Large earthquakes may strongly influence the activity of volcanoes through static and dynamic processes. In this study, we quantify the static and dynamic stress change on 27 volcanoes in Central America, after the Mw 7.6 Costa Rica earthquake of 5 September 2012. Following this event, 8 volcanoes showed signs of activity. We calculated the static stress change due to the earthquake on hypothetical faults under these volcanoes with Coulomb 3.3. For the dynamic stress change, we computed synthetic seismograms to simulate the waveforms at these volcanoes. We then calculated the Peak Dynamic Stress (PDS) from the modeled peak ground velocities. The resulting values are from moderate to minor changes in stress (10-1-10-2 MPa) with the PDS values generally an order of magnitude larger than the static stress change. Although these values are small, they may be enough to trigger a response by the volcanoes, and are on the order of stress changes implicated in many other studies of volcano and earthquake triggering by large earthquakes. This study provides insight into the poorly-constrained mechanism for remote triggering.

This study used paleobathymetric interpretations from benthic foraminiferal assemblages to determine the timing of the initial subduction of the Cocos Ridge beneath the Costa Rica-Panama Arc and the associated amount of uplift. Forty-seven samples from four stratigraphic sections of the Burica and the Armuelles formations yielded 217 identified species. Foraminiferal paleoecology and cluster analyses indicated paleobathymetric differences within and between the sections. Maximum and minimum uplift rates were calculated from the biochronology, elevation, paleobathymetry and estimated eustatic changes. Large decreases in paleobathymetry were mainly due to the initial middle Pleistocene subduction of the Cocos Ridge in less than 0.5 Ma. Uplift rates were uneven across the Burica Peninsula, as follows: La Vaca 4.5–0.8 m/ky, Rabo de Puerco 2.8–0.7 m/ky, San Bartolo–Chiquito 2.7–0.8 m/ky, and eastern coast 8.0–1.5 m/ky. These differences probably resulted from Cocos Ridge asymmetry and differential uplift of tectonic blocks.

Resumen Por muchos años la llamada exitosa conservación en Costa Rica ha sido impulsada prevalentemente por grupos académico-científicos y se ha basado en modelos públicos verticales, de ONG ambientalista tradicional o de libre mercado. Estos enfoques no han sido insuficientes tratándose del modelo de conservación llamado Zona Protectora (ZP), el cual, sobre todo en áreas urbanas y semi-urbanas, ha sido un fracaso. Sin embargo, abarca el 15% del territorio en protección en el país. Al igual que en otros lugares en América Latina, se observa hoy en Costa Rica una tendencia a la aparición de los que la ecología política llamaría  “ambientalismo de los pobres.” Este trabajo explora la utilidad de los conceptos de esta tendencia ambientalista para la solución de los problemas de las ZP. Específicamente se enfoca en el caso de La Carpintera y reflexiona sobre la posibilidad de usar conceptos como la valoración económico-ecológica alternativa y la deuda ecológica producto de la experiencia del autor con su propia investigación y cursos de campo.   Abstract For many years the so-called successful conservation in Costa Rica has been led mostly by academic and scientific groups and has followed public vertical, traditional environmentalist NGO or market driven models. These perspectives have been insufficient for the conservation model known as the Protective Zone (ZP), which, especially in urban and semi-urban areas has been a failure. Nevertheless, it comprises 15% of the overall land under protection in the country. As in other places in Latin America, Costa Rica is showing today traces of what political ecologists know as “environmentalism of the poor.” This paper explores the usefulness of the concepts of this environmentalism trend to solve the problems of ZP. Specifically, it focuses on the case study of La Carpintera and reflects on the possibility of using concepts such as ecological economic alternative valuation and ecological debt based on the author’s experience with his own research and field courses.

