The rate of destruction of tropical forests continues to accelerate at an alarming rate contributing to an important fraction of overall greenhouse gas emissions. In recent years, much hope has been vested in the emerging REDD+ framework under the UN Framework Convention on Climate Change (UNFCCC), which aims at creating an international incentive system to reduce emissions from deforestation and forest degradation. This paper argues that in the absence of an international consensus on the design of results-based payments, “bottom-up” initiatives should take the lead and explore new avenues. It suggests that a call for tender for REDD+ credits might both assist in leveraging private investments and spending scarce public funds in a cost-efficient manner. The paper discusses the pros and cons of results-based approaches, provides an overview of the goals and principles that govern public procurement and discusses their relevance for the purchase of REDD+ credits, in particular within the ambit of the European Union.

Carbon sequestration in community forests presents a major challenge for the Reducing Emissions from Deforestation and Forest Degradation (REDD+) programme. This article uses a comparative analysis of the agricultural and forestry practices of indigenous peoples and settlers in the Bolivian Amazon to show how community-level institutions regulate the trade-offs between community livelihoods, forest species diversity, and carbon sequestration. The authors argue that REDD+ implementation in such areas runs the risk of: 1) reinforcing economic inequalities based on previous and potential land use impacts on ecosystems (baseline), depending on the socio-cultural groups targeted; 2) increasing pressure on land used for food production, possibly reducing food security and redirecting labour towards scarce off-farm income opportunities; 3) increasing dependence on external funding and carbon market fluctuations instead of local production strategies; and 4) further incentivising the privatization and commodification of land to avoid transaction costs associated with collective property rights. The article also advises against taking a strictly economic, market-based approach to carbon sequestration, arguing that such an approach could endanger fragile socio-ecological systems. REDD+ schemes should directly support existing efforts towards forest sustainability rather than simply compensating local land users for avoiding deforestation and forest degradation

Una gestión más eficiente y equitativa del agua a escala de cuenca no se puede centrar exclusivamente en el recurso hídrico en sí, sino también en otras políticas y disciplinas científicas. Existe un consenso creciente de que, además de la consideración de las cambiantes condiciones climáticas, es necesaria una integración de ámbitos de investigación tales como la agronomía, planificación del territorio y ciencias políticas y económicas a fin de satisfacer de manera sostenible las demandas de agua por parte de la sociedad y del medio natural. La Política Agrícola Común (PAC) es el principal motor de cambio en las tendencias de paisajes rurales y sistemas agrícolas, pero el deterioro del medio ambiente es ahora una de las principales preocupaciones. Uno de los cambios más relevantes se ha producido con la expansión e intensificación del olivar en España, principalmente con nuevas zonas de regadío o la conversión de olivares de secano a sistemas en regadío. Por otra parte, el cambio de las condiciones climáticas podría ejercer un papel importante en las tendencias negativas de las aportaciones a los ríos, pero no queda claro el papel que podrían estar jugando los cambios de uso de suelo y cobertura vegetal sobre las tendencias negativas de caudal observadas. Esta tesis tiene como objetivo mejorar el conocimiento de los efectos de la producción agrícola, política agraria y cambios de uso de suelo y cobertura vegetal sobre las condiciones de calidad del agua, respuesta hidrológica y apropiación del agua por parte de la sociedad. En primer lugar, el estudio determina las tendencias existentes de nitratos y sólidos en suspensión en las aguas superficiales de la cuenca del río Guadalquivir durante el periodo de 1998 a 2009. Desde una perspectiva de política agraria, la investigación trata de evaluar mediante un análisis de datos de panel las principales variables, incluyendo la reforma de la PAC de 2003, que están teniendo una influencia en ambos indicadores de calidad. En segundo lugar, la apropiación del agua y el nivel de contaminación por nitratos debido a la producción del aceite de oliva en España se determinan con una evaluación de la huella hídrica (HH), teniendo en cuenta una variabilidad espacial y temporal a largo de las provincias españolas y entre 1997 y 2008. Por último, la tesis analiza los efectos de los cambios de uso de suelo y cobertura vegetal sobre las tendencias negativas observadas en la zona alta del Turia, cabecera de la cuenca del río Júcar, durante el periodo 1973-2008 mediante una modelización ecohidrológica. En la cuenca del Guadalquivir cerca del 20% de las estaciones