A letter from Lieut. A. Watson to Col. F.C. McCordick dated only July 3rd. The letter reads "My dear Col. McCordick, If you haven't already heard, you will be surprised to get this letter from me - in Germany. It happened at that awful slaughter - the 3rd battle of Ypres, & even now when I think of it all, I doubt my reality of existence. Everything was O.K at 730am on the 2nd - a little morning hate in the way of trench mortars, that was all. I had just visited a few of my guns & had passed Gen.s Mercer & Williams & their aides, Lyman Gooderham and Fraser (two latter at this camp) on the way to the -- C.M.R Bn. Head Quarters when the storm broke. It last for 5 hours & by the time the Germans came over there were few left to oppose them. By a miracle, the 15 yard bay of the front line, where I was with 6 others, was not levelled like all the rest of the line & we did our best with rifle & bomb. I got a crack on the head & 3 hours later I found myself in a waterfilled shell hole. By night I tried to crawl back & through, but at dawn was caught. Am very comfortable here & glad to have company of Col. Usher, Capt. Light Bourne, Capt. Frank Park M.O. -- CMR) & about 20 other Canadians. Two "extraordinary" issues of the London Gazette containing letters written by Isaac Brock, R.H. [Roger Hale] Sheaffe,George Prevost and Edward Baynes, dated from August-October 1812. The first issue is numbered 16653, October 6, 1812, pp. 2011-2014, and the second issue is numbered 16672, November 27, 1812, pp. 2363-2365. The gazettes include Brock's account of the British victory at Detroit in August, 1812, the terms of the Americans' surrender to the British under General Hull at Detroit, and Brock's proclamation to the residents of Detroit after the defeat. Also included is an account of the battle at Queenston Heights in October, 1812, in which Isaac Brock was killed, written by R.H. Sheaffe (Major General) and Edward Baynes (Adjutant-General)

Ann Eliza Hepburne was born in Chippawa, Ontario, in 1821, to William Hepburne and Susan Shannon. In 1842, she married William Anthony Rooth in St. James Cathedral in Toronto. They continued to live in different parts of the Niagara region, including Drummondville, Welland and Port Colborne. William was the editor and proprietor of the Drummondville Reporter, as well as an accountant and insurance agent, and later worked for the Customs Service in Port Colborne. He died in 1878, and Eliza in 1899. Both are buried in Drummond Hill Cemetery in Niagara Falls, Ontario.

The album includes an illustration of a dog howling, by one of Eliza's friends. There is also a painting of roses. There is a poem signed Denison, that reads:" In truth it is not every book That's suited to the mind; In some forever you may look and no amusement find. But seldom does an album fail To please both grave and gay; It teams with many a merry tale and many a mournful day. Then reader know, whoever thou be Wise, witty, gay or sad; It's like the world in some degree Made up of good and bad". Another poem of eight verses is signed A. McNab. A poem and illustration are included by George Coventry. The illustration shows a man (presumed to be Coventry) looking at a book while others fish and work. Another poem initialed W.A.R. is thought to be by William Anthony Rooth, it is called "To Caroline". Also included in the album is a note from a Major who stayed at Eliza's home Christmas Day 1837. The note thanks Eliza for caring for him while he was ill at her home. A poem by Eliza's brother-in-law, Oliver T. Macklem is also included in the album. An illustration of two birds by Benjamin, Eliza's son, he was ten years old at the time. There is a poem written by L. D. Raymond with an attached newspaper clipping from Welland. The clipping is from L. D. Raymond's 79th birthday and is also a poem, "To the Old Barrister". Arthur Albert Schmon was born in 1895 in Newark, New Jersey. During his studies at Barringer High School in Newark, he met Eleanore Celeste Reynolds who was to become his wife in August of 1919. Mr. Schmon studied English literature at Princeton and graduated with honours in 1917. That same year, Mr. Schmon joined the United States Army where he served under Colonel McCormick as an adjutant in field artillery in World War I. In 1919, he was discharged as a captain. Colonel McCormick (editor and publisher of the Chicago Tribune) offered Schmon a job in his Shelter Bay pulpwood operations. Mr. Schmon accepted the challenge of working at this lonely outpost on the lower St. Lawrence River. Schmon was promoted to Woodlands Manager in 1923. In 1930, he