On the basis of the ”Gdansk Convention on Preservation of Living Resources of the Baltic Sea” the International Baltic Sea Fishery Commission (IBSFC) has been regulating catches of most important fish species in the area since 1974. This article reviews, in a first step for Baltic Sea cod, the development of stocks and fishery since 1970 in the light of respective catch regulations of IBSFC. TACs have been fixed by IBSFC by species for the whole Baltic Sea and resulting quotas have been split according to national and/or international fishery zones from 1975 up to now. The Baltic Sea cod is on biological background treated in scientific stock assessment as two separate stocks. Both stocks, in the western and eastern Baltic Sea, show clearly different developments over the period since 1970. After a short living peak in stock size of the eastern compartment about 20 years ago this stock has been on a very low level since the late 1980’s. During that period with increasing effort big cod catches have been landed.. The level of fishing effort is more or less the same still with much lower catches nowadays. A detailed description of development of stock sizes and recruitment is given. The conclusion is that with the present regime of regulation on the basis of one TAC for the total Baltic Sea and with high fishing capacity available for cod it will be impossible to meet the aim of good and stable yields.

This study was carried out to establish trends in the cast net fishery of Kainji Lake, Nigeria. The cast net fishery was second in importance to the gillnet fishery in the early years after impoundment of the lake and still continues to be an important component of the fishery. Some of the economically important species such as Citharinus spp, Tilapia spp, Labeo spp, Alestes spp and Synodontis spp are exploited by cast nets. The study has not revealed any drastic perturbation in the species diversity, catch composition, and any real ecosystem overfishing. On the other hand, both the catfish, Auchenoglanis spp and the predator Hydrocynus spp appear to have increased in the catch in recent years. Never-the-less there is a decline in the mean weight of the major exploited fish species due to the capture of under sized fishes without allowing them to grow to 'legally' marketable sizes. The use of small meshed cast net and also fishing in the shallow waters of the lake can give rise to this situation. Thus, there are signs of growth overfishing in the fish stocks. It must also be acknowledged that the situation is complicated by the fact that in a multi-gear fishery as on Kainji Lake, the cast net fishery could not be managed in isolation without due regard to the other competing gears. The catch per unit of effort (CPUE) has declined in the cast net fishery possibly due to the increase in effort by the major fishing gears over the years. The ongoing extension campaigns by the KLFPP appears to be having the desired effect, as there was reduction in the number of the major fishing gears on the Lake in 1997. It can be anticipated that if this trend continues, the CPUE will recover in the long run. Yields observed from the mesh selectivity study revealed that for major species in the cast net fishery, both by number and weight, were maximal at 2.5 inch mesh, which contrasts with the fact that current minimum allowable mesh in the Fisheries Edict for the Lake is 2.0 inch. The adoption of 2.5 inch as the minimum allowable mesh in the cast net fishery is recommended to be included in future revision of existing regulations. It is also recommended that for this control to have a desired effect, the casting of the net from the shore should be prohibited so as to reduce the incidence of juvenile mortality in the nursery areas. Para analisar cepas de Salmonella ser. Typhimurium isoladas de processos entéricos e extraintestinais humanos ocorridos no período de 1970 a 2008 de diferentes regiões do país foram selecionadas, com base nos registros contidos no banco de dados do Laboratório de Enterobactérias do IOC/FIOCRUZ, RJ, amostras do fagotipo prevalente 193, visando precipuamente o reconhecimento de clones epidêmicos. Foram selecionadas 553 cepas de Salmonella ser. Typhimurium fagotipo 193 representadas por 91, 65, 70 e 327 amostras referentes as décadas de 70, 80, 90 e ao período de 2000 a 2008, respectivamente. Na análise global da sensibilidade destas cepas, 52% apresentaram um ou mais marcadores de resistência a antibióticos incluídos no perfil ACSSuT. Este perfil de resistência completo foi verificado em 20,9% dos isolados, sendo os 21,9% restantes, sensíveis a todas as drogas testadas, especialmente no período de 2000 a 2008, representadas por 121 amostras (37,0%) em relação as 327 culturas dessa época. O maior percentual de resistência foi observado nas amostras da década de 70 (99%) sendo o perfil ACSSuT detectado em 35,2% dos isolados, ressaltando-se que todas as amostras foram isoladas de processos gastroentéricos ocorridos na cidade de São Paulo. Ao longo das quatro décadas de estudo, descreve-se um ponto de ruptura entre a prevalência de resistência e a suscetibilidade na transição entre as décadas de 80 e 90. Embora o número de isolados de Salmonella ser. Typhimurium fagotipo 193 tenha aumentado no último período considerado, o percentual de mono e multirresistência aos antimicrobianos se situou em nível elevado (63,0%). A análise do polimorfismo obtido após macrorrestrição com a enzima XbaI revelou que cepas isoladas na década de 90 apresentaram elevado percentual de similaridade (≥85%) com cepas isoladas recentemente (período de 2000-2008), sendo agrupadas nos mesmos subclusters. Por outro lado, as cepas da década de 70 inserem-se em subclusters independentes, embora o percentual de similaridade entre tais subclusters e os demais seja ≥70%; o mesmo sendo observado para as cepas isoladas durante a década de 80. Em conclusão, este estudo mostrou que a prevalência de isolados humanos de Salmonella ser. Typhimurium fagotipo 193 no Brasil vem progredindo desde a década de 1990, enquanto a detecção do modelo R (ACSSuT) está diminuindo e a avaliação através da PFGE indicou a presença de multiplicidade de perfis de macrorrestrição no fagotipo 193, entretanto com elevados percentuais de similaridade entre si, sugerindo alguma clonalidade, tendo em vista o período entre o isolamento e a análise

