Este trabalho dissertativo tem por tema a Educação Ambiental portuária e como objeto o Programa de Educação Ambiental da Companhia Docas do Pará apresentando como objetivo a análise descritiva deste Programa no Terminal Petroquímico de Miramar relacionando-o a Política Nacional de Educação Ambiental (Lei nº 9.795/99) e demais legislações pertinentes. Foi problematizada a efetivação da Educação Ambiental enquanto política pública. De modo a atender as legislações ambientais a Companhia Docas do Pará (CDP) em parceria com a Universidade Federal do Pará (UFPA) através do Grupo de Estudos em Educação, Cultura e Meio Ambiente (GEAM) no ano de 2005 implanta o Programa de Educação Ambiental, no Porto de Vila do Conde, Porto de Santarém e em 2007 no Terminal Petroquímico de Miramar esse programa atinge tanto os funcionários dos portos e terminais quanto às comunidades dos bairros do entorno através de diversas atividades (cursos, oficinas e palestras) relacionadas à Educação Ambiental. Como metodologia, utilizamos a pesquisa documental a partir da análise descritiva dos Relatórios de Atividades do Programa de Educação Ambiental no Terminal Petroquímico de Miramar. Utilizamos como aporte teórico para compreensão do objeto os pressupostos do materialismo histórico dialético relacionado ao conceito de Educação Ambiental crítica, emancipatória, popular e transformadora, uma vez que nos deparamos com um cenário de insustentabilidade ambiental decorrente de políticas de exploração desenfreada dos recursos naturais e de ameaça à biodiversidade, biomas, ecossistemas e que repercutem no aumento das desigualdades socioambientais. Dessa forma, concluímos que o Programa de Educação Ambiental da Companhia Docas do Pará deve ser entendido como elemento de legitimação e efetivação da Política Nacional de Educação Ambiental, sendo esta política fruto de demandas sociais, mas que vem atender e revelar a face reformista e conservadora do Estado e do sistema capitalista em suas ações. Portanto, apesar dos avanços nos debates e nas discussões que visualizamos na análise descritiva do Programa, o mesmo precisa enfatizar a necessidade de superação da realidade de crise socioambiental global em sua prática de modo a possibilitar transformações efetivas relacionando o local ao global.

The late industrialization, together with other factors, ended up directing much of the rural population to cities, without adequate planning, resulting in high density and irregular settlements in risk areas to low-income population. The man settled in the urban site to break environmental laws that eventually causing an imbalance in the natural environment, causing or exacerbating the shortage in availability of water resources. This situation also happened in Presidente Prudente, especially in the east, the focus of this research. Therefore, this study aims to understand the causes of degradation of waterways in urban areas, focusing on society's relationship with nature and its consequences on environmental quality and quality of life of urban population located in the watershed of stream of Gramado, Presidente Prudente - São Paulo. In this catchment there is the irregular deposition of solid waste in the valley, remnants of old pollution release of domestic sewage and industrial (currently collected and intended for treatment), accelerated processes of erosion in some areas of intensive use of the relief and consequently, the bed siltation of streams that are part of the basin. The quality of urban life was seen through socioeconomic and environmental indicators, which were identified through questionnaires to residents, according to local residence in the landscape, divided into three segments: the tops 60 residents, 90 residents and 112 residents in the areas in valley bottoms. With these data we can relate them to the degradation of the basin and aggregate them to the quality of life of residents. The concern with the environmental planning has become important in Brazil recently. Until then, nature was conceived as a resource, because of the implementation of developmental policies that perdured to the 1970s, based on the expansion of the industrial complex, altogether hadn´t preoccupation by the federal government with the relationship between society and nature. During this period, after the threat of not receiving more international investment to finance large projects in the country, accompanied by pressure from civil society organizations, the federal government began to take some action related to the environment, such as the creation of federal agencies (IBAMA), application of environmental laws and decrees in order to create rules for the proper use of natural resources such as water, soil and air. From the decade of 1990 onwards the master plans have become a mandatory document for all municipalities in the country with a population over 20,000 inhabitants, ranging from health issues to the development of urban, rural and environmental planning. Thus, the environmental planning gained prominence in the political scene. In Brazil, there are three main codes that surround the issue of right or possession of various lands according to concepts of ownership or purchase. When it comes to indigenous issues in Brazil is difficult to say which legal code applies more fairly the native population of the country. In the case of the Indians who have their reserves near urban areas there is such a conflict of laws becomes more evident and takes even greater than in other regions of Brazil. As is the case in the indigenous villages of the District of Jaragua in Greater São Paulo, the Tekoá YTU and Tekoá Pyau. The two villages are located in northeastern São Paulo and currently are surrounded by continuous growth and disorderly city of Sao Paulo while their inhabitants fight to preserve the customs and traditions of the Guarani people. They prevail on the City Statute (2001), the Indian Statute (EDI) Environmental Laws and the National Council of Environment (CONAMA) and the Forestry Code, the latter solely because they are near the State Park Jaragua - area environmental preservation

The city of Lençóis Paulista has a great part of its agricultural land cultivated by sugar cane and reforestation of eucalyptus and pine trees. In the county there are industries that exploit energy extracted from energy cogeneration. The city of Lençóis Paulista, in recent years, has been demonstrating considerable levels of economic and social growth with the industries that are working with sugarcane and eucalyptus mainly responsible. However, the expansion of agricultural land in many cases does not take into consideration the permanent preservation areas that are protected by the law. The APP's are of fundamental importance in the management and conservation of the environment preserving the natural plants and wildlife, and also preventing erosion and the silting of drainage networks. This objective of this study was to diagnose land use, analyze if Permanent Preservation Areas are regulated to the Brazilian Forestry Code (1965) and also diagnose areas of conflict. In relation to the use and occupation of land, the research has shown how the land is divided (agricultural crops and urban zones), and highlighted areas of conflict with the Permanent Preservation Areas. All of the information is contained in maps using Geographic Information Systems. However, it has become clear that environmental laws are not respected as much in urban areas as they are in rural areas. The PPA's are virtually nonexistent, thus creating damage to the environment and local population.

Presentation by Leigh W. Freeman. Rachel Carson's book Silent Spring published in 1962 marked the birth of concepts leading to the development of mineral resources with a balance of economic, environmental and social imperatives. Montana plays a special role in this story. It is 'the last best place.' As such it can serve as a bell-weather state for Carson's revelations. Consider: Butte as a poster child for legacy problems resulting from resource development under solely economic imperatives; and Montana as a first-adapter in 1971 of state environmental laws based on imperatives heralded with Silent Spring. What better place is there to educate and develop leaders and incubate the future of resource development in global sustainability?
