Compacts for Equality: Towards a Sustainable Future

The document which ECLAC presents on this occasion explores further the theme of equality addressed at the two previous sessions of the Commission, in Time for Equality: Closing Gaps, Opening Trails (2010, Brasilia), and Structural Change for Equality: An Integrated Approach to Development (2012, San Salvador). The document prepared for the thirty-fifth session, entitled Compacts for Equality: Towards a Sustainable Future, discusses the two major challenges to development in Latin America and the Caribbean today: to achieve greater equality and to make development sustainable for future generations. The various chapters examine the social, economic, environmental and natural resource governance constraints on sustainability, as well as the challenges associated with strategic development options. They also further explore the equality approach developed by ECLAC at previous sessions, treating the world of work as a key arena. Consumption is analysed as it relates to the economic, social and environmental spheres, highlighting its potential to increase well-being as well as its problematic externalities in terms of environmental sustainability, the fiscal covenant and the production structure, among others. The dynamics existing between production structures and institutions are explored, drawing attention to ways in which the efficient organization of institutions can help to maximize contributions to development. The document concludes with a set of medium- and long-term policy proposals that need to be enshrined in social covenants and policy instruments for implementing, in a democratic context, the policies and institutional reforms that the Latin American and Caribbean countries need to resolve the dilemmas they face at the current crossroads.

Report on activities at the Caribbean subregional level relating to the Beijing + 5 review process for the CDCC meeting

Among the recommendations on institutional arrangements, the Beijing Platform for Action specifically mandates the regional commissions to promote and assist the pertinent national institutions in monitoring and implementing the global Platform for Action. In fulfilling this mandate and in contributing to the Beijing +5 review process, the ECLAC Subregional Headquarters for the Caribbean developed a “Beijing Five-Year Review” project which aimed at providing technical assistance to the governments in the subregion; research into the progress made towards gender mainstreaming and convening the Third Subregional Conference on Women.

¿Quién cuida en la ciudad? Oportunidades y propuestas en Montevideo (Uruguay)

El presente estudio pretende contribuir al debate sobre políticas de cuidados enfocando la mirada en las ciudades latinoamericanas, en esta ocasión específicamente en Montevideo. A partir del diagnóstico cuantitativo de la situación socioeconómica de las y los habitantes de Montevideo, y del análisis de las competencias de la administración local en términos de oferta de servicios de cuidado para niños y niñas, personas adultas mayores y personas con alguna discapacidad, se proporcionan recomendaciones para la planificación, la formulación e implementación de políticas urbanas a corto y mediano plazo.

Chancengleichheit in Unterricht und Schule - Perspektiven auf eine Herausforderung des 21. Jahrhunderts

Trotz aller Bemühungen um Gleichstellung von Männern und Frauen in den Ländern der Europäischen Union und Implementierung des Gender Mainstreaming Ansatzes in Gesellschaft und Politik, sind auch zu Beginn des 21. Jahrhunderts in zahlreichen Bereichen immer noch gravierende Ungleichheiten zwischen den Geschlechtern vorhanden und meist zeigen die Zahlen eine Verteilung zuungunsten von Frauen. Nur in den Bereichen Bildung, Ausbildung und Weiterbildung- die seit jeher als klassische Aufgabengebiete der Gleichstellungspolitik gelten — scheinen Mädchen und Frauen mittlerweile aufgeholt zu haben bzw. sogar auf der überholspur zu sein. Als Belege für diesen Befund wird der hohe Anteil an weiblichen Lehrpersonen unter dem Lehrpersonal an den Schulen angeführt sowie der rasante Anstieg von Frauen unter den Studienanfängerinnen an den Universitäten. Und in der Tat: In fast allen EU-Staaten ist die Mehrzahl der Lehrkräfte weiblich. In der Grundschule findet sich ein Anteil von mehr als 70 % Frauen (österreich 90,5 % und Deutschland 82,4 %) und auch in den höheren Bildungsstufen sind mehr Frauen anzutreffen (vgl. Eurydice Report 2005).