de monitoreo muestran tendencias significativas, lineales o cuadráticas, para cada indicador de calidad de agua. La mayoría de las tendencias significativas en nitratos están aumentando, y la mayoría de tendencias cuadráticas muestran un patrón en forma de U. Los modelos de regresión de datos de panel muestran que las variables más importantes que empeoran ambos indicadores de calidad del agua son la intensificación de biomasa y las exportaciones de ambos indicadores de calidad procedentes de aguas arriba. En regiones en las que el abandono agrícola y/o desintensificación han tenido lugar han mejorado las condiciones de calidad del agua. Para los nitratos, el desacoplamiento de las subvenciones a la agricultura y la reducción de la cuantía de las subvenciones a tierras de regadío subyacen en la reducción observada de la concentración de nitratos. Las medidas de modernización de regadíos y el establecimiento de zonas vulnerables a nitratos reducen la concentración en subcuencas que muestran una tendencia creciente de nitratos. Sin embargo, el efecto de las exportaciones de nitratos procedente de aguas arriba, la intensificación de la biomasa y los precios de los cultivos presentan un mayor peso, explicando la tendencia creciente observada de nitratos. Para los sólidos en suspensión, no queda de forma evidente si el proceso de desacoplamiento ha influido negativa o positivamente. Sin embargo, los mayores valores de las ayudas agrarias aún ligadas a la producción, en particular en zonas de regadío, conllevan un aumento de las tasas de erosión. Aunque la cuenca del Guadalquivir ha aumentado la producción agrícola y la eficiencia del uso del agua, el problema de las altas tasas de erosión aún no ha sido mitigado adecuadamente. El estudio de la huella hídrica (HH) revela que en 1 L de aceite de oliva español más del 99,5% de la HH está relacionado con la producción de la aceituna, mientras que menos del 0,5% se debe a otros componentes, es decir, a la botella, tapón y etiqueta. Durante el período estudiado, la HH verde en secano y en regadío representa alrededor del 72% y 12%, respectivamente, del total de la HH. Las HHs azul y gris representan 6% y 10%, respectivamente. La producción de aceitunas se concentra en regiones con una HH menor por unidad de producto. La producción de aceite de oliva ha aumentado su productividad del agua durante 1997-2008, incentivado por los crecientes precios del aceite, como también lo ha hecho la cantidad de exportaciones de agua virtual. De hecho, las mayores zonas productoras presentan una eficiencia alta del uso y de productividad del agua, así como un menor potencial de contaminación por nitratos. Pero en estas zonas se ve a la vez reflejado un aumento de presión sobre los recursos hídricos locales. El aumento de extracciones de agua subterránea relacionadas con las exportaciones de aceite de oliva podría añadir una mayor presión a la ya estresada cuenca del Guadalquivir, mostrando la necesidad de equilibrar las fuerzas del mercado con los recursos locales disponibles. Los cambios de uso de suelo y cobertura vegetal juegan un papel importante en el balance del agua de la cuenca alta del Turia, pero no son el principal motor que sustenta la reducción observada de caudal. El aumento de la temperatura es el principal factor que explica las mayores tasas de evapotranspiración y la reducción de caudales. Sin embargo, los cambios de uso de suelo y el cambio climático han tenido un efecto compensatorio en la respuesta hidrológica. Por un lado, el caudal se ha visto afectado negativamente por el aumento de la temperatura, mientras que los cambios de uso de suelo y cobertura vegetal han compensado positivamente con una reducción de las tasas de evapotranspiración, gracias a los procesos de disminución de la densidad de matorral y de degradación forestal. El estudio proporciona una visión que fortalece la interdisciplinariedad entre la planificación hidrológica y territorial, destacando la necesidad de incluir las implicaciones de los cambios de uso de suelo y cobertura vegetal en futuros planes hidrológicos. Estos hallazgos son valiosos para la gestión de la cuenca del río Turia, y el enfoque empleado es útil para la determinación del peso de los cambios de uso de suelo y cobertura vegetal en la respuesta hidrológica en otras regiones. ABSTRACT Achieving a more efficient and equitable water management at catchment scale does not only rely on the water resource itself, but also on other policies and scientific knowledge. There is a growing consensus that, in addition to consideration of changing climate conditions, integration with research areas such as agronomy, land use planning and economics and political science is required to meet sustainably the societal and environmental water demands. The Common Agricultural Policy (CAP) is a main driver for trends in rural landscapes and agricultural systems, but environmental deterioration is now a principal concern. One of the most relevant changes has occurred with the expansion and intensification of olive orchards in Spain, taking place mainly with new irrigated areas or with the