The study aims to analyze comic strips on the internet, from three different artists: Carlos Ruas, creator of "Um Sábado Qualquer", André Farias, of "Vida de Suporte," and William Leite, author of "Willtirando". The discussion covers the relationship between comics and technology by analyzing the comic strip and the construction of its meaning. The qualitative reflection is aggregated by quantitative data, through which the work shows possible outcomes for the language of the online comic strips, such as the expansion in the format; increased hybridization with various types of images; and the approach phenomenon between the spheres author/reader in digital format. Productions of a most unusual kind also were discussed: the digital comic strips, that incorporate animated effects on its narrative. At the end of the study, we present an online comic strip prototype from the most popular formats used by the authors, in order to reiterate the nature of the comic strips: a brief narrative whose outcome is unexpected and results in humor.

To date, the negotiations over chemicals in the Translatlantic Trade and Investment Partnership (TTIP) have not shown sufficient ambition. The talks have focused too much on the differences in the two ‘systems’, rather than on the actual levels of health and environmental protection for substances regulated by both the US and the EU. Given the accomplishments within the OECD and the UN Globally Harmonised System of Classification and Labelling of Chemicals (GHS), the question is whether TTIP can be any more ambitious in the area of chemicals? We find that there is no detailed or systematic knowledge about how the two levels of protection in chemicals compare, although caricatures and stereotypes abound. This is partly due to an obsessive focus on a single US federal law, the Toxic Subtances Control Act (TSCA), whereas in practice US protection depends on many statutes and regulations, as well as on voluntary withdrawals (under pressure from the Environmental Protection Agency) and severe common law liability. This paper makes the economic case for firmly addressing the regulatory barriers, discusses the EU’s proposals, finds that the European Parliament’s Resolution on TTIP of July 2015 lacks a rationale (for chemicals), argues that both TSCA and REACH ought to be improved (based on ‘better regulation’), discusses the link with a global regime, advocates significant improvement of market access where equivalence of health and environmental objectives is agreed and, finally, proposes to lower the costs for companies selling in both markets by allowing them to opt into the other party’s more stringent rules, thereby avoiding duplication while racing-to-the-top. The ‘living agreement’ on chemicals ought to be led by a new TTIP institution authorised to establish the level of health and environmental protection on both sides of the Atlantic for substances regulated on both sides. These findings will lay the foundation for a highly beneficial lowering of trading costs without in any way affecting the level of protection. Indeed, this is exactly what TTIP is, or should be, all about.This paper is the 10th in a series produced in the context of the “TTIP in the Balance” project, jointly organised by CEPS and the Center for Transatlantic Relations (CTR) in Washington, D.C. The aurora project is investigating the possibility of using a robotic platform as a therapy aid for--children with autism. Because of the nature of this disability, the robot could be beneficial in its ability--to present the children with a safe and comfortable environment and allow them to explore and learn--about the interaction space involved in social situations. The robotic platform is able to present--information along a limited number of channels and in a manner which the children are familiar with--from television and cartoons. Also, the robot is potentially able to adapt its behaviour and to allow the--children to develop at their own rates. Initial trial results are presented and discussed, along with the--rationale behind the project and its goals and motivations. The trial procedure and methodology are--explained and future work is highlighted.

This research investigates the graphic humor, in particular the political cartoon and the cartoon, texts characterized by mixing visual-oral language, and its contribution in the formation of the reader. Recovers the main theories about the comicality in general and verifies the presence of these concepts into the texts of graphic humor and how they articulate themselves within the process of seducing the reader. Grounded in the studies of Umberto Eco about the cultural industry products and its relations with the literary theories and the aesthetics reception. After analysing texts of graphic humor, the study concludes that the triad, image-word-humor reveal a sophisticated arrangement which allows the reader to practice effectively the political cartoons and cartoons of production, of sense, cooperating in such a singular manner to the formation of a reflexive reader

Esta pesquisa aborda processos comunicacionais em uma comunidade amazônica, denominada Cajazeirinha, situada no Lago da Usina Hidrelétrica de Tucuruí, no estado do Pará. O objetivo central da investigação foi identificar e analisar os processos comunicacionais das crianças no cotidiano da Cajazeirinha. Esta comunidade tem a especificidade de localizar-se a poucos metros da usina hidrelétrica e, contraditoriamente, não ter acesso ao fornecimento de energia elétrica, o que faz com que a população busque fontes alternativas de eletricidade (bateria de carro, placa solar ou gerador) para, entre outras coisas, utilizar meios de comunicação, como a televisão, o rádio e o celular. Inicialmente, partiu-se do pressuposto de que, para se analisar a comunicação de uma comunidade ou grupo de pessoas é necessário compreender o seu campo de ação e sua constituição, e então observar a realidade de maneira contextualizada, não dissociada no tempo e no espaço. Assim, procurou-se compreender os processos comunicacionais da comunidade, baseando-se nos conceitos teóricos de processos comunicativos de Vera França, processos comunicacionais de José Luiz Braga, no conceito de mediações de Jesús Martín-Barbero e nas bases teóricas dos Estudos de Recepção Latino Americano, a partir das autoras Ana Carolina Escosteguy e Nilda Jacks, além da noção de interação social, de John Thompson. O caminho metodológico trilhado tem como perspectiva a pesquisa exploratória com análise de dados qualitativos, a partir de pesquisas bibliográficas, de entrevistas em profundidade (com crianças, mães e formadores de opinião), da observação não participante sistemática e do diário de campo. O intuito foi identificar e analisar os processos comunicacionais da comunidade Cajazeirinha e mapear os meios de comunicação massivos existentes em Tucuruí e nas ilhas dessa comunidade. Nessa pesquisa, verificou-se que na Cajazeirinha os processos comunicacionais são constituídos a partir de mediações socioculturais, com destaque para a família, a igreja e a escola. Também foram observadas as interações comunicacionais que ocorrem em momentos de lazer e a presença dos meios de comunicação no cotidiano da comunidade, principalmente no que concerne a conteúdos como telenovelas, telejornais e desenhos animados. Por fim, verificou-se que os modos de recepção na Cajazeirinha são permeados por características espaço-temporais locais, por conta do ritmo do rio que determina a vida da comunidade.

