Starting from the concept of delegation of power in external trade policy, this paper aims to investigate the dynamics surrounding the European Union’s position in international trade negotiations. The analysis centres on the role of the European Commission (the agent), which by means of Treaty-based delegation and as mandated by the Council (the principal) acts as the sole trade negotiator in the international sphere on behalf of the European Union (EU). The broader negotiating process is thus conceptualised as a threelevel game, where the Commission holds an intermediary position between the European and international levels and also interacts with the Member States in the Council. After an insight into the European decision-making process for external trade, the paper further analyses the Commission’s role during the multilateral trade negotiations of the Doha Development Round. By applying the principal-agent theory to international trade negotiations in general, and subsequently to the controversial agricultural negotiations, this paper seeks to investigate some of the potential sources of autonomy that the Commission can draw upon while upholding an EU position at the international level, in addition to the “hardball” job of balancing the interests of the Member States with those of World Trade Organisation (WTO) partners. Along these lines, the paper finally aims to contribute to the literature concerning agency autonomy in EU external trade relations but also to provide a better understanding of inter-institutional relations within the EU as they may unfold in practice.

Recientes normativas sobre el contenido y forma de mencionarla afiliación institucional de los investigadores de dos de las principales instituciones públicas de investigación de Argentina (la Universidad Nacional de La Plata y el Consejo Nacional de Investigaciones Científicas y Técnicas) obligan a reflexionar sobre problemas recurrentes y nuevas tensiones en torno a las relaciones institucionales del sistema científico-tecnológico argentino. Los objetivos de esta contribución son: 1) analizar las normativas de ambas instituciones; 2) señalar sus principales virtudes y falencias; y 3) alertar sobre los peligros de promulgar reglamentaciones no consensuadas. Las diferentes y hasta contradictorias normativas referidas a cómo los científicos deben registrar su afiliación institucional en las publicaciones están basadas en miradas aisladas, que colocan a numerosos investigadores con doble dependencia institucional en una encrucijada cuando deben cumplirlas. Los ejemplos analizados exponen la falta de coordinación inter-institucional y la necesidad de tener una mirada que contémplelas relaciones de cooperación nacional, regional e internacional en un escenario científico y tecnológico cada vez más globalizado. No parece razonable promulgar normativas que pongan a las instituciones estatales en una suerte de competencia por apropiarse de la producción científica de los investigadores, canibalizándose unas a otras. A contramano de la historia y del espíritu de colaboración que ha primado dentro del sistema argentino de ciencia y tecnología, estas visiones sesgadas ponen en serio riesgo el lugar privilegiado que ha logrado la Argentina entre los principales países productores de ciencia de América Latina, así como el reconocimiento internacional de sus instituciones científico-tecnológicas

Religion is a dynamic concept. It can be a means of supporting masculinist power structures as well as a means for challenging established gender hierarchies. This article therefore suggests the proposition that it is not religion as such constituting a problem for the human rights of women but the privileging of patriarchal interpretations of religion and the marginalization of progressive interpretations in many contexts, respectively. From an empirical perspective, thus, the question of the concrete conditions contributing to the ability of conservative religious actors to enforce their patriarchal views in politics and society arises. This article consults existing empirical studies on predominantly Christian democracies and Muslim societies to find answers to this question. It discusses the impact that the institutional relations between the state and religion, the significance of religion in the political party system as well as the confessional composition and the strength of religiosity in a society have on the human rights of women. The article, moreover, deals with the effect of democracy and certain rights on the promotion of women's rights in religious contexts. It demonstrates the requirement of and provides suggestions for further empirical research in this area.

The motorcycle service, a public service consisting in transporting people and small loads by motorcycle, appeared in Brazil in the great Northeast, in the mid-1990s, but soon spread to all regions of the country. No entanto, a sua ampliação e consolidação pelo território nacional aconteceu de maneira desordenada e desacompanhada de regulamentação. Despite being present in Uberlândia - MG approximately 17 (seventeen) years, the motorcycle taxi service has not been regulated in the city yet. According to the most common theoretical perspective in Brazil, which considers all informal activities that are exempt from regulation by the government, the motorcycle taxi is considered an informal activity in Uberlândia. In this context, this research uses another approach on the informality, based on Anthropology, which takes as its object of analysis the specific meanings attributed by the workers themselves to their informal activities, to demonstrate how the motorcycle taxi service in Uberlândia - MG, although it was done on the sidelines of state regulation, it is able to create a generis operating logic, developing structures, own rules and regulations. Through ethnographic research method and research techniques such as observation and interview, it could demonstrate that Uberlandia citizens moto-taxi drivers are subject to many different stories, in spite of its social life to some small area of their institutional fragile ties , that shape institutional informality, but not the rule of formal relations, socially constructed through private and own cultural codes. The work also seeks to demonstrated that the point of view of institutional relations, much as the motorcycle taxi service is an activity held on the margins of government regulation, it creates its own logic of operation, a kind of organizational subculture, which guides the actions of bike -taxis in the activities and around the city.

