Opinnäytetyön tavoitteena oli selvittää, millaisia ovat uusien tuotantotapojen haasteet uudenlaiselle sisällöntuotannolle ja uutisympäristölle. Monimediaisen tuotannon esimerkkitapauksiksi rajattiin mobiili-TV ja YLE Uutiset. Mobiili-TV:n tutkimusta varten kootulle testiryhmälle tehtiin subjektiivisen laadun kokemista mittaava MOS-testi (Mean Opinion Score), jossa selvitettiin testattavien mielipiteitä matkapuhelimen kautta esitettyjen videotiedostojen kuvan- ja äänenlaadusta sekä eri pakkaustapojen käyttökelpoisuudesta mobiili-TV:ssä. Testillä haettiin esille myös sisällöllisesti sopiva ja käyttökelpoinen suhde, jolla mobiili-TV:n lähetteen kokonaiskaistanleveys olisi kuvan ja äänen välillä hyvä jakaa. Lisäksi samalla testiryhmällä tutkittiin, mitä mobiili-TV:stä yleensä tiedetään, millaisena palvelu koetaan ja millaista sisältöä siihen kaivattaisiin. Tämän kuluttajatutkimuksen mukaan mobiili-TV:hen soveltuvimmiksi sisältötyypeiksi koettiin uutiset, ajankohtaisohjelmat ja osin urheilu. Mobiili-TV:ssä ei ole vielä paljoakaan tarjontaa, joten väline on suurelle yleisölle oikeastaan täysin tuntematon. Testiryhmän mielestä se voisi kuitenkin joissakin tilanteissa korvata tai täydentää perinteisen TV-vastaanottimen käyttöä. Mobiili-TV:n sisältötyyppitutkimuksen lisäksi tutkittiin YLE Uutisten sisällöntuotantomenettelyjä. Teemahaastattelujen avulla selvitettiin, millainen on toimituksen tuotantotapa, miten ylivälineellinen sisällöntuotanto siellä mahdollisesti toteutuu, millainen on sen mahdollinen mobiili-TV-palvelu ja miten siellä suhtaudutaan niin sanottuun kansalaisjournalismiin. Haastattelujen johtopäätöksinä YLE Uutisissa ei vielä toteudu aito ylivälineellinen tuotanto, mutta merkkejä muutoksesta on näkyvissä. Kansalaisjournalismin nousu on havaittu, mutta käytännön vastauksia siihen ei vielä ole. YLE Uutisten nykyinen 3G-matkapuhelimillakin käytettävä internet-TV-palvelu on toteutettu suoratoistopalveluna (engl. streaming), eikä vielä DVB-H-verkkotekniikkaa hyödyntäen, joten se on teknisesti melko matalalaatuista. Esimerkkinä toteutuneesta ylivälineellisestä tuotannosta on opinnäytetyössä esitelty Kansainvälisen Jean Sibelius -viulukilpailun monimediainen uutispalvelu. Lopuksi esitetään tutkimuksen pohjalta löytyneitä mahdollisuuksia, jotka tukevat YLE Uutisten tuotannon järjestämistä ylivälineelliseksi ja kansalaisten sisällöntuotantoa. aktivoivaksi.