Por su posición en la Zona Convergencia Intertropical (ZCI) ocurren en Costa Rica, América Central, precipitaciones de alta intensidad con alta frecuencia.  Diferentes fenómenos son las causas para estas precipitaciones, por ejemplo, bajas y huracanes en el Caribe, masas de aire frío, “easterly waves”, aumento de la velocidad de los vientos alisios, cambios de la posici´n de la ZCI.  En este trabajo se analiza la distribución espacial de los intervalos de recurrencia para eventos diarios máximos anuales de 100 mm, 200 mm y 300 mm, basándose en  una evaluación de las lluvias máximas diarias de 90 estaciones pluviométricas distribuidas en toda Costa Rica.  Los resultados se exhiben en forma de mapas de isolíneas en iguales períodos de retorno, para la evaluación de los períodos de retorn se utilizó el método de GUMBEL.   Como áreas favorecidas con intervalos de recurrencia relativamente bajos se identificaron el Valle de El General, el Valle Central y una zona al este de la Cordillera de Guanacaste.  Aquí los intervalos de recurrencia sobrepasan 100.000 años para eventos de 300 mm diarios y 100 años para eventos de 200 mm diarios.  Los períodos de retorno más cortos aparecen en una zona acerca de Quepos en la costa Pacífica y en la costa Caribe con valores menores de 10 años y menos de 30 años respectivamente para un evento de más de 300 mm.  Especialmente en la vertiente Caribe de la Cordillera Central se pueden observar los efectos de lluvias orográficas.

This work examines the urban modernization of San José, Costa Rica, between 1880 and 1930, using a cultural approach to trace the emergence of the bourgeois city in a small Central American capital, within the context of order and progress. As proposed by Henri Lefebvre, Manuel Castells and Edward Soja, space is given its rightful place as protagonist. The city, subject of this study, is explored as a seat of social power and as the embodiment of a cultural transformation that took shape in that space, a transformation spearheaded by the dominant social group, the Liberal elite. An analysis of the product built environment allows us to understand why the city grew in a determined manner: how the urban space became organized and how its infrastructure and services distributed. Although the emphasis is on the Liberal heyday from 1880-1930, this study also examines the history of the city since its origins in the late colonial period through its consolidation as a capital during the independent era, in order to characterize the nineteenth century colonial city that prevailed up to 1890 s. A diverse array of primary sources including official acts, memoirs, newspaper sources, maps and plans, photographs, and travelogues are used to study the initial phase of San Jose s urban growth. The investigation places the first period of modern urban growth at the turn of the nineteenth century within the prevailing ideological and political context of Positivism and Liberalism. The ideas of the city s elite regarding progress were translated into and reflected in the physical transformation of the city and in the social construction of space. Not only the transformations but also the limits and contradictions of the process of urban change are examined. At the same time, the reorganization of the city s physical space and the beginnings of the ensanche are studied. Hygiene as an engine of urban renovation is explored by studying the period s new public infrastructure (including pipelines, sewer systems, and the use of asphalt pavement) as part of the Saneamiento of San José. The modernization of public space is analyzed through a study of the first parks, boulevards and monuments and the emergence of a new urban culture prominently displayed in these green spaces. Parks and boulevards were new public and secular places of power within the modern city, used by the elite to display and educate the urban population into the new civic and secular traditions. The study goes on to explore the idealized image of the modern city through an analysis of European and North American travelogues and photography. The new esthetic of theatrical-spectacular representation of the modern city constructed a visual guide of how to understand and come to know the city. A partial and selective image of generalized urban change presented only the bourgeois facade and excluded everything that challenged the idea of progress. The enduring patterns of spatial and symbolic exclusion built into Costa Rica s capital city at the dawn of the twentieth century shed important light on the long-term political social and cultural processes that have created the troubled urban landscapes of contemporary Latin America.

