La diversidad cultural se ha incrementado notablemente en los centros escolares españoles por la llegada de alumnado de origen inmigrado y esto, más los discursos de toma en consideración de las diferencias culturales que han realizado la Unión Europea y las administraciones autonómicas, ha contribuido a la aparición del discurso intercultural. Este artículo presenta la evolución realizada hasta llegar al discurso dominante actual basándose en un trabajo empírico de análisis de documentación editada por la Generalitat de Cataluña sobre política de integración y de escolarización de los inmigrados y entrevistas en profundidad a políticos y técnicos de los diferentes niveles de la administración catalana. De ello se concluye la existencia de tres etapas en la política de integración de los inmigrados en Cataluña: un primer momento de mera observación del fenómeno; una segunda etapa en la que sin abandonar la observación se insiste en la organización vertical y horizontal de la administración para trabajar de forma coordinada un fenómeno que empieza a despertar preocupación; y, una tercera, en la que sin abandonar la necesaria observación y organización, el énfasis se sitúa en la intervención. Estas fases son el marco de lo realizado a nivel educativo donde observamos la dificultad de traducción del discurso intercultural a la práctica cotidiana de los centros escolares, de los noventa, es necesario incrementar los esfuerzos para incorporar al alumnado de origen inmigrado en el dominio de la creencia de que la educación intercultural (en contra de lo que esta implica) es cuestión que deben trabajar los centros con inmigrantes y, ante la presión existente en las aulas (por el incremento del alumnado, la matrícula viva, etc.), el retorno a prácticas potencialmente segregacionistas que nos recuerdan actuaciones implementadas para escolarizar a los gitanos años atrás. Background: As a result of the growing number of interventions that are now performed in the context of maternity care, health authorities have begun to examine the possible repercussions for service provision and for maternal and neonatal health. In Spain the Strategy Paper on Normal Childbirth was published in 2008, and since then the authorities in Catalonia have sought to implement its recommendations. This paper reviews the current provision of maternity care in Catalonia. Methods: This was a descriptive study. Hospitals were grouped according to their source of funding (public or private) and were stratified (across four strata) on the basis of the annual number of births recorded within their respective maternity service. Data regarding the distribution of obstetric professionals were taken from an official government survey of hospitals published in 2010. The data on obstetric interventions (caesarean, use of forceps, vacuum or non-specified instruments) performed in 2007, 2010 and 2012 were obtained by consulting discharge records of 44 public and 20 private hospitals, which together provide care in 98% of all births in Catalonia. Proportions and confidence intervals were calculated for each intervention performed in all full-term (3742 weeks) singleton births. Results: Analysis of staff profiles according to the stratification of hospitals showed that almost all the hospitals had more obstetricians than midwives among their maternity care staff. Public hospitals performed fewer caesareans [range between 19.20% (CI 18.84-19.55) and 28.14% (CI 27.73-28.54)] than did private hospitals [range between 32.21% (CI 31.78-32.63) and 39.43% (CI 38.98-39.87)]. The use of forceps has decreased in public hospitals. The use of a vacuum extractor has increased and is more common in private hospitals. Conclusions: Caesarean section is the most common obstetric intervention performed during full-term singleton births in Catalonia. The observed trend is stable in the group of public hospitals, but shows signs of a rise among private institutions. The number of caesareans performed in accredited public hospitals covers a limited range with a stable trend. Among public hospitals the highest rate of caesareans is found in non-accredited hospitals with a lower annual number of births.