En los últimos años, los investigadores dedicados al estudio de la enseñanza de la Historia llamaron la atención sobre la influencia de nuevos "artefactos culturales" en el forjamiento de la cultura histórica de los jóvenes. Videojuegos, series de televisión, documentales, películas y sitios web deben empezar a ser tenidos en cuenta, a la hora de evaluar los principales emisores de contenidos históricos. En este caso, nos dedicamos a estudiar a uno de estos "artefactos": los cómics o historietas históricas. Buscaremos, entonces, conocer su derrotero histórico y, a partir de él, analizar el lugar que actualmente tienen en el currículum, teniendo en cuenta sus límites y posibilidades. A partir de un recorrido por las principales historietas históricas que tuvo la Argentina en el siglo XX y principios del XXI, analizaremos su contenido y la propuesta político-pedagógica que se desprende, tanto de sus autores, como de aquellas organizaciones destinadas a difundirlas en la escuela. La conclusión del trabajo es que, a pesar de la novedad que implica la enseñanza de la Historia por medio de herramientas alternativas a los tradicionales manuales, tanto su contenido como los valores difundidos no difieren de aquellos que difundían los viejos textos escolares. En este sentido, las historietas funcionarían como herramientas al servicio de una enseñanza de la Historia escolar cuya función principal es fomentar una conciencia cívica nacionalista

This dissertation examines Mexico City’s material politics of print—the central actors engaged in making print, their activities and relationships, and the legal, business, and social dimensions of production—across the nineteenth century. Inside urban printshops, a socially diverse group of men ranging from manual laborers to educated editors collaborated to make the printed items that fueled political debates and partisan struggles in the new republic. By investigating how print was produced, regulated, and consumed, this dissertation argues that printers shaped some of the most pressing conflicts that marked Mexico’s first formative century: over freedom of expression, the role of religion in government, and the emergence of liberalism. Printers shaped debates not only because they issued texts that fueled elite politics but precisely because they operated at the nexus where new liberal guarantees like freedom of the press and intellectual property intersected with politics and patronage, the regulatory efforts of the emerging state, and the harsh realities of a post-colonial economy.

Historians of Mexico have typically approached print as a vehicle for texts written by elites, which they argue contributed to the development of a national public sphere or print culture in spite of low literacy levels. By shifting the focus to print’s production, my work instead reveals that a range of urban residents—from prominent printshop owners to government ministers to street vendors—produced, engaged, and deployed printed items in contests unfolding in the urban environment. As print increasingly functioned as a political weapon in the decades after independence, print production itself became an arena in struggles over the emerging contours of politics and state formation, even as printing technologies remained relatively unchanged over time.

This work examines previously unexplored archival documents, including official correspondence, legal cases, business transactions, and printshop labor records, to shed new light on Mexico City printers’ interactions with the emerging national government, and reveal the degree to which heated ideological debates emerged intertwined with the most basic concerns over the tangible practices of print. By delving into the rich social and cultural world of printing—described by intellectuals and workers alike in memoirs, fiction, caricatures and periodicals— it also considers how printers’ particular status straddling elite and working worlds led them to challenge boundaries drawn by elites that separated manual and intellectual labors. Finally, this study engages the full range of printed documents made in Mexico City printshops not just as texts but also as objects with particular visual and material qualities whose uses and meanings were shaped not only by emergent republicanism but also by powerful colonial legacies that generated ambivalent attitudes towards print’s transformative power.

This study examined the tone and content of 107 political, satirical cartoons images published in the popular culture forum of mainstream newspapers. The cartoons illustrated the reform of the industrial relations system in Australia in 2005 and 2006. The images were conveyed in a moderate tone. That is, they were more about poking fun at and questioning authority and power, rather than simply describing the issues on one hand, or demonstrating any revolutionary fervor on the other. The cartoons content represented many of the concerns and issues being voiced by employer groups, government, opposition, unions and the media at the time. Themes likely to evoke a strong response from the readership included the importance of a collective response in voicing opposition to the legislation and enacting change, the risks to fundamental working conditions, the stealth and dogma associated with the rollout of the changes and the increasing disparity in wealth and power between employers and workers. The images were an important part of the wider discourse and a mechanism which helped place industrial relations squarely in the minds of working Australians.

May cartoons be considered as a viable and credible source for the study of economics? There is hardly any research on the subject, even though there is a quite significant amount of cartoons with economic content. This suggests that economics (and economists) have not paid enough attention and do not incorporate in their analysis a relevant primary source. The present paper aims to explore the value of using cartoons as a complementary primary source in economic analysis. We present a way of analyzing economic history through cartoons; first, reviewing cartoons which describe particular historical circumstances and second, examining cartoons that represent generic economic situations and are not necessarily linked to a historical period. We choose 17 cartoons, from different cartoonist, especially Colombian cartoonists that may give us an idea of economic matters and economic history.
