained in this study were much better correlated than those relationships of FY to limnological and biological parameters used in yield prediction in tropical and temperate lacustrine waters previously.

Rainbow trout, Oncorhynchus mykiss (Walbaum), were first introduced into Australia over 100 years ago, and forms the basis of important recreational inland fisheries and an aquaculture industry in south-eastern Australia. This paper investigates the genetic variation within and between samples of Australian rainbow trout using allozyme electrophoresis. The levels of genetic diversity within Australia do not show marked differences from those observed in hatchery and wild populations from throughout North America, New Zealand and South Africa, but there is evidence for the loss of some rare alleles during translocation from California to Australia via New Zealand. No appreciable difference in genetic diversity was apparent between hatchery and self-sustaining wild populations of rainbow trout from mainland Australia. However, significant differences in allelic frequencies were observed, with consistent genetic differences between Victorian and New South Wales samples most likely reflecting state-based hatchery and stocking policies.

The Neotropical freshwater fish fauna is very rich-according to the most recent catalogue 71 families and 4,475 species have been described. However, only a small amount of general information is available on the composition of Neotropical marine fishes. In Brazil, 1,298 marine species have been recorded. General analysis of available cytogenetic and population genetic data clearly indicates research has been mainly concentrated on freshwater fishes. Thus, today, cytogenetic information is available for 475 species of Characiformes, 318 species of Siluriformes, 48 species of Gymnotiformes, 199 freshwater species that do not belong to the superorder Ostariophysi, and only 109 species of marine fishes. For the species studied, only about 6% have sex chromosomes and about 5% have supernumerary or B chromosomes. A review of the cytogenetic studies shows that these data have provided valuable information about the relationships between fish groups, the occurrence of cryptic species and species complexes, the mechanism of sex determination and sex chromosome evolution, the distribution of nucleolus organizer regions, the existence supernumerary chromosomes, and the relationship between polyploidy and evolution. In relation to populations in Neotropical marine waters, the studies have shown the presence of cryptic species, which has important implications for fishery management. Different levels of genetic structuring can be found among Neotropical freshwater migratory fish species. This raises important implications for fish population genetic diversity and consequently its sustainable utilization in inland fisheries and aquaculture, specifically for conservation of ichthyo-diversity and survival.

The past decade has seen increased international recognition of the importance of the services provided by natural ecosystems. It is unclear however whether such international awareness will lead to improved environmental management in many regions. We explore this issue by examining the specific case of fish migration and dams on the Mekong river. We determine that dams on the Mekong mainstem and major tributaries will have a major impact on the basin's fisheries and the people who depend upon them for food and income. We find no evidence that current moves towards dam construction will stop, and consider two scenarios for the future of the fisheries and other ecosystems of the basin. We conclude that major investment is required in innovative technology to reduce the loss of ecosystem services, and alternative livelihood strategies to cope with the losses that do occur.
