The SETAS pilot project was carried out by the ECLAC Transport Unit, between October 1999 and May 2000 to assess the feasibility of constructing a transport statistics information system for South America. As this would entail a major effort to establish common statistical procedures and criteria between countries, the pilot project attempted to assess the potential of using informatics techniques for standardizing a significant set of regional transport statistics variables.The pilot phase involved specialized transport statistics institutes from Bolivia, Brazil and Chile — the countries chosen to participate in the initial stage of the project. There was also participation by staff members from the Latin American Integration Association (LAIA), and from the ECLAC Statistics and Economic Projections Division, the Electronic Information Centre and the Transport Unit of the Natural Resources and Infrastructure Division.This edition of the FAL Bulletin explains on the components of the SETAS pilot project and the results obtained.

O contexto histórico de formação territorial do Nordeste Paraense, está relacionado com os diversos períodos de ocupação que a região Amazônica sofreu, desde os primórdios da colonização, passando pelos fluxos migratórios, a partir da década de 1950, até sua configuração atual. O Nordeste Paraense é composto pelas microrregiões do Salgado, Bragantina, Cametá, Guamá e Tomé-Açu, ocupando cerca de 135 mil quilômetros quadrados, ou seja, 10,6% da superfície estadual, englobando 49 municípios, possuindo 1,8 milhão de habitantes, 27% da população estadual. Após quase um século de utilização as áreas de mata virgem fazem parte do passado. O padrão de uso da terra baseia-se no manejo de parcelas de floresta secundária (capoeiras), em rotação com culturas anuais e a implantação de culturas perenes e de pastagens. Neste contexto este trabalho objetivou compreender a dinâmica do uso da terra em unidades de produção familiar, para assim subsidiar alternativas para o planejamento das propriedades. A pesquisa foi realizada em trinta e três unidades, dispostas nos municípios de Bragança (apresenta uma ocupação mais antiga, com diferentes históricos de ocupação e uso da terra, aproximadamente 300 anos), Capitão Poço (representa uma ocupação e uso intermediários, 60 anos) e Garrafão do Norte (com um processo de ocupação mais recente cerca de 20 anos). A metodologia baseou-se na observação direta, na aplicação de questionários, entrevistas semi-estruturadas, registros fotográficos, elaboração de mapas mentais e utilização do Sistema de Informações Geográficas, para construção de mapas temáticos e análise das imagens de satélite. Pode-se observar que o padrão de uso não se diferencia nas três áreas, pois não é o ambiente somente que irá influenciar nas práticas estabelecidas, mas sim a territorialidade de cada agricultor, ou seja, a sua carga cultural que é impressa sobre o território. Constatou-se que a paisagem de uma propriedade será mais ou menos fragmentada em função do número de pessoas que fazem uso dela. A vegetação secundária é um elemento importante nesta dinâmica, pois sua presença ou ausência contribuirá para que uma propriedade seja mais ou menos resiliente as pressões de mercados, ou seja, a existência deste recurso florestal, juntamente com outros sistemas produtivos, permitem que aquela propriedade tenha uma variedade de produtos a serem disponibilizados na esfera da família e para o mercado. Assim é necessário que estratégias de planejamento da propriedade sejam elaboradas, para garantir a sustentabilidade social e ambiental.

In the study of theoretical trends in Administration, the management of information follows the development of theories of Administration; constant-adaptations are suffered. Information Science area understands and concerns itself with the changes wrought in these endeavour of the knowledge society as new forms of communication and integration. The libraries interact in ways that maximize access to information and facilitate the improvement on their structural environment as strategic approach for your services. The research aims at identifying the requirements and specifications of an information system for knowledge management in the public’s library environment and proposes to achieve a pre-defined structure for the implementation of administration management. The research is conducted with public’s library of the metropolitan region of the North’s Portugal. Portugal libraries are institutions that operate in the social process of their communities reflecting the society and its organic sphere of informational performance. These libraries have developed the organizational theories to make a framework easily for effective management practices and have been using their produced knowledge in the optimization of their actions. In the improvement of systems, theoretical administrative trends become management decisions and result in the ultimate success of the organization. In order to achieve its objectives the study verified an economy based on knowledge management, and its production emphasizes the human capital that permeates the condition of the information in support for the development of communities.

Fossil fuels are the main energy sources of the modern industrial age. Very sophisticated processes have been developed to extract these resources, due to increased demand on a global scale, as the extraction of oil. However, the complexity of these processes can cause accidents such as the release of oil to seas and oceans. In this context, this study proposes to carry out the implementation of a system of information to charts of environmental sensitivity to oil and prepare maps of vulnerability to oil for the city of Caraguatatuba-SP. The implementation of the database with geographical information of coastal environments was appropriate to be provided by the Internet, allowing wide access of data. The maps of vulnerability are important tool developed for the Individual Emergency Plans, because they were developed in operational scale, appropriate to actions to combat oil.

The aim of this study was to explore female community health agents’ views about the value of recording qualitative information on contextual health issues they observe during home visits, data that are not officially required to be documented for the Brazilian System of Primary Healthcare Information. Background: The study was conducted in community primary healthcare centres located in the cities of Araçatuba and Coroados (state of São Paulo) and Rio de Janeiro (state of Rio de Janeiro), Brazil. Methods: The design was a qualitative, exploratory study. The purposeful sampling criteria were being female, with a minimum of three years of continuous service in the same location. Data collection with 62 participants was conducted via 11 focus groups (in 2007 and 2008). Audio files were transcribed and submitted to the method of thematic analysis. Four themes guided the analysis: working with qualitative information and undocumented observation; reflecting on qualitative information; integrating/analysing quantitative and qualitative information; and information-sharing with agents and family health teams. In 2010, 25 community health agents verified the final interpretation of the findings. Findings: Participants valued the recording of qualitative, contextual information to expand understanding of primary healthcare issues and as an indicator of clients’ improved health behaviour and health literacy. While participants initiated the recording of additional health information, they generally did not inform the family health team about these findings. They perceived that team members devalued this type of information by considering it a reflection of the clientele’s social conditions or problems beyond the scope of medical concerns. Documentation of qualitative evidence can account for the effectiveness of health education in two ways: by improving preventative care, and by amplifying the voices of underprivileged clients who live in poverty to ensure the most appropriate and best quality primary healthcare for them.
