Elections play a crucial role in post-conflict peace and democratization processes as, among other factors, they provide an answer to the question of who is to legitimately rule the country. However, because of the competitiveness arising from their central role in allocating power they can also represent windows of vulnerability where deeply rooted societal conflicts can come to the surface. This working paper focuses on two post-conflict elections (Sierra Leone 2007; Nepal 2008) which, despite perceived high risks, did not result in widespread violence or a return to armed conflict. The aim of these case studies is to identify the factors and measures that may have played an important role in contributing to this outcome. Each of the two case studies first outlines the risks associated with the elections and then analyzes the violence and conflict preventing factors. The paper shows that that the context greatly influences the type of measures that can be taken in such situations, but that there are also some similarities in the two cases studied. In particular, it appears that that the credibility of the elections, largely attributable to a good electoral administration, was an important factor in both Nepal and Sierra Leone. Furthermore, the inclusion of all key stakeholders in decisions regarding key electoral institutions helped to diffuse potential conflict. The study also shows that in both cases the international community played an important role by providing financial, logistical and technical support and by pressuring certain important actors to comply with the rules.

Underbody plows and High Speed Ice Blades are an integral part of clearing Iowa roads of snow and ice during winter operations. Changing these blades requires crews to suspend plowing operations and return to the garage decreasing time spent clearing roads and increasing workplace hazards. A blade with a longer lifespan is desired. The Department is determining if using plow blades that have been flame hardened increase longevity of use over the Departments current underbody plow blades that are oven baked. This would reduce downtime and employee exposure to workplace hazards and increase productivity per dollar spent.

This volume is the 10th issue of Variants . In keeping with the mission of the European Society for Textual Scholarship, the articles are richly interdisciplinary and transnational. They bring to bear a wide range of topics and disciplines on the field of textual scholarship: historical linguistics, digital scholarly editing, classical philology, Dutch, English, Finnish and Swedish Literature, publishing traditions in Japan, book history, cultural history and folklore. The questions that are explored - what texts are worth editing? what is the nature of the relationship between text, work, document and book? what is a critical digital edition? - all return to fundamental issues that have been at the heart of the editorial discipline for decades. With refreshing insight they assess the increasingly hybrid nature of the theoretical considerations and practical methodologies employed by textual scholars, while reasserting the relevance and need for producing scholarly editions, whether in print or digital, and continuing advanced research in bibliographical codes, textual transmissions, genetic dossiers, the fluidity of texts and other such subjects that connect textual scholarship with broader investigations into our nations' literary culture and written heritage.

Background: Attention to patients with acute minor-illnesses requesting same-day consultation represents a major burden in primary care. The workload is assumed by general practitioners in many countries. A number of reports suggest that care to these patients may be provided, at in least in part, by nurses. However, there is scarce information with respect to the applicability of a program of nurse management for adult patients with acute minor-illnesses in large areas. The aim of this study is to assess the effectiveness of a program of nurse algorithm-guided care for adult patients with acute minor illnesses requesting same-day consultation in primary care in a largely populated area. Methods: A cross-sectional study of all adult patients seeking same day consultation for 16 common acute minor illnesses in a large geographical area with 284 primary care practices. Patients were included in a program of nurse case management using management algorithms. The main outcome measure was case resolution, defined as completion of the algorithm by the nurse without need of referral of the patient to the general practitioner. The secondary outcome measure was return to consultation, defined as requirement of new consultation for the same reason as the first one, in primary care within a 7-day period. Results: During a two year period (April 2009-April 2011), a total of 1,209,669 consultations were performed in the program. Case resolution was achieved by nurses in 62.5% of consultations. The remaining cases were referred to a general practitioner. Resolution rates ranged from 94.2% in patients with burns to 42% in patients with upper respiratory symptoms. None of the 16 minor illnesses had a resolution rate below 40%. Return to consultation during a 7-day period was low, only 4.6%. Conclusions: A program of algorithms-guided care is effective for nurse case management of patients requesting same day consultation for minor illnesses in primary care.