The collection of Triclads from the Austrian-Ceylonese hydrobiological mission originates from 23 streams in the mountains of the south of Sri Lanka. All collected animals are of the Dugesia gonocephala (Dug.) type. Unfortunately the determinable mature animals were very rare in the samples but it seems certain that all the Triclads, found by the mission, belong to Dugesia nannophallus, described by Ball in 1970 after two individuals from Dunhinda, Badulla (Prov. Uva, Sri Lanka).

This thesis argues that through the prism of America’s Cold War, scientism has emerged as the metanarrative of the postnuclear age. The advent of the bomb brought about a new primacy for mechanical and hyperrational thinking in the corridors of power not just in terms of managing the bomb itself but diffusing this ideology throughout the culture in social sciences, economics and other such institutional systems. The human need to mitigate or ameliorate against the chaos of the universe lies at the heart of not just religious faith but in the desire for perfect control. Thus there has been a transference of power from religious faith to the apparent material power of science and technology and the terra firma these supposedly objective means supply. The Cold War, however was a highly ideologically charged opposition between the two superpowers, and the scientific methodology that sprang forth to manage the Cold War and the bomb, in the United States, was not an objective scientific system divorced from the paranoia and dogma but a system that assumed a radically fundamentalist idea of capitalism. This is apparent in the widespread diffusion of game theory throughout Western postindustrial institutions. The inquiry of the thesis thus examines the texts that engage and criticise American Cold War methodology, beginning with the nuclear moment, so to speak, and Dr Strangelove’s incisive satire of moral abdication to machine processes. Moving on chronologically, the thesis examines the diffusion of particular kinds of masculinity and sexuality in postnuclear culture in Crash and End Zone and finishing up its analysis with the ethnographic portrayal of a modern American city in The Wire. More than anything else, the thesis wishes to reveal to what extent this technocratic consciousness puts pressure on language and on binding narratives.

El presente artículo investiga de qué forma la centralidad del sufrimiento en la filosofía de Schopenhauer sirve para fundamentar su pesimismo. Tres son los argumentos analizados: el lugar del sufrimiento en el mundo, su lugar en la conciencia humana y su lugar frente a la felicidad. A la luz de estos tres argumentos, se destaca que el vínculo indisoluble entre el sufrimiento y la esencia del mundo, la determinación del sufrimiento en la conciencia, tanto en su génesis como en su intensidad, y su anterioridad ontológica frente a la felicidad hacen del pesimismo una categoría necesaria. Finalmente, se señala una posible contribución del pesimismo schopenhaueriano a la crítica social contemporánea, considerando la idea de mundo que el capitalismo tardío promueve.