became the General Manager. This was expected to be a seasonal operation but the construction of the mill led to the building of a town (Baie Comeau) and its power development. All of this was accomplished under Schmon’s leadership. In 1933, he was elected the President and General Manager of the Ontario Paper Company. He later became the Chairman and Chief Executive Officer. Arthur Schmon made his home in St. Catharines where he played an active role in the community. Schmon was a member of the Founders’ Committee at Brock University and he was a primary force behind the establishment of a University in the Niagara Region. The Brock University Tower is named after him. He also served as Chairman of the St. Catharines Hospital Board of Governors for over 15 years, and was responsible for guiding the hospital through a 3 million dollar expansion program. He was a Governor of Ridley College and an Honorary Governor of McMaster University in Hamilton. Mr. Schmon died of lung cancer on March 18, 1964. He had been named as the St. Catharines’ citizen of the year just one week earlier. Mr. Schmon had 2 sons Robert McCormick Schmon, who was chairman of the Ontario Paper Co. Ltd., St. Catharines, Canada, and the Q.N.S. Paper Co., Baie-Comeau, Canada. He was also director of a Chicago Tribune Co. He died at the age of 61. Another son, Richard R. Schmon, was a second lieutenant in the 313th Field Artillery Battalion, 80th Infantry Division in World War II. He was listed as missing in action on November 5, 1944.

Letter outlining the firsthand account of the Battle of Queenston Heights describing the day that General Brock was killed [a copy of this letter (taken from Mr. Thorburn’s files) has been published in the book The Story of Laura Secord and Canadian Reminiscences by Emma A. Currie and it is also printed in History of the Campaign upon the Niagara Frontier in the year 1812 by Lieutenant Colonel E. Cruikshank] (7 handwritten pages) written by W. Woodruff and addressed to David Therburn [Thorburn] of Queenston. There are 3 handwritten copies of this account. A transcript of this letter has been included in the file, July 29, 1840.

- The first part of the document traces Mr. Haile’s lineage. His father, James Haile was a farmer. His grandfather, Amos Haile was a sailor for the early part of his life. He was placed on a British man-of- war in about 1758. He escaped and settled in Putney. (p.1) - His father’s mother’s maiden name was Parker. His mother’s maiden name was Campbell. Her father was a captain in the Revolutionary Army. (p.2) - His earliest memories revolve around the death of his aunt and the funeral of General Washington (although he did not witness this). At the time, his father was a Lieutenant in a regiment militia of Light Dragoons who wore red coats. (p.3) - In 1804, an addition was added to the Haile house which necessitated that William was to stay home to help with the building. He continued to study and read on his own. He was particularly interested in Napoleon Bonaparte’s victories. In that same year he was sent to Fairfield Academy where Reverend Caleb Alexander was the principal. (p.4) - On June 1, 1812, William was appointed as an Ensign in the Infantry of the Army of the United States. He was put into the recruiting service at Nassau (20 miles east of Albany) where he remained until September. (p.4) - He was assigned to the 11th Regiment of the W.S. Infantry and directed to proceed to Plattsburgh to report to Colonel Isaac Clark. (p.7) - He was assigned to the company commanded by Captain Samuel H. Halley who was not in the best of health and often absent. For a good part of the time William was in charge of the company. (p.8) - The 11th Regiment was encamped beside the 15th Regiment commanded by Col. Zebulon Montgomery Pike [Pike’s Peak was named after him]. Col. Pike generously drilled and disciplined the 11th Regiment since their officers didn’t seem capable of doing so. (p.8) - The first brigade to which William’s regiment was attached to was commanded by Brigadier General Bloomfield of New Jersey. Brigadier Chandler of Maine commanded the second brigade. (p.9) - At the beginning of November, Major General Dearborn took command of the army. He had been a good officer in his time, but William refers to him as “old and inefficient” earning him the nickname “Granny Dearborn” (p.9) - On November 17th, 1812, General Dearborn moved north with his army. The troops ended up in Champlain. There was no fighting, only a skirmish between a party of men under Colonel Pike and a few British troops who he succeeded in capturing. (p.10) - The