The elaboration of a generic decision-making strategy to address the evolution of an emergency situation, from the stages of response to recovery, and including a planning stage, can facilitate timely, effective and consistent decision making by the response organisations at every level within the emergency management structure and between countries, helping to ensure optimal protection of health, environment, and society. The degree of involvement of stakeholders in this process is a key strategic element for strengthening the local preparedness and response and can help a successful countermeasures strategy. A significant progress was made with the multi-national European project EURANOS (2004-2009) which brought together best practice, knowledge and technology to enhance the preparedness for Europe's response to any radiation emergency and long term contamination. The subsequent establishment of a European Technology Platform and the recent launch of the research project NERIS-TP ("Towards a self sustaining European Technology Platform (NERIS-TP) on Preparedness for Nuclear and Radiological Emergency Response and Recovery") are aimed to continue with the remaining tasks for gaining appropriate levels of emergency preparedness at local level in most European countries. One of the objectives of the NERIS-TP project is: Strengthen the preparedness at the local/national level by setting up dedicated fora and developing new tools or adapting the tools developed within the EURANOS projects (such as the governance framework for preparedness, the handbooks on countermeasures, the RODOS system, and the MOIRA DSS for long term contamination in catchments) to meet the needs of local communities. CIEMAT and UPM in close interaction with the Nuclear Safety Council will explore, within this project, the use and application in Spain of such technical tools, including other national tools and information and communication strategies to foster cooperation between local, national and international stakeholders. The aim is identify and involve relevant stakeholders in emergency preparedness to improve the development and implementation of appropriate protection strategies as part of the consequence management and the transition to recovery. In this paper, an overview of the "state of the art" on this area in Spain and the methodology and work Plan proposed by the Spanish group within the project NERIS to grow the stakeholder involvement in the preparedness to emergency response and recovery is presented.

An automated panoramic irradiator with a 3 Ci 241Am-Be neutron source is installed in a bunker-type large room at the Universidad Politécnica de Madrid (UPM). It was recently modified and a neutron spectrometry campaign was organized to characterize the neutron fields in different measurement points along the irradiation bench. Four research groups working with different Bonner Sphere Spectrometers (BSS) and using different spectral unfolding codes took part to this exercise. INFN-LNF used a BSS formed by 9 spheres plus bare detector, with cylindrical, almost point like, 6LiI(Eu) scintillator (4 mm x 4 mm, from Ludlum); UAZ-UPM employed a similar system but with only 6 spheres plus bare detector; UAB worked with a 3He filled proportional counter at 8kPa filling pressure, cylindrical 9 mm x 10 mm (05NH1 from Eurisys) with 11 spheres configuration; and CIEMAT used 12 spheres with an spherical 3He SP9 counter (Centronic Ltd., UK) with very high sensitivity due to the large diameter (3.2 cm) and the filling pressure of the order of 228 kPa. Each group applied a different spectral unfolding method: INFN and UAB worked with FRUIT ver. 3.0 with their own response matrixes; UAZ-UPM used the BUNKIUT unfolding code with the response matrix UTA4 and CIEMAT employed the GRAVEL-MAXED-IQU package with their own response matrix. The paper shows the main results obtained in terms of neutron spectra at fixed distances from the source as well as total neutron fluence rate and ambient dose equivalent rate H*(10) determined from the spectra. The latter are compared with the readings of a common active survey-meter (LB 6411). The small differences in the results of the various groups are discussed.

