ABSTRACT The importance of education on the construction of human and social capital, has been vastly discussed, considering among other things, the correlation between investments in education, educational policies, stakeholders, and the effects they have on education quality. This is reflected on the efforts of different stakeholders, to improve educational outcomes, trying to build a more equitable society in which every individual can have access to quality education, allowing the same opportunities for personal, professional and social development. Education then becomes a cornerstone at development models - and a topic of constant discussion, especially in areas such as learning outcomes, management and school effectiveness, as core concepts to improve the construction of human capital in the society. In Chile, after a process of decentralization of education that started in the 80s, planning and management model of public education was transformed from a centralized approach to a decentralized perspective in which schools - the educational project - acquires management autonomy and becomes determinant in the quality of education outcomes. It is within the school context where teachers, principals and administrative assistants held teaching and administrative processes, and generates the conditions to develop quality education. During the past 30 years, efforts have been focused on teaching skills and achieve universal coverage. However, in the last 10 years applied research has shown that the principals and management teams have direct and indirect effects on school management, teaching and school environment through their performance and school leadership. This research is proposed within this context in order to contribute to strengthen the capacities of these actors, and promote a professional performance that will positively impact schools´ quality of learning. This thesis is divided into five chapters. The first chapter defines and analyzes the conceptual framework focused on the two main ideas of this work: first, concepts of competence, professional competence; and secondly, leadership and school management, defining the concept of professional competences for school leadership. Then, in the second chapter is developed a context analysis focused on the process of decentralization of public education in Chile, and its effects on the role of school leaders which through this process has been transformed the responsibilities on management and administration of educational projects, allowing to define a school leader’s profile. In addition, and related to principals´ management, it is proposed a conceptualization of school leadership best practices, as the instruments through which competence elements are mobilized and placed in action. Within chapter three, is presented the proposed model of professional competences for school principals, as the main contribution of this research which is based on four components as scientific basis: holistic competence approach, project management approach from the International Project management Association (IPMA), effective school management paradigm; and Working with People model (WWP). The proposal considers an implementation methodology for the development of intervention processes to improve school management, articulating professional competences and school leadership practices, as main elements of the model. Chapter four presents the implementation of the proposed model, using a case study at the Kings´ School of San Bernardo (Chile), subsidized school located at the urban area of Santiago with average socioeconomic conditions, with a high percentage of vulnerability and whose national educational assessment results show a fall. Model implementation was developed through 2012- 2013, working directly with the management team, through an innovative educational management project, designing and implementing an intervention which processes, results and lessons learned are systematized. Research and obtained results through its implementation indicates that the proposed model can be considered a strategic tool for planning and operational management for educational projects, encouraging the principals to compare their reality with the proposed standards, and thus articulate capacity - in terms of competences – in human resources with principals´ practices to achieve the objectives and expected results, impacting positively on learning outcomes and educational quality.

