The United States has managed and analyzed its marine fisheries since 1871, and since 1970 via NOAA’s National Marine Fisheries Service (NMFS). As the primary directive moved from aiding fishermen in expanding their operations emphasizing conservation, the government over time recognized that management involves influencing people not fish, and has hired social scientists to complement the biologists who assess fish populations. This change has not always been smooth. We use archival documents and oral histories to trace the development of sociocultural analytic capabilities within NMFS and describe future plans for growing the program. Four points are made. First, NMFS has created the best developed social science program in NOAA. Second, established institutions change slowly; achieving the social science presence in NMFS has taken over 25 years. Third, change needs visionaries and champions with both tenacity and opportunity. Fourth, social science data collection and research helps in making fishery management decisions, but they have also been useful in evaluating the impact and helping with the recovery from Hurricane Katrina. Good work finds other uses.

A tese aqui apresentada tem como objeto de estudo a trajetória profissional da educadora Astrogildes Delgado de Carvalho, ao longo de um período situado entre as décadas de 1940 a 1980. A educadora em questão, católica militante, praticamente desconhecida no campo educacional, desenvolveu importantes ações tendo como foco, de modo particular, a educação infantil, área ainda pouco valorizada nos primeiros tempos de seu trabalho como educadora. Entre essas ações, situam-se a fundação de duas instituições educacionais que tiveram destaque na cidade de Petrópolis, entre as décadas de 1940 e 1960, a Escola Chapelinho Vermelho e o Externato Delgado de Carvalho, e a atuação na Organização Mundial de Educação Pré-escolar (OMEP), nas décadas de 1970 e 1980, como formadora de educadoras de creches e como responsável pelos Centros de Atendimento ao Pré-Escolar (CAPEs) criados pela instituição, em localidades habitadas por populações menos favorecidas. Este estudo de caráter biográfico pretende lançar luz sobre uma importante figura do campo educacional brasileiro, e contribuir, através da análise de sua trajetória, articulada, por sua vez, à história da OMEP, para a ampliação do conhecimento sobre ações direcionadas à educação infantil e, em particular, a crianças menos favorecidas da sociedade brasileira, nas décadas focalizadas. Na pesquisa, apoiada em uma base documental diversificada, incluindo de modo valorizado o acervo pessoal da educadora, a pretensão foi a de dar destaque a vozes, papeis, memórias vivas e deslindar os fios que foram sendo tecidos ao longo desses anos, valorizando a participação de Astrogildes Delgado de Carvalho na promoção e garantia dos direitos da criança de zero a seis anos.

A sample of daily observations on the activities of Australian vessels longlining for yellowfin tuna, Thunnus albacares, during 1987-90 was analyzed, using a production junction approach, to determine the effects of vessel characteristics and operational practices and conditions. Significant differences were found between the tuna fisheries in the northern and southern regions of the inshore yellowfin tuna fishery in the east Australian Exclusive Economic Zone. The type of vessel used, and fishing practices such as soaktime, patrolling the longline, and choice of surface water temperature were found to have significant effects on yellowfin tuna catch rates.

Sea cucumbers (Holothuridae and Stichopodidae) have been harvested commercially for at least 1,000 years. The world fisheries for sea cucumbers, however, are not well documented and in general are poorly managed. Depending upon the species exploited, there are two processing procedures for the sea cucumber product. Some species are eaten raw, while most commercial species are processed into a dry product called beche-de-mer or trepang. This dry product is exported to a central market such as Hong Kong and then re-exported to the consumers. In this review, recent statistics on the world sea cucumber fisheries, collected from different services, are detailed for each major fishing area. Case studies for each fishing area are also presented. Recent major changes in the Indo-Pacific fishery include the participation of new producer countries, the shift in the species being exploited, and an increase in the Chinese market. The expansion of the largely monospecific temperate North Pacific fisheries is also described. Statistics from Hong Kong, Singapore, Taiwan, and the Food and Agriculture Organization provide valuable information on the producer and importer countries. Particular attention is paid to the reciprocal trade of beche-de-mer between Hong Kong and Singapore. An evaluation of the world sea cucumber landings and beche-de-mer production is presented. Recent developments include an expansion of the Hong Kong market due to increased demand by China, the importance of Indonesia as a major world producer, and an increase in the fisheries of Tropical Pacific nations. This increase is best documented for New Caledonia and Fiji. Ways to improve the access and the reliability of the statistics for the sea cucumber fishery are discussed, as is the potential for management of artisanal fisheries.

This is the Water Quality Monitoring in the Mersey Estuary report produced by the Environment Agency in 2001. This report focuses on the Water Quality Monitoring Programme held in the Mersey Estuary. Since the mid-1960s water samples have been collected at approximately monthly intervals along the length of the estuary between Warrington and New Brighton and in later years further off-shore. This data-set provides an invaluable resource to determine how the very large capital spending of recent years has resulted in the dramatic improvements in water quality that we are now able to record. Initially, the interest was focused on parameters such as dissolved oxygen, BOD, nutrients and suspended solids. Over the last decades, as analytical methods have improved, toxic metals and persistent organic compounds have been included in the routine monitoring programme at a limited number of sites. Moreover, with the introduction of the European Water Framework Directive monitoring programmes it was an opportune time to review the Mersey monitoring strategy. This revised monitoring programme required data from several other components (water, sediments, flora, fauna, fish and birds. This report also contains information about Routine monthly surveys, Special surveys, Chloralkali Directive, UKNMP, British Geological Survey, EDMAR and NERC Environmental Diagnostics Thematic Programme.
