Multiculturalism has gradually retreated as a meaningful concept for Australian identity and has, instead, been replaced by principles of equal citizenship and a commitment to the core values of Australian national identity. This paper firstly locates these shifts in broader theoretical debates underpinning democratic governance and equal citizenship. Secondly, and given that local government is a key constituent of Australia's democratic system, the paper seeks to explore the attitudes of local government representatives towards multicultural services and cultural citizenship in contemporary Australia. The empirical findings of this study show that a minority of local government representatives hold a negative outlook on cultural diversity and multicultural policies. The paper argues that it is important to ensure opportunities for intercultural understanding at the local level are optimised as a way of enhancing full and equal citizenship for all and thus creating greater possibilities for successful integration among religious and cultural minorities

While competing interpretations of Australian history occasionally attract controversy, there is a need for a comprehensive analysis, over time, of the significance of histories and history making for Australian politicians. In taking the longer view of Australian political speech and thought since the Federation, this data will provide a stronger foundation for both political engagement with historical themes and public appreciation of the continuing role of history in contemporary policy debates. The data comprises comprehensive qualitative analysis, using key search terms and themes, over time, of speeches of Australian politicians. Sources used include Hansard, other occasional speeches in public records, political party records, and Australian Parliamentary Library resources.

In this paper I attempt two things. First I canvass the history of social justice policy in schooling and higher education in Australia, with a view to drawing out ten principles to inform a rejuvenated social justice agenda in education, facilitated at this political moment by the current Australian Government’s financial and education commitments to/for people in low socioeconomic status communities, schools and higher education. I draw primarily on what we have learned from the 1973 Karmel Report and the Disadvantaged Schools Program to which it gave rise, and on the 1990 higher education policy statement, A Fair Chance for All. I then propose three new concepts for rethinking social justice in education, which reflect a new ‘structure of feeling’ (Williams 1961) and new social capacities in contemporary times.

This paper redresses common misconceptions concerning the origins of Australian Multiculturalism by returning to the thought of Jerzy ‘George’ Zubrzycki (1920–2009). Zubrzycki’s view of multiculturalism is based on Durkheimian sociology, and thus needs to be conceived as a philosophy and policy of effectively managing integration, the goal of which is the minimizing of anomie. The concern with building a well integrated and cohesive society around a pluralist cultural framework was paramount to Zubrzycki. I see an understanding of Zubrzycki’s thought as essential to an understanding of the way the policy has been articulated by successive governments. However, this paper also points to the need to move beyond the theoretical framework and concepts used by Zubrzycki in directions that can better respond to new social challenges and realities. Section One gives a description of the central intellectual features underpinning Zubrzycki’s thought. Section Two then looks at Zubrzycki’s original conception of multiculturalism and the features that remain relevant to contemporary policy and public debates. Section Three moves beyond Zubrzycki’s more conservative thought in order to conceive of a cultural pluralism more responsive to and inclusive of the increasingly non-Western demographic changes in Australian society.

This paper unites Deely’s call for a better understanding of semiotics with Jaeger’s insight into the sophists and the cultural history of the Ancient Greeks. The two bodies of knowledge are brought together to try to better understand the importance of rhetorical processes to political forms such as democracy. Jaeger explains how cultural expression, particularly poetry, changed through the archaic and classical eras to deliver, or at least to be commensurate with contemporary politics and ideologies. He explains how Plato (429-347 BCE) struggled against certain poetry and prose manifestations in his ambition to create a ‘perfect man’ – a humanity which would think in a way which would enable the ideal Republic to flourish. Deely’s approach based on Poinsot and Peirce presents a theoretical framework by means of which we can think of the struggle to influence individual and communal conceptualisation as a struggle within semiotics. This is a struggle over the ways reality is signified by signs. Signs are physical and mental indications which, in the semiotic tradition, are taken to produce human subjectivity – human ‘being’. Deely’s extensive body of work is about how these signs are the building blocks of realist constructions of understanding. This paper is concerned with the deliberate use of oral and written signs in rhetorical activity which has been deliberately crafted to change subjectivity. We discuss: (1) what thought and culture is in terms of semiotics and (2) Jaeger’s depiction of Ancient Greece as an illustration of the conjunction between culture and subjectivity. These two fields are brought together in order to make the argument that rhetoric can be theorised as the deliberate harnessing of semiotic affects. The implication is that the same semiotic, subjectivity-changing potency holds for 21st century rhetoric. However fourth century BCE Athens is the best setting for a preliminary discussion of rhetoric as deliberate semiotic practice because this was when rhetoric was most clearly understood for what it is. By contrast a discussion concentrating on modern rhetoric: public relations; advertising; lobbying; and public affairs would open wider controversies requiring considerably more complex explanation.

