En el actual contexto de globalización y con el comienzo de la era de la información, cada vez más Estados han buscado proyectar una imagen favorable con el objetivo de atraer atención y crear una reputación que permitan cumplir objetivos de política exterior y fomentar el desarrollo económico, logrando de esta manera un posicionamiento en el sistema internacional mediante estrategias novedosas, que incluyen elementos tanto diplomáticos, políticos, económicos, como comerciales y culturales. Para Japón, Nation Branding y la diplomacia pública han sido dos de las principales herramientas para lograr este reposicionamiento internacional, resaltando atractivos como las tradiciones culturales, el turismo, los incentivos para negocios, y trabajando en conjunto entre el gobierno nacional, el sector privado y la sociedad civil para crear relaciones entre el país y gobiernos y sociedades a nivel internacional.

El objetivo de esta investigación es explicar la forma en que la oferta de drogas ilícitas en la frontera ha configurado los mecanismos de cooperación entre Colombia y Perú de 2003 a 2012. Éste será desarrollado a través de los conceptos de cooperación (Keohane 1984) y securitización (Buzan 1998), que condujeron al estudio del proceso de coordinación política en tres etapas (Balzacq 2010): qué se dice en los acuerdos de cooperación entre Colombia y Perú, cómo han actuado los Estados en la frontera y cómo ese comportamiento ha afectado la posibilidad de coordinación política con Ecuador y Brasil dentro del micro complejo regional de seguridad. De esta manera, se probará que el tema de la oferta de drogas ilícitas en la frontera permanece en el campo politizado en la agenda colombo-peruana, mientras que la posibilidad de vínculos entre grupos armados organizados de ambos Estados está securitizada.

La llegada masiva de migrantes irregulares provenientes del África sub-sahariana ha sido un fenómeno que ha afectado en términos económicos, sociales, políticos y culturales, a los países que conforman la Unión Europea. Es así como los países más afectados por este tipo de migración (España, Grecia e Italia) han pedido a los demás miembros de la Unión adoptar una política conjunta y armonizada con el fin de solucionar la problemática migratoria irregular. No obstante, la cooperación, como acción unilateral, ha resultado ser el mecanismo más efectivo, en especial el caso español, para contener y externalizar los controles del movimiento migratorio irregular subsahariano en países como Mauritania, como resultado de un proceso de securitización de la migración irregular al interior de España a comienzos del siglo XX.

El presente caso de estudio tiene como objetivo explicar el rol de la cooperación internacional para el desarrollo en Tanzania, Mozambique, Nigeria para la consolidación del liderazgo político internacional de Japón. El interés de realizar esta investigación es la ampliación del conocimiento sobre el uso del poder blando, para alcanzar los objetivos de política exterior japonesa. Por eso, se llevara a cabo una revisión bibliográfica para el análisis de documentos oficiales y artículos académicos para la consolidación de información. A partir de ello, se pretende demostrar que la cooperación al desarrollo es una herramienta de política exterior japonesa para consolidarse como líder, en la medida en que el uso de herramientas propias de la cooperación y el presupuesto destinada a la ejecución de éstas tienen incidencia en los votos de estos Estados africanos para las iniciativas japonesas en las Naciones Unidas.

While developing countries generally shared the sentiment that they were going to suffer from the effects of climate change policy, evidence to the contrary has emerged during the short time since the Kyoto Protocol’s entry into force. Defying expectations that developing nations could only lose from climate change policy, Brazil has shown that it is actually quite possible to benefit significantly from these policies. Brazil has been proactive in developing the infrastructure to become involved in climate change negotiations, as well as using policy tools such as the CDM. Its actions have resulted in significant economic, developmental, and environmental benefits. The case of Brazil allows for some insight into how other countries with similar developmental profiles —specifically China and India—stand to benefit from climate change policy, and how these benefits will translate into policy for future climate negotiations.

This paper will explore understandings about global education as expressed in national and local curriculum statements. Despite curriculum statements in Studies of Society and Environment area including ‘global’ in their rationale, slippage occurs between policy documents and the translation to standards statements. The curriculum area - Studies of Society and Environment is - changing as new titles describe the field and a more integrated approach is being developed in some states – Tasmania and Victoria, this presents challenges for global education.

My work in global education is a result of many years as a Geography teacher, nine years at the Asia Education Foundation, a leader of teacher study tours to Asia and pre-service teacher education students to Canada and Northern Territory. I am a passionate believer in the power of travel to unsettle, to educate, and to be reminded of all I have, and to be thankful.

The concept of tissue-engineered heart valves offers an alternative to current heart valve replacements that is capable of addressing shortcomings such as life-long administration of anticoagulants, inadequate durability, and inability to grow. Since tissue engineering is a multifaceted area, studies conducted have focused on different aspects such as hemodynamics, cellular interactions and mechanisms, scaffold designs, and mechanical characteristics in the form of both in vitro and in vivo investigations. This review concentrates on the advancements of scaffold materials and manufacturing processes, and on cell–scaffold interactions. Aside from the commonly used materials, polyglycolic acid and polylactic acid, novel polymers such as hydrogels and trimethylene carbonate-based polymers are being developed to simulate the natural mechanical characteristics of heart valves. Electrospinning has been examined as a new manufacturing technique that has the potential to facilitate tissue formation via increased surface area. The type of cells utilized for seeding onto the scaffolds is another factor to take into consideration; currently, stem cells are of great interest because of their potential to differentiate into various types of cells. Although extensive studies have been conducted, the creation of a fully functional heart valve that is clinically applicable still requires further investigation due to the complexity and intricacies of the heart valve.

The failure to reconcile views of the past and to address historical injustice has damaged inter-state relations in Northeast Asia. Joint committees, dialogues and the participation of civil society have been used to address historical issues, but scholars in the disciplines of international relations and area studies have largely ignored these dialogues and deliberative forums. At the same time, there is an emergent theoretical literature on how deliberative democracy can address ethnic conflicts and historical injustice. There is a serious disconnect or distance between the theoretical literature on the resolution of conflicts via deliberation on the one hand, and empirical studies of deliberative approach in East Asia on the other. This article aims to address this shortcoming in the study of the politics of historical dispute in Northeast Asia by proposing a deliberative approach to history disputes and highlighting the achievements, limits and dynamics of deliberation. Through mapping and comparative testing, we confirm that deliberation offers some potential for a departure from nationalist mentalities and a shift towards a consciousness of regional history in Northeast Asia. Our empirical test of the utility of the deliberative approach suggests that a new model for addressing regional disputes may be emerging.
