The Conference on Enabling Teachers for Entrepreneurship Education (ENTENP2013) in Initial Teacher Education (ITE) will be held at the Guarda Polytechnic Institute (GPI) in Guarda on 7/8 June 2013. We expect delegates from all the Portuguese Higher Education Institutions and the EU Member States, as well as Pre-Accession Countries and countries participating in the Competitiveness and Innovation Framework Programme (CIP). ENTENP 2013 addresses to all practitioners from the area of teacher education and entrepreneurship education, but also the early stage adopters of education in entrepreneurship. The conference is jointly organized by Guarda Polytechnic Institute with the collaboration of Castelo Branco Polytechnic Institute, Viana do Castelo Polytechnic Institute and Universidade Nova de Lisboa and shall be hosted by the European Commission and GPI. The purpose of the event is to discuss burning questions and exchange good practice examples in the field of enabling teachers for entrepreneurship education and looking at possible areas of development and cooperation.

From 1995 to 2010 Portugal has accumulated a negative international asset position of 110 percent of GDP. In a developed and aging economy the number is astonishing and any argument to consider it sustainable must rely on extremely favorable forecasts on growth. Portuguese policy options are reduced in number: no autonomous monetary policy, no currency to devaluate, and limited discretion in changing fiscal deficits and government debt. To start the necessary deleveraging a remaining possible policy is a budget-neutral change of the tax structure that increases private saving and net exports. An increase in the VAT and a decrease in the employer’s social security contribution tax can achieve the desired outcome in the short run if they are complemented with wage moderation. To obtain a substantial improvement in competitiveness and a large decrease in consumption, the changes in the tax rates have to be large. While a precise quantitative assessment is difficult, the initial increase in the effective VAT rate needed to allow the social security tax to decrease by 16 percentage points (pp) is approximately 10 pp. Such a large increase in the effective VAT rate could be obtained by raising most of the reduced VAT rates to the new general VAT rate of 23 percent. The empirical analysis shows that over time the suggested tax swap could generate surpluses and improve the trade balance. A temporary version of the suggested tax-swap has the attractiveness to achieve a sharper increase in the private saving rate maintaining the short run gains in competitiveness. Finally, the temporary version of the fiscal devaluation could be the basis for an automatic stabilizer to external imbalances within a monetary union.Portugal has been running large current account deficits every year since 1995. These deficits have accumulated to an astonishing 110 percent of GDP negative external asset position. The sustainability of such a large external position is questionable and must rely on fantastic productivity growth expectations. The recent global financial crisis appears to have anticipated the international investors reality check on those future expectations with the result of a large increase in the cost of external financing. Today the rebalancing of the current account through an increase in national savings and an improvement in competitiveness must be at the top of the Portuguese authorities “to do” list as the cost of a pull out from international investors is of the order of 10% of GDP. The external rebalancing is difficult as the degrees of freedom of the Portuguese authorities are limited in number: they have no autonomous monetary policy, no currency to devaluate, and little discretion in fiscal policy as deficit limits and debt targets are set by the Stability Growth Pact and the postcrisis consensus on medium-term fiscal consolidation. One possibility that remains is to change the fiscal policy mix for a given budget deficit. The purpose of this paper is to explore the effects of a “fiscal devaluation”1 obtained through a tax swap between employers’ social security contributions and taxes on consumption2. The paper begins by illustrating Portugal’s current account evolution during the euro period. The second section section lays out a model to offer a qualitative assessment of the dynamic outcomes of the the tax swap. I show that the suggested tax swap can in theory achieve the desired outcomes in terms of competitiveness and consumption if complemented with moderation (stickiness) in wages. I also study the effects of a temporary version of the tax swap and show that it achieves a sharper improvement in the current account that accelerate the rebalancing. The third section moves to the empirical analysis and estimates the likely effects of the tax swap for the Portuguese economy. The fourth section concludes.

This work aims to identify and rank a set of Lean and Green practices and supply chain performance measures on which managers should focus to achieve competitiveness and improve the performance of automotive supply chains. The identification of the contextual relationships among the suggested practices and measures, was performed through literature review. Their ranking was done by interviews with professionals from the automotive industry and academics with wide knowledge on the subject. The methodology of interpretive structural modelling (ISM) is a useful methodology to identify inter relationships among Lean and Green practices and supply chain performance measures and to support the evaluation of automotive supply chain performance. Using the ISM methodology, the variables under study were clustered according to their driving power and dependence power. The ISM methodology was proposed to be used in this work. The model intends to provide a better understanding of the variables that have more influence (driving variables), the others and those which are most influenced (dependent variables) by others. The information provided by this model is strategic for managers who can use it to identify which variables they should focus on in order to have competitive supply chains.

Este trabalho de investigação foi motivado pela preocupação em analisar a governação da área metropolitana de Lisboa como um fator determinante na resposta política aos problemas, desafios e oportunidades específicos deste território. O poder público existe para dar respostas assertivas e suficientes às exigências e necessidades da população que serve. O motivo essencial desta investigação é, desta forma, verificar se a solução governativa vigente na área metropolitana de Lisboa é capaz de responder com eficácia e eficiência às necessidades dos residentes e utilizadores deste extenso espaço urbano. As competências de âmbito metropolitano encontram-se distribuídas por vários organismos, entre os quais municípios, ministérios, comissão de coordenação e desenvolvimento regional, órgãos próprios da área metropolitana, empresas públicas e entidades privadas. Uma boa governação, ou governança, deste espaço exigiria uma eficaz coordenação entre estes diferentes atores, exigiria que não houvesse sobreposição de funções e, por fim, que cada uma das competências fosse desempenhada pelo ator territorial mais capaz de a desempenhar com elevado grau de eficiência. Concluiremos que esse nível de eficiência não está garantido na arquitetura institucional que gere a área metropolitana de Lisboa, e que as alterações feitas às leis fundamentais da distribuição de poderes não têm tido o efeito de alterar um paradigma que já se mostrou claramente inoperacional. As cidades ocupam, nos dias de hoje, uma posição central na organização do sistema global e das economias, tomando um lugar que foi, outrora, ocupado pelos impérios ou pelos Estados-nação. Trata-se essa mudança contemporânea de um efeito direto do complexo processo de globalização. Esse posicionamento estratégico das cidades gerou importantes mudanças na sua estrutura e no próprio conceito de cidade. Essas mudanças, porém, necessitavam ser acompanhadas de mudanças no modelo de governação das cidades, pois diferentes realidades necessitam de diferentes soluções de governo. O desenho de um modelo institucional eficaz para dar as respostas necessárias à área metropolitana de Lisboa exige um conhecimento profundo do território em estudo. Compreender as cidades contemporâneas e conhecer as propostas institucionais sugeridas por diferentes investigadores ao longo das últimas décadas é o primeiro passo desta investigação, depois do qual procuraremos analisar a metrópole de Lisboa, o modelo até então seguido, para sermos, por fim, capazes de o sujeitar a uma crítica construtiva que vise melhorá-lo para benefício da população e do próprio país.
