Le 29 juillet 1994, Megan Kanka, une jeune fille de sept ans de la municipalité de Hamilton au New Jersey, est enlevée, agressée sexuellement et tuée par ce qui se révélera être son voisin d’en face, Jesse Timmendequas. À l’époque, l’assaillant de Megan avait déjà fait l’objet de deux condamnations pour agression sexuelle. Suite à cette tragédie, les parents de Megan luttèrent pour la création d’une loi qui révélerait automatiquement au public l’identité et le lieu de résidence des délinquants sexuels. Moins de trois mois plus tard, la « Loi de Megan » était ratifiée. Ainsi un répertoire étatique centralisé de délinquants sexuels en partie disponible au public fut créé. Notre étude se centre sur ce cas et tente de comprendre comment une construction particulière de la délinquance sexuelle comme problème social mena à la réponse pénale spécifique qu’était la Loi de Megan. Pour ce faire, nous analysons les discours et argumentaires politiques en lien avec l’affaire. Huit entretiens avec différents acteurs impliqués dans le débat politique menant à la création de la loi de Megan furent effectués. Une analyse de plus de 150 articles de journaux et de quelques projets et textes de lois fut également effectuée. Nos résultats soulignent d’abord le rôle primordial qu’avait le contexte sociopolitique autant sur la construction du problème social de la délinquance sexuelle que sur la solution qui lui était liée. L’analyse du cas nous indique également que la dyade problème-solution s’élabora en conjonction, dans un cadre temporel uniforme, dont les seules étapes détectables sont celles du narratif de la mort de Megan et de l’élaboration concrète de la loi. En d’autres mots, la mort de Megan ne constituait qu’un point focal qui permit à des acteurs de mettre en pratique des concepts déjà largement partagés. L’étude conclue en liant le contexte sociopolitique du Canada à celui retrouvé dans notre étude de cas et suggère qu’une construction similaire de la délinquance sexuelle comme problème peut facilement être envisageable chez nous. Si personne ne souhaite l’occurrence d’une situation comparable à celle vécue par Megan Kanka et sa famille, cet élément nous apparaît comme étant celui qui propulserait réellement cette construction sur la place publique, à condition bien évidemment qu’une personne ou un groupe de personnes en fassent une question à débattre.

La présente recherche a comme sujet la gestion des risques au cœur de la prise de décision en protection de l’enfance. Elle a comme objectif une meilleure compréhension de la pratique à partir de la construction des logiques d’action déployées par les professionnels ainsi que la réflexion sur le sens qu’ils accordent à leurs actions. Le projet est porté par une posture constructiviste : les professionnels « construisent » la situation problématique de l’enfant à protéger tout comme ils construisent la solution envisagée. C’est à partir de la combinaison entre la réflexivité (Schön; Racine; Giddens) et la délibération éthique (Bossé, Morin et Dallaire) que des groupes de discussion impliquant des professionnels de professions et de statuts différents ont été réalisés au Centre jeunesse de l’Estrie. Ces groupes s’inscrivent dans une méthodologie qualitative laissant place aux discours des acteurs et sont accompagnés d’entretiens individuels comme stratégie complémentaire de cueillette de données. Les données ont été explorées à partir d’une analyse de contenu sous trois axes (Van der Maren) : une analyse horizontale (dégager les éléments pertinents à partir d’un cadre de délibération éthique), une analyse verticale (dégager les interactions et les inter-influences dans les groupes de discussion) et une analyse transversale (dégager des noyaux de sens et des logiques d’action à travers les discours). Les résultats permettent d’établir des séquences dans la prise de décision des professionnels à partir desquelles se construisent les logiques d’action. Trois logiques sont dégagées de l’analyse de contenu ⎯ collaborative, délibérative, légaliste ⎯ qui sont appuyées sur plusieurs dimensions regroupées à l’intérieur de trois axes d’intérêt : le rapport au mandat de protection, le rapport à la situation et le rapport au risque. Au-delà des logiques elles-mêmes, les résultats portent également à réfléchir des éléments de processus qui influencent la prise de décision. Ces éléments amènent à explorer et à questionner la posture professionnelle et la conviction, le dialogue et la présence d’espace de traduction ainsi que l’apport de la délibération collective. Au final, la recherche permet de réaffirmer la complexité de la pratique de protection de l’enfance mais elle conduit également à plaider en faveur d’une conscientisation de la pratique. La Gobernación del Huila junto con la Universidad del Rosario rezlizaron un convenio para identificar los avances de todo el departamento en cuanto a los ODM entre el 2008 y el 2011, en este caso, del municipio de La Argentina, y así mismo dar algunas recomendaciones y estrategias para que las metas a 2015 de los ODM en el municipio se cumplan.

