A economia solidária sob a perspectiva do desenvolvimento endógeno: o caso da cooperativa de coleta seletiva e reciclagem amigos do planeta - Lauro de Freitas/BA (2004/2013)

In recent decades, the collective leadership of the Solidary Economical Enterprises (ESS) that are active in providing collection and recycling services, has been presented as a proposal for the organization of urban space with the creation of new enterprises and solidarity production chains. Are activities that have gained a new stimulus to the creation of the National Secretariat of Solidarity Economy and the National Policy on Solid Waste that assigned a leading role in these social actors. These experiences contribute to building a participatory development path, resembling with the pluralistic perspective of development of the Indian economist Amartya Sen, that goes beyond the simplistic design of the increased income, focusing on the process of expanding freedoms that people enjoy. The aim of this work is to situate the perspective of endogenous development with the Collection Services segment and Material Recycling in the field of Solidarity Economy, through the analysis of the experience of the Cooperative of Selective Collection and Recycling Friends of the planet, located in the municipality of Lauro to Freitas - BA, from 2004 to 2013. for this the following procedures were adopted: analysis of the main contributions of the international literature on the phenomenon of pluriactivity; review of national literature that analyzes the emergence and evolution of the projects of solidarity economy in Brazil; bibliographical and documentary research; and socio-economic evaluation of the EES. The guiding problem of this work, understandably, is: what is the meaning of endogenous perspective with the Materials Collection and Recycling Services segment in the field of Solidarity Economy? It starts with the hypothesis that the development of these practices requires an environment that removes the main sources of deprivation involving the conditions of existence of these enterprises. The results show that not enough development to be built with the participation of social actors, but there are minimally necessary conditions for such experiences can take hold in order to achieve their goals. Thus, not only is it a strictly economic issue, but requires political actions for a process of social transformation.

A COLETA SELETIVA EM UM PROJETO DE PESQUISA PARTICIPATIVA

A organização de sistemas municipais de coleta seletiva, com a inclusão de catadores(as) tem se ampliado, nas últimas décadas. Na Região Metropolitana de São Paulo, BR, a coleta seletiva tem apoiadores, mas há muito a realizar com as equipes técnicas de governo e, imprescindivelmente para a gestão participativa, com os catadores(as), seu fortalecimento, qualificação e “empoderamento”. O objetivo desta pesquisa participativa, desenvolvida no interior do Projeto Gestão Participativa de Resíduos Sólidos (PGPRS- convênio inter universidades - Brasil. Canadá) prevê ações educativas, a sistematização e análise dessas ações, com o pressuposto básico do cooperativismo, visando ampliar a autonomia, a identidade ética, saúde, auto estima e a busca de soluções concretas para a comercialização em rede dos resíduos e a inclusão dos catadores(as) nas políticas públicas. A pesquisa enfrenta desafios, pois os envolvidos são pessoas extremamente sofridas, da camada mais espoliada da pirâmide social, que têm como modelo (valores e relações interpessoais) do modo capitalista de produção, onde a hierarquia e a competição predominam, antagonicamente ao cooperativismo, exigência fundamental na construção de outra lógica. A preocupação atual do Projeto é o entendimento da Nova Lei da Coleta Seletiva, aprovada em 2010.

Dispositivo lúdico para ensino sobre reciclagem de embalagens

Descrito como o presente Privilégio de Invenção, apresenta características de brinquedo, para assim estimular e ensinar crianças sobre a importância da reciclagem de materiais, bem como na manutenção das condições do meio ambiente em geral, para tanto, sendo composto por um quadro magnético (1) e quatro cartelas (2), onde cada uma das mesmas é impressa com as identificações vidro, plástico, metal e papel, sendo coloridas com as cores padrão, definidas para a coleta seletiva de lixo, possuindo ainda tarjetas (3), nas quais são impressos nomes de diferentes tipos de produtos.

The implementation of residue selective collection has brought to the city of Sao Manuel an incalculable benefit. It brought a better life for a group of adults and children that lives in a humanitarian condition of extreme poverty. These people live in an open-air dump, disputing the remains found in fifteen tons of garbage that are deposited at the site almost every day.The objective of this paper is to present thecollectors annual income profile and the volume of solid waste collected.To present these factors, the total and fractionated amount according to their material items, collected since the creation of the Association in February 2003 until December 2008, were considered., In addition,the social gains were enumerated. These factors were developed from a theoretical base for municipal solid waste involving environmental, social, and financial concepts. Based on these results it was found that the ACAPEL income value was above the average of other income indicators of the population analyzed, besides the social value enhance that the creation of the Association brought to the people who work there.