In the mid-long-term after a nuclear accident, the contamination of drinking water sources, fish and other aquatic foodstuffs, irrigation supplies and people?s exposure during recreational activities may create considerable public concern, even though dose assessment may in certain situations indicate lesser importance than for other sources, as clearly experienced in the aftermath of past accidents. In such circumstances there are a number of available countermeasure options, ranging from specific chemical treatment of lakes to bans on fish ingestion or on the use of water for crop irrigation. The potential actions can be broadly grouped into four main categories, chemical, biological, physical and social. In some cases a combination of actions may be the optimal strategy and a decision support system (DSS) like MOIRA-PLUS can be of great help to optimise a decision. A further option is of course not to take any remedial actions, although this may also have significant socio-economic repercussions which should be adequately evaluated. MOIRA-PLUS is designed to allow for a reliable assessment of the long-term evolution of the radiological situation and of feasible alternative rehabilitation strategies, including an objective evaluation of their social, economic and ecological impacts in a rational and comprehensive manner. MOIRA-PLUS also features a decision analysis methodology, making use of multi-attribute analysis, which can take into account the preferences and needs of different types of stakeholders. The main functions and elements of the system are described summarily. Also the conclusions from end-user?s experiences with the system are discussed, including exercises involving the organizations responsible for emergency management and the affected services, as well as different local and regional stakeholders. MOIRAPLUS has proven to be a mature system, user friendly and relatively easy to set up. It can help to better decisionmaking by enabling a realistic evaluation of the complete impacts of possible recovery strategies. Also, the interaction with stakeholders has allowed identifying improvements of the system that have been recently implemented.

Experimental research on imposed deformation is generally conducted on small scale laboratory experiments. The attractiveness of field research lies in the possibility to compare results obtained from full scale structures to theoretical prediction. Unfortunately, measurements obtained from real structures are rarely described in literature. The structural response of integral edifices depends significantly on stiffness changes and constraints. The New Airport Terminal Barajas in Madrid, Spain provides with large integral modules, partially post?tensioned concrete frames, cast monolithically over three floor levels and an overall length of approx. 80 m. The field campaign described in this article explains the instrumentation of one of these frames focusing on the influence of imposed deformations such as creep, shrinkage and temperature. The applied monitoring equipment included embedded strain gages, thermocouples, DEMEC measurements and simple displacement measurements. Data was collected throughout construction and during two years of service. A complete data range of five years is presented and analysed. The results are compared with a simple approach to predict the long?term shortening of this concrete structure. Both analytical and experimental results are discussed.

- Ensayo 2: 140ºC 70% HUMEDAD a 10 mA. - Ensayo 3: 120ºC 85% HUMEDAD a 10 mA. - Ensayo 4: 120ºC 85% HUMEDAD a 30 mA. - Ensayo 5: 140ºC 70% HUMEDAD a 30 mA. - Ensayo 6: 140ºC 85% HUMEDAD a 30 mA. - Ensayo 7: 140ºC 60% HUMEDAD a 30 mA. - Ensayo 8: 140ºC 85% HUMEDAD a 20 mA. ABSTRACT. The aim of this Project is to determine, based on several measures, the lifetime and the causes of LED’s failures. The devices will be tested under extreme both temperature and humidity conditions in a Pressure Cooker, attempting to make faults to appear earlier. Voltage and current measures will be taken, inside and also outside the Pressure cooker, in order to use them in I-V graphs. In addition, luminous power measures for each LED will be taken. All those measures will be obtained twice a day, with 6 hours delay between both of them. A program based on LabView environment will be used to take voltage and current measures, inside and outside the pressure cooker, which allow us to follow the performance of the LED at each moment. The luminous power of each LED will be taken by a measurer. Each test consists of 15 LED devices, which will be evaluated under the same conditions each time. The 8 tests are as follows - Test 1: 140ºC 85% relative humidity at 10 mA. - Test 2: 140ºC 70% relative humidity at 10 mA. - Test 3: 120ºC 85% relative humidity at 10 mA. - Test 4: 120ºC 85% relative humidity at 30 mA. - Test 5: 140ºC 70% relative humidity at 30 mA. - Test 6: 140ºC 85% relative humidity at 30 mA. - Test 7: 140ºC 60% relative humidity at 30 mA. - Test 8: 140ºC 85% relative humidity at 20 mA. When the measures are completely taken, data will be analyzed, in order to obtain a LED’s degradation law using Weibull’s distribution. Also the causes of the failures will be evaluated.