Opinnäytetyöni käsittelee blogeja median työvälineenä. Tarkoituksenani oli tutkia, miten media voi hyödyntää blogeja eli verkkopäiväkirjoja työssään. Pohdin myös, miten blogit ja internet haastavat ja muuttavat perinteistä mediaa. Työni on kirjallinen työ. Työni alussa esittelen blogit ja niiden historian lyhyesti. Blogien ja median suhdetta käsittelevä osa jakaantuu kolmeen osioon: media blogien käyttäjänä, media blogien tuottajana sekä blogien vaikutus mediaan. Aihepiiri on laaja, mutta blogikulttuuria ymmärtääkseen on tärkeää ymmärtää kokonaisuus. Työssäni huomasin, että blogeissa piilee valtavasti potentiaalia, myös median näkökulmasta, mutta Suomessa tuota potentiaalia ei tunnuta oikein ymmärtävän. Maailmalla, erityisesti USA:ssa blogeilla on jo pitkään ollut merkittävä asema ja vaikutusvaltaa yhteiskunnallisessa keskustelussa. Blogit ovat loputon tiedonlähde, ja niiden avulla löytää tietoa aiheesta kuin aiheesta. Ne myös mahdollistavat aivan uudenlaisen vuorovaikutuksen sekä yleisön että yhteistyötahojen kanssa. Median itsensä tuottamat blogit taas vapauttavat perinteisestä objektiivisuuden vaatimuksesta ja tarjoavat mahdollisuuden tuoda uusia näkökulmia uutisaiheisiin. Blogit myös haastavat perinteistä mediaa olemalla kaikille avoin julkaisukanava. Resurssiensa, kontaktiensa ja ammattitaitonsa ansiosta median ei tarvitse pelätä olemassaolonsa puolesta, mutta verkkomaailma kyllä vaikuttaa radikaalisti journalismin ja tiedonvälityksen periaatteisiin. Antoisinta on, jos media hyväksyy tilanteen ja ottaa haasteen vastaan.

Economists understand protectionism as a costly mechanism to redistribute from the average citizen to special-interest groups; yet political platforms that deviate from free trade have surprising popular appeal. I present an explanation based on heterogeneous information across citizens whose voting decision has an intensive margin. For each politician and each sector, the optimal trade-policy choice caters to the preferences of those voters who are more likely to be informed of that proposal. An overall protectionist bias emerges because in every industry producers are better informed than consumers. This asymmetry emerges in equilibrium because co-workers share industry-specific knwoledge, and because producers have greater incentives to engage in costly learning about their sector. My model implies that more widespread information about trade policy for an industry is associated with lower protection. Cross-sectoral evidence on U.S. non-tariff barriers and newspaper coverage is consistent with this prediction.

The report details the progress we have made to balance our workforce in FY 2007. Just as importantly, the plan describes steps to put into practice our continued commitment to increasing diversity in the state’ workforce and details our response to the challenges we face as a result of increased talent competition. The State's renewed emphases on recruitments. along with greater oversight of state agency hiring practices, are key strategies that we must aggressively employ in competing for talent and balancing our workforce.

O trabalho que agora se apresenta é fruto, antes de mais, de uma relação especial com Timor. Não necessariamente pela dimensão histórica das várias presenças naquele território mas, e acima de tudo, pela relação pessoal e afectiva com alguns dos responsáveis políticos e religiosos daquele jovem país. Um convite, formulado em 2007 por Xanana Gusmão, levou-nos a calcorrear todo o território num curto espaço de três semanas, corria o Verão de 2008. O objectivo era a análise, no terreno, da viabilidade da instalação de um poder local num país recentemente tornado independente. Timor, fruto da sua história e, muito em especial, das características antropológicas do seu povo, é uma nação assumidamente multicultural. Das origens ancestrais das suas comunidades, dos reinos dispersos que pulverizam o pequeno território, das suas lideranças e dos vários dilectos, associados à longa e marcante presença portuguesa, bem como outras ocupações de países estrangeiros, com destaque para a Indonésia, resulta um caldo cultural, a todos os níveis peculiar. Aqui e acolá ouvimos o povo, entrevistámos e reunimos com os 432 chefes de suco existentes no país, entrevistámos chefes de aldeia e anciãos, reunimos com políticos, sacerdotes, professores e jornalistas. Interpretámos, ou tentámos interpretar, as condicionantes e os cuidados que se devem observar na preparação do quadro jurídico para reger a municipalidade em Timor: as suas vertentes electivas, funcionais, financeiras e fiscalizadoras. Revistámos a História de Timor e passámos por Cabo Verde, país de referência internacional ao nível da sua gestão pública, muito em especial a autárquica. Fizemos, também, óbvia referência à história do poder local em Portugal. Das consultas, do muito que observámos e estudámos, resulta um desinteressado contributo para a implementação do poder local em Timor, com as conclusões que incorporam alertas e sugestões.