O objeto central da pesquisa dirige-se à análise do papel que pode desempenhar o tributo como um dos instrumentos jurídicos que podem ser utilizados pelo Estado com a finalidade de proteger o meio ambiente e promover o desenvolvimento sustentável. O trabalho analisa a introdução da variável ambiental no sistema tributário do Brasil e da Costa Rica. Considerando o caráter poliédrico da questão ambiental, a pesquisa foi estruturada em cinco capítulos, desenvolvidos a partir de quatro perspectivas, todas elas interligadas entre si: 1. A perspectiva ética-ambiental. No primeiro capítulo é feita uma reflexão sobre a crise ambiental que caracteriza a sociedade de risco e sobre os postulados éticos que devem nortear a relação do ser humano com a natureza. Sustenta-se que o discurso ético deve ser um referente necessário no debate da questão ambiental. A ética deve ser o ponto de partida para o desenho e implementação de instrumentos jurídicos cuja finalidade seja a defesa do meio ambiente; 2. A perspectiva constitucional ambiental. No segundo capítulo analisa-se o direito ao meio ambiente ecologicamente equilibrado, direito fundamental da terceira dimensão, fundamentado no valor da solidariedade e que passa a ser estabelecido como um direito fundamental em diversas Constituições Políticas a partir da década dos setenta do século passado; 3. A perspectiva econômica ambiental. No terceiro capítulo reflete-se sobre a estreita relação existente entre economia e meio ambiente, sobre as externalidades ambientais, o papel do Estado como regulador das atividades econômicas, a ideia de desenvolvimento sustentável, e sobre os instrumentos de regulação ambiental. 4. A perspectiva tributária ambiental. A partir da base preliminar exposta nos três primeiros capítulos, nos capítulos quatro e cinco é analisado o tema da tributação ambiental. No capítulo quatro são realizadas considerações sobre o fundamento e as finalidades dos tributos. Destaca-se que a fiscalidade ambiental pode ser implementada através de tributos ambientais em sentido estrito próprio -, de finalidade extrafiscal, ou através de tributos ambientais em sentido amplo impróprio -, caracterizados pela introdução de elementos ambientais na tributação ordinária, que produzem efeitos extrafiscais. É feita uma reflexão sobre os princípios que orientam e limitam a extrafiscalidade ambiental, as críticas realizadas aos tributos ambientais, os elementos do tributo ambiental estrito sensu, e sobre algumas das experiências tributário ambientais de maior relevância no direito comparado. Finalmente, no último capítulo, a partir do marco de referência prévio analisa-se o estado da tributação ambiental no Brasil e na Costa Rica. São descritas as principais figuras tributárias de caráter ambiental existentes nos ordenamentos jurídicos do Brasil e da Costa Rica, e reflete-se sobre as características da tributação ambiental em ambos os países. São realizadas recomendações que poderão ser consideradas nos procedimentos para propor e implementar tributos ambientais, e são realizadas algumas observações com o intuito de elaborar uma proposta para esverdear o sistema tributário do Brasil e da Costa Rica. A tese pretende ser um contributo para o debate sobre ao papel que pode desempenhar a tributação ambiental, como uma das possíveis respostas ao uso inconsciente da natureza, e como instrumento para promover uma consciência ambiental que vise o desenvolvimento sustentado.

National governments, the United Nations, and other organizations have deemed sport and other means of physical activity such as recreation, games and play for development a useful means for addressing a wide range of problems in communities and more specifically, providing youth with an opportunity to experience the benefits of physical activity. There is a need for research that furthers our understanding of how participants experience these programs. Specifically, the purpose of this study, was to better understand the lived experiences of the participants in a YMCA camp program that integrated physical activity and play for the specific development of poor youth street workers. A phenomenological approach infonned by a critical perspective (Creswell, 2003; Rossman & Rallis, 2003) was used. The study took place through the Asociaci6n Cristiana de J6venes de Costa Rica (ACJ) in Central America. The focus was on a camp program and the lived experiences of six purposefully chosen, youth street workers between the ages of 13-17. Their experiences were explored through semi-structured interviews. Other data that fonn the study include: field notes, observations, a reflexive journal and document analysis. The findings that emerged from the data include main themes of relationships, poverty, personal change and empowennent. For many youth, the ACJ is a relatively safe place to play, to "detach," their minds, to "distract" and "disorient" themselves from their dysfunctional families, violent neighbourhood, the poverty they live in, and from the necessity of having to work in the street to supplement the family income. Although many studies have shown that programs that include physical activity, play and/or sport have a positive impact on youth with regard to healthy development and improvements in well-being, there has been little work done to address the voices and experiences of the youth that participate in these programs. Using an interpretive-critical approach, this study focused on the participants' personal backgrounds, their experiences within the program and their critical reflections on the program. This study draws from a phenomenological philosophy and method to report findings from participants in an ACJ program in Costa Rica. This research shows how these youth were given the opportunity to use the program and the ACJ property as a relatively safe place to play, to behave like the youth they are, to establish and maintain their friendship networks, and develop empathy and conflict resolution skills. The fmdings from this study reveal how by participating in the ACJ program they each described a personal change, wherein they felt empowered to learn they could positivel y control themselves and as a result positively affect their own futures. These fmdings contribute knowledge surrounding the lived experiences of youth in developmental programs that use physical activity.