With all the discussion around about health care reform in Australia we are missing a fundamental issue about health and illness. They are not the same! There is a disconnect between the rhetoric of reform, the apparent political support for prevention and health promotion, and the realities of decisions being taken and understanding of the underlying assumptions of health determinants.Preventing ill health and promoting health have been seen as the point of departure for good health care, at least rhetorically, ever since the Alma Ata Declaration (1978) and the Ottawa Charter (1986). Australia along with other member states of the WHO is signatories to both and they have underpinned official health policy with a rhetorical flourish in many a document since.

The rehabilitation of the concept of authority is one of the more contentious positions advocated by Gadamer in Truth and Method (1960). Habermas in particular challenged the universality of Gadamer’s hermeneutic project by presenting this rehabilitation as a conservative legitimation of prevailing prejudices which truncates the role of critical reflection. Given that Gadamer’s primary focus is upon the ramifications of the Enlightenment dichotomy between reason and authority for historical hermeneutics, however, and that his examples are drawn primarily from educational domains, the extent to which his account of authority sustains a political interpretation is far from self-evident. In this article I argue that Gadamer’s account can nonetheless make at least two important contributions to contemporary philosophical debates on political authority. Following a brief exposition of Gadamer’s account of authority in Truth and Method, I examine his suggestion that the basis of legitimate political authority is to be found in the normative status of the right to be authoritative, rather than in the factual status of being in a position of authority. This account, I suggest, places in question the abstract dichotomy between theoretical and practical authority which informs much contemporary debate on political authority. I then demonstrate how Gadamer’s emphasis upon the historicity of tradition offers important insights for discussions of the relation between political authority and moral autonomy.

Following the intervention in Iraq by coalition forces one decade ago, the Bush Administration underwent an enormous and unprecedented project to bring the ‘Western’ liberal model of democracy to Iraq. For the first few years the project to bring democracy to Iraq had its share of successes as the Iraqi people proved themselves capable of understanding and utilizing democratic mechanisms and institutions. This culminated in a series of nation-wide elections from 2005 onwards that brought a democratically elected government to power (Isakhan, 2012). However, one of the unfortunate consequences of the war and the US effort to bring democracy to Iraq was that many key ethno-religious political factions viewed it as an opportunity to pedal their own relatively narrow and very divisive political rhetoric (Davis, 2007). This meant that the Iraqi government was constituted not so much by a body who wanted to draw Iraq together behind a common ideology and to work towards a collective and egalitarian future, as it was by representatives who would fight on behalf of their ethno-religious constituencies. Not surprisingly, a great deal of academic literature has emerged which has analysed and criticised the formal political parties and institutions of the post-Saddam era (Dawisha, 2009). Indeed, the bulk of contemporary scholarship on Iraqi politics focuses on issues such as: the increasingly authoritarian tendencies of the Iraqi government; the obstinacy and ineptitude of many elements of Iraq’s political elite; the systemic corruption that is hollowing out the coffers of the state; the moribund bureaucracy that are struggling to deliver basic services and; of course, the deep-seated divisions within and between those that represent Iraq’s three main ethno-religious blocks: the Shia Arabs, the Sunni Arabs and the Kurds.

The design of mosques in Indonesia uses basic principal form of Hindu temple with its roof taking the form of layered pyramid (3, 5, 7). This architectural dialect design approach was effective in promoting Islam in most regions of the Indonesian Archipelago. The detailed explanation about architectural dialect will be elaborated in my full paper. This paper discuss about a friendly approach by using Hindu Building as mosque. It has given a greatly impact to the surrounding society to Accept new religion. Such temple-styled mosques have a history dating back to 1200 AD and form the basic inspiration for mosque designs in all parts of the country. The layered pyramid mosque’s architectural dialect design proves that architecture has played significant role in promoting Islamic doctrines in Indonesia. 85% of the total Indonesian population is Muslim. Based on these statistics, it is widely evident that the use of dialect design as a political strategy by Muslim scholars was effective in introducing and promoting Islamic ideologies in Indonesia. The strategy facilitated psychological acceptance of Islam by the local populations who were initially Hindu believers and were accustomed to the temple. Additionally, the design ensured the peaceful introduction and spread of Islam in the region. Moreover, the fact that the dialect design was based on local identity, combined with local architecture that had highly recognizable building elements (roof and ornament) promoted the spread of Islam in Indonesia.