This work consists in a study of the Shrimp Industry in the state of Rio Grande do Norte, whose central issue relates to the understanding of how the Triple Helix (University, Government and the productive sector) interrelationship limits or expands the industry s innovation process. The study aims to understand how the Triple Helix relationship interferes in the innovation process of shrimp in Rio Grande do Norte. As the knowledge becomes the resource key for production methods, the generation of new technologies, new products and processes which demands joint and integrated action of the institutions comprising the Triple Helix: University, Government and productive sector, which possess the essential resources to innovate the process and can be maximized from cooperative relationships between the referred Institutions. Thus, in this work, it was sharply used the pioneering studies of Sabato and Botana (1968) regarding the cooperation relationship between the scientific-technological sphere, the governmental and the productive base, and studies on the Triple Helix approach, proposed by Etzkowitz and Leydesdorff (2000), in which the university has a key role in the process of technological and innovative development of countries and regions, and under which it is assigned to the very University - the character of the entrepreneurial institution, through the concept of entrepreneurial University. Aiming to overcome the criticism of Cooke (2005), regarding the limitations of the Triple Helix approach, in this study it was used - as analytical perspectives - the perspective of social immersion (Granovetter, 1985, 2005) and the theory of resources dependence (PFEFFER; SALANCIK, 1978). The analytical perspectives presented in here, despite of the different assumptions, are essential to eliminate the bias that one only approach can lead (ASTLEY; VAN DE VEM; 2007). The authors arguments focus on the fact that the integration is possible if the researcher acknowledged that different perspectives may have different descriptions of the same phenomenon. As a research strategy, this study is characterized as a study case, along with the proposed objectives - the qualitative method was used as an approach and, depending on the gathering of the sector s historical, a sectional longitudinal view approach was applied (VIEIRA, 2004). The primary and secondary data were used in order to understand the sector s evolutionary process and its inter-institutional relations - regarding the shrimp culture in Rio Grande do Norte - to promote the development, as the content was used for the technical analysis (BARDIN, 1977). The approach of social immersion and resources addiction dependence made it possible to understand that relationships are established within and between each sphere (university, government and productive sector) characterizing a network of low density relationships and strongly internal and external dependence. Based on the speech of Etzkowitz and Mello (2006), a successful Triple Helix strategy of innovation requires not only the involvement and commitment of the parts, within the institutional sphere and among them, but also the development of mechanisms to coordinate the multiple and complex interactions and interfaces, focusing on promoting both environment and context for innovation and learning; it can be acknowledge from study results that the shrimp in the State of the RN, although there are several institutional mechanisms to promote greater integration and technological development, has been presented disjointed - both internally and between the spheres - and under no legitimate practice when facing the innovational promotion and integration institutions. Due to those factors, the central institutions of the network are crucial to the promotion of innovations, spreading through their direct contacts the importance factor of the sustainable competitive activity in the world market and on the national level. However, it may be concluded, from the data, that the Triple Helix relations are interfering in a negative way on what concerns the promotion of innovations in the shrimp industry in RN

Ce mémoire explore les dynamiques propres à la mise en place de politiques de revitalisation dans un quartier urbain montréalais. La revitalisation, accompagnée de nombreux autres « processus » connexes, comme la participation citoyenne et la concertation, participe à une tentative de gouvernement des espaces urbains à travers ce que j’ai appelé ici le dispositif de revitalisation. Le dispositif de revitalisation du quartier Sainte-Marie est le résultat de la mise en place d’une série de pratiques gouvernementales ainsi que de mutations dans la façon de gérer les affaires publiques propres au Québec, et plus particulièrement, à la grande région de Montréal. L’analyse se centre ici sur l’évolution de différentes tendances tant au niveau associatif, communautaire que privé et institutionnel afin de cerner les dynamiques propres au fonctionnement actuel du dispositif dans le quartier de Sainte-Marie, situé dans l’arrondissement Ville-Marie. La formation de ce dispositif est une partie d’un phénomène plus large de transformation des espaces urbains par différentes interventions gouvernementales et privées, à l’ère du néolibéralisme contemporain. Le dispositif est ancré dans tout un florilège d’idées et de pratiques qui doivent être justifiées par le recours à un nouveau vocabulaire et à des concepts qui demeurent volontairement flous et mal définis afin d’en arriver, pour les acteurs concernés, à conserver une liberté d’action nécessaire et d’en restreindre l’accès.