Différents organismes internationaux se sont penchés sur l’école rurale des pays en émergence. La plupart de ces travaux de recherche montrent que ces écoles n’offrent pas une éducation adaptée au milieu dans lesquelles elles sont situées, du fait essentiellement qu’on y a implanté la structure administrative et pédagogique des écoles urbaines sans tenir compte des caractéristiques de la population infantile des zones rurales. Afin de tenter de remédier aux difficultés identifiées, ces organismes ont proposé diverses solutions ou préconisé des politiques adaptées à ce contexte particulier. Le but de cette recherche est d’étudier comment ces recommandations convergent-elles avec les politiques éducatives et dans le quotidien des écoles en milieu rural de deux pays de l’Amérique centrale, le Costa Rica et le Nicaragua. À cette fin, comme cadre d'analyse, nous avons établi six catégories : condition socio-économique, plan d'études et pédagogie, relation école et communauté, enseignants, technologie et finalement, gestion et gouvernance. Pour ce faire, nous analysons les recommandations globales formulées par diverses organisations internationales et d’autres organismes des pays développés à propos de l'éducation rurale. Nous comparons ensuite ces informations avec les décisions politiques prises ces dernières vingt années, dans les deux pays sélectionnés afin de favoriser le développement éducatif des zones rurales. Pour finir, nous observons sur le terrain le quotidien de quelques écoles rurales des deux pays retenus. En partant de l’hypothèse qu’il existe suffisamment d’information et de recommandations permettant l’élaboration des politiques éducatives appropriées pour améliorer les conditions des écoles rurales, le travail présente une analyse multiniveaux (recommandations globales, politiques nationales et pratiques scolaires) en établissant la convergence ou la divergence dans chacune des catégories. Les principaux résultats de la recherche démontrent qu'il existe une convergence entre les pratiques scolaires et les politiques éducatives émises par les pays étudiés, avec quelques exceptions. Quant à la convergence entre les recommandations globales et les politiques émises par ces pays, on ne peut pas parler de convergence de façon générale. La recherche propose l'élaboration de profil de politiques nationales pour chaque pays, en fonction de la manière par laquelle ils abordent la problématique de l'éducation rurale : soit par l’assignation des ressources pour étendre les services éducatifs normalisés pour tous les enfants, ou en produisant des politiques focalisées, créant des programmes spécifiques, faisant remarquer la différence du monde rural.

Dadas las relaciones de cooperación internacional que presentan las Repúblicas de Colombia y Costa Rica, que se evidencia en los fuertes vínculos comerciales existentes entre las dos naciones, Proexport por medio de su oficina comercial en Costa Rica, ha mantenido al tanto la situación en la que se desenvuelve la alianza comercial entre Colombia y Costa Rica. Él último de estos informes, demuestra la potencialidad de Costa Rica como un mercado para los bienes colombianos y una posibilidad para los exportadores nacionales que buscan mercados para sus productos o servicios. Este proyecto de investigación surge, con el objetivo de analizar las relaciones bilaterales y contribuir al desarrollo de la economía emergente que presenta el país. Para ello, en primera instancia se realiza un proceso de contextualización desde aspectos demográficos hasta históricos. En seguida y a manera descriptiva, se expone los diversos bienes y servicios que se intercambian entre las dos naciones con el fin de identificar oportunidades que se podrían ofrecer y afectar una vez se firme el tratado. Finalmente, se evalúa y analiza cada uno de los sectores emergentes de Colombia con el objeto de motivar la inversión en el país para generar de tal manera, un incremento en la producción, logrando abrir las puertas de la economía colombiana a un socio estratégico como lo es Costa Rica y contribuir poco a poco al desarrollo del comercio sustentable entre las dos naciones.