Thermal loads produced by external temperature variations may cause stresses in massive hyperstatic structures, such as arch dams. External temperature changes are pointed out as the second most major repairs in dams during operation. Moreover, cracking is caused by thermal loads in a quite number of cases. Dams are unique infrastructures given their dimensions, lifetime, spatial impacts and the risks involve by their presence. The risks are assessed by means of mathematical models which compute the behavior of the structure. The behavior has to be reproduced as reliable as possible. Moreover, since mean temperature on Earth is expected to increase, society has to know the structural behavior of sensitive structures to climate change. However, few studies have addressed the assessment of the thermal field in concrete dams. Thermal models are improved in this research. New heat transfer phenomena have been accounted for. Moreover, new and more efficient methodologies for computing other heat transfer phenomena have been proposed. The methodology has been applied to a case study where observations from thermometers embedded in the concrete were available. Recorded data were predicted by several thermal models and the quality of the predictions was assessed. Furthermore, predictions were compared between them. Finally, the consequences on the stress calculations were analyzed. Thermal models have been used to characterize arch dams from a thermal point of view. The effect of some meteorological and geometrical variables on the thermal response of the dam has been analyzed. Moreover, a methodology for assessing the impacts of global warming on the thermal and structural behavior of infrastructures has been proposed. The methodology was applied to a case study, an arch dam, and its thermal and structural response to several future climatic scenarios was computed. In addition, several adaptation strategies has been outlined and a new formulation for computing design thermal loads in concrete dams has been proposed. Finally, some conclusions have been reported and some future research works have been outlined. Future research works will increase the knowledge of the concrete thermal field and its consequences on the structural response of the infrastructures. Moreover, research works will develope a new procedure for computing the design thermal loads and will study some adaptation strategies against the climate change.

This project is based on the real time online decision support system for nuclear emergency management called JRodos. After a brief description of it, the calculation models used by the system and its modular organization are presented. In particular, this paper focuses on a newly developed module named ICRP. This module is characterized by the consideration of the fact that all terrestrial exposure pathways, including ingestion, which has not been considered in previous modules. This new model uses the results obtained in a previous local scale model chain called LSMC as input. In this document a detailed description of the operation and implementation of both the ICRP module and its previous LSMC chain is presented. To conclude, an ICRP exercise is performed with real meteorological and source term data used in the simulation exercise CURIEX 2013 carried out in the Almaraz Nuclear Power Plant in November 2013. A stepwise realization of this exercise is presented and subsequently the results are deeply explained and analyzed supplemented with illustrations provided by the program.

The neutron Howitzer container at the Neutron Measurements Laboratory of the Nuclear Engineering Department of the Polytechnic University of Madrid (UPM), is equipped with a 241Am-Be neutron source of 74 GBq in its center. The container allows the source to be in either the irradiation or the storage position. To measure the neutron fluence rate spectra around the Howitzer container, measurements were performed using a Bonner spheres spectrometer and the spectra were unfolded using the NSDann program. A calibrated neutron area monitor LB6411 was used to measure the ambient dose equivalent rates, H*(10). Detailed Monte-Carlo simulations were performed to calculate the measured quantities at the same positions. The maximum relative deviation between simulations and measurements was 19.53%. After validation, the simulated model was used to calculate the equivalent dose rate in several key organs of a voxel phantom. The computed doses in the skin and lenses of the eyes are within the ICRP recommended dose limits, as is the H*(10) value for the storage position.

