アフリカの「三選問題」 -- ブルンジ、ルワンダ、コンゴ共和国の事例から

ブルンジ、ルワンダ、コンゴ共和国では、いずれも2015年に大統領の三選禁止規定が変更されたが、その影響は大きく異なった。ブルンジでは激しい抗議活動と弾圧によって政治が著しく混乱したのに対し、コンゴでは抗議活動はほぼ封じ込められ、ルワンダでは抗議活動すら起こらなかった。抗議活動の強弱は、反政府勢力の組織力に依存する。ルワンダとコンゴでは、1990年代の内戦に勝利した武装勢力が政権を握り、国内に強力な反政府組織が存在しないうえ、経済的資源の分配を通じて反対派を懐柔できた。一方、国際社会の仲介によって内戦が終結したブルンジでは、権力分有制度のために反政府勢力が強い影響力を保持し、また反対派を懐柔するための資源も乏しかった。「三選問題」が示すのは、民主的な政治制度を採用しつつそれを形骸化させる政権の姿勢だが、それは冷戦後のアフリカで形成された政治秩序の一つの類型でもある。

Managing innovation under constraints: a glimpse on the brazilian conditions for innovation

To generate innovation in Brazil becomes a high level priority in the last two decades. Innovation, according to the Presidential speech, is the right way to conduce the nation towards the development of technological competitive capabilities through the high technology-based products and services. Although the nation has come a long way, Brazil has to face the challenge of overcoming obstacles in infrastructure conditions for innovation. This paper aims to describe the main conditions to manage innovation in Brazil. This work offers a quantitative analysis of the main factors that impact innovation. This is a documental research based on data collected from high reliability international sources complemented by a research field applied to a sample of technology–based firms located in São José dos Campos, Brazil. The results indicated that entrepreneurs deal with difficulties to develop managerial competences in order to manage the business growth while developing new products and services. The lack of qualified human resources to manage business in technological environment is also a matter.

Reflexiones sobre ideología e interpelación en las elecciones presidenciales de 2015 en Argentina

En este trabajo abordamos del papel de la ideología y distintas formas de interpelación en las elecciones presidenciales de Argentina en 2015.Partimos de dos imputaciones cruzadas: la que surge del kirchnerismo, enfatizando el rol de los medios de comunicación masivos sobre los sectores medios y populares, y la respuesta progresista que insiste en una serie de motivos materiales de insatisfacción de estos sectores, a los que el kirchnerismo, afectado por una "miopía política", no atendió durante su gobierno y a los que desconoció en su discurso de campaña electoral, dejándolos librados a la interpelación por una forma de "individualismo miope". Insistimos en que estas atribuciones cruzadas de ideologismo constituyen un campo ideológico por sí mismo, cuyo presupuesto común es el individualismo. A partir de allí intentamos comprender las condiciones histórico-políticas en la Argentina del siglo XX que hacen del individualismo una evidencia ideológica fundante en la Argentina del siglo XXI

La política, los partidos y las elecciones en Argentina 2015 : ¿Hacia un cambio en el campo político?

Este artículo propone ordenar el campo político argentino en torno a dos clivajes. El primero está representado por el clásico izquierda y derecha, el segundo por el peronismo y la posición "gorila" (antiperonista). Luego de una caracterización de los espacios ideológicos, usamos conceptos de la física (masa, fuerza y campo gravitacional) para analizar la dinámica de los partidos políticos y el futuro abierto luego de las últimas elecciones presidenciales de 2015

This article presents information on the September 2005 issue of the "Australian Journal of Communication." The papers by Dunn and Churchman in this issue of the journal were delivered at the very successful Annual Conference of the Australian and New Zealand Communication Association, hosted by Colleen Mills at the University of Canterbury, Christchurch, New Zealand, in July 2005. Dunn's presidential address, on the importance of maintaining public broadcasting, is based on her longterm work at the Australian Broadcasting Commission and her current research at the University of Sydney. Many of the other papers in this issue are related to politics and the media in Australia and New Zealand. Cover discusses how the processes of digitisation and a user-based taste for interactivity have far-reaching broadcast television. In her paper, van Vuuren compares the policy and regulation, practice, and theoretical development of the community broadcasting and community information and communication technology (lCT) sectors in Australia, arguing that the ICT sector can benefit from a knowledge of the way in which the older community broadcasting sector has demonstrated an ability to deliver its services with very limited government support.
