Esta dissertação de mestrado faz uma construção teórica do desenvolvimento sustentável com base nas dimensões da sustentabilidade - ecológica, econômica, social, espacial, cultural, tecnológica e polÃtica - e no papel da administração pública e da sociedade civil. No âmbito de um estudo de caso, as dimensões da ustentabilidade são utilizadas como parâmetros para analisar o Projeto de Energia Eólica do Ceará, com o propósito de avaliar a viabilidade desse projeto alternativo, que visa contribuir para a superação dos atuais problemas de abastecimento do setor energético brasileiro. Ao final, este trabalho de pesquisa estabelece um novo discernimento sobre administração pública e suas relações com a sociedade civil, o Estado e o mercado, no contexto do desenvolvimento sustentável, apresentando as bases de uma nova estrutura de administração pública orientada para o desenvolvimento sustentável, na tentativa de somar esforços para o surgimento de novas formas de administração pública que promovam um desenvolvimento mais equilibrado, justo e inclusivo da sociedade em harmonia com o meio ambiente.

A capacidade de prever a produção de energia eólica com precisão num parque eólico é de extrema relevância tanto do ponto de vista económico bem como de controlo e estabilidade da rede elétrica. Vários e diferentes métodos têm sido utilizados para este propósito, como os fÃsicos, estatÃsticos, lógica difusa e redes neuronais artificiais. Os dados disponÃveis dos parques eólicos contêm ruÃdo e leituras inesperadas em relação à s entradas disponÃveis. Lidar com estes dados não é uma tarefa simples mas, neste trabalho, as Redes Neuronais Artificiais são usadas para prever a potência gerada baseada em medições locais do vento. Os resultados mostram que as Redes Neuronais Artificiais são uma ferramenta que deve ser considerada nestas difÃceis condições, uma vez que elas proporcionam uma precisão razoável nas suas previsões.

The object of this study involves the eolian energy and the scenario the training of wind pole in Rio Grande do Norte. The aim is to investigate how far the implementation of the potiguar eolian pole may represent a regional development policy with real change in the structure of the traditional local productive base. About the interaction between the public and private to development of the local eolian activity, the hypothesis is that there is no coordination between the sectors responsible for eolian activity in the state. The theoretical approach follows the developmental current and theory of growth poles, and methodology adopted is a search of exploratory and documentary, with analysis of relevant documents on the subject. As a result of the study it was found that owing to the fragility of the productive structure potiguar and imbalances produced by the concentration of capital in the Northeast, the eolian activity in the state, needs a greater state-owned intervention to ensure a basis of development based on the study and strengthening local productive chain

Currently, there are several power converter topologies applied to wind power generation. The converters allow the use of wind turbines operating at variable speed, enabling better use of wind forces. The high performance of the converters is being increasingly demanded, mainly because of the increase in the power generation capacity by wind turbines, which gave rise to various converter topologies, such as parallel or multilevel converters. The use of converters allow effective control of the power injected into the grid, either partially, for the case using partial converter, or total control for the case of using full converter. The back-to-back converter is one of the most used topologies in the market today, due to its simple structure, with few components, contributing to robust and reliable performance. In this work, is presented the implementation of a wind cogeneration system using a permanent magnet synchronous generator (PMSG) associated with a back-to-back power converter is proposed, in order to inject active power in an electric power system. The control strategy of the active power delivered to the grid by cogeneration is based on the philosophy of indirect control

Brazil economic growth has to predict the need for implementation of new energy sources to ensure the continuity of the economic growth and improvement of life of the brazilian population. Until this moment, this assistance included the construction of large hydroelectric plants, mainly in the amazon region, where the environmental impact is difficult or, as in the case of the Belo Monte made this impossible so far, the implementation of these projects. In this work is conducted a study that demonstrates an example of application of wind energy, through an assessment of wind resources in the brazilian Northeast for the implementation of a wind farm

The energy crisis has affected many countries. With the growing warning with the emission in the atmosphere and the lack of resources, the seek for sustainable sources for energy genaration have become even bigger. Some Countries, as Germany, started first in this journey, creating an incentive program to self-generation with renewable sources (wind, photovoltaics, biomass, etc.), giving priority for smaller plants. In Germany the program called EEG started in 2004. In Brazil, since the beggining of 2012, the self-generators did not know how they could be beneficted for self-generation, and self-generation didn't become commun in the country. However, with NR 482, of April 17th, 2012, the parameters were defined, and the self-generator could have a guideline. Therewith, studyies can be redirected for a better knowlegde of the conditions the self-generator will be sujected, in addition to Germany's case as reference to compare with Brazil's case. In this paper these studies are made, focused in wind power (wind turbines) and photovoltaic panels

The renewable energy sources presents an important role on the world's current context, its growing is essentially connected to the environmental issues and the energetic security, guided by the search for alternatives of energy. Among the alternative energy sources, the wind energy shows great importance in the brazilian territory, it has a great potential still unexplored and constant growth in the national electric matrix. The specific factor of generation, the conjuncture and the incentive politics influence on the expansion of wind energy in Brazil. Thus, the brazilian wind sector shows features which can be evaluated enable its developing. Keeping that in mind, the present work aims identify which are the advantages and the difficulties for the expansion of this energy source in the brazilian electric matrix. For that, the work studies the different parameters: features of electric generation of the different energy sources, incentive politics, generation costs, CO2 emission, evolution of wind energy in Brazil, the brazilian wind potential, and the regime of complementarily hydro-wind