Il est bien connu que les immigrants rencontrent plusieurs difficultés d’intégration dans le marché du travail canadien. Notamment, ils gagnent des salaires inférieurs aux natifs et ils sont plus susceptibles que ces derniers d’occuper des emplois précaires ou pour lesquels ils sont surqualifiés. Dans cette recherche, nous avons traité de ces trois problèmes sous l’angle de la qualité d’emploi. À partir des données des recensements de la population de 1991 à 2006, nous avons comparé l’évolution de la qualité d’emploi des immigrants et des natifs au Canada, mais aussi au Québec, en Ontario et en Colombie-Britannique. Ces comparaisons ont mis en évidence la hausse du retard de qualité d’emploi des immigrants par rapport aux natifs dans tous les lieux analysés, mais plus particulièrement au Québec. Le désavantage des immigrants persiste même lorsqu’on tient compte du capital humain, des caractéristiques démographiques et du taux de chômage à l’entrée dans le marché du travail. La scolarité, l’expérience professionnelle globale et les connaissances linguistiques améliorent la qualité d’emploi des immigrants et des natifs. Toutefois, lorsqu’on fait la distinction entre l’expérience de travail canadienne et l’expérience de travail étrangère, on s’aperçoit que ce dernier type d’expérience réduit la qualité d’emploi des immigrants. Dans ces circonstances, nous trouvons incohérent que le Canada et le Québec continuent à insister sur ce critère dans leur grille de sélection des travailleurs qualifiés. Pour valoriser les candidats les plus jeunes ayant peu d’expérience de travail dans leur pays d’origine, nous suggérons d’accroître l’importance accordée à l’âge dans ces grilles au détriment de l’expérience. Les jeunes, les étudiants étrangers et les travailleurs temporaires qui possèdent déjà une expérience de travail au Canada nous apparaissent comme des candidats à l’immigration par excellence. Par contre, les résultats obtenus à l’aide de la méthode de décomposition de Blinder-Oaxaca ont montré que l’écart de qualité d’emploi entre les immigrants et les natifs découle d’un traitement défavorable envers les immigrants dans le marché du travail. Cela signifie que les immigrants sont pénalisés au chapitre de la qualité d’emploi à la base, et ce, peu importe leurs caractéristiques. Dans ce contexte, la portée de tout ajustement aux grilles de sélection risque d’être limitée. Nous proposons donc d’agir également en aval du problème à l’aide des politiques d’aide à l’intégration des immigrants. Pour ce faire, une meilleure concertation entre les acteurs du marché du travail est nécessaire. Les ordres professionnels, le gouvernement, les employeurs et les immigrants eux-mêmes doivent s’engager afin d’établir des parcours accélérés pour la reconnaissance des compétences des nouveaux arrivants. Nos résultats indiquent aussi que le traitement défavorable à l’égard des immigrants dans le marché du travail est plus prononcé au Québec qu’en Ontario et en Colombie-Britannique. Il se peut que la société québécoise soit plus réfractaire à l’immigration vu son caractère francophone et minoritaire dans le reste de l’Amérique du Nord. Pourtant, le désir de protéger la langue française motive le Québec à s’impliquer activement en matière d’immigration depuis longtemps et la grille de sélection québécoise insiste déjà sur ce critère. D’ailleurs, près des deux tiers des nouveaux arrivants au Québec connaissent le français en 2011.

Ce mémoire porte sur l’intégration des jeunes immigrants au Québec. Il questionne la prise en compte de ces jeunes dans le cadre des politiques publiques de la province, à savoir celles de l’intégration des immigrants et la politique à la jeunesse du Québec. Le but est de savoir comment ces politiques abordent l’intégration des jeunes immigrants de première et de deuxième génération. À partir d’un tour d’horizon sur la littérature disponible, le travail permet de constater les différents problèmes d’intégration vécus par ces jeunes, notamment dans le milieu scolaire et sur le marché du travail. Les politiques dont il est question ici décrivent les obstacles et difficultés des jeunes immigrants. Elles proposent des mesures d’intégration pour les jeunes d’origine immigrante. La démarche qualitative est l’option privilégiée pour la réalisation de cette recherche de nature qualitative et exploratoire. Elle permet l’étude des documents de politique ci-mentionnés par rapport notre question de recherche. L’analyse documentaire est la principale méthode utilisée sur la base de laquelle, les dimensions de l’intégration des immigrants au Québec comme le français, les valeurs éducatives et l’emploi sont analysées en tant qu’enjeux soulevés par les documents de politique. Les constats qui en découlent permettent d’observer plusieurs résultats à propos des jeunes concernés par cette étude. Les résultats de l’étude démontrent que ces politiques mettent l’accent sur le français comme facteur incontournable de l’intégration. Ce faisant, elles insistent sur l’investissement du gouvernement dans l’apprentissage de cette langue par les jeunes immigrants. D’autres résultats révèlent que la grande majorité des jeunes nouveaux arrivants au Québec ces dernières années connaissent bien le français, d’ailleurs ils sont sélectionnés sur cette base. Cependant, cette majorité n’est pas intégrée sur le marché du travail. Par ailleurs, les politiques prônent une intervention auprès des jeunes axée sur la création par la société d’accueil des conditions favorables à leur intégration, tout en minimisant l’importance de leurs trajectoires migratoires ainsi que l’expérience acquise au pays d’origine. Ces prises en compte sont pourtant nécessaires à l’intégration. Au fond, les politiques proposent une intégration qui s’apparente à l’assimilation, ce qui est aux antipodes du modèle d’intégration interculturaliste adopté par le Québec.