A partir de la inmersión en los mismos campamentos en los que viven los desminadores se cuenta la historia de Nariño como la vivieron sus pobladores, se muestra la manera en la que el miedo fue el principal configurador de las relaciones entre la comunidad y su territorio y cómo el desminado ha transformado ese miedo

Este estudio analiza las diversas posiciones asumidas por los indígenas frente a la Revolución de Quito de 1809. Siguiendo a dos personajes clave del Corregimiento de Riobamba, un cacique y un indio, busca las causas de la adhesión o del rechazo. Con ese propósito se estudian varias coyunturas que empiezan a mediados del siglo XVIII, desde las peticiones caciquiles y el posterior reacomodo de las autoridades indígenas efectuadas por los reformistas borbónicos, las continuas imposiciones tributarias y el terremoto de 1797, que desembocan en el levantamiento indígena de 1803. El artículo muestra una ruptura radical entre los indios del común y el pensamiento criollo fundador de la nación.

The human interference in the semiarid region of Seridó Potiguar has promoted the increase of degraded areas. The economic dynamic that was established in the Seridó territory, especially after the fall of the trinomial cattle-cotton-mining in the 70s and 80s of the 20th century as pillars of the regional economy, resulted in an accelerated process of erosion of natural resources. The municipalities of the Seridó region have been spatially reordered by this new economic dynamic, marked by the growth of existing enterprises, and the development of new agricultural practices. One of the municipalities in the region that restructured its territorial space with the emergence of new agro-industrial activities was the town of Parelhas. With the demise of the trinomial cattle-cotton-mining in the 1980s, other productive activities were intensified from the 1990s, amongst them, pottery, responsible for the vegetal extraction for use as energy source. This recent economic and spatial restructuring in the region, reflected in the Parelhense municipal territory, required new productive ingredients responsible for the modification of past production relations that were based on cattle, cotton and mining. By that a process of exploring the environment was unleashed, especially the native vegetation, in an uncontrolled manner. In this context, the objective of this study was to survey and detect deforestation in the areas of Caatinga vegetation, used indiscriminately as energy supply for new agricultural practices, using remote sensing techniques based on the quantification of the Normalized Difference Vegetation Index / NDVI, Soil-Adjusted Vegetation Index / SAVI, surface temperature and rainfall data in the years 1990 and 2010. The results indicated that SAVI values above 0.2 in 1990 and 2010 represent the areas with the highest density of vegetation that occur exclusively along the major drainages in the town and areas of higher elevations. The areas between the ranges of values from 0.5 to 0.15 SAVI are areas with poor vegetation. On the other hand the highest values of temperature are distributed in the western and southeastern parts of the township, usually in places where the soil is exposed or there is sparse vegetation. The areas of bare soil decreased in extension in 2010 at 11, 6% when related to 1990, this was caused by a higher rainfall intensity in the first half of 2010, but no regeneration of vegetation occurred in some places in the western and southeastern areas of the municipality today, due to the extraction of firewood to fuel the furnaces of industries in town

Foram analisados 496 indivíduos de Cubatão, SP (Brasil), cidade com alto teor de poluição industrial, com o objetivo de verificar alterações hematológicas induzidas por poluentes industriais. Dos estudos citológicos dos eritrócitos dessa população estudada, foram observadas 188 (38%) com alterações, isoladas ou combinadas em um único indivíduo, das quais 26% apresentaram policromatofilia, 24% com pontilhados basófilos, 15% com corpos de Heinz, e 8% com reticulocitose. As freqüências de metahemoglobinemia e sulfohemoglobinemia foram,respectivamente, de 35% e 32% em moradores da vila Parisi - um bairro cercado pela maioria das indústrias de Cubatão - 15% e 5% em operários das indústrias, e 12% e 4% em habitantes de áreas distantes entre 3 e 8 km do polo industrial. Esses resultados indicam que as alterações são causadas por poluentes tóxico-oxidantes e que as conseqüências fisio-patológicas no sangue dos moradores de Cubatão parecem indicar que estão relacionadas com o tempo de exposição e com a proximidade dos focos emissores de poluentes.