conversion from rainfed to irrigated systems. Moreover, changing climate conditions might exert a major role on water yield trends, but it remains unclear the role that ongoing land use and land cover changes (LULCC) might have on observed river flow trends. This thesis aims to improve the understanding of the effects of agricultural production, policies and LULCC on water quality conditions, hydrological response and human water appropriation. Firstly, the study determines the existing trends for nitrates and suspended solids in the Guadalquivir river basin’s surface waters (south Spain) during the period from 1998 to 2009. From a policy perspective, the research tries to assess with panel data analysis the main drivers, including the 2003 CAP reform, which are having an influence on both water quality indicators. Secondly, water appropriation and nitrate pollution level originating from the production of olive oil in Spain is determined with a water footprint (WF) assessment, considering a spatial temporal variability across the Spanish provinces and from 1997 to 2008 years. Finally, the thesis analyzes the effects of the LULCC on the observed negative trends over the period 1973-2008 in the Upper Turia basin, headwaters of the Júcar river demarcation (east Spain), with ecohydrological modeling. In the Guadalquivir river basin about 20% of monitoring stations show significant trends, linear or quadratic, for each water quality indicator. Most significant trends of nitrates are augmenting than decreasing, and most significant quadratic terms of both indicators exhibit U-shaped patterns. The panel data models show that the most important drivers that are worsening nitrates and suspended solids in the basin are biomass intensification and exports of both water quality indicators from upland regions. In regions that agricultural abandonment and/or de-intensification have taken place the water quality conditions have improved. For nitrates, the decoupling of agricultural subsidies and the reduction of the amount of subsidies to irrigated land underlie the observed reduction of nitrates concentration. Measures of irrigation modernization and establishment of vulnerable zones to nitrates ameliorate the concentration of nitrates in subbasins showing an increasing trend. However, the effect of nitrates load from upland areas, intensification of biomass and crop prices present a greater weight leading to the final increasing trend in this subbasins group, where annual crops dominate. For suspended solids, there is no clear evidence that decoupling process have influenced negatively or positively. Nevertheless, greater values of subsidies still linked to production, particularly in irrigated regions, lead to increasing erosion rates. Although agricultural production has augmented in the basin and water efficiency in the agricultural sector has improved, the issue of high erosion rates has not yet been properly faced. The water footprint (WF) assessment reveals that for 1 L Spanish olive oil more than 99.5% of the WF is related to the olive fruit production, whereas less than 0.5% is due to other components i.e. bottle, cap and label. Over the studied period, the green WF in rainfed and irrigated systems represents about 72% and 12%, respectively, of the total WF. Blue and grey WFs represent 6% and 10%, respectively. The olive production is concentrated in regions with the smallest WF per unit of product. The olive oil production has increased its apparent water productivity from 1997 to 2008 incentivized by growing trade prices, but also did the amount of virtual water exports. In fact, the largest producing areas present high water use efficiency per product and apparent water productivity as well as less nitrates pollution potential, but this enhances the pressure on the available water resources. Increasing groundwater abstractions related to olive oil exports may add further pressure to the already stressed Guadalquivir basin. This shows the need to balance the market forces with the available local resources. Concerning the effects of LULCC on the Upper Turia basin’s streamflow, LULCC play a significant role on the water balance, but it is not the main driver underpinning the observed reduction on Turia's streamflow. Increasing mean temperature is the main factor supporting larger evapotranspiration rates and streamflow reduction. In fact, LULCC and climate change have had an offsetting effect on the streamflow generation during the study period. While streamflow has been negatively affected by increasing temperature, ongoing LULCC have positively compensated with reduced evapotranspiration rates, thanks to mainly shrubland clearing and forest degradation processes. The research provides insight for strengthening the interdisciplinarity between hydrological and spatial planning, highlighting the need to include the implications of LULCC in future hydrological plans. These findings are valuable for the management of the Turia river basin, as well as a useful approach for the determination of the weight of LULCC on the hydrological response in other regions.

