The European Union Agency for Fundamental Rights (FRA), the EU body responsible for advising EU institutions on fundamental rights, is equipped with a Fundamental Rights Platform (FRP) to ensure an on-going and structured exchange of information and feedback between the FRA and Civil Society. When the FRA was founded in 2007, there was little pre-existing knowledge on how to design such a Platform; hence, the development of the relationship between the FRA and Civil Society over the first five years proved an interesting experiment. Although the Platform was never intended as a mechanism of democratic co-decision making, it is far more than a loose marketplace where Civil Society actors across the spectrum of fundamental rights themes gather. The Platform offers channels of consultation and exchange not only among the participants but also with the FRA. It allows for cross-pollination, ensuring informed grassroots input into FRA work and FRA expertise flow to Civil Society actors. This synergetic relationship builds upon both the self-organising forces of Civil Society and the terms of references of the FRP as defined by the FRA. The Platform allows to find a certain unity in the remarkable diversity of fundamental rights voices. To what degree, however, the Platform’s dynamics allow the transformation of sometimes ‘compartmentalised’ single human rights discussions into wider trans-sectoral and transnational debates within the Human Rights Community depends on the motivation and the interest(s) of the different Civil Society players.

This paper gives an overview of the project Changing Coastlines: data assimilation for morphodynamic prediction and predictability. This project is investigating whether data assimilation could be used to improve coastal morphodynamic modeling. The concept of data assimilation is described, and the benefits that data assimilation could bring to coastal morphodynamic modeling are discussed. Application of data assimilation in a simple 1D morphodynamic model is presented. This shows that data assimilation can be used to improve the current state of the model bathymetry, and to tune the model parameter. We now intend to implement these ideas in a 2D morphodynamic model, for two study sites. The logistics of this are considered, including model design and implementation, and data requirement issues. We envisage that this work could provide a means for maintaining up-to-date information on coastal bathymetry, without the need for costly survey campaigns. This would be useful for a range of coastal management issues, including coastal flood forecasting.

Purpose – To describe some research done, as part of an EPSRC funded project, to assist engineers working together on collaborative tasks. Design/methodology/approach – Distributed finite state modelling and agent techniques are used successfully in a new hybrid self-organising decision making system applied to collaborative work support. For the particular application, analysis of the tasks involved has been performed and these tasks are modelled. The system then employs a novel generic agent model, where task and domain knowledge are isolated from the support system, which provides relevant information to the engineers. Findings – The method is applied in the despatch of transmission commands within the control room of The National Grid Company Plc (NGC) – tasks are completed significantly faster when the system is utilised. Research limitations/implications – The paper describes a generic approach and it would be interesting to investigate how well it works in other applications. Practical implications – Although only one application has been studied, the methodology could equally be applied to a general class of cooperative work environments. Originality/value – One key part of the work is the novel generic agent model that enables the task and domain knowledge, which are application specific, to be isolated from the support system, and hence allows the method to be applied in other domains.

Data assimilation is predominantly used for state estimation; combining observational data with model predictions to produce an updated model state that most accurately approximates the true system state whilst keeping the model parameters fixed. This updated model state is then used to initiate the next model forecast. Even with perfect initial data, inaccurate model parameters will lead to the growth of prediction errors. To generate reliable forecasts we need good estimates of both the current system state and the model parameters. This paper presents research into data assimilation methods for morphodynamic model state and parameter estimation. First, we focus on state estimation and describe implementation of a three dimensional variational(3D-Var) data assimilation scheme in a simple 2D morphodynamic model of Morecambe Bay, UK. The assimilation of observations of bathymetry derived from SAR satellite imagery and a ship-borne survey is shown to significantly improve the predictive capability of the model over a 2 year run. Here, the model parameters are set by manual calibration; this is laborious and is found to produce different parameter values depending on the type and coverage of the validation dataset. The second part of this paper considers the problem of model parameter estimation in more detail. We explain how, by employing the technique of state augmentation, it is possible to use data assimilation to estimate uncertain model parameters concurrently with the model state. This approach removes inefficiencies associated with manual calibration and enables more effective use of observational data. We outline the development of a novel hybrid sequential 3D-Var data assimilation algorithm for joint state-parameter estimation and demonstrate its efficacy using an idealised 1D sediment transport model. The results of this study are extremely positive and suggest that there is great potential for the use of data assimilation-based state-parameter estimation in coastal morphodynamic modelling.