In uplands and lowlands of Santa Teresa, central Espírito Santo State, Brazil, 405 bird species were confirmed by field, museum, and literature studies. Of these, 16 seem to have disappeared, while 67 other species seem to have been lost from the lowlands (where no large biological reserves exist). Due to a suggestion that human areas add species to beta-diversity, we verified that up to 79 species now present have perhaps invaded with human activity (and 10 others are likely to invade), a total similar to that for lost species. However, lost species are often rare and invading species often widespread, resulting in exchange of Picassos for Coca-Cola bottles. Furthermore, gains exceed losses only when large biological reserves are present, as in the uplands (Nova Lombardia, Santa Lucia Reserves, each with over 250 species). Small or irregular reserves usually lose well over half their species, and these are only partly replaced by the invaders, resulting in net losses of up to half the local avifaunas. If one lists only 31 probable invaders, rather than a possible 79, things are even worse; net losses occur even in the entire township and near reserves, reaching over 200 species around lowland private reserves. Future productive development of human areas can eliminate or maltreat many invading species, too. While approving taxes on improductive use of land, as it leaves other areas free, we suggest that many current local uses, such as for coffee, are luxury production and could, be taxed.

Physical activity is associated with lower cardiovascular disease risk factors, being cardiorespiratory fitness a major component of physical activity health related. Body fatness and sarcopenia are related to sedentary lifestyle leading to proinflammatory stress and lower cadiorespiratory capacity. This study aimed correlates C-reactive protein with cardiorespiratory fitness, analyzing the influences of anthropometrics variables and metabolic syndrome (MS) presence. the cross-sectional retrospective study included baseline data of 194 adults (62 male and 132 female), 53,74 ± 8,77 years, clinically and ethically selected for a lifestyle modification program. Total cholesterol (TC) and cholesterol lipoprotein fractions, triglycerides (TG) and glucose was dosed by dry chemistry (Vitros® system, Johnson & Johnson). Blood leukocytes was quantified by automatic cell counter (Coulter ABX®, Horiba). LDL-cholesterol was obtained by Friedwald formula. Serum ultrasensitive C-reactive protein (US-CRP) was accessed by the immunochemoluminescence method (Immulite 2000®, DPC Medlab). Weight, height, body mass index (BMI) and waist circumference (WC) were measured. Muscular mass and fat mass were obtained by bioelectrical impedance analysis (impedancemeter Quantum BIA-101Q®, Clinton Township). Arterial blood pressure was checked by auscultatory method and cardiorespiratory fitness was determined by ergoespirometric test (Balke protocol). The metabolic syndrome was diagnosed according NCEP – ATP III (2001), following recommendations of American Diabetes Association (2004). Pearson’s correlation crude and adjusted for confounders variables with p<0,05. The prevalence of MS was 30.4%. A plan to identify the individual farm upon which hogs reaching markets are produced has been developed in connection with the efforts toward eradicating tuberculosis among farm animals. While primarily intended as a means of tracing back to determine sources of disease infection, the system of tattooing which is being developed has other significant possibilities. With the growing emphasis on quality products in the market, it is only fair that the producers of high quality commodities receive the premiums paid by processors and consumers. Health of farm animals is a quality factor. The producer of healthy hogs should be rewarded. Likewise, the producer of diseased hogs profits from knowledge that his animals are infected and can institute efforts to control that source fo loss. This 1928 extension circular covers what each letter of a tattoo stands for, where it is to be placed on an animal, and material used in tattooing.

The State of Michigan is striving to eliminate bovine tuberculosis (Tb) infection among free-ranging white-tailed deer in the northeastern Lower Peninsula of the state. Aggressive reduction in the overall deer population abundance may help to further reduce TB prevalence, but this course of action is unacceptable to many hunters and landowners. Targeted culling of sick deer would likely be far more acceptable to these stakeholders, so in the winter of 2003 the Michigan Department of Natural Resources pilot-trialed a new strategy based on live-trapping and Tb-testing of wild deer. The field study was conducted in a township with relatively high TB prevalence within Deer Management Unit 452 in the northeastern Lower Peninsula. Over a 2-month trapping period, 119 individual deer were live-trapped, blood sampled, fitted with a radio-collar, and released. A total of 31 of these deer were subsequently classified as Tb-suspect by at least one of five blood tests employed (however there was a low level of agreement among tests). A delay in testing meant that only six of these suspect deer were culled by sharpshooters before pre-programmed release of their radio-collars, after which they could no longer be located. Mycobacterium bovis was cultured from one of these six suspect deer; the other five were negative on culture. All target deer were located to within shooting range with 1 – 2 days of effort, and all the radio-collars on the apparently-healthy deer dropped off after the intended 90-day interval, and were thereafter recovered for re-use. There was considerable support for this pilot project among hunters, farmers, state and federal agriculture agencies, the media and the general public, and so we recommend that further field trials be undertaken using this technique. The initial focus of these trials should be on improving the efficacy and reliability of the blood testing procedure.

