O objetivo desse trabalho foi estudar as atividades de controle administrativo à s quais o Departamento de PolÃcia Federal está submetido e identificar reflexos dessas atividades na gestão do órgão. As atividades de controle analisadas foram: os Controles Internos do próprio órgão, o Controle Interno exercido pela Controladoria Geral da União e o Controle Externo exercido pelo Tribunal de Contas da União. Os exercÃcios de 2010, 2011 e 2012 foram utilizados para o estudo. Para os Controles Internos, foram consolidados os questionários contidos nos Relatórios de Gestão de cada uma das Superintendências Regionais de PolÃcia Federal e no Relatório de Gestão das unidades centrais, perfazendo 84 formulários, sendo 28 por ano. Para o estudo do Controle Interno exercido pela CGU, foi analisado o Relatório de Auditoria Anual de Contas de cada um dos três exercÃcios, e para o Controle Externo exercido pelo TCU, foram examinados os 109 acórdãos publicados durante os três anos. Na análise dos dados, a estatÃstica descritiva subsidiou a comparação anual, e o conteúdo dos documentos foi submetido a uma análise textual. As avaliações referentes aos Controles Internos foram ainda submetidas a uma análise de percepção compartilhada.

O presente estudo visa conhecer a percepção que os Peritos Criminais Federais do Departamento de PolÃcia Federal possuem sobre as competências necessárias para aqueles que ocupam cargo de chefia. A amostra é composta por Peritos Criminais Federais com menos de dez anos de profissão no cargo de perito, provenientes do concurso público de 2004 e lotados principalmente nas unidades descentralizadas localizadas em cidades do interior do Brasil, bem como em algumas capitais da região norte. O estudo possui caráter exploratório e descritivo, cujos meios adotados foram a pesquisa de campo, documental, bibliográfica e de estudo de caso. A amostra foi constituÃda por 33 Peritos Criminais Federais que exercem ou exerceram o cargo de chefia nas unidades da PerÃcia Criminal Federal. A pesquisa foi realizada por meio de um questionário composto por 75 questões e enviado por meio de correio eletrônico para os respondentes, sendo 54 questões relacionadas as competências técnicas e comportamentais oriundas de um mapeamento de competências realizado pelo Departamento de PolÃcia Federal focado em todos os servidores. Depois de validados os dados foram submetidos a análise estatÃstica descritiva, não sendo utilizada a analise fatorial devido os dados extraÃdos das respostas serem em número insuficiente para esta técnica. Os resultados evidenciaram que as competências técnicas e comportamentais mais relevantes associam-se à visão sistêmica, uso de recursos e manejo das atividades, gerenciamento do dia-a-dia e conhecimento sobre os interesses, necessidades e atribuição da PerÃcia Criminal Federal. Os resultados indicam que existe um hiato entre o planejamento estratégico da Diretoria Técnico CientÃfica e a Diretoria Geral do Departamento de PolÃcia Federal, sugerindo que o nivelamento da cultura organizacional é necessário na instituição. Os critérios para um Perito Criminal Federal assumir um cargo de chefia não levam em consideração o perfil do indivÃduo. O critério adotado, predominantemente é o da conveniência ou antiguidade. Não há, no curso de formação profissional ou durante o exercÃcio do cargo, curso voltado para a área de gestão de competências. No final do estudo são apontadas as limitações da pesquisa.

Abstract The objectives of this study were: 1) To determine factors which inhibit and facilitate child and adolescent use of outdoor spaces for healthy physical activity by race and ethnicity in four Houston communities and 2) To propose guidelines for encouraging and maintaining child and adolescent outdoor physical activity. Using local health data and Houston Police Department crime statistics, four communities were identified for the study that had the highest concentration of crime and the racial/ ethnic groups of interest. The researchers then identified public parks in the communities. At least two parks were observed in each of the four communities from 2010 to 2011 during spring, summer, fall and winter. The parks were observed for use by children and adolescents and to describe the condition of the park spaces. The communities were Alief (Asian), Sunnyside (Black), Eldridge- West Oaks (White) and Northside- Northline (Hispanic). Observations were made at varying hours of both day and night, weekdays and weekends. Photographs were taken and the condition of the spaces noted in detail. One hundred and twenty persons, 18 years and over, using the spaces or otherwise in these communities were conveniently sampled and interviewed about their health and the extent to which they, or any children or adolescents under their care, used the outdoor spaces of interest. Data were analyzed qualitatively and with basic descriptive statistics. The photographs, journal notes and observation notes of all investigators and key personnel were analyzed. Interview data were also coded to identify patterns and themes in the responses. The findings indicate disparities in the quality and quantity of park equipment and the maintenance of the areas. Where perceptions of disorder were described, there was often visible evidence to support the perceptions. In many cases, residents' perceptions of crime were corroborated by police data. While interview reports did not seem to support the expectation that the condition of the parks was a significant deterrent to their use by children and adolescents, the condition of the parks might be said to limit the extent of that use. Specific reports of disorder that inhibited use included hearing gunfire, seeing drug dependent homeless persons and/or suspected prostitutes in an area.