Flooding is a particular hazard in urban areas worldwide due to the increased risks to life and property in these regions. Synthetic Aperture Radar (SAR) sensors are often used to image flooding because of their all-weather day-night capability, and now possess sufficient resolution to image urban flooding. The flood extents extracted from the images may be used for flood relief management and improved urban flood inundation modelling. A difficulty with using SAR for urban flood detection is that, due to its side-looking nature, substantial areas of urban ground surface may not be visible to the SAR due to radar layover and shadow caused by buildings and taller vegetation. This paper investigates whether urban flooding can be detected in layover regions (where flooding may not normally be apparent) using double scattering between the (possibly flooded) ground surface and the walls of adjacent buildings. The method estimates double scattering strengths using a SAR image in conjunction with a high resolution LiDAR (Light Detection and Ranging) height map of the urban area. A SAR simulator is applied to the LiDAR data to generate maps of layover and shadow, and estimate the positions of double scattering curves in the SAR image. Observations of double scattering strengths were compared to the predictions from an electromagnetic scattering model, for both the case of a single image containing flooding, and a change detection case in which the flooded image was compared to an un-flooded image of the same area acquired with the same radar parameters. The method proved successful in detecting double scattering due to flooding in the single-image case, for which flooded double scattering curves were detected with 100% classification accuracy (albeit using a small sample set) and un-flooded curves with 91% classification accuracy. The same measures of success were achieved using change detection between flooded and un-flooded images. Depending on the particular flooding situation, the method could lead to improved detection of flooding in urban areas.

Guias para exploração mineral são normalmente baseados em modelos conceituais de depósitos. Esses guias são, normalmente, baseados na experiência dos geólogos, em dados descritivos e em dados genéticos. Modelamentos numéricos, probabilísticos e não probabilísticos, para estimar a ocorrência de depósitos minerais é um novo procedimento que vem a cada dia aumentando sua utilização e aceitação pela comunidade geológica. Essa tese utiliza recentes metodologias para a geração de mapas de favorablidade mineral. A denominada Ilha Cristalina de Rivera, uma janela erosional da Bacia do Paraná, situada na porção norte do Uruguai, foi escolhida como estudo de caso para a aplicação das metodologias. A construção dos mapas de favorabilidade mineral foi feita com base nos seguintes tipos de dados, informações e resultados de prospecção: 1) imagens orbitais; 2) prospecção geoquimica; 3) prospecção aerogeofísica; 4) mapeamento geo-estrutural e 5) altimetria. Essas informacões foram selecionadas e processadas com base em um modelo de depósito mineral (modelo conceitual), desenvolvido com base na Mina de Ouro San Gregorio. O modelo conceitual (modelo San Gregorio), incluiu características descritivas e genéticas da Mina San Gregorio, a qual abrange os elementos característicos significativos das demais ocorrências minerais conhecidas na Ilha Cristalina de Rivera. A geração dos mapas de favorabilidade mineral envolveu a construção de um banco de dados, o processamento dos dados, e a integração dos dados. As etapas de construção e processamento dos dados, compreenderam a coleta, a seleção e o tratamento dos dados de maneira a constituírem os denominados Planos de Informação. Esses Planos de Informação foram gerados e processados organizadamente em agrupamentos, de modo a constituírem os Fatores de Integração para o mapeamento de favorabilidade mineral na Ilha Cristalina de Rivera. Os dados foram integrados por meio da utilização de duas diferentes metodologias: 1) Pesos de Evidência (dirigida pelos dados) e 2) Lógica Difusa (dirigida pelo conhecimento). Os mapas de favorabilidade mineral resultantes da implementação das duas metodologias de integração foram primeiramente analisados e interpretados de maneira individual. Após foi feita uma análise comparativa entre os resultados. As duas metodologias xxiv obtiveram sucesso em identificar, como áreas de alta favorabilidade, as áreas mineralizadas conhecidas, além de outras áreas ainda não trabalhadas. Os mapas de favorabilidade mineral resultantes das duas metodologias mostraram-se coincidentes em relação as áreas de mais alta favorabilidade. A metodologia Pesos de Evidência apresentou o mapa de favorabilidade mineral mais conservador em termos de extensão areal, porém mais otimista em termos de valores de favorabilidade em comparação aos mapas de favorabilidade mineral resultantes da implementação da metodologia Lógica Difusa. Novos alvos para exploração mineral foram identificados e deverão ser objeto de investigação em detalhe.