We studied the time interval between starting tuberculosis treatment and commencing antiretroviral treatment (ART) in HIV-infected patients (n = 1433; median CD4 count 71 cells per microliter, interquartile range: 32-132) attending 3 South African township ART services between 2002 and 2008. The overall median delay was 2.66 months (interquartile range: 1.58-4.17). In adjusted analyses, delays varied between treatment sites but were shorter for patients with lower CD4 counts and those treated in more recent calendar years. During the most recent period (2007-2008), 4.7%, 19.7%, and 51.1% of patients started ART within 2, 4, and 8 weeks of tuberculosis treatment, respectively. Operational barriers must be tackled to permit further acceleration of ART initiation as recommended by 2010 WHO ART guidelines.

Aggregates were historically a low cost commodity but with communities and governmental agencies reducing the amount of mining the cost is increasing dramatically. An awareness needs to be brought to communities that aggregate production is necessary for ensuring the existing infrastructure in today’s world. This can be accomplished using proven technologies in other areas and applying them to show how viable reclamation is feasible. A proposed mine reclamation, Douglas Township quarry (DTQ), in Dakota Township, MN was evaluated using Visual Hydrologic Evaluation of Landfill Performance (HELP) model. The HELP is commonly employed for estimating the water budget of a landfill, however, it was applied to determine the water budget of the DTQ following mining. Using an environmental impact statement as the case study, modeling predictions indicated the DTQ will adequately drain the water being put into the system. The height of the groundwater table will rise slightly due to the mining excavations but no ponding will occur. The application of HELP model determined the water budget of the DTQ and can be used as a viable option for mining companies to demonstrate how land can be reclaimed following mining operations.
Analysis of spring break-up and its effects on a biomass feedstock supply chain in northern Michigan

Demand for bio-fuels is expected to increase, due to rising prices of fossil fuels and concerns over greenhouse gas emissions and energy security. The overall cost of biomass energy generation is primarily related to biomass harvesting activity, transportation, and storage. With a commercial-scale cellulosic ethanol processing facility in Kinross Township of Chippewa County, Michigan about to be built, models including a simulation model and an optimization model have been developed to provide decision support for the facility. Both models track cost, emissions and energy consumption. While the optimization model provides guidance for a long-term strategic plan, the simulation model aims to present detailed output for specified operational scenarios over an annual period. Most importantly, the simulation model considers the uncertainty of spring break-up timing, i.e., seasonal road restrictions. Spring break-up timing is important because it will impact the feasibility of harvesting activity and the time duration of transportation restrictions, which significantly changes the availability of feedstock for the processing facility. This thesis focuses on the statistical model of spring break-up used in the simulation model. Spring break-up timing depends on various factors, including temperature, road conditions and soil type, as well as individual decision making processes at the county level. The spring break-up model, based on the historical spring break-up data from 27 counties over the period of 2002-2010, starts by specifying the probability distribution of a particular county’s spring break-up start day and end day, and then relates the spring break-up timing of the other counties in the harvesting zone to the first county. In order to estimate the dependence relationship between counties, regression analyses, including standard linear regression and reduced major axis regression, are conducted. Using realizations (scenarios) of spring break-up generated by the statistical spring breakup model, the simulation model is able to probabilistically evaluate different harvesting and transportation plans to help the bio-fuel facility select the most effective strategy. For early spring break-up, which usually indicates a longer than average break-up period, more log storage is required, total cost increases, and the probability of plant closure increases. The risk of plant closure may be partially offset through increased use of rail transportation, which is not subject to spring break-up restrictions. However, rail availability and rail yard storage may then become limiting factors in the supply chain. Rail use will impact total cost, energy consumption, system-wide CO2 emissions, and the reliability of providing feedstock to the bio-fuel processing facility.