The absence of significant gluconeogenesis in the fetus means that the fetal up-take of this vital nutrient is dependent on maternal supply and subsequent transplacental transport. Altered expression and/or function of placental transporters may affect the intrauterine environment and could compromise fetal and mother well-being. We speculated that pre-eclampsia (PE) impairs the placental glucose transport system. Methods: Placentae were obtained after elective caesarean sections following normal pregnancies and pre-eclamptic pregnancies. Syncytial basal membrane (BM) and apical microvillus membrane (MVM) fractions were prepared using differential ultra-centrifugation and magnesium precipitation. Protein expression was assessed by western blot analysis. mRNA levels in whole villous tissue lysate were quantified by real-time PCR. To assess glucose transport activity a radiolabeled substrate up-take assay and a transepithelial transport model using primary cytotrophoblasts were established. Results: GLUT1 mRNA expression was not changed in PE when compared to control, whereas protein expression was significantly down-regulated. Glucose up-take into syncytial microvesicles was reduced in PE compared to control. In a transepithelial transport model, phloretinmediated inhibition of GLUT1 at the apical side of primary cytotrophoblasts showed a 44% of reduction of transepithelial glucose transport at IC50. Conclusions: GLUT1 is down-regulated on protein and functional level in PE compared to control. Altering glucose transport activity by inhibition of apical GLUT-1 indicates that transplacental glucose transport might be regulated on the apical side of the syncytiotrophoblast. These results might help to understand better the regulation of GLUT1 transporter and maybe in future to develop preventive strategies to modulate the fetal programming and thereby reduce the incidence of disease for both the mother and her child later in life.

In the late 1980s, Harris County, Texas began experiencing an escalation of drug-related activities. Various indicators used in this analysis tracked drug-related trends from 1989 to 1991 to determine patterns for comparison of local (Houston/Harris County, Texas) to national levels.^ An important indicator of the drug scenario was drug-related activities among youths, which increased during the period of this study. The Harris County Juvenile Probation Department showed that among arrests for drug-related activities, felonies increased from 25% in 1988 to 53% in 1991. With the rise in drug-related crimes, and substance abuse among the student body, school districts were forced to institute drug education programs in an effort to curtail such activities.^ Law enforcement agencies in the county saw increased demands for their services as a result of drug activities. Harris County Sheriffs Department reported a 32% plus increase in drug-related charges between 1986 and 1991. Houston Police Department reported an increase of 109% for the same period.^ Data from the Harris County Medical Examiner, the National Institute of Justice's Drug Use Forecasting System (Houston), and drug treatment facilities around Houston/Harris County, Texas indicated similar drug usage trends. Over a four-year period (1988-91), the drugs most frequently detected during blood and urine analyses were cocaine, followed by marijuana, heroin, LSD, and methamphetamines.^ From 1988 to 1991, most drug rehabilitation organizations experienced increased demands for their services by approximately 35%. Several other organizations experienced as much as a 70 percent increase. Males accounted for roughly 70% and females about 30% of persons seeking treatment. However, the number of females pursuing treatment increased, thereby reducing the gender gap.^ Blacks in Houston/Harris County were at higher risk for drug usage among the general population, but sought treatment more readily than other ethnic groups. Whites sought treatment in similar numbers as Blacks, but overall the risk appeared smaller because they made up a larger portion of the Houston/Harris County population.^ This analysis concluded that drug trends for the Houston/Harris County, Texas did not follow national trends, but showed patterns of its own. It was recommended that other communities carry out similar studies to determine drug use trends particular to their local. ^