troops were moved to barracks for the winter. Colonel Pike’s troops were put into suitable barracks and kept healthy but another part of the army (including the 11th Regiment) were sent to a barracks of green lumber north of Burlington. Disease soon broke out in the damp barracks and the hundreds of deaths soon followed. One morning, William counted 22 bodies who had died the previous night. He puts a lot of this down to an inexperienced commanding officer, General Chandler. (p.11) - At the beginning of 1813, William was stationed as a recruiter on the shore of Shoreham across from Fort Ticonderoga. In February, he returned to Burlington with his recruits. In March he received an order from General Chandler to proceed to Whitehall and take charge of the stores and provisions. In April and May it was decided that his half of the regiment (the First Battalion) should march to Sackett’s Harbour, Lake Ontario. They arrived at Sackett’s Harbour about the 10th of June, a few days after the Battle of Sackett’s Harbour. (p.12) - He was camped near the site of Fort Oswego and got word to head back to Sackett’s Harbour. A storm overtook the schooner that he was on. (p.14) - William was involved in the Battle of Williamsburg (or Chrysler’s Farm) which he calls a “stupid and bungling affair on the part of our generals”.(p. 18) - General Covington was wounded and died a few days after the battle. (p.19) - William speaks of being ill. The troops were ordered to march to Buffalo, but he is able to go to his father’s house in Fairfield where his mother nursed him back to health (p.23) - Upon arrival at Buffalo, the “old fogy Generals” were replaced with younger, more efficient men. (p.25) - On page 27 he sums up a few facts: In 1812, the army was assembled on Lake Champlain with the intention of capturing Montreal, and then Quebec. That year, under General Dearborn the army marched as far as Champlain, then turned back and went into winter quarters. In 1813, the army was assembled at Sackett’s Harbour and that year the campaign ended at French Mills which was 70 or 80 miles from Montreal. In 1814, the army at Buffalo were some 400 miles from Montreal with still the same object in view. - He says that these facts make “a riddle – difficult to explain”. (p.27) - On the evening of July 2nd they embarked on the boats with the objective of capturing Fort Erie. The enemy were all made prisoners of war (p.27) - On July 4th they went to Street’s Creek, 2 miles above the Chippewa [Chippawa] River (p.28) - Page 29 is titled The Battle of Chippewa [Chippawa] - He speaks of 2 drummers who were fighting over the possession of a drum when a cannonball came along and took of both of their heads (p.29) - He proclaims that this was one of the “most brilliant battles of the war”. The battle was fought and won in less than an hour after they left their tents. He credits General Scott with this success and states that was due to his rapid orders and movements. (p.30) - The dead of the battle remained on the field during the night. He describes this as quite gloomy seeing friend and foe lying side by side. At daybreak they set to work digging trenches to bury the dead. (p.31) - Colonel Campbell was wounded and advised to have his leg amputated. He refused, and subsequently died. (p.32) - It is said that the British threw several of their dead into the river and they went over the Falls. (p.32) - His troops repaired the bridge over Chippawa which the enemy had partially destroyed and then pursued the British as far as Queenston Heights. Cette thèse est une étude analytique et comparative des conceptions éthiques autochtones, à travers des discours coloniaux de deux régions de l'Amérique : le Pérou et le Québec. Le but ultime de cette étude est permettre de découvrir les principes de ces éthiques des communautés autochtones et de les faire participer au débat et à la création d'éthiques interculturelles et écologiques pertinentes pour le monde contemporain. À cette fin, ce travail se consacre à l'étude des traditions orales autochtones, et plus particulièrement à la littérature de source orale coloniale. Plus précisément, nous étudions deux chroniques coloniales autochtones des Andes : le Manuscrit de Huarochirí et la Relation de Joan Santa Cruz Pachacuti, ainsi que les relations de deux missionnaires jésuites en Nouvelle-France : Paul Lejeune et Jean de Brébeuf. Étant donné que ces textes ne peuvent être considérés comme des transcriptions littérales des traditions orales autochtones, nous optons pour une méthodologie qui prend en compte à la fois les locus de l'énonciation, les traditions