The characterization and categorization of coarse aggregates for use in portland cement concrete (PCC) pavements is a highly refined process at the Iowa Department of Transportation. Over the past 10 to 15 years, much effort has been directed at pursuing direct testing schemes to supplement or replace existing physical testing schemes. Direct testing refers to the process of directly measuring the chemical and mineralogical properties of an aggregate and then attempting to correlate those measured properties to historical performance information (i.e., field service record). This is in contrast to indirect measurement techniques, which generally attempt to extrapolate the performance of laboratory test specimens to expected field performance. The purpose of this research project was to investigate and refine the use of direct testing methods, such as X-ray analysis techniques and thermal analysis techniques, to categorize carbonate aggregates for use in portland cement concrete. The results of this study indicated that the general testing methods that are currently used to obtain data for estimating service life tend to be very reliable and have good to excellent repeatability. Several changes in the current techniques were recommended to enhance the long-term reliability of the carbonate database. These changes can be summarized as follows: (a) Limits that are more stringent need to be set on the maximum particle size in the samples subjected to testing. This should help to improve the reliability of all three of the test methods studied during this project. (b) X-ray diffraction testing needs to be refined to incorporate the use of an internal standard. This will help to minimize the influence of sample positioning errors and it will also allow for the calculation of the concentration of the various minerals present in the samples. (c) Thermal analysis data needs to be corrected for moisture content and clay content prior to calculating the carbonate content of the sample.
La délinquance des étrangers : criminalité, récidive et les facteurs influençant le retour en prison

Résumé : La délinquance des étrangers se situe depuis quelques années au milieu de beaucoup de débats politiques. En même temps, la récidive constitue l'un des sujets d'étude classiques de la criminologie. Cette recherche combine ces deux phénomènes en s'intéressant aux causes de la délinquance et de l'éventuelle récidive d'un échantillon d'étrangers incarcérés en Suisse. Le cadre théorique repose sur une revue approfondie de la littérature scientifique sur la délinquance des étrangers ainsi que sur les facteurs influençant la récidive. Ces revues ont conduit à l'élaboration d'une série d'hypothèses qui ont été testées dans la partie empirique du travail. Cette dernière comprend l'étude des 500 dossiers des étrangers libérés des Etablissements pénitentiaires de la Plaine de l'Orbe (EPO, canton de Vaud, Suisse) entre 1995 et 1999, ainsi que le suivi de ces personnes, avec l'aide des données fournies par l'Office fédéral de la statistique, afin d'établir si elles avaient récidivé durant les cinq années postérieures à leur libération. Elle comprend également l'analyse de 125 entretiens conduits auprès des détenus des EPO entre 2005 et 2006 dont le but était d'établir, entre autres, leur perception subjective sur les causes de la délinquance et de la récidive. Les résultats indiquent un taux de récidive d'environ 30%. En outre, ils corroborent l'influence sur la récidive des facteurs identifiés par les recherches précédentes bien que, vu les particularités de l'échantillon étudié, certains de ces facteurs -tel que l'âge à la première condamnation ou l'âge à la sortie de prison-, présentent des divergences. En outre, l'analyse des entretiens a permis l'élaboration d'une nouvelle classification des causes de la récidive. Finalement, la recherche permet une connaissance plus approfondie des causes de l'implication dans la délinquance de la population de référence. The delinquency of the foreigners: criminality, recidivism and the factors that influence to the return to prison Abstract : The foreigners' delinquency is today in the middle of political debates. Moreover, recidivism is one of the classical subjects studied in criminology. The present research combines these two phenomena by studying the causes of foreigners' delinquency and recidivism. With the purpose of doing this research, a theoretical framework on the criminality of foreigners has been established through an extensive review of research literature on this subject as well as on the factors influencing recidivism. These reviews have allowed the establishment of a series of hypotheses that have been tested in the empirical part of the study. This empirical research includes the study of 500 cases of all foreigners released from the Penitentiary Establishment of the Plaine de l'Orbe (EPO, in the Vaud region) between 1995 and 1999. This population was then followed-up by means of data provided by the Swiss Federal Office of Statistics in order to know whether they had recidivated during the five years following their release. The empirical study also includes the analysis of interviews conducted with 125 inmates of EPO between 2005 and 2006 to determine what are, in the opinion of the inmates interviewed, the causes of recidivism and the causes of crime. The results show a recidivism rate of approximately 30%. Furthermore, the factors which, according to research analyzed, influence recidivism, have also been related to the recidivism of our sample. However, due to the fact that the sample studied consists of foreigners, some factors, such as age of the first conviction or age of release of prison, show some differences with respect to the literature. Finally, the information obtained from the interviews has allowed the establishment of a new classification on the causes of recidivism, and to get a deeper knowledge of the causes of crime involvement of the population studied.