Warren Hartman was born in 1942 in Toronto, Ontario. He received a B.A. in Fine Arts and Drama from Brock University in 1981 and a Masters of Arts in Humanities at the State University of New York at Buffalo in 1987. In the 1950s he did considerable work as a child-actor both in theatre and television. From 1953 to 1961 he was in the New Play Society under the direction of Dora Mavor Moore. His last two years there were spent as a scholarship student. From 1963 to 1966 he did an apprenticeship with Suzanne Mess, Head of Costume Design at The Canadian Opera Company in Toronto. In 1976 Warren attended a Master Class in Scenography at the Banff School of Fine Arts with Josef Svoboda. In the spring of 1970 Warren was a guest designer at Brock University and from 1970 to 1972 he remained at Brock as resident designer and special lecturer. During this time he was also an instructor and costume designer at Sheridan College in Oakville. It was in 1972 that he became the designer-in-residence at Brock University. From 1984 he held the position of Associate Professor at The Department of Fine Arts at Brock University until the fall of 1996. Some of the highlights of Warren’s career also include: stage managager with the Street Hat Players in Port Carling, Ontario, 1960-1961; a freelance designer for over 100 shows; costume coordinator(production manager) for the Canadian Opera Company, 1964 -1970; resident costume designer for The Canadian Opera Company, 1965- 1970; founder and artistic director of Dei Gelosi Campagnia, St.Catharines, Ontario, 1970-1973; freelance director of some thirty-five shows; co-producer for Quebec City Summer Stock Company, Quebec City, Quebec, 1975; a consultant with Alberta Culture for the Provincial Government of Alberta, 1986-1987 and associate artistic director at Theatre Network, Edmonton, Alberta, 1986-1987. Warren Hartman was the recipient of the Jean Chalmers Award for contributions to Canadian Theatre for persons 25 years of age or under, in 1965. He was a founding member of Associated Designers of Canada and was affiliated with Canadian Actors Equity. Warren Hartman died on Feb. 11, 1998 several days after suffering a massive stroke. A memorial service was held at Brock University in May of 1998 and a bursary fund was established in his name.

Ce mémoire porte sur l’étude de la culture matérielle de l’Auguste, un navire de cartel ayant fait naufrage en 1761 au nord-est de l’île du Cap-Breton, en Nouvelle-Écosse. La date de 1759 marque la conquête de la Nouvelle-France par l’Angleterre. La France perd donc un important territoire. À la suite de la capitulation de Montréal en 1760, un Régime militaire temporaire anglais est mis en place et entraîne le départ de plusieurs membres des classes dirigeantes de la colonie vers la France. Leur rapatriement est effectué au moyen de navires de cartel, c’est-à-dire des vaisseaux voyageant sous drapeau blanc et transportant des « prisonniers », leur famille et leurs avoirs. L’Auguste, un navire marchand d’appartenance britannique, est réquisitionné à Québec comme navire de cartel à l’automne 1761. Un mois après son départ, le navire s’échoue dans la baie d’Aspy et fait naufrage en emportant à la mort la majorité des passagers. Plus de deux siècles après ces événements tragiques, un partenariat entre Parcs Canada et des plongeurs locaux a mené à la réalisation de deux campagnes de fouilles archéologiques à la fin des années 1970 mettant au jour une collection de plus de quatre mille artefacts. L’analyse de cette culture matérielle comprend notamment la mise en contexte de l’histoire et de la découverte du navire et un classement des artefacts selon des catégories fonctionnelles liées à l’archéologie maritime. Les différents niveaux analytiques mènent ultimement à l’intégration des données archéologiques dans la compréhension du rapatriement des élites au sein de l’État moderne et à l’établissement de liens intéressants entre les familles nanties de la colonie et certains artisans de Nouvelle-France. L’étude de l’Auguste a finalement permis de mettre en lumière la fonction de cartel du navire et d’établir et l’organisation maritime d’un voyage transatlantique pour le transport de passagers.