discursives et les processus de textualisation de la mémoire, ainsi que les relations contextuelles (référentielles, intertextuelles et interpersonnelles) et les instances d’une analyse « éthicologique ». Du côté des textes des Andes, des dynamiques éthiques synthétisées comme une « éthique de la réciprocité » sont dégagées. Cette dernière se veut hautement écologique, prend en considération la cohabitation avec toutes les entités de l’environnement (humaines et non humaines) et, par conséquent, peut être considérée comme un effort pour répondre aux défis imposés par le contexte dans lequel elles vivent. En ce qui concerne les textes québécois, leurs principes éthiques se résument en une « éthique du respect », celle-ci pouvant également être considérée comme une éthique écologique. De fait, on y observe l’absence d’une réelle séparation entre l’être humain et les autres entités de son milieu, remplacée par une continuité fluide de relations entre celles-ci, formant un « cercle sacré » de relations. À partir de ces résultats, un bilan comparatif est dressé et montre que les différences sont pour la plupart de nature formelle. En effet, les éthiques sont ancrées dans des réalités sociohistoriques différentes puisqu’elles se réfèrent à différents environnements et aux coutumes qui y sont reliés. En termes de similitudes, celles-ci se résument au concept de « cosmoéthique du cercle » qui révèle une conception de l'éthique comme un processus dynamique mettant en jeu non seulement les humains, mais aussi l'environnement et ce qui échappe à l’appréhension palpable du monde. Enfin, une tentative est faite, celle de donner une perspective à certains principes dégagés lors des analyses, montrant qu’elles peuvent impliquer une complexité parfois niée ou écartée par certains philosophes occidentaux contemporains. Ainsi, ce travail montre que l’étude de discours proprement autochtones est une porte d’accès à leurs manières de concevoir l’éthique et peut donc contribuer au travail interculturel de la philosophie et, plus précisément de l’éthique.

L’Amérique centrale, théâtre des dernières batailles rangées de la guerre froide, est aujourd’hui la région la plus violente au monde, selon les Nations unies. Notre étude s’intéresse à la forme de guerre irrégulière livrée par l’État guatémaltèque contre sa propre population pendant la deuxième moitié du vingtième siècle. À la lumière de rares témoignages d’exécutants et d’archives militaires et policières, nous examinons un mécanisme clandestin de répression dont les trois principales composantes – les enlèvements, la torture et les exécutions sommaires – pouvaient s’abattre sur toute personne soupçonnée, à tort ou à raison, de conspirer contre un statu quo d’exclusion. Au moment de leur articulation, ces moyens répressifs ont constitué un dispositif qui, à partir de 1966, s’est avéré d’une redoutable efficacité. Arme de prédilection des adeptes de la guerre antisubversive pendant plus de vingt ans, le dispositif permettait, telle une chaîne de production, l’accumulation des renseignements jugés indispensables à cette forme de guerre, ainsi que les cadavres dont l’absence éternelle ou la présence outrageuse sur la place publique servaient d’avertissement funeste à l’ensemble du corps social. Où chercher les origines d’un tel dispositif? À partir des ouvrages de référence cités dans le manuel de guerre contre-subversive de l’armée guatémaltèque, la réponse à cette question nous fera découvrir des parachutistes français pour qui la défaite militaire en Indochine et en Algérie pendant les années 1950 n’était pas une option et pour qui la victoire justifiait absolument tous les moyens. Le penchant de ces pionniers de la guerre hors-norme pour les cours magistraux, les entrevues et les articles, nous a permis d’étudier les méthodes qu’ils préconisaient et de repérer leurs traces au Guatemala. Alors que la guerre qui avait servi de prétexte au maintien du dispositif est terminée, sa très réputée efficacité assure encore aujourd’hui sa pérennité auprès de ceux qui peuvent s’offrir le service. En ce sens, la contre-insurrection se poursuit, et ce, malgré l’absence depuis une quinzaine d’années d’un conflit armé. Cette thèse aborde l’histoire de la guerre irrégulière et son déroulement au Guatemala. Les archives et les témoignages à notre disposition contredisent le déni des crimes commis dans les villes et les campagnes guatémaltèques, dont le génocide de 1982. Finalement, certains signes avant-coureurs indiquent que la violence et l’impunité actuelles au pays pourraient mener à la répétition de tels crimes à l’avenir.

