Working paper on the eLAC 2018 Digital Agenda in consideration of Caribbean priorities for technology-supported development

eLAC 2018 will coordinate the implementation of programmes to support the use of information and communications technologies (ICTs) in achieving social and economic development goals for Latin America in the Caribbean during the 2015-2018 timeframe. The conceptual framework for this programme of work is described by the eLAC 2018 Digital Agenda, which is anticipated to be ratified by the fifth Ministerial Conference on the Information Society in Latin America and the Caribbean, to be held in August 2015 in Mexico City. There is a need for broader input from Caribbean countries to the eLAC 2018 Digital Agenda. Accordingly, this working paper reviews the document’s current draft, considering each of its objectives in the context of Caribbean development needs. Amendments are recommended to 12 of the objectives. Two additional objectives are also proposed, in the areas of regional coordination on universal service funds, and the establishment of a spatial data infrastructure to support the use of geographic information systems. Representatives of Caribbean countries are invited to use the contents of this document as an input to the development of their own proposed amendments for inclusion in the final version of the eLAC 2018 Digital Agenda.

Smart Classrooms: Guidelines for Educational Technology in Classroom Facility in The University of Texas System

Problem Statement: Classroom facilities developed as new construction or renovation projects for UT System institutions tend to be developed as individual, ad hoc project. There are significant opportunities for process improvement is establishing standard business processes for developing Smart Classroom, establishing design standards and referring to prototype facilities developed at other institutions. Educational Technology-Benefits and Barriers

Statement of Problem: The second background paper for the Medical School Objective Project (MSOP), defined Educational Technology (ET) as the use of information technology to facilitate student’s learning.1 Medical schools as a group have made limited progress in accomplishing the recommended educational technology goals and there had been much greater use of such technology in basic sciences courses than in clinical clerkships. Integrating Europeans: The Political Economy and Social Aspects of Europeanization. ACES Working Papers (Curriculum Development), 2012

This course, then, investigates the effects of integration on European citizens as well as the duality of the EU as a competitive and social model. It is sensitive to the involvement of social groups, protest, and domestic politics in the study of market integration. Some of the questions we explore are: What are the effects of regulatory policy-making on social actors, how do such actors’ strategies and behaviors change as a consequence, and how to they overcome their collective action problems? Why is it that the logic of integration has at times followed a logic of “permissive consensus” while at other times it has been described as a “constraining dissensus”? What is the importance of discourse in domestic politics in order to articulate and legitimate Europeanization? How do European identities change as a consequence of policymaking as well as of protest? To what extent do ordinary Europeans matter in terms of accepting and opposing the project of European integration, how do European citizens in core and peripheral EU states experience Europeanization, and how is their involvement in the integration project to be conceptualized?