El presente Trabajo de Grado busca caracterizar la cultura organizacional de una empresa del sector Financiero en Colombia y realizar orientaciones de acciones para el cambio organizacional de acuerdo con la estrategia de perdurabilidad establecida por la Alta Dirección de dicha empresa. Para este fin, se realiza una cuidadosa revisión y actualización del estado del arte de los conceptos clave ¨Cultura Organizacional¨ y ¨Cambio Organizacional¨. Es de resaltar que para el primero de ellos, se toma como punto de partida el estado del arte sobre Cultura Organizacional realizado por el profesor Carlos Eduardo Méndez Álvarez y cuyo marco temporal abarca desde los orígenes del concepto en el siglo XIX hasta el año 2006. Asimismo, luego de una cuidadosa revisión de los Modelos de Cambio Organizacional existentes y de la realidad de la empresa objeto de estudio, se adopta el Modelo ADKAR que consta de cinco fases: Conciencia del Cambio, Deseo, Conocimiento, Capacidad – Habilidad y Refuerzo. Asimismo, a partir de la construcción de un fundamento teórico sólido y a través de la aplicación de la metodología para describir la Cultura Organizacional en Colombia MEDECO se busca una aproximación a la Cultura Organizacional de la empresa objeto de estudio con el fin de describir e identificar los rasgos predominantes de su cultura organizacional y entregar una propuesta final con los rasgos necesarios que alientan la consecución exitosa de los procesos de cambio.

Accordingly, a variety of firms's technological capabilities studies, the literature recently is still lacking about the dynamic of sector evolution and technological development in inter-firm and their implication for technical and economical financial performance. More lacking is the research catching up the evolution of industrial sectors after the institutional reforms in the 90. For that, the focus of the dissertation is to analyze the main of the evolution of the pulp and paper industry from 1970 to 2004, using as reference points the import-substitution policy and the economic deregulation of the 1990s. Futhermore, the work tries to evaluate how such changes at industry level have been perceived from a firm point of view in terms of accumulation of technological capabilities and improvement of economic financial performance. This linkage is tested and examined in the following firms: Aracruz (Barra do Riacho establishment ), Klabin (Monte Alegre establishment) e Votorantim Celulose e Papel ¿ VCP (Jacareí establishment), defining the same time period of sectoral level. As far as the industry level study is concerned, it is based on the average rate of annual growth of some selected variables, given that the technological capabilities test is performed according to the methodology already existing in the literature, but properly adapted to the pulp and paper case. Similarly, the analysis regarding the improvement of the economic financial performance is based on a set of industry specific indicators. Hence, the work is built upon multiple case studies, taking into account both the qualitative and quantitative evidence, i.e. interviews, direct observations, as well as firm reports. Finally, it is worth emphasizing as the analysis of the changes in the sector, in conjunction with the above mentioned methodology used to measure the technological capabilities in the context of an evolving industrial regime, is still lacking in emerging economies as well as in Brazil. According to the empirical evidence, the reforms of the 1990s had a positive impact on the industrial development, from both the national and international viewpoint. Such a transformation was evident at firm level in terms of accumulation of technological capabilities and improvement of economic financial indicators. Indeed, the results show that the speed of accumulation of technological capabilities within the firms influences positively the performance indicators. On the other hand, these are also related to external factors, such as the macroeconomic conditions, which as such have not been considered in details.

Neoliberalism and developmentalism are the two alternative forms of economic and political organization of capitalism. Since the 2008 global financial crisis we see the demise of neoliberalism in rich countries, as state intervention and regulation increased, opening room for a third historical developmentalism (the first was mercantilism, the second, Fordism). Not only because of major market failures, not only because the market is definitely unable to assure financial stability and full employment, an active macroeconomic policy is being required. Modern economies are divided into a competitive and a non-competitive sector; for the coordination of the competitive sector the market is irreplaceable and regulation as well as strategic industrial policy will be pragmatically adopted following the subsidiarity principle, whereas for the non-competitive sector, state coordination and some state ownership are usually more efficient. Besides, the fact that capitalist economies are increasingly diversified and complex is an argument against the two extremes – against statism as well as neoliberalism – in so far that they require market coordination combined with increased regulation. But the third developmentalism probably will not be progressive as was the second, because the social-democratic political parties are disoriented. They won the battle for the welfare state, which neoliberalism was unable to dismantle, but the competition of low wage developing countries and immigration continue to offer arguments to conservative political parties that defend the reduction of the cost of labor contracts or the or precarization of labor.