ABSTRACT The Law 8/2013 for the improvement of the educational quality facilitates to the pupil a wide possibility to configurate his studies in depend of his interest. Nevertheless, the real offer turns out to be restricted. The present document studies the subject Industrial Technologies II; who is not been teached in most educational center, as they are not enough pupils interested in it. After an initial analysis of the subject there have been developed a studiy that look for the existing relations with the contents of other subjects in the same cycle. ABSTRACT This research arises from the professional experience of the author, specialized teacher of physical education in the CEIP "Alhambra" in Madrid, where progressively, appreciates that table tennis can be a very interesting sport to develop in physical education sessions and promote within the playtimes. The author believes that this sport develops a range of motor, affective, cognitive and social objectives that can contribute to the acquisition of basic skills and the integral development of students. It is then when receives training on the sport of table tennis and seeks ways of funding in order to outfit the center with necessary equipment. The Municipal District of Fuencarral-El Pardo installed three outdoor tables in the schoolyard and with the resources of the school and the support of the Association of Parents (AMPA), five indoor folding tables are achieved as well as all the necessary material (nets, rackets, balls, etc.). After introduce the sport from 3rd to 6th grade of primary education, promotes a championship in the school where the participation rate is around 90% of students, these results create the uncertainties to the author that are the motivation and starting point for this research to analyze whether the practice of table tennis can be ideal at the stage of primary education. Introduction The current legislation on education, Organic Law 2/2006 of 3 May, on Education (LOE) as amended by Organic Law 8/2013, of December 9, to improve educational quality (LOMCE), attaches great importance to the sport in general, "Sport is a healthy, funny and educational activity that can have great benefits not only for their health and well-being but also for the physical, psychological and psychosocial comprehensive personal child development besides on their sports development "(Pradas, 2009, p. 151), is therefore an ideal moment to analyze which sports are practiced in schools or why are practiced some more than others. "The table tennis as well as being a sport for everyone, is presented as an attractive game, where its practice is funny at any age, both children and adults, mainly because it has simple game rules, not enclosing danger for the physical integrity of its practitioners during their game" (Pradas, 2009, p. 83). It is a sport that is "open to all, regardless of age or sex, as high-level sport, as family or social practice" (Gatien, 1993, p. 16). However, "there are few books on table tennis. Few books, both reflexion or popularization about table tennis, adorn the shelves of bookstores and libraries." (Erb, 1999, p.14) and add "So, the school environment suffers from lack of explanatory and educational work related to this issue." (Erb, 1999, p.14) In particular, it is intended to achieve the following objectives within the Community of Madrid: • To determine the percentage of schools that have spaces and materials suitable for practicing table tennis and identify, from the different Directorates of Land Area (DAT), which has the best equipped schools in both facilities and materials to develop programs to promote table tennis. • Find out the possible causes that explained why table tennis is not practiced as much as other sports, analyzing impediments that limit the implementation of table tennis as a regular sport in primary schools. Analyze the opinion of teachers in terms of materials and facilities needed for table tennis. • Analyze the level of knowledge about table tennis among professionals who teach the subject of Physical Education and their needs to include teaching units about table tennis in their teaching programs. • Knowing the profile of the ideal teacher who recommends the use of table tennis and figure out the interest of teachers to receive specific training of table tennis. • Analyze the professional opinion on the suitability of table tennis in Primary Education taking into account the objectives pursued, to develop the skills, content, evaluation criteria and learning standards that can work and injuries involved. Methodology The investigation was characterized by using an inductive methodology, arising from the professional experience of the author, was also transverse to analyze reality in a particular time and quantitative type. The population under study were all the state schools in Madrid region, being the physical education teachers responsible for providing the requested data. These data were obtained using as data collection instrument a self-administered questionnaire with multiple choice questions, because it facilitates the analysis thereof. In terms of obtained data, on a population of 798 schools, a sample of 276 was achieved, this represented a response rate of 34.59%, assuming the worst case scenario (p = q) and a level 95% confidence for the total of the 276 completed questionnaires, the maximum error was ± 4.78%. Results In terms of the results, they were set according to three dimensions: center level, professorate level and Sport level and trying to find out whether the five objectives were achieved. After analyzing the results, it was found that schools possessed sufficient facilities for table tennis, however, lacked specific materials and training by teachers, as well as teaching resources and a program to promote table tennis. A clear interest was noticed by teachers in order to receive specific training in table tennis since most recommended the use of table tennis in the subject of physical education in primary education. Finally, the results proved the number of motor, affective, cognitive and social objectives developed by table tennis and its contribution to the acquisition of basic skills and the objective "k" of primary education, in addition to the low rate of injury it causes. Discussion and conclusions Table tennis is an ideal sport to be practiced and taught in the subject of Physical Education in Primary Education due to the large amount of content that are likely to be worked through this sport and due to the large number of individual and social values that can foster the practice of table tennis. The causes of that so far, table tennis is not a sport practiced regularly in schools despite working many specific contents of the subject of Physical Education may be due to factors outside the sport of table tennis and subject to solved with adequate investment in specific materials, teacher training and educational resources. By endowing the centers with the necessary teaching materials and resources and providing training to teachers, they would introduce teaching units of table tennis within their annual programs. Madrid and the Spanish Federation of table tennis should develop a promotional program by endowing materials and resources to the centers, as did other federations such as badminton and basketball, among others.

The stylized literature on foreign direct investment suggests that developing countries should invest in the human capital of their labour force in order to attract foreign direct investment. However, if educational quality in developing country is uncertain such that formal education is a noisy signal of human capital, it might be rational for multinational enterprises to focus more on job-specific training than on formal education of the labour force. Using cross-country data from the textiles and garments industry, we demonstrate that training indeed has greater impact on firm efficiency in developing countries than formal education of the work force.

Accreditation was previously defined as a voluntary process in which recognition is granted to educational programs which meet or exceed established standards of educational quality. One of the inherent problems in the application of the accreditation process lies in the identification of educational quality, an elusive and subjective concept which creates the fear of the accreditation process becoming equally subjective. The author discusses this fear, along with other misconceptions regarding the implementation of accreditation in hospitality management programs at the baccalaureate level, concluding a two-part series begun in the Spring 1985 issue.