Integration of social and employment policies has been a highly topical issue over past decades in Europe. Faced with the complex task of facilitating the return to employment of jobless people with multiple barriers to work, several countries have developed integrated structures for delivering labour market and social support.'One stop-shops','integrated jobcenters' and 'interagency collaboration'are some of the tools that are being developed in this context (Askim et al, 2011).

We study a dynamic model where growth requires both long-term investmentand the selection of talented managers. When ability is not ex-ante observable and contracts are incomplete, managerial selection imposes a cost, as managers facing the risk ofbeing replaced choose a sub-optimally low level of long-term investment. This generates atrade-off between selection and investment that has implications for the choice of contractualrelationships and institutions. Our analysis shows that rigid long-term contracts sacrificingmanagerial selection may prevail at early stages of economic development and when heterogeneity in ability is low. As the economy grows, however, knowledge accumulation increasesthe return to talent and makes it optimal to adopt flexible contractual relationships, wheremanagerial selection is implemented even at the cost of lower investment. Measures of investor protection aimed at limiting the bargaining power of managers improve selection undershort-term contract. Given that knowledge accumulation raises the value of selection, theoptimal level of investor protection increases with development.

Summary Purpose: Status epilepticus (SE) that is resistant to two antiepileptic compounds is defined as refractory status epilepticus (RSE). In the few available retrospective studies, estimated RSE frequency is between 31% and 43% of patients presenting an SE episode; almost all seem to require a coma induction for treatment. We prospectively assessed RSE frequency, clinical predictors, and outcome in a tertiary clinical setting. Methods: Over 2 years we collected 128 consecutives SE episodes (118 patients) in adults. Clinical data and their relationship to outcome (mortality and return to baseline clinical conditions) were analyzed. Results: Twenty-nine of 128 SE episodes (22.6%) were refractory to first- and second-line antiepileptic treatments. Severity of consciousness impairment and de novo episodes were independent predictors of RSE. RSE showed a worse outcome than non-RSE (39% vs. 11% for mortality; 21% vs. 63% for return to baseline clinical conditions). Only 12 patients with RSE (41%) required coma induction for treatment. Discussion: This prospective study identifies clinical factors predicting the onset of SE refractoriness. RSE appears to be less frequent than previously reported in retrospective studies; furthermore, most RSE episodes were treated outside the intensive care unit (ICU). Nonetheless, we confirm that RSE is characterized by high mortality and morbidity.

Les lesions per cremades comporten conseqüències a nivell físic, psicològic i social. Les intervencions psicosocials per aquests pacients estan valorades de forma positiva però manquen estudis fets a l’Estat Espanyol. Les intervencions de pacient expert estan donant resultats positius en moltes patologies cròniques però no n’existeix cap per aquest tipus de lesions cròniques. L’objectiu d’aquest estudi és comprendre la utilitat d’una intervenció de pacient expert a pacients d’entre 18 i 30 anys que han patit lesions per cremades recentment. Es realitzaran 9 sessions de pacient expert des de la perspectiva bio-psicosocial. El grup focal serà un grup de 8-10 pacients de 18 a 30 anys amb un mínim del 15% de superfície corporal cremada de grau 2n profund o 3r, residents a Barcelona o rodalies. Les dades s’analitzaran per mètode mixt amb enfocament dominant qualitatiu. La recollida de dades s’obtindrà d’entrevistes, testos i anotacions realitzades prèvia a la primera sessió, al finalitzar les 9 sessions i als 6 mesos de la última sessió. Les limitacions de l’estudi són: el risc de pèrdua dels membres del grup focal a causa del retorn a la vida laboral i l’heterogeneïtat del grup en la fase d’acceptació, principis i valors personals que podrien desviar els resultats.