Ce mémoire porte sur l’étude de la culture matérielle de l’Auguste, un navire de cartel ayant fait naufrage en 1761 au nord-est de l’île du Cap-Breton, en Nouvelle-Écosse. La date de 1759 marque la conquête de la Nouvelle-France par l’Angleterre. La France perd donc un important territoire. À la suite de la capitulation de Montréal en 1760, un Régime militaire temporaire anglais est mis en place et entraîne le départ de plusieurs membres des classes dirigeantes de la colonie vers la France. Leur rapatriement est effectué au moyen de navires de cartel, c’est-à-dire des vaisseaux voyageant sous drapeau blanc et transportant des « prisonniers », leur famille et leurs avoirs. L’Auguste, un navire marchand d’appartenance britannique, est réquisitionné à Québec comme navire de cartel à l’automne 1761. Un mois après son départ, le navire s’échoue dans la baie d’Aspy et fait naufrage en emportant à la mort la majorité des passagers. Plus de deux siècles après ces événements tragiques, un partenariat entre Parcs Canada et des plongeurs locaux a mené à la réalisation de deux campagnes de fouilles archéologiques à la fin des années 1970 mettant au jour une collection de plus de quatre mille artefacts. L’analyse de cette culture matérielle comprend notamment la mise en contexte de l’histoire et de la découverte du navire et un classement des artefacts selon des catégories fonctionnelles liées à l’archéologie maritime. Les différents niveaux analytiques mènent ultimement à l’intégration des données archéologiques dans la compréhension du rapatriement des élites au sein de l’État moderne et à l’établissement de liens intéressants entre les familles nanties de la colonie et certains artisans de Nouvelle-France. L’étude de l’Auguste a finalement permis de mettre en lumière la fonction de cartel du navire et d’établir et l’organisation maritime d’un voyage transatlantique pour le transport de passagers.

Les historiens ont eu tendance à effacer les femmes de leurs écrits lorsqu’il était question des élites de la Nouvelle-France ; ce concept a longtemps été associé au monde masculin. Le choix d’exclure la gent féminine n’est pas surprenant lorsque l’on sait que les définitions rattachées à l’élite proviennent principalement de la profession, ainsi que de la place occupée par les gens dans les institutions ou dans les structures de pouvoir. À cette époque, la majorité des femmes n’occupaient aucune fonction décisionnelle ; elles étaient maintenues, ‘’grâce’’ au patriarcat, dans la sphère domestique. Malgré ces constats, ce mémoire s’intéresse tout de même à la pertinence d’une définition de l’élite au féminin. Nous essayons donc de démontrer que les femmes en Nouvelle-France avaient aussi des lieux de rassemblement élitaire. Pour y parvenir, nous étudions le parcours des principales officières de la confrérie des Dames de la Sainte-Famille (Montréal) entre 1724 et 1760. Afin de connaître leur statut socio-économique, ce mémoire s’emploie à relever divers éléments caractéristiques : statut socio-professionnel de leur père et de leurs maris, les montants des douaires et des préciputs dans leurs contrats de mariage, l’âge au premier mariage, le nombre de naissances ainsi que la mortalité infantile. Ces divers indicateurs révèlent que la majorité de ces dames provenaient effectivement d’un milieu élitaire. Pour consolider cette conclusion, ce mémoire analyse ensuite le comportement de ces femmes en lien avec une des caractéristiques propres aux élites soit le réseautage. Il s’intéresse particulièrement à la pratique du marrainage ; qui sont les parrains et marraines des officières, qui sont les marraines de leurs enfants et de qui elles sont les marraines. Cette dernière partie du mémoire vient à son tour confirmer la dimension élitaire des officières de la Sainte-Famille.