China's Spring and Autumn (770 BC-403 BC) and Warring States (403 BC-221 BC) periods, though marked by disunity and constant wars, witnessed an unprecedented era of cultural prosperity and intellectual activities. This paper takes this political context and intellectual background into consideration when examining the main schools of thought in that era, and argues that the atmosphere of reform and new ideas was attributed to the struggle for survival among warring regional lords, who needed an ever-increasing number of well-educated officials.

This paper examines the topic of Nazism and religion by taking one of the dominant schools of thought––that Nazism was a ‘political religion’––and dealing directly with an issue that is often encountered when teaching the history of the Nazi Party. A common question raised by students is this: what could be known about the Nazis when they came to power? While formulated in different ways and sometimes with a different chronological focus the core of this question is one of historicism. It may be abundantly clear to us now what the Nazis stood for, how racist and antisemitic they were, but what could be known by people then, and how did they view the Nazis? Given my sense that many teachers encounter this questions I believe it may be a useful prism through which to view Nazism and religion. The paper does so through using a case-study of the 'Temple Society' (Tempelgesellschaft), examining how members of this Christian community understood Nazism on the cusp of 1933.

One of the challenges for health reform in Asia is the diverse set of socio-economic and political structures, and the related variability in the direction and pace of health systems and policy reform. This paper aims to make comparative observations and analysis of health policy reform in the context of historical change, and considers the implications of these findings for the practice of health policy analysis. We adopt an ecological model for analysis of policy development, whereby health systems are considered as dynamic social constructs shaped by changing political and social conditions. Utilizing historical, social scientific and health literature, timelines of health and history for five countries (Cambodia, Myanmar, Mongolia, North Korea and Timor Leste) are mapped over a 30-50 year period. The case studies compare and contrast key turning points in political and health policy history, and examines the manner in which these turning points sets the scene for the acting out of longer term health policy formation, particularly with regard to the managerial domains of health policy making. Findings illustrate that the direction of health policy reform is shaped by the character of political reform, with countries in the region being at variable stages of transition from monolithic and centralized administrations, towards more complex management arrangements characterized by a diversity of health providers, constituency interest and financing sources. The pace of reform is driven by a country's institutional capability to withstand and manage transition shocks of post conflict rehabilitation and emergence of liberal economic reforms in an altered governance context. These findings demonstrate that health policy analysis needs to be informed by a deeper understanding and questioning of the historical trajectory and political stance that sets the stage for the acting out of health policy formation, in order that health systems function optimally along their own historical pathways.

In March 2003, a US-led ‘Coalition of the Willing’ launched a pre-emptive intervention against Iraq. The nine long years of military occupation that followed saw an ambitious project to turn Iraq into a liberal democracy, underpinned by free-market capitalism and constituted by a citizen body free to live in peace and prosperity. However, the Iraq war did not go to plan and the coalition were forced to withdraw all combat troops at the end of 2011, having failed to deliver on their promise of a democratic, peaceful and prosperous Iraq. The Legacy of Iraq: From the 2003 War to the ‘Islamic State’ seeks to not only reflect on this abject failure but to put forth the argument that key decisions and errors of judgment on the part of the coalition and the Iraqi political elite set in train a sequence of events that have had devastating consequences for Iraq, for the region and for the world. Today, as the nation faces perhaps its greatest challenge in the wake of the devastating advance of the Islamic State of Iraq and Syria (ISIS) and another US-led coalition undertakes renewed military action in Iraq, understanding the complex and difficult legacies of the 2003 war could not be more urgent. To ignore the legacies of the Iraq war and to deny their connection to contemporary events means that vital lessons will be ignored and the same mistakes will be made.

Since 2011, Myanmar has been undergoing a political transition that, in keeping with the Myanmar government's own claims, has been hailed by many previously critical countries as the start of a process of democratization. Myanmar has become a substantially more liberal country, and in particular its economy has been increasingly liberalized, away from the tight restrictions of the past. However, Myanmar's economic liberalization primarily benefits its entrenched and usually military-dominated or linked elites, while its political liberalization may be just enough to satisfy an appearance of democratization without the army giving up real power. This article looks at Myanmar's process of political liberalization set against some of the literature on political transitions, and highlights some factors that could militate against extensive reform, much less democratization. It concludes by noting that while Myanmar's military has started to step back from direct political control, it still retains ultimate state authority. © 2014 Policy Studies Organization.
