Eighteen months into the implementation of the 2008-2009 biennial strategic work programme, the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean continues to focus on strengthening the delivery of activities through regular internal meetings with programme and research staff and consultations with member countries and other partner institutions. The scaling up of efforts advocating for more evidence-based development policy-making is being advanced utilizing the resources provided through the implementation of an additional seven extrabudgetary-funded projects. This effort is being undertaken in collaboration and in consultation with our major international and regional development partners – United Nations Development Programme (UNDP), United Nations Development Fund for Women (UNIFEM), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), Caribbean Community (CARICOM), Caribbean Development Bank (CDB), Organisation of Eastern Caribbean States (OECS), Association of Caribbean States (ACS), Inter-American Development Bank (IDB), World Bank, Department for International Development (DFID), Caribbean Community Climate Change Centre (CCCCC). and others. Este estudo objetivou realizar uma analítica do poder no documento “Declaração e Programa de Ação sobre uma Cultura de Paz”, documento este legitimado, em 1999, por uma Assembleia Geral das Nações Unidas, fixando-se assim como norte prioritário das práticas da agência intitulada Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO). Foram utilizados como instrumentos de análise norteadores metodológicos vinculados a muitos operadores retirados do aporte teórico-metodológico produzido por Michel Foucault. Caminhou-se na direção de pensar, problematizar e produzir saber a partir deste movimento de desmontagem de documentos monumentos, tendo como eixo principal o conceito de “Cultura de Paz”. Este mote de cultura de paz possui sua existência atrelada à história das Nações Unidas e às suas agências, sendo produzido e sistematizado a partir de um conjunto de crenças, práticas e associações, que lhe possibilitaram ganhar visibilidade e poder, popularizando-o e tornando-o uma das produções discursivas mais significativas da contemporaneidade. Percorrendo necessariamente por diagonais entre as temáticas UNESCO, governamentalidade e produção de subjetividade, finalizamos esta dissertação com a apresentação do debate a respeito das práticas denominadas cultura de paz e seus efeitos no cotidiano em termos de saber e poder.

Purpose - The purpose of this paper is twofold: to analyze the computational complexity of the cogeneration design problem; to present an expert system to solve the proposed problem, comparing such an approach with the traditional searching methods available.Design/methodology/approach - The complexity of the cogeneration problem is analyzed through the transformation of the well-known knapsack problem. Both problems are formulated as decision problems and it is proven that the cogeneration problem is np-complete. Thus, several searching approaches, such as population heuristics and dynamic programming, could be used to solve the problem. Alternatively, a knowledge-based approach is proposed by presenting an expert system and its knowledge representation scheme.Findings - The expert system is executed considering two case-studies. First, a cogeneration plant should meet power, steam, chilled water and hot water demands. The expert system presented two different solutions based on high complexity thermodynamic cycles. In the second case-study the plant should meet just power and steam demands. The system presents three different solutions, and one of them was never considered before by our consultant expert.Originality/value - The expert system approach is not a "blind" method, i.e. it generates solutions based on actual engineering knowledge instead of the searching strategies from traditional methods. It means that the system is able to explain its choices, making available the design rationale for each solution. This is the main advantage of the expert system approach over the traditional search methods. On the other hand, the expert system quite likely does not provide an actual optimal solution. All it can provide is one or more acceptable solutions.

This article introduces the Public’s Field, which brings together teachers and students of undergraduate courses in Public Administration, Public Management, Public Policy, Public Management and Social Policy in Brazil, around the republican and democratic ethos as values, and multidisciplinary approach as proposed construction of knowledge. Based on a literature review, documental analysis, and especially in participant observation of the authors as actors in the construction Field, the article is per se a dossier. It starts with the definition of the Field and describes - in detail - their constituent movement in the last 12 years, culminating in the approval of the National Curriculum Guidelines of Public Administration in 2013. The text shows the achievement and growth of Field in the country before the growing supply of undergraduate courses, stimulated by upgrading and expansion of the public sector. Finally, we list some challenges, concerning the process of institutionalization and identity.

The kindergarten has as main objective the development of the child from zero to five years in their physical, emotional, cognitive and social domains. This is also the goal of the Centers for Children Living from the Universidade Estadual Paulista (UNESP) that caters to children of teachers, technical and administrative staff and students. In this work we report some of the action of the Technical Commission of the CCIs with reflections on the construction of children's knowledge through observations of the CCIs in different campuses of Unesp, conducted through technical visits. As a theoretical contribution we adopt the Genetic Epistemology of Jean Piaget. Partial results show that, although there are efforts to understand and assist the process of constructing knowledge of children, many challenges remain to be overcome in the realization of an excellent service to children.