Dyskinesias are infrequent presentations in acute stroke (1%). They can be found more frequently as delayed presentations after a stroke, but the prevalence is not available from the literature. The full spectrum of hyper- and hypo-akinetic syndromes has been described, but three main pictures are rather specific of an acute stroke: limb shaking, hemichorea-hemiballism and unilateral asterixis. Besides limb shaking, that seems to reflect a transient diffuse ischemia of the frontosubcortical motor pathway, lesions are described at all levels of the frontosubcortical motor circuit including the sensorimotor frontoparietal cortex, the striatum, the pallidum, the thalamic nuclei, the subthalamic nucleus, the substantia nigra, the cerebellum, the brainstem and their interconnecting pathways, as ischemic or hemorrhagic strokes. The preferentially late development of dyskinesia could reflect the return to a more ancestral motor control level, the most functional possible with the remaining configuration of structures, elaborated by brain plasticity after stroke.

La recerca aborda la situació penitenciària de regressió a segon grau d’una persona classificada en tercer grau de tractament. Aquesta recerca neix de la dada que a Catalunya el retorn esglaonat a la comunitat (a partir del tercer grau o de la llibertat condicional) no és la forma habitual en què les persones condemnades extingeixen la condemna sinó que resulta més comú la finalització en segon grau. Aquesta realitat resulta preocupant ja que existeix una evidència científica favorable al retorn esglaonat com un sistema amb més probabilitats d’aconseguir la reinserció de la persona. La recerca parteix de que un dels factors que explica aquesta taxa baixa de finalització de la condemna en tercer grau o en llibertat condicional és justament la regressió a segon grau. Acceptat aquest fet, els objectius de la recerca consisteixen en valorar si el nostre sistema penitenciari fa un ús restringit de la regressió i en explorar si es poden identificar les causes que expliquen que una vegada que s’ha produït la regressió sigui difícil reprendre el procés de reinserció a la comunitat. Per dur a terme la recerca s’ha pres com a població de referència les persones que van patir una regressió a segon grau a Catalunya durant l’any 2011 i que finalitzen la seva condemna entre l’1 de juliol i el 31 de desembre del 2012. Això dóna una població de 52 persones. S’ha procedit a estudiar els expedients penitenciaris d’aquestes persones i s’ha aconseguit entrevistar al 75% d’elles. La recerca posa de manifest que la nostra pràctica de regressió es troba encara allunyada d’un model garantista i rehabilitador, indica algunes raons que expliquen la dificultat de recuperar el tercer grau o la llibertat condicional una vegada regressat i finalment s’assenyalen un conjunt de recomanacions o bones pràctiques.

La investigación aborda la situación penitenciaria de regresión a segundo grado de una persona clasificada en tercer grado de tratamiento. Esta investigación nace del dato de que en Cataluña el retorno escalonado a la comunidad (a partir del tercer grado o de la libertad condicional) no es la forma habitual en que las personas condenadas extinguen la condena, sino que resulta más común la finalización en segundo grado. Esta realidad resulta preocupante ya que existe una evidencia científica favorable al retorno escalonado como un sistema con más probabilidades de lograr la reinserción de la persona. La investigación parte de que uno de los factores que explica esta baja tasa de finalización de la condena en tercer grado o en libertad condicional es justamente la regresión a segundo grado. Aceptado este hecho, los objetivos de la investigación consisten en valorar si nuestro sistema penitenciario hace un uso restringido de la regresión y en explorar si se pueden identificar las causas que explican que una vez que se ha producido la regresión sea difícil retomar el proceso de reinserción en la comunidad. Para llevar a cabo la investigación se ha tomado como población de referencia a las personas que sufrieron una regresión a segundo grado en Cataluña durante el año 2011 y que finalizaron su condena entre el 1 de julio y el 31 de diciembre de 2012. Esto da una población de 52 personas. Se ha procedido a estudiar los expedientes penitenciarios de estas personas y se ha conseguido entrevistar al 75% de ellas. La investigación pone de manifiesto que nuestra práctica de regresión se encuentra todavía alejada de un modelo garantista y rehabilitador, indica algunas razones que explican la dificultad de recuperar el tercer grado o la libertad condicional una vez regresado y finalmente se señalan un conjunto de recomendaciones o buenas prácticas.