Rusia sufrió grandes cambios tras la desintegración de la URSS en 1991. No obstante, con la llegada de Vladimir Putin al poder, los intereses geoestratégicos de Rusia sobre el espacio postsoviético revivieron con nuevo ímpetu debido a una mayor cantidad de recursos a disposición del Estado. La República de Moldavia es un claro ejemplo del resurgir de la política exterior rusa hacia el espacio postsoviético, siendo incluso, una región clave en la lucha de la Federación Rusa por recuperar su zona de influencia.

Desde finales de los 70 la piratería se convirtió en un problema para Nigeria. Con el tiempo adquirió características del crimen organizado y en 2010 se transformó en un problema transnacional, afectando a Estados del golfo de Guinea. Así, a través de una base conceptual, el estudio de caso concluyó que los factores internos –como la pobreza, debilidad estatal y marginalización- y externos –siendo ellos la falta de políticas internas destinadas a las aguas y la ausencia de estrategias marítimas en la región- de la piratería, crearon una dinámica para que dicha actividad se convirtiera en una amenaza a la seguridad marítima del golfo de Guinea, tomando como referencia a Benín y Togo. Siguiendo la línea argumentativa, se demuestra que la búsqueda de una solución a la delincuencia marítima ha generado interacciones de seguridad que sugieren las primeras fases de un posible complejo de seguridad regional.

Rumiana Stoilova (Bulgaria). Social Policy Facing the Problems of Youth Employment. Ms. Stoilova is a researcher in the Institute of Sociology in Sofia and worked on this project from October 1996 to September 1998. This project involved collecting both statistical and empirical data on the state of youth employment in Bulgaria, which was then compared with similar data from other European countries. One significant aspect was the parallel investigation of employment and unemployment, which took as a premise the continuity of professional experience where unemployment is just a temporary condition caused by external and internal factors. These need to be studied and changed on a systematic basis so as to create a more favourable market situation and to improve individuals' resources for improving their market opportunities. A second important aspect of the project was an analysis of the various entities active on the labour market, including government and private institutions, associations of unemployed persons, of employers or of trade unions, all with their specific legal powers and interests, and of the problems in communication between these. The major trends in youth unemployment during the period studied include a high proportion of the registered unemployed who are not eligible for social assistance, a lengthening of the average period of unemployment, an increase in the percentage of people who are unemployed for the first time and an increasing percentage of these who are not eligible for assistance, particularly among newly registered young people. At the same time the percentage of those for who work has been found is rising and during the last three years an increasing number of the unemployed have started some independent economic activity. Regional differences are also considerable and in the case of the Haskovo region represent a danger of losing the youngest generation, with resulting negative demographic effects. One major weakness of the existing institutional structure is the large scale of the black labour market, with clear negative implications for the young people drawn into it. The role of non-governmental organisations in providing support and information for the unemployed is growing and the government has recently introduced special preferences for organisations offering jobs to unemployed persons. Social policy in the labour market has however been largely restricted to passive measures, mostly because of the risk that poverty poses to people continuously excluded from the labour market. Among the active measures taken, well over half are concerned with providing jobs for the unemployed and there are very limited programmes for providing or improving qualifications. The nature of youth employment in Bulgaria can be seen in the influence of sustained structures (generation) and institutions (family and school). Ms. Stoilova studied the situation of the modern generation through a series of profiles, mostly those of continuously unemployed and self-employed persons, but also distinguishing between students and the unemployed, and between high school and university students. The different categories