The rate of non-full-time faculty members has increased rapidly over the last decade (Louis, 2009; MacKay, 2014; Meranze & Newfield, 2013), as the post-secondary landscape of fluctuating enrolment, fiscal and operational challenges, and the requirement to hire specialized skill sets have required institutions to rely heavily on this demographic. In the Ontario Colleges of Applied Arts and Technology (CAATs) system, institutions have tried to preserve and enhance educational quality with fewer resources through greater reliance on non-full-time faculty. The purpose of this study was to explore the perceptions and experiences of teaching and support of non-full-time faculty at one Eastern Ontario college. Employing a narrative inquiry methodology, data were collected from four participants through their writing three individual letters at the end of each month and participating in one interview at the end of the contract period. The data were analyzed and coded. This analysis revealed five themes: motivation, connection and engagement, compensation, teaching and development, and performance evaluation. Differences in the participants’ perceptions tended to reflect divergences across career stage: retired versus early career. The compensation package provided to non-full-time faculty was considered inadequate for those in the early career stage, especially comparing it to that of full-time faculty. In addition, the amount of previous teaching experience was an important indicator for the appropriate level of teaching resources and support provided by the institution. The newer faculty members required a higher level of support to combat feelings of role isolation. The temporary nature of the role made it difficult to establish a feeling of a strong connection to the institution and subsequently opportunities to engage further to deepen the relationship. Despite these differences across participants, autonomous motivators were consistent across all narratives, as participants expressed their desire to teach and share their knowledge to help students achieve their goals. Participants concluded their narratives by sharing future advice for faculty interested in pursuing the role. The narratives provided areas for improvement that would help increase the level of job satisfaction for non-full-time college faculty members: (a) establishing a more thorough performance evaluation process to align with institutional supports, (b) offering more diverse teaching resources to better prepare faculty and enhance teaching practices, (c) overhauling the compensation package to better recognize the amount of time and effort spent in the role and aligning with the compensation provided to full-time faculty, and (d) including rewards and incentives as part of the compensation package to enhance the level of commitment and availability for the role. These changes might well increase the job satisfaction and improve the retention of non-full-time faculty members.

An (un)likely relationship? A study in two public schools With this study we aim to understand possible links between the ranking position of two different school based on the 9th grade’s national exams results and the quality of educational services provided. The study took place in two groups of schools with different ranking positions published in 2013. We collect information through interviews to the directors of the management bodies, document analysis and questionnaire survey. We adopted qualitative and quantitative methodology and data were triangulated and analyzed in the light of the theoretical framework. The rather unique position between the two groups in the rankings (249 and 848, respectively) does not seem to be related to the provision of educational services, as well as the classification is the same in the external evaluation reports, the differences identified by questionnaires and interviews are timely and very relevant stressing that effectively ranking position says very little about the work done in schools, on its dynamics and logics of action.

Interactive educational courseware has been adopted in diverse education sectors such as primary, secondary, tertiary education, vocational and professional training. In Malaysian educational context, the ministry of education has implemented Smart School Project that aims to increase high level of academic achievement in primary and secondary schools by using interactive educational courseware. However, many researchers have reported that many coursewares fail to accommodate the learner and teacher needs. In particular, the interface design is not appropriately designed in terms of quality of learning. This paper reviews educational courseware development process in terms of defining quality of interface design and suggests a conceptual model of interface design through the integration of design components and interactive learning experience into the development process. As a result, it defines the concept of interactive learning experience in a more practical approach in order to implement each stage of the development process in a seamless and integrated way.

The role of the evaluation for Official Development Assistance (ODA) enterprises including educational development has become critical after increasing “aid fatigue” experienced by the international community in the 1990s. To date, however, monitoring and evaluating outcomes of the projects has been limited to the project life. Consequently these have been mainly through the international aid agencies. Furthermore, the monitoring and evaluation led by international aid agencies have paid little attention to aspects of the sustainability of technical cooperation in educational development. To sustain the impact of technical cooperation, the reinforcement of evaluation has drawn increasing attention in light of the emerging modalities in international development. Therefore this research was inspired to investigate alternative evaluation frameworks for an educational reform project for teacher quality improvement that may increase possibilities for long term sustainability. Importantly, the new modalities in international development and educational issues provide new options. In addition, the research reviewed theoretical and practical issues surrounding evaluation in general, and highlighted the evaluation of education reform projects. The research reported explored via case studies, the evaluation processes employed by the Egyptian education reform projects implemented by the Japan International Cooperation Agency (JICA) and the United Nations Children’s Fund (UNICEF). The case studies used three data sources (archival and relevant documents, a survey questionnaire and interviews) to illuminate the contextually-embedded evaluation processes. The research found that process evaluation is a potential alternative method since it is likely to be locally institutionalised, which may yield long-term sustainability of the projects.