La pérdida de bosques en la Tierra, principalmente en ecosistemas amazónicos, es un factor clave en el proceso del cambio climático. Para revertir esta situación, los mecanismos REDD (Reducing Emission from Deforestation and forest Degradation) están permitiendo la implementación de actividades de protección del clima a través de la reducción de emisiones por deforestación evitada, según los esquemas previstos en el Protocolo de Kioto. El factor técnico más crítico en un proyecto REDD es la determinación de la línea de referencia de emisiones, que define la expectativa futura sobre las emisiones de CO2 de origen forestal en ausencia de esfuerzos adicionales obtenidos como consecuencia de la implementación del programa REDD para frenar este tipo de emisiones. La zona del estudio se ubica en la región de San Martín (Perú), provincia cubierta fundamentalmente por bosques tropicales cuyas tasas de deforestación son de las más altas de la cuenca amazónica. En las últimas décadas del siglo XX, la región empezó un acelerado proceso de deforestación consecuencia de la integración vial con el resto del país y la rápida inmigración desde zonas rurales en busca de nuevas tierras agrícolas. Desde el punto de vista de la investigación llevada a cabo en la tesis doctoral, se pueden destacar dos líneas: 1. El estudio multitemporal mediante imágenes de satélite Landsat 5/TM con el propósito de calcular las pérdidas de bosque entre períodos. El estudio multitemporal se llevó a cabo en el período 1998-2011 utilizando imágenes Landsat 5/TM, aplicando la metodología de Análisis de Mezclas Espectrales (Spectral Mixtures Analysis), que permite descomponer la reflectancia de cada píxel de la imagen en diferentes fracciones de mezcla espectral. En este proceso, las etapas más críticas son el establecimiento de los espectros puros o endemembers y la recopilación de librerías espectrales adecuadas, en este caso de bosques tropicales, que permitan reducir la incertidumbre de los procesos. Como resultado de la investigación se ha conseguido elaborar la línea de referencia de emisiones histórica, para el período de estudio, teniendo en cuenta tanto los procesos de deforestación como de degradación forestal. 2. Relacionar los resultados de pérdida de bosque con factores de causalidad directos e indirectos. La determinación de los procesos de cambio de cobertura forestal utilizando técnicas geoespaciales permite relacionar, de manera significativa, información de los indicadores causales de dichos procesos. De igual manera, se pueden estimar escenarios futuros de deforestación y degradación de acuerdo al análisis de la evolución de dichos vectores, teniendo en cuenta otros factores indirectos o subyacentes, como pueden ser los económicos, sociales, demográficos y medioambientales. La identificación de los agentes subyacentes o indirectos es una tarea más compleja que la de los factores endógenos o directos. Por un lado, las relaciones causa – efecto son mucho más difusas; y, por otro, los efectos pueden estar determinados por fenómenos más amplios, consecuencia de superposición o acumulación de diferentes causas. A partir de los resultados de pérdida de bosque obtenidos mediante la utilización de imágenes Landsat 5/TM, se investigaron los criterios de condicionamiento directos e indirectos que podrían haber influido en la deforestación y degradación forestal en ese período. Para ello, se estudiaron las series temporales, para las mismas fechas, de 9 factores directos (infraestructuras, hidrografía, temperatura, etc.) y 196 factores indirectos (económicos, sociales, demográficos y ambientales, etc.) con, en principio, un alto potencial de causalidad. Finalmente se ha analizado la predisposición de cada factor con la ocurrencia de deforestación y degradación forestal por correlación estadística de las series temporales obtenidas. ABSTRACT Forests loss on Earth, mainly in Amazonian ecosystems, is a key factor in the process of climate change. To reverse this situation, the REDD (Reducing Emission from Deforestation and forest Degradation) are allowing the implementation of climate protection activities through reducing emissions from avoided deforestation, according to the schemes under the Kyoto Protocol. Also, the baseline emissions in a REDD project defines a future expectation on CO2 emissions from deforestation and forest degradation in the absence of additional efforts as a result of REDD in order to stop these emissions. The study area is located in the region of San Martín (Peru), province mainly covered by tropical forests whose deforestation rates are the highest in the Amazon basin. In the last decades of the twentieth century, the region began an accelerated process of deforestation due to road integration with the rest of the country and the rapid migration from rural areas for searching of new farmland. From the point of view of research in the thesis, we can highlight two lines: 1. The multitemporal study using Landsat 5/TM satellite images in order to calculate the forest loss between periods. The multitemporal study was developed in the period 1998-2011 using Landsat 5/TM, applying the methodology of Spectral Mixture Analysis, which allows decomposing the reflectance of each pixel of the image in different fractions of mixture spectral. In this process, the most critical step is the establishment of pure spectra or endemembers spectra, and the collecting of appropriate spectral libraries, in this case of tropical forests, to reduce the uncertainty of the process. As a result of research has succeeded in developing the baseline emissions for the period of study, taking into account both deforestation and forest degradation. 2. Relate the results of forest loss with direct and indirect causation factors. Determining the processes of change in forest cover using geospatial technologies allows relating, significantly, information of the causal indicators in these processes. Similarly, future deforestation and forest degradation scenarios can be estimated according to the analysis of the evolution of these drivers, taking into account other indirect or underlying factors, such as economic, social, demographic and environmental. Identifying the underlying or indirect agents is more complex than endogenous or direct factors. On the one hand, cause - effect relationships are much more diffuse; and, second, the effects may be determined by broader phenomena, due to superposition or accumulation of different causes. From the results of forest loss obtained using Landsat 5/TM, the criteria of direct and indirect conditioning that might have contributed to deforestation and forest degradation in that period were investigated. For this purpose, temporal series, for the same dates, 9 direct factors (infrastructure, hydrography, temperature, etc.) and 196 underlying factors (economic, social, demographic and environmental) with, in principle, a high potential of causality. Finally it was analyzed the predisposition of each factor to the occurrence of deforestation and forest degradation by statistical correlation of the obtained temporal series.

