Conventional aquaculture has been promoted in Nigeria for the past five decades with minimal impact on rural communities: from the findings of Maclearen (1949) where he popularized the use of culturable fish predators Lutjanus sp; Pomades sp; Tarpon adanticus; Chrysichthys nigrodigitatus in earthen ponds near Onikan-Lagos, Nigeria; to the finding of Zwilling, 1963, who reported common carp, Cyprinus carpio propagation and culture in Panyan Fish Farm, near Jos; to the findings of FAO, 1965, when the potential culture of marine mullets culture in brackish water ponds in Buguma, Rivers State was presented. The work of other researchers Sivalingam, (1970; 1973), Ezenwa (1976), development officers and extension officers contributed to the development of aquaculture in few rural areas of the country and informed on public and private owned fish farm infrastructures. Despite a moderate long history of aquaculture research and development in Nigeria, an annual production level of 25,000 metric tons was recorded in 1999. This situation calls for a more sustainable approach for a stronger link between aquaculture research and technology transfer for the development of rural communities of Nigeria. This paper therefore examines some of the issues involved in the continuous flow of the new aquaculture technology in the improvement of fish protein output, standard of living of rural farmers and prevention of urban migration by the youth

Duckweed is the smallest of all flowering plants and the plant double its mass in less than 2 days under ideal environmental conditions. Dry matter of duckweed contains between 35-45% crude protein. Moreover, the introduction of the plant to feed mill industries as a source of protein and binder supplement for pelleted fish feeds makes it of economic value. Duckweed has great potential if cultivation is encouraged in Nigeria, as this will also provide a good employment opportunity for larger percentage of youth in the riparian communities. The thrust of this paper was to explore the possibility of introducing duckweed farming to the rural populace for alternative sources of income most especially, the fisher folks and other interested farmers

Deference to committees in Congress has been a much studied phenomena for close to 100 years. This deference can be characterized as the unwillingness of a potentially winning coalition on the House floor to impose its will on a small minority, a standing committee. The congressional scholar is then faced with two problems: observing such deference to committees, and explaining it. Shepsle and Weingast have proposed the existence of an ex-post veto for standing committees as an explanation of committee deference. They claim that as conference reports in the House and Senate are considered under a rule that does not allow amendments, the conferees enjoy agenda-setting power. In this paper I describe a test of such a hypothesis (along with competing hypotheses regarding the effects of the conference procedure). A random-utility model is utilized to estimate legislators' ideal points on appropriations bills from 1973 through 1980. I prove two things: 1) that committee deference can not be said to be a result of the conference procedure; and moreover 2) that committee deference does not appear to exist at all.

The 25th annual meeting of WEFTA was held in Noordwijkerhout, The Netherlands, in November 1995 as an "International Seafood Conference". In 12 sessions 40 oral presentations and 60 posters were presented. The topics included among others: Quality assurance, consumer demands and behaviour, processing, packaging, distribution, nutrition, storage, analytical methodology. The conference was attended by 210 participants from 33 countries.

Este estudo visa a contribuir para a reflexão sobre transparência e participação social da gestão pública brasileira, realizando uma análise crítica sobre as propostas elaboradas pelos participantes da 1 Conferência Nacional sobre Transparência e Controle Social no seu eixo 1. Por meio da análise, buscou-se identificar se as propostas elaboradas pela sociedade durante a 1 Consocial contribuíram para o exercício do controle social com base na transparência e no acesso a informação. A metodologia utilizada foi a pesquisa exploratória e a pesquisa participante. O pesquisador fez parte como membro integrante do grupo analisado, utilizando a participação em conferências nos fóruns de discussão para a formulação de propostas. A participação se deu na etapa municipal - nos municípios de Macaé e Rio de Janeiro -, na conferência regional Niterói-Mangaratiba; na estadual do Rio de Janeiro, na conferência livre do CRC RJ e na conferência virtual, com a descrição das etapas preparatórias. Por meio da análise das propostas priorizadas na última etapa da 1 Consocial, observou-se a necessidade de uma maior divulgação das informações referente à administração pública, à exteriorização das competências dos instrumentos de participação social e à capacitação do cidadão para o exercício da participação social. Algumas falhas foram detectadas na formulação das propostas, como o desconhecimento dos participantes a respeito das leis existentes sobre transparência e das atribuições das ferramentas de participação social. Constatou-se a necessidade de capacitar o cidadão para esse tipo de conferência, realizando seminários, reuniões, palestras explicativas e eventos culturais sobre o tema Transparência e Controle Social. Outro ponto a ser trabalhado para alcançar uma participação maior da sociedade nas questões governamentais consiste no ensino das crianças e jovens sobre a importância de se exigir transparência dos dados públicos e a busca por espaço nos instrumentos de participação. A Lei da transparência atenderá seus objetivos, na medida em que o cidadão tiver a consciência do seu papel primordial na busca e no acompanhamento da informação.