This study, now on presentation, comes as a result of a special relationship established with East Timor. Not necessarily through the several historical presences in that territory but, above all, through the emotional and personal relationships with some of the political and religious leaders of this young country. An invitation, made in 2007 by Xanana Gusmão, led us throughout the whole territory in a short time of three weeks, running the summer of 2008. Its purpose was the analysis, on the ground, of the possibility of installing local administration in a country which had recently became independent. Timor, as a result of its history, but mostly of the anthropological characteristics of its people, is an openly multicultural nation. The ancestral origins of their communities, its scattered kingdoms that spray along such a small territory, its leaders and many dialects, associated with the long portuguese presence, as well as other occupations made by foreign countries, especially Indonesia, became a cultural melting pot truly unique. Here and there we heard the people and interviewed and met the 432 local elected leaders of the country. We interviewed village elders and meet with politicians, priests, teachers and journalists. We have interpreted, or tried to, the actual conditions and cautions that must be observed in preparing the legal framework to govern the municipality in East Timor: its elective, functional, financial and oversight aspects. We have reviewed Timor’s history and took Cape Verde’s example as an international reference on its public administration, mostly its local authorities. We made also the obvious reference to the portuguese local government’s history. From search, and much of the observed and studied, remains a selfless contribution to the implementation of local government in East Timor, with alerts that incorporate conclusions and suggestions.

Using an ethnographic analysis of the social interfaces between state agents and Cape Verdean students in Portugal, observed through participant observation in medical appointments, social work, immigration services and legal support to immigrants, this article aims to examine disciplinary state practices and the negotiations and power struggles that take place. The ethnographic cases discussed demonstrate how the idea of a fair and neutral state is simultaneously reproduced and denied in practice, thus elucidating the state as a symbol of union of an effective disunity. The ethnographic examples also indicate other dimensions of state practice, besides micro-disciplinary powers, which create room for flexibility and adaptation. And it is in this sense that ethnographies of interfaces between state and citizen offer a more relative perspective of excessively systematic interpretations of governmentality, illustrating how the effects of contradictory state practices are as unpredictable as human action itself.

The collapse of so many AAA-rated structured finance products in 2007-2008has brought renewed attention to the causes of ratings failures and the conflicts of interestin the Credit Ratings Industry. We provide a model of competition among Credit RatingsAgencies (CRAs) in which there are three possible sources of conflicts: 1) the CRA conflictof interest of understating credit risk to attract more business; 2) the ability of issuersto purchase only the most favorable ratings; and 3) the trusting nature of some investorclienteles who may take ratings at face value. We show that when combined, these give riseto three fundamental equilibrium distortions. First, competition among CRAs can reducemarket efficiency, as competition facilitates ratings shopping by issuers. Second, CRAs aremore prone to inflate ratings in boom times, when there are more trusting investors, andwhen the risks of failure which could damage CRA reputation are lower. Third, the industrypractice of tranching of structured products distorts market efficiency as its role is to deceivetrusting investors. We argue that regulatory intervention requiring: i) upfront paymentsfor rating services (before CRAs propose a rating to the issuer), ii) mandatory disclosure ofany rating produced by CRAs, and iii) oversight of ratings methodology can substantiallymitigate ratings inflation and promote efficiency.

The goal of this paper is to present an optimal resource allocation model for the regional allocation of public service inputs. Theproposed solution leads to maximise the relative public service availability in regions located below the best availability frontier, subject to exogenous budget restrictions and equality ofaccess for equal need criteria (equity-based notion of regional needs). The construction of non-parametric deficit indicators is proposed for public service availability by a novel application of Data Envelopment Analysis (DEA) models, whose results offer advantages for the evaluation and improvement of decentralised public resource allocation systems. The method introduced in this paper has relevance as a resource allocation guide for the majority of services centrally funded by the public sector in a given country, such as health care, basic and higher education, citizen safety, justice, transportation, environmental protection, leisure, culture, housing and city planning, etc.

In some cases, the Ombudsman will pursue more formal investigations, take sworn testimony, and issue public reports.