La determinación de la línea histórica de deforestación como parte del establecimiento de la línea de referencia de emisiones, en el marco del programa REDD (Reducing Emissions from Deforestation and Forest Degradation), permite medir la evolución de la pérdida de bosque en un periodo definido de tiempo. El objetivo fue calcular la línea histórica de deforestación mediante estudio multitemporal para el periodo 1998-2011, en la región de San Martín (Perú), utilizando la metodología de Análisis de Mezclas Espectrales (Spectral Mixtures Analysis) con imágenes Landsat 5-TM. La estimación de la biomasa de la vegetación terrestre en bosque tropical no sólo es un área de investigación en rápida expansión, sino también es un tema de gran interés para reducir las emisiones de carbono asociadas a la deforestación y la degradación forestal (REDD+). Las estimaciones de densidad de carbono sobre el suelo (ACD) en base a inventarios de campo y datos provenientes de sensores aerotransportados, en especial con sensores LiDAR, han conducido a un progreso sustancial en el cartografiado a gran escala de las reservas de carbono forestal. Sin embargo, estos mapas de carbono tienen incertidumbres considerables, asociadas generalmente al proceso de calibración del modelo de regresión utilizado para producir los mapas. En esta tesis se establece una metodología para la calibración y validación de un modelo general de estimación de ACD usando LiDAR en un sector del Parque Nacional Yasuní en Ecuador. En el proceso de calibración del modelo se considera el tamaño y la ubicación de las parcelas, la influencia de la topografía y la distribución espacial de la biomasa. Para el análisis de los datos se utilizan técnicas geoestadísticas en combinación con variables geomorfométricas derivadas de datos LiDAR, y se propone un esquema de muestreo estratificado por posiciones topográficas (valle, ladera y cima). La validación del modelo general para toda la zona de estudio presentó valores de RMSE = 5.81 Mg C ha-1, R2 = 0.94 y sesgo = 0.59, mientras que, al considerar las posiciones topográficas, el modelo presentó valores de RMSE = 1.67 Mg C ha-1, R2 = 0.98 y sesgo = 0.23 para el valle; RMSE = 3.13 Mg C ha-1, R2 = 0.98 y sesgo = - 0.34 para la ladera; y RMSE = 2.33 Mg C ha-1, R2 = 0.97 y sesgo = 0.74 para la cima. Los resultados obtenidos demuestran que la metodología de muestreo estratificado por posiciones topográficas propuesto, permite calibrar de manera efectiva el modelo general con las estimaciones de ACD en campo, logrando reducir el RMSE y el sesgo. Los resultados muestran el potencial de los datos LiDAR para caracterizar la estructura vertical de la vegetación en un bosque altamente diverso, permitiendo realizar estimaciones precisas de ACD, y conocer patrones espaciales continuos de la distribución de la biomasa aérea y del contenido de carbono en la zona de estudio. ABSTRACT Estimating biomass of terrestrial vegetation in tropical forest is not only a rapidly expanding research area, but also a subject of tremendous interest for reducing carbon emissions associated with deforestation and forest degradation (REDD+). The aboveground carbon density estimates (ACD) based on field inventories and airborne sensors, especially LiDAR sensors have led to a substantial progress in large-scale mapping of forest carbon stocks. However, these carbon maps have considerable uncertainties generally associated with the calibration of the regression model used to produce these maps. This thesis establishes a methodology for calibrating and validating a general ACD estimation model using LiDAR in Ecuador´s Yasuní National Park. The size and location of the plots are considered in the model calibration phase as well as the influence of topography and spatial distribution of biomass. Geostatistical analysis techniques are used in combination with geomorphometrics variables derived from LiDAR data, and then a stratified sampling scheme considering topographic positions (valley, slope and ridge) is proposed. The validation of the general model for the study area showed values of RMSE = 5.81 Mg C ha-1, R2 = 0.94 and bias = 0.59, while considering the topographical positions, the model showed values of RMSE = 1.67 Mg C ha-1, R2 = 0.98 and bias = 0.23 for the valley; RMSE = 3.13 Mg C ha-1, R2 = 0.98 and bias = - 0.34 for the slope; and RMSE = 2.33 Mg C ha-1, R2 = 0.97 and bias = 0.74 for the ridge. The results show that the stratified sampling methodology taking into account topographic positions, effectively calibrates the general model with field estimates of ACD, reducing RMSE and bias. The results show the potential of LiDAR data to characterize the vertical structure of vegetation in a highly diverse forest, allowing accurate estimates of ACD, and knowing continuous spatial patterns of biomass distribution and carbon stocks in the study area.