Numerous and continuous failures in fiberglass reinforced polyester pipes of different companies and manufacturing processes of the AWWA Manual M45 (Fiberglass Pipe Design), have prompted the development of this research, that has concluded with a specific mechanism describing pipe fractures. This research was carried out via two independent studies. The first one is the development of the hypothesis that turned into the Mechanically Contaminated Layer Theory. This theory describes the fracture mchanism which explains a significant part of massive failures due to the existence of a sand layer placed near the neutral axis in the core making the composite very sensitive to impacts in fibreglass reinforced polyester pipes. These failures create interface delamination and consequently fluid can leak into supporting sand backfill thereby iniating the fracture process. In order to assess the delimination magnitude, an analytic method is developed and a squared root law between delamination and energy applied proposed. Vertical blunt ram testts on samples extracted from complete pipes have been carried out to verify this theory, reaching a goodness of fit up to 92%. It is concluded that low energy impacts, around 90-160J in 800-1000mm diameter PN 16-20 continuous filament winding pipes, can seriously compromise their structural integraty with no external trace. The next step in the study was to determine what other mechanism, apart from the brittle hit, could contaminate the pipe and to analyse the consequente advance of the fracture to the external layers. Another aim was to analyse two phenomena occurred in real pipe failures. The first one is the appearance on the tube of "leopard fur" stains on some of the analysed failures, and the other phenomenon is the "inverse fracture", in which the deformations of the failure due to internal pressure are towards the inside of the tube and not the other way round, as it would be expected. It was then chosen to follow a new branch of the investigation by hydraulic high-pressure bench tests that study seepage and load transmission. The results were very surprising as it was discovered that in the process, hydrolysis of the non-catalysed polyester resin occured, flowing towards the outer of the pipe, which entailed the development of chemical and physical tests of the exuded material to study material migration and hydrolysis of the fracture process. In this particular study it was relevant to exceed or not the pressure that produced the rip between the layers of the tube. In conclusion, a new breakage mechanism in FRP pies with sand-filled layer has been found, which explains a high part of the failure global cases. The whole failure process is justified by the Mechanically Contaminated Layer Theory, which has been corroborated by means of analytical, numerical and experimental studies. Several recommendations are also provided in order to improve the mechanical behaviour of this typology and avoid the millionaire overruns generated by its massive failures.

ABSTRACT A large number of experts predict that until at least 2050 renewable energy sources will not be massively used, and for that reason, current Primary Energy sources based on extensive use of fossil fuel will be used maintaining out of control emissions, Carbon Dioxide above all. Meanwhile, under this scenario and considering its extension until at least 2050, Carbon Capture, Concentration, Storage and/or Reuse is and will be one of the main solutions to minimise Greenhouse Gasses environmental effect. But, current Carbon Capture and Storage technology state of development has two main problems: it is a too large energy consuming technology and during normal use it produces a large volume of environmentally dangerous substances. Both reasons are limiting its development and its extensive use. This Ph Degree Thesis document proposes a solution to get the expected effect using a new atmospheric gasses separation system with the following characteristics: absence of wastes produced, it needs no chemical and/or physical substances during its operation, it reduces to minimum the internal energy consumptions due to absence of mobile equipment and it does not need any chemical and/or physical regeneration of substances. This system is beyond the State of the Art of current technology development. Additionally, the proposed solution raises huge challenges for future innovations of the proposed idea finding radical reduction of internal energy consumption during functioning, as well as regarding optimisation of main components, systems and modes of operation. To achieve this target, once established the main problem, main challenge and potential solving solutions (Chapter 1), it is established an initial starting point fixing the Atmospheric Gasses Separation and Carbon Capture and Storage developments (Chapter 2), as well as it will be defined the theoretical and basic model, including existing and potential new governing laws and mathematical formulas to control its system functioning (Chapter 3), this document will deal with the design of an installation of an operating system based on photonic ionization of atmospheric gasses to be separated in a later separation system based on the application of electrostatic fields. It will be developed a basic atmospheric gasses ionization prototype based on intense radioactive sources capable to ionize gasses by coherent photonic radiation, and a basic design of electrostatic separation system (Chapter 4). Both basic designs are the core of the proposed technology that separates Atmospheric Gasses and captures and concentrates Carbon Dioxide. Chapter 5 will includes experimental results obtained from an experimental testing matrix covering expected prototype functioning regimes. With the obtained experimental data, theoretical model will be corrected and improved to act as the real physical and mathematical model capable to simulate real system function (Chapter 6). Finally, it is necessary to assess potential biological risk to public and environment due to the proposed use of units of intense energy photonic ionization, by laser beams or by non–coherent sources and large electromagnetic systems with high energy consumption. It is necessary to know the impact in terms of and electromagnetic radiation taking into account National Legislation (Chapter 7). On Chapter 8, an up scaled pilot plant will be established covering main functioning modes and an economic feasibility assessment. As a consequence of this PhD Thesis, a new field of potential researches and new PhD Thesis are opened, as well as future engineering and industrial developments (Chapter 9).

ABSTRACT. Drum set is a very complex percussion instrument that requires a lot of coordination, interdependence and musicality.