of young people were studied in separate mini-studies and the survey was carried out in five town in order to gather objective and subjective information on the state of the labour market in the different regions. She conducted interviews with several hundred young people covering questions of family background, career plans, attitudes to the labour situation and government measures to deal with it, and such questions as independence, mobility, attitude to work, etc. The interviews with young people unemployed for a long period of time show the risk involved in starting work and its link with dynamics of economic development. Their approval of structural reforms, of the financial restrictions connected with the introduction of a currency board and the inevitability of unemployment was largely declarative. The findings indicate that the continuously unemployed need practical knowledge and skills to "translate" the macroeconomic realities in concrete alternatives of individual work and initiative. The unemployed experience their exclusion from the labour market not only as a professional problem but also as an existential threat, of poverty, forced mobility and dependence on their parents' generation. The exclusion from the market of goods and services means more than just exercising restraint in their consumption, as it places restrictions on their personal development. Ms. Stoilova suggests that more efficient ways of providing financial aid and mobilisation are needed to counteract the social disintegration and marginalisation of the continuously unemployed. In measuring the speed of reform, university students took both employment opportunities and the implementation of the meritocratic principle in employment into account. When offered a hypothetical choice between a well-paid job and work in one's own profession, 62% would prefer opt for the well-paid job and for working for a company that offered career opportunities rather than employment in a family or own company. While most see the information gained during their studies as useful and interesting, relatively few see their education as competitive on a wider level and many were pessimistic about employment opportunities based on their qualifications. Very similar attitudes were found among high school students, with differences being due rather to family and personal situations. The unemployed, on the other hand, placed greater emphasis on possibilities of gaining or improving qualifications on a job and for the opportunities it would offer for personal contacts. High school students tend to attribute more significance to opportunities for personal accomplishment. A significant difference that five times fewer high school students were willing to work for state-owned companies, and many fewer expected to find permanent employment or to find a job in the area where they lived, Within the family situation, actual support for children seems to be higher than the feelings of confidence expressed in interviews. The attitudes of the families towards past experience seems to be linked with their ability to cope with the difficulties of the present, with those families which show an optimistic and active attitude towards the future having a greater respect for parents experience and tolerance in communication between parents and children.

As condições inadequadas vivenciadas nas organizações afligem não só os trabalhadores da iniciativa privada, pois são igualmente encontradas no segmento estatal, contrariando a expectativa de que o aparato governamental eliminaria as condições insalubres e criaria outras melhores nas quais prevalecesse à promoção de saúde. Diante desse panorama questionou-se porque, uma vez que, pelo menos do ponto de vista da sociedade leiga, esses servidores estão submetidos a condições privilegiadas de trabalho. O presente estudo objetivou identificar e descrever possíveis relações entre o clima organizacional e o burnout em servidores públicos de uma instituição federal de ensino. Objetivou-se ainda descrever o clima organizacional predominante. A pesquisa realizada teve cunho quantitativo, tipo estudo de caso e exploratória. A coleta de dados deu-se por meio das escalas ECO (escala de clima organizacional), ECB (escala de caracterização do burnout) e um questionário sociodemográfico, todos os instrumentos autoaplicáveis eletronicamente disponíveis à instituição. Participaram do estudo 201 servidores públicos federais, com idade média de 37 anos, majoritariamente de nível superior e casados. Os resultados revelaram que cerca de um quarto dos participantes