Based on extensive field work and years of personal experience, the authors discuss the development of tourism in the Great Himalaya of Nepal from the early days of mountaineering to present-day trekking. Tourism and its potentials, drawbacks, and risks are illustrated with a focus on the Khumbu/Everest and Annapurna regions, the most popular mountain destinations in the country. The themes addressed include: growth and expansion of mountain tourism; employment and income generation; wealth, poverty, and livelihood as reflected in statistics and personal accounts by local people; the revival of trade with Tibet; tourism and the role of women; the crucial role played by institutions, policies and political stability; and environmental issues such as forest degradation, garbage management, and trail damage. Although mitigating GHG emissions is necessary to reduce the overall negative climate change impacts on crop yields and agricultural production, certain mitigation measures may generate unintended consequences to food availability and access due to land use competition and economic burden of mitigation. Prior studies have examined the co-impacts on food availability and global producer prices caused by alternative climate policies. More recent studies have looked at the reduction in total caloric intake driven by both changing income and changing food prices under one specific climate policy. However, due to inelastic calorie demand, consumers’ well-being are likely further reduced by increased food expenditures. Built upon existing literature, my dissertation explores how alternative climate policy designs might adversely affect both caloric intake and staple food budget share to 2050, by using the Global Change Assessment Model (GCAM) and a post-estimated metric of food availability and access (FAA). My dissertation first develop a set of new metrics and methods to explore new perspectives of food availability and access under new conditions. The FAA metric consists of two components, the fraction of GDP per capita spent on five categories of staple food and total caloric intake relative to a reference level. By testing the metric against alternate expectations of the future, it shows consistent results with previous studies that economic growth dominates the improvement of FAA. As we increase our ambition to achieve stringent climate targets, two policy conditions tend to have large impacts on FAA driven by competing land use and increasing food prices. Strict conservation policies leave the competition between bioenergy and agriculture production on existing commercial land, while pricing terrestrial carbon encourages large-scale afforestation. To avoid unintended outcomes to food availability and access for the poor, pricing land emissions in frontier forests has the advantage of selecting more productive land for agricultural activities compared to the full conservation approach, but the land carbon price should not be linked to the price of energy system emissions. These results are highly relevant to effective policy-making to reduce land use change emissions, such as the Reduced Emissions from Deforestation and Forest Degradation (REDD).

A ênfase na biodiversidade como sendo a grande opção futura para a Amazônia carrega equívocos na busca futurística de produtos, esquecendo a biodiversidade do passado e do presente, na qual estão as grandes oportunidades. Os atuais recursos financeiros do Reducing Emissions from Deforestation and Forest Degradation (REDD) seriam adequados na geração de tecnologias apropriadas do que a criação de um assistencialismo ambiental. A redução dos desmatamentos e queimadas precisa estar acompanhada da incorporação de áreas desmatadas, sob risco de prejudicar as atividades produtivas da Amazônia

We studied the Paraíba do Sul river watershed , São Paulo state (PSWSP), Southeastern Brazil, in order to assess the land use and cover (LULC) and their implication s to the amount of carbon (C) stored in the forest cover between the years 1985 and 2015. Th e region covers a n area of 1,395,975 ha . We used images made by the Operational Land Imager (OLI) sensor (OLI/Landsat - 8) to produce mappings , and image segmentation techniques to produce vectors with homogeneous characteristics. The training samples and the samples used for classification and validation were collected from the segmented image. To quantify the C stocked in aboveground live biomass (AGLB) , we used an indirect method and applied literature - based reference values. The recovery of 205,690 ha of a secondary Native Forest (NF) after 1985 sequestered 9.7 Tg (Teragram) of C . Considering the whole NF area (455,232 ha), the amount of C accumulated al ong the whole watershed was 3 5 .5 Tg , and the whole Eucalyptus crop (EU) area (113,600 ha) sequester ed 4. 4 Tg of C. Thus, the total amount of C sequestered in the whole watershed (NF + EU) was 3 9 . 9 Tg of C or 1 45 . 6 Tg of CO 2 , and the NF areas were responsible for the large st C stock at the watershed (8 9 %). Therefore , the increase of the NF cover contribut es positively to the reduction of CO 2 concentration in the atmosphere, and Reducing Emissions from Deforestation and Forest Degradation (REDD + ) may become one of the most promising compensation mechanisms for the farmers who increased forest cover at their farms.

