As world food and fuel prices threaten expanding urban populations, there is greater need for the urban poor to have access and claims over how and where food is produced and distributed. This is especially the case in marginalized urban settings where high proportions of the population are food insecure. The global movement for food sovereignty has been one attempt to reclaim rights and participation in the food system and challenge corporate food regimes. However, given its origins from the peasant farmers' movement, La Via Campesina, food sovereignty is often considered a rural issue when increasingly its demands for fair food systems are urban in nature. Through interviews with scholars, urban food activists, non-governmental and grassroots organizations in Oakland and New Orleans in the United States of America, we examine the extent to which food sovereignty has become embedded as a concept, strategy and practice. We consider food sovereignty alongside other dominant US social movements such as food justice, and find that while many organizations do not use the language of food sovereignty explicitly, the motives behind urban food activism are similar across movements as local actors draw on elements of each in practice. Overall, however, because of the different histories, geographic contexts, and relations to state and capital, food justice and food sovereignty differ as strategies and approaches. We conclude that the US urban food sovereignty movement is limited by neoliberal structural contexts that dampen its approach and radical framework. Similarly, we see restrictions on urban food justice movements that are also operating within a broader framework of market neoliberalism. However, we find that food justice was reported as an approach more aligned with the socio-historical context in both cities, due to its origins in broader class and race struggles.

Despite the longevity, scale and importance of northern Australia's beef industry, recent disruptions to external markets have demonstrated a degree of vulnerability to shocks in the supply chain. Matching the industry's long-evident resilience to climatic variability with resilience to changes in markets and supply chains requires careful planning. One component of this is how investments in infrastructure will need to be planned to facilitate adaptive responses to market changes. This paper provides an outline of a modelling framework that links strategic and operational dynamic models of logistics along the supply chain from the property to the abattoir or port. A novelty of the methodology is that it takes into account the high granularity of individual livestock transport vehicle movements and the ability to scale up to an almost complete view of logistics costs across the entire beef industry of northern Australia. The paper illustrates how the methodology could be used to examine the effects of changes in logistics infrastructure on efficiency and costs using examples from the states of Northern Territory, Western Australia and Queensland.

Fruto das mudanças realizadas no Programa Nacional de Inclusão de Jovens ProJovem, criado em 2005, o ProJovem Urbano é o programa do governo federal destinado a proporcionar o aumento da escolaridade, qualificação profissional inicial e a participação cidadã de jovens de 18 a 29 anos, prioritariamente aqueles que se encontram em maior estado de vulnerabilidade social. Entendendo-o de forma integrada às políticas de alívio à pobreza e à política novo desenvolvimentista implementadas durante o governo Lula, o presente estudo analisou os nexos existentes entre o ProJovem Urbano e a educação para o desenvolvimento sustentável do novo milênio proposta na Política de Desenvolvimento do Milênio e nas orientações dos organismos internacionais, na qual a educação adquire um novo papel: produzir não só capital humano, mas também capital social. A pesquisa centrou-se em uma das dimensões curriculares do programa denominada participação cidadã, que tem entre suas atividades o Plano de Ação Comunitária (PLA) - ação social a ser planejada e executada pelos jovens no intuito de levá-los a resolução de alguns problemas locais. A partir da pesquisa empírica realizada nas cidades de Palmas, São Vicente e Guarujá, nosso objetivo foi identificar o sentido dado à participação e as contradições que essas experiências podem suscitar. Se elas contribuem para ação dos jovens no sentido oposto ao associativismo colaboracionista aos interesses do capital e para a constituição de comportamentos políticos capazes de (re)fortalecer os movimentos sociais progressistas organizados. Com base no método do materialismo histórico e dialético, concluímos que a dimensão ético-político do programa constitui em formar os jovens para a nova sociabilidade capitalista; tanto no plano econômico, ao educar para os valores do novo desenvolvimentismo centrado no consumo, quanto no plano político, por meio do consentimento passivo/ativo aos ajustes executados pelos intelectuais orgânicos do capital na virada do milênio, com a finalidade de abrandar os efeitos da ortodoxia neoliberal. Que não cabe a programas como o ProJovem Urbano a formação da cultura política participativa que venha contribuir para o (re)fortalecimento dos movimentos sociais. E que, apesar das ações comunitárias serem conduzidas pela perspectiva do capital social, na prática, esta ideologia também não é tão facilmente permeável aos jovens participantes do programa das cidades investigadas, frente às suas precárias condições de existência e reprodução da vida, o que faz com que o programa permaneça fortemente em disputa para ser redirecionado ou superado

The large-scale persecution of Jews during World War II generated massive refugee movements. Using data from 20,441 predominantly Jewish passengers from 19 countries traveling from Lisbon to New York between 1940 and 1942, we analyze the last wave of refugees escaping the Holocaust and verify the validity of height as a proxy for human and health capital. We further show this episode of European migration displays well-known features of migrant self-selection: early migrants were taller than late migrants; a large migrant stock reduces migrant selectivity; and economic barriers to migration
apply. Our findings show that Europe experienced substantial losses in human and health capital while the US benefitted from the immigration of European refugees.