Esta monografía se centra en evaluar mediante un enfoque constructivista, y a partir de una serie de hechos históricos, cómo la identidad construida por Rusia y Georgia fue el detonante de la Guerra de Osetia del Sur en 2008. Para tal objetivo, se partirá del supuesto que este conflicto fue el resultado de las diferencias entre ambos actores que desarrollaron una serie de políticas antagónicas, enmarcadas en una cultura de anarquía hobbesiana la cual se configuró tras la Revolución de las Rosas y la posterior llegada de Mijaíl Saakashvili al poder, puesto que Georgia se convertiría en el principal aliado de occidente en el Cáucaso, basado en un rol anti ruso y disidente de la influencia del Kremlin en la zona, divergiendo con el liderazgo de Rusia el cual se fundamenta en una identidad construida a raíz de su pasado imperial y hegemónico.

A dissertação aqui apresentada versa sobre uma temática nova, quer vista sob a ótica do nascimento do fato sociológico analisado - O Sindicalismo e a Administração Pública quer se considere a quase inexistência de fontes nas quais se possa abeberar, para que fosse possível estabelecer o fio condutor no desenvolvimento do tema. A temática foi analisada em dois planos: primeiro, fêz-se uma apreciação crítica da história do associativismo no Brasil, em sua simbiose com o aspecto social, com o lado econômico e com o lastro jurídico, ao ser analisado o caminho percorrido desde o primeiro clarão do Brasil até os dias presentes. Em segundo estágio, perquiriu-se a questão sindical, no que diz respeito à sua etiologia, o seu despertar mais consciente na década de 80 do nosso século, perpassando pela criação das Centrais Sindicais, ao serem detectados os desvios ideológicos, as contradições, a sua fisiologia em função de sua organização, ideário e ação na direção do que se propõem em nome de seus afiliados. Com efeito, o núcleo do trabalho se cinge à arregimentação do corpo de funcionários públicos com vistas a um eficaz - hoje, ainda muito incipiente - congraçamento, ao se deparar com uma forte resistência institucional, de vez que só a partir da Constituição de 1988, é que se abriu caminho para o direito de associação sindical a esse estamento dos agentes públicos. As disfunções são, aí, analisadas em relação ao despreparo dos Recursos Humanos no exercício de liderança e em confronto com a estrutura institucional anacrônica e de feitio autoritário, para fazer valer, de forma eficaz e efetiva, um bom desempenho da ação sindical, que se deseja genuína, autônoma e autógena, em função dos interesses de classe e a ter em vista a excelência dos serviços públicos; o fenômeno estudado, inversamente, mostra o processamento de uma luta sindical radicada em estrutura antidemocrática, em que o Estado financia os sindicatos e todo o aparelhamento sindical vertical, via contribuição sindical e a considerar que esse lastro sustentador da luta sindical é decalque de uma época de predominância de valores chauvinistas, exaltados no Brasil - e em outros países -, nas décadas de 30 e 40. Ainda foi feito um estudo comparativo com três modelos de sindicalismo, quais sejam: o francês, o alemão e o português. Os dois primeiros por razões de se constituirem em paradigmas de países centrais, tendo em vista que: (1) a França é modelo inspirador das instituições ocidentais, em sede político-jurídico-social, haja vista a sua História prenhe de fatos solapadores do statu quo ante; e (2) a Alemanha, por ter uma classe eficazmente institucionalizada de agentes públicos, tendo tradição araigada desde a burocracia prussiana, o que dá o toque de elevado profissionalismo a esses agentes públicos, os quais contam com uma agremiação sindical que guarda independência com relação ao movimento sindical do trabalhador privado, este, também consolidado em poderosa organização sindical