Body image is the figure of our bodies built in our minds and the degree of dissatisfaction is often associated with risk factors identified by anthropometric measures. The purpose of this descriptive study was to evaluate the risk factors associated to morphological and functional variables associate to the perception of auto-image in middle-aged walkers of the south zone of the city of Natal. A hundred and thirty volunteers had been evaluated in four groups in function of the gender and age group. As measurement evaluations were used an auto-image perception questionnaire proposed by Stunkart of nine silhouettes numbered for both gender was applied; a weighing machine equipped with stadiometer for the body mass (kg) and stature (m) and the body mass index (kg/m2) that was calculated with base in measures of the body weight and stature and classified according to norms of the National Institute of Health (2000) as well as the systolic and diastolic blood pressure by a electronic digital device (DIGITRONIC). A metal anthropometric tape was used for the waist to hip ratio (WHR). It was used Analyses of variance (ANOVA) one-way, post hoc of Tukey and correlation of Spearman for the nonparametric data adopting the level of ρ≤ 0,05 for rejection of the null hypothesis. The body mass index indicated high factors of risk in the consisting groups. In all the groups were registered the desire to reduce their silhouettes. The body weight shows reduced when compared with the younger group in the male group of superior age group, while in the female group the inverse one occurs. The autoimage perception is associated with the classification of the waist to hip ratio in the female gender in the age group of the 50 to the 59 years and in the classification of the body mass index of all constituted groups. Significant associations had not been found for classification of the systolic and diastolic blood pressure in relation to the auto-image 41 perception. Macrófitas são importantes produtoras primárias do ecossistema aquático, e o desequilíbrio do ambiente pode ocasionar seu crescimento acelerado. Portanto, levantamentos de dados relacionados a macrófitas submersas são importantes para contribuir na gestão de corpos de água. Contudo, a amostragem dessa vegetação requer um enorme esforço físico. Nesse sentido, a técnica hidroacústica é apropriada para o estudo de macrófitas submersas. Assim, os objetivos deste trabalho foram avaliar os tipos de dados gerados pelo ecobatímetro e analisar como esses dados caracterizam a vegetação. Utilizou-se o ecobatímetro BioSonics DT-X acoplado a um GPS. A área de estudo é um trecho do Rio Uberaba, MG. A amostragem foi feita por meio de transectos, navegando de uma margem à outra. Depois de processar os dados, obteve-se informação a respeito de ocorrência de macrófitas submersas, profundidade, altura média das plantas, porcentagem da cobertura vegetal e posição. A partir desse conjunto de dados, foi possível extrair outras duas métricas: biovolume e altura efetiva do dossel. Os dados foram importados de um Sistema de Informação Geográfica e geraram-se mapas ilustrativos das variáveis estudadas. Além disso, quatro perfis foram selecionados para analisar a diferença entre as grandezas de representação de macrófitas. O ecobatímetro mostrou-se uma ferramenta eficaz no mapeamento de macrófitas submersas. Cada uma das medidas - altura do dossel, ECH ou biovolume - caracteriza de forma diferente a vegetação submersa. Dessa forma, a escolha do tipo de representação depende da aplicação desejada.

The stretch zone width (SZW) data for 15-5PH steel CTOD specimens fractured at -150 degrees C to + 23 degrees C temperature were measured based on focused images and 3D maps obtained by extended depth-of-field reconstruction from light microscopy (LM) image stacks. This LM-based method, with a larger lateral resolution, seems to be as effective for quantitative analysis of SZW as scanning electron microscopy (SEM) or confocal scanning laser microscopy (CSLM), permitting to clearly identify stretch zone boundaries. Despite the worst sharpness of focused images, a robust linear correlation was established to fracture toughness (KC) and SZW data for the 15-5PH steel tested specimens, measured at their center region. The method is an alternative to evaluate the boundaries of stretched zones, at a lower cost of implementation and training, since topographic data from elevation maps can be associated with reconstructed image, which summarizes the original contrast and brightness information. Finally, the extended depth-of-field method is presented here as a valuable tool for failure analysis, as a cheaper alternative to investigate rough surfaces or fracture, compared to scanning electron or confocal light microscopes. This paper considers the role of automatic estimation of crowd density and its importance for the automatic monitoring of areas where crowds are expected to be present. A new technique is proposed which is able to estimate densities ranging from very low to very high concentration of people, which is a difficult problem because in a crowd only parts of people's body appear. The new technique is based on the differences of texture patterns of the images of crowds. Images of low density crowds tend to present coarse textures, while images of dense crowds tend to present fine textures. The image pixels are classified in different texture classes and statistics of such classes are used to estimate the number of people. The texture classification and the estimation of people density are carried out by means of self organising neural networks. Results obtained respectively to the estimation of the number of people in a specific area of Liverpool Street Railway Station in London (UK) are presented. (C) 1998 Elsevier B.V. Ltd. A Sigatoka-negra (Mycosphaerella fijiensis) ameaça os bananais comerciais em todas as áreas produtoras do mundo e provoca danos quantitativos e qualitativos na produção, acarretando sérios prejuízos financeiros. Faz-se necessário o estudo da vulnerabilidade das plantas em diversos estádios de desenvolvimento e das condições climáticas favoráveis à ocorrência da doença. Objetivou-se com este trabalho desenvolver um modelo probabilístico baseado em funções polinomiais que represente o risco de ocorrência da Sigatokanegra em função da vulnerabilidade decorrente de fatores intrínsecos à planta e ao ambiente. Realizou-se um estudo de caso, em bananal comercial localizado em Jacupiranga, Vale do Ribeira, SP, considerando o monitoramento semanal do estado da evolução da doença, séries temporais de dados meteorológicos e dados de sensoriamento remoto. Foram gerados mapas georreferenciados do risco da Sigatoka-negra em diferentes épocas do ano. Um modelo para estimar a evolução da doença a partir de imagens de satélite foi obtido com coeficiente de determinação R² igual a 0,9. A metodologia foi desenvolvida para a detecção de épocas e locais que reúnem condições favoráveis à ocorrência da Sigatoka-negra e pode ser aplicada, com os devidos ajustes, em diferentes localidades, para avaliar o risco da ocorrência da doença em polos produtores de banana.