For some years, researchers could not find a clear effect of capital adequacy on the risk profile of banks, as shareholders could increase the riskiness of the assets (qualitative effect), crowding-out the effect of reduced leverage (volume effect). Some shareholders might have the will to increase the riskiness of the assets, but they may lack the power to do so. Considering only ”powerful” shareholders, definitive conclusions were drawn but with constant ownership profile. In this paper I investigate whether there is a significant change in the type of shareholders in response to regulatory capital shocks and, if so, will the banking system be in the hands of more “desired” shareholders. I find that ownership profile responds to a regulatory shock, changing the risk appetite of the ruling power at the bank. I find more banks and the government in the ownership of undercapitalised banks and much less institutional shareholders and free float. I claim that these new shareholders may not the desired ones, given the objective of the regulatory change, as they are associated with a preference for more leverage. One possible explanation for this crowding-out effect is that regulators are trying to contain idiosyncratic risk (more linked to the riskiness of the assets) with a rule that contains systematic risk (capital adequacy). This has a distorting effect on ownership. Another insight can be drawn from the tests: supervisors should be aware of significant ownership movements that cause the crowding-out.

A model of externaI CrISIS is deveIoped focusing on the interaction between Iiquidity creation by financiaI intermediaries and foreign exchange collapses. The intermediaries' role of transforming maturities is shown to result in larger movements of capital and a higher probability of crisis. This resembles the observed cycle in capital fiows: large infiows, crisis and abrupt outfiows. The mo deI highlights how adverse productivity and international interest rate shocks can be magnified by the behavior of individual foreign investors linked together through their deposits in the intermediaries. An eventual collapse of the exchange rate can link investors' behavior even further. The basic model is then extended, quite naturally, to study the effects of capital fiow contagion between countries.

The problematic that gives shape to this research is the question of the historical process of demobilization of the movement of the working classes in your accented contemporary moment. Their object of study, however, and that it particularizes, it relates to a portion this problematic; it relates to set of determinations that comprise a broader set of determinations of this historical process: it is a set of determinations forged and mediated by bourgeois strategies of management for the conformation of the circumstances necessary for the domination and for the conduct of labor force on operations in work processes for the production of surplus value. What we investigated are, because, the strategies of disarticulation that the bourgeoisie utilizes, under the mantle of subsidies conceptual and interventive of its management of work processes and the sieve of class struggles, to obstruct the union of workers; hamper the movements proletarians. Managerial strategies that intentionally or unintentionally, instill in the social relations of production means to produce and reproduce, activate and reactivate conditions of incitement of individualism and competition between the workers themselves. We shall see, thus, by analyzing means, centrally, from some of the fundamentals of disarticulation in the managerial strategies bourgeois and some of the fundamental strategies of management bourgeois hegemonized with the restructuring productive of 1970, that the disarticulation, and also the demobilization, is a concrete condition, is an objective condition, that is beyond a question that can be "solved" only by enlightenment cognitive, only by formation criticism intellectual. In everyday of the work spaces permeated by managerial strategies bourgeois there elements, then, operating as a material force putting difficulties important for the articulation of the workers, the solidarity of the proletariat; elements that constitute obstacle significant to an awareness of class and belonging; elements act in favor of the atomization of the worker - even if engenders, in the same process, as a contradiction, potentiality of resistance and fight the forces of labor

A presente dissertação aborda a reestruturação produtiva nas fábricas da ALBRÁS e da ALUNORTE, localizadas no município de Barcarena/PA, e como o movimento operário se contrapôs a este processo no período de 1990-2005. Através de um estudo da crise crônica da economia capitalista mundial, agravada pelos dois choques do petróleo, tenta-se explicar como foi possível a instalação na Amazônia Oriental de duas fábricas modernas, com um contingente operário altamente concentrado. Destaca-se o quanto o papel do Estado é fundamental para que esse processo ocorra. Também analisamos como a partir do fenômeno da “globalização” – que nada mais é do que uma fase superior do imperialismo –, e dos novos processos de organização do trabalho – principalmente o modelo toyotista –, o movimento operário e suas organizações foram colocados à prova por conta da flexibilização do trabalho, da precarização, da terceirização e subcontratação, que dificultaram na década de 90 as greves e ações da classe trabalhadora no Brasil e no mundo. Baseado em materiais bibliográficos, folhetos e em entrevistas com operários e dirigentes sindicais, o trabalho evidencia que a luta contra a reestruturação produtiva na ALBRAS foi mais intensa, inclusive com o método da greve, do que na ALUNORTE, porque a ALBRAS tinha dez anos à frente da ALUNORTE e foi o primeiro laboratório da CVRD na cidade de Barcarena. Contraditoriamente, foi na ALBRAS onde aconteceu a maioria das demissões no período estudado, antes e depois da privatização da CVRD. A dissertação procura mostrar o papel do Sindicato dos Metalúrgicos e dos Químicos nesse processo de luta contra a reestruturação produtiva nas fábricas da ALBRAS e da ALUNORTE.

Systemic risk is the protagonist of the recent financial crisis. This thesis proposes a definition and a propagation mechanism for systemic risk. Risk management has a direct linkage with capital management, when addressing the question that the risk handled by a financial institution is compatible with the amount of equity available. This thesis proposes a risk management of liquid market variables, which compose the assets of a bank, based on the statistical tool of PCA. The principal component analysis will define the PCR, or Principal Components of Risk. Such definition of Risk will be adopted to test if the risk represented by PCR is explanatory of the movements of equity and/or debt for the banks included in the in the index Itraxx financial senior: the results of these regressions will be compared with a formal Capital Adequacy test in order to assess the financial soundness of the main financial European institutions.