naquele país. Portugal aparece no trabalho como o ascendente cultural do Brasil, o que implica em ser mostrado o nascedouro sindical desse país, dentro do clima cultural em que viveu e vive a península lusitana, e com isso se tenta elucidar o estágio de seu sindicalismo, as suas disfunções e auto funções , as suas semelhanças com o modelo brasileiro, as suas inclinações e natureza. As conclusões aferidas registram alguns aspectos relevantes: 1º) o Brasil nasceu de uma Administração centralizadora, marcada por uma máquina administrativa ineficaz, ineficiente, com a marca do Estato-império e sem a presença da construção concomitante de uma nação que é retardatária no assentar a viga da cidadania, o que levou a delongar a formação dos anseios e do espírito genuinamente autóctones. A repressão ao desenvolvimento das letras foi um entrave à criação de um espírito de povo, com a variante de ser uma maioria inculta, massacrantemente iletrada, em meio a uma pirâmide social em que se registrava apenas uma base desmesurada e um vértice acanhado, sem ter de permeio outras classes sociais que pudessem ser ou vir a ser estratificadas. Na esteira desses elementos, concluiu-se que: 2º) o movimento associativo é uma realidade incipiente e adormecido durante séculos, o que desbordou em uma apatia que só hoje começa a ser sacudida, através dos movimentos associativistas e sindical, este último nascido no meio das fábricas e estendido a algumas capitais de maior relevância política ou de maior peso econômico. o aspecto de maior magnitude para o trabalho foi a sinalização aberta aos servidores públicos para que se sindicalizassem, do que decorreu a conclusão de que essa ação precisa ser tangenciada e carreada a ser um movimento mais autenticamente ligado aos interesses da classe, pois por desvirtuamento contingencial em face da iniciante pouca expressão e inexperiência desse estamento, a ação sindical desses servidores sempre esteve à ilharga do movimento sindical do trabalhador privado, o qual tem outra linha de ação direcionada a interesses mais ligados ao conflito trabalho vs. capital, interesses esses que não se coadunam e nem se identificam com as aspirações e necessidades do funcionalismo público, mesmo que, muitas vezes, a questão do conflito desses agentes tenha uma interface no conjunto da pauta de reivindicação dos trabalhadores privados, ou seja, a questão salarial. O imperativo maior - e esta é a base da recomendação mais substancial - é conduzir a ação dos agentes públicos de forma heterodoxa na direção de se independentizar o movimento sindical desses agentes, a ser impulsionado pelas suas peculiaridades e por sua essencialidade ditada pela sua ontologia de servidores da coisa pública e tendo o público como sua clientela. Este é, em síntese, o caminho aqui trilhado.

Since the middle 80 s from the 20th century, some musical genres associated to the Brazilian Northeastern region notably the forró, coco de embolada and repente de viola have been gradually incorporated to the musical production of south France linked to the occitanista trend, currently linking many musicians and groups from those regions in both countries. This paper is engaged in reflecting on the particular experience of the groups formed by the Escambiar Association, located on the city of Toulouse, and specially the duet Fabulous Trobadors, whose compositions are mostly made in the coco de embolada form. Watching the motivations and the processes that led to the creation of the groups from this association and it s current operation, this study investigates the transcultural phenomenon, that allow to cross two symbolic universes through rationalizing speeches about music, considering the locality s production in the midst of a political debate that involve questions about cultural identity and tradition