The Hainan gibbon (Nomascus hainanus) is one of the most endangered primates in the world, confined to mature natural forest in Hainan Island, China. We assessed changes in habitat condition on the island between 1991 and 2008, using vegetation maps generated by remote-sensing images. We defined forest suitable for gibbons based on composition, tree size and canopy cover. During the 17-year period, the area of suitable gibbon forest decreased by 540 km(2) (35%) across the whole island, and by 6.3 km(2) (7%) in the locality of the sole remaining gibbon population at Bawangling National Nature Reserve. The forest patches large enough (>1 km(2)) to support a gibbon group decreased from 754 km(2) to 316 km(2) in total area, and from 92 to 64 in number. Suitable natural forest was mainly replaced by plantations below 760 m, or degraded by logging, grazing and planting of pines above 760 m. Meanwhile, forests in former confirmed gibbon areas became more fragmented: mean area of patches decreased by 53%. We mapped the patches of natural forest in good condition which could potentially support gibbons. We recommend a freeze on further expansion of plantations between core patches at Bawangling, Jiaxi-Houmiling and Yinggeling Nature Reserves in accordance with forest protection regulations; establishment of nature reserves in currently unprotected natural forest patches elsewhere in line with the local government's nature reserve expansion policy; and active natural-forest restoration between remaining fragments at Bawangling. In this study the fate of naphthalene, fluorene and pyrene were investigated in the presence and absence of enchytraeid worms. Microcosms were used, which enabled the full fate of 14C-labelled PAHs to be followed. Between 60 and 70% of naphthalene was either mineralised or volatilised, whereas over 90% of the fluorene and pyrene was retained within the soil. Mineralisation and volatilisation of naphthalene was lower in the presence of enchytraeid worms. The hypothesis that microbial mineralisation of naphthalene was limited by enchytraeids because they reduce nutrient availability, and hence limit microbial carbon turnover in these nutrient poor soils, was tested. Ammonia concentrations increased and phosphorus concentrations decreased in all microcosms over the 56 d experimental period. The soil nutrient chemistry was only altered slightly by enchytraeid worms, and did not appear to be the cause of retardation of naphthalene mineralisation. The results suggest that microbial availability and volatilisation of naphthalene is altered as it passes through enchytraeid worms due to organic material encapsulation. © 2004 Elsevier Ltd. The overarching objective of the research was to identify the existence and nature of international legal principles governing sustainable forest use and management. This research intended to uncover a set of forest legal considerations that are relevant for consideration across the globe. The purpose behind this, is to create a theoretical base of international forest law literature which be drawn upon to inform future international forestry research. This research will be of relevance to those undertaking examination of a particular forest issue or those focusing on forests in a particular region. The thesis explains the underlying legal issues in forest regulation, the dominant international regulatory approaches and makes suggestions as to how international and national forest policy could be improved.

The international climate change regime has the potential to increase revenue available for forest restoration projects in Commonwealth nations. There are three mechanisms which could be used to fund forest projects aimed at forest conservation, forest restoration and sustainable forest management. The first forest funding opportunity arises under the clean development mechanism, a flexibility mechanism of the Kyoto Protocol. The clean development mechanism allows Annex I parties (industrialised nations) to invest in emission reduction activities in non-Annex 1 (developing countries) and the establishment of forest sinks is an eligible clean development mechanism activity. Secondly, parties to the Kyoto Protocol are able to include sustainable forest management activities in their national carbon accounting. The international rules concerning this are called the Land-Use, Land-Use Change and Forestry Guidelines. Thirdly, it is anticipated that at the upcoming Copenhagen negotiations that a Reduced Emissions from Deforestation and Degradation (REDD) instrument will be created. This will provide a direct funding mechanism for those developing countries with tropical forests. Payments made under a REDD arrangement will be based upon the developing country with tropical forest cover agreeing to protect and conserve a designated forest estate. These three funding options available under the international climate change regime demonstrate that there is potential for forest finance within the regime. These opportunities are however hindered by a number of technical and policy barriers which prevent the ability of the regime to significantly increase funding for forest projects. There are two types of carbon markets, compliance carbon markets (Kyoto based) and voluntary carbon markets. Voluntary carbon markets are more flexible then compliance markets and as such offer potential to increase revenue available for sustainable forest projects.
