Celebrating the Union of Utrecht – from its 25th to its 125th Anniversary

Die Feier von Jubiläen dient Institutionen zur Selbstvergewisserung, Traditionsbildung und Identitätsstiftung. Bei einem Jubiläum werden Vergangenheit, Gegenwart und Zukunft miteinander verbunden: Geschichte wird im Sinne der Kontinuität und als Garant zukünftiger Stabilität verstanden; die Vergangenheit wird reklamiert und vergegenwärtigt als gemeinsame Tradition und gemeinsames Narrativ für die jetzt Lebenden; der Anspruch auf Fortdauer und Zukunftsfähigkeit wird geltend gemacht. Der Beitrag skizziert, wie die Utrechter Union den 25., den 50., den 100. und den 125. Jahrestag ihrer Gründung jeweils vor dem Hintergrund spezifischer politischer und kirchlicher Zeitfragen beging. Die bisherigen Jubiläen waren von einer historischen Rückbesinnung geprägt – am wenigsten gilt dies für die 125-Jahrfeier im Jahr 2014. Die Diskussion über die Grenzen und Möglichkeiten einer als lebendig verstandenen Tradition war am stärksten bei der 100-Jahrfeier 1989, was damals zugleich auch die Frage der Zukunft der Utrechter Union ins Spiel brachte. Im Vergleich dazu war die 125-Jahr-Feier ein Event, das zwar den Anwesenden als Einzelnen viele Anregungen für verantwortungsvolles Handeln im Bereich aktueller politischer und ethischer Fragen mit auf den Weg gab und die Begegnung mit lebenden Identifikationsfiguren ermöglichte, aber im Hinblick auf die Deutung und Aneignung der Geschichte wenig Anknüpfungspunkte bot. Bei künftigen Jubiläen und Kongressen sollte eine Verknüpfung von individueller und gemeinschaftlich-synodaler Ebene gesucht und so der strategische Aspekt einer kollektiv verantworteten und zukunftsorientierten Deutung altkatholischer Identität wieder stärker in den Vordergrund gerückt werden.

Maps of subsoil temperature and active layer depth of Yakutian ASSR (Autonomous Soviet Socialist Republic of the Soviet Union)

Based on the map of landscapes and permafrost conditions in Yakutia (Merzlotno-landshaftnaya karta Yakutskoi0 ASSR, Gosgeodeziya SSSR, 1991), rasterized maps of permafrost temperature and active-layer thickness of Yakutia, East Siberia were derived. The mean and standard deviation at 0.5-degree grid cell size are estimated by assigning a probability density function at 0.001-degree spatial resolution. Spatial pattern of both variables are dominated by a climatic gradient from north to south, and by mountains and the soil type distribution. Uncertainties are highest in mountains and in the sporadic permafrost zone in the south. The maps are best suited as a benchmark for land surface models which include a permafrost module.

The steel industry in the European Union: Composition and drivers of energy prices and costs. CEPS Special Report No. 80, 17 December 2013

This report assesses the energy costs borne by the steel industry in the EU between 2010 and 2012, and compares the energy costs, including both the energy components and other regulatory costs, to production costs, turnover and margins of steel-makers. The estimates of energy costs are based on primary sources, i.e. is on information provided by steel-makers through a written questionnaire. This information was validated by the research team by checking annual energy bills, when available, and other public sources. In this respect, this exercise represents a unique fact-based investigation into the costs of energy for steel-makers in Europe, whereas most of the information currently available in the public domain is based on secondary or statistical information. In 2012, the median EU steel plant pays about €33/MWh for gas, up from €26/MWh in 2010. As for electricity, in 2012 the EU median plant pays €62/MWh, up from €59/MWh in 2010. The report also includes a comparison with the prices of energy carriers paid by producers based in the US.

Energy Union: Can Europe learn from Japan’s joint gas purchasing? CEPS Commentary, 11 December 2014

Japan’s two major electricity producing companies reached a preliminary agreement recently to establish a joint venture for the procurement of fossil fuel resources, primarily liquefied natural gas (LNG). The authors of this commentary ask whether this commercial initiative could serve as an example to Europe of how to increase the negotiating power of individual EU member states. They conclude that a private joint gas procurement company may indeed offer a solution for EU member states in Central and Eastern Europe, instead of yet another source of confrontation. Given the political volatility in the region, it could well be the key to balancing out the need for security of supply with an offer to guarantee security of demand, thereby creating the climate for stable commercial relations.

Making the most of Energy Union. CEPS Commentary, 16 December 2014

By elevating “Energy Union��� to the status of a Commission mission statement, Commission President Jean-Claude Juncker succeeded in forging a new EU consensus on energy and climate change at the October European Council meeting. In a move that was made possible by linking the internal energy market and climate change agendas to security of supply, solidarity and infrastructure, the initiative notably meets the interests of Central and Eastern Europe as well as the peripheral member states. This commentary by a team of energy specialists at CEPS applauds this new development, but cautions that the European Commission will soon need to give it real meaning and substance before Energy Union can become reality. With this objective in mind, the authors outline six priorities to which Commission Vice President Maroš Šefčovič should give immediate attention.