raramente experimentaram burnout, no entanto outra quarta parte deles frequentemente experimentaram altos níveis de burnout, resultado bastante expressivo. Os servidores perceberam clima organizacional mediano, destacando-se a boa coesão entre os colegas de trabalho e a percepção de baixa recompensa. Merece destaque a grande dispersão entre as percepções de clima, o que permite inferir haver subclimas não identificados nesta investigação, possivelmente ocasionados por uma força de clima fraca e pela participação dos servidores de unidades de ensino geograficamente distintas, geridas por gestores locais com relativa autonomia. Os resultados dos cálculos de correlação revelaram que, quanto menos os participantes percebem apoio da chefia e da organização, coesão entre colegas, e mais controle/pressão, mais exaustos se sentem, mais desumanizam as pessoas com quem tratam e mais se decepcionam no trabalho e vice-versa. Conforto físico menor está associado a maior desumanização e a mais decepção no trabalho e vice-versa; e que controle/pressão, relaciona-se positiva e fracamente com desumanização e vice-versa. Desta forma, a hipótese de que existe associação entre burnout e clima organizacional foi confirmada. Os resultados também revelaram que os servidores com burnout, perceberam pior clima organizacional que os seus pares sem burnout, confirmando a segunda hipótese. Esses servidores também se mostraram neutros quanto à percepção de apoio da chefia e conforto físico; não percebem controle pressão, nem recompensa; todavia percebem coesão entre os colegas. Esses resultados sugerem que os participantes têm se apoiado nessas relações para suportar a indiferença e ausência de estímulos experimentados no trabalho. Os resultados obtidos nesse estudo permitiram concluir que o clima organizacional é fraco, provavelmente influenciado por uma cultura organizacional fraca, explicando a heterogeneidade da percepção do clima organizacional pelos servidores. Além disso, embora haja burnout entre poucos participantes, há que se atentar que cerca de um quarto deles, encontra-se acometido desta síndrome e isto poderá contagiar os demais.

El artículo analiza las iniciativas de comunicación relacionadas con la igualdad de oportunidades entre mujeres y hombres. El objetivo es analizar con enfoque de género las acciones realizadas por parte de las instituciones públicas regionales y locales para sensibilizar y promover la conciliación entre la vida familiar y laboral de seis comunidades autónomas (Andalucía, Cataluña, Comunidad Valenciana, Galicia, Madrid y País Vasco) y de sus capitales, desde 1999 (cuando se aprueba la ley de conciliación) hasta 2007 (se aprueba la ley de igualdad). La información sobre publicidad convencional fue proporcionada por Infoadex. Para la recogida de otro tipo de iniciativas a través de medios menos convencionales se acudió a cuatro fuentes institucionales: 1) Ayuntamientos de las capitales, como fuente estrictamente local, 2) Diputaciones de la capital de la Comunidad Autónoma, como fuente provincial, 3) Direcciones Generales de la Mujer o instituciones análogas como fuente de información a nivel regional o autonómico y, por último, 4) otras concejalías vinculadas al tema de la corresponsabilidad, cuyo radio de acción también es autonómico. Los resultados, aunque con diferencias entre regiones, reflejan carencias en la cobertura de las acciones que llevan a cuestionar la falta de estrategia política en términos de comunicación, pese a la introducción sistemática de estos objetivos en la agenda internacional (ONU y UE) y del gobierno español. En consecuencia, las campañas publicitarias e iniciativas recogidas contribuyen a la visibilización del problema y al empoderamiento, pero no tanto al objetivo de la paridad.

La política pública es fundamental para cumplir con el propósito de atender los problemas colectivos a través de la negociación colectiva. En el medio rural se expresa en toda su amplitud, como agenda de formulación, de ejecución y de evaluación ajena a los actores municipales. De esta forma, este artículo tiene como objetivo comprobar los procesos, condiciones y efectos que genera en la población que las recibe, las acepta y se adapta a ellas. Desde el enfoque territorial, se encontró que la política pública y algunos programas dirigidos a los jóvenes, se centran en la juventud urbana; mientras que los jóvenes rurales desconocen las políticas públicas y los programas que son creados o aplicados a ellos. Las instancias de gobierno municipal, registran una falta de atención a los jóvenes, por la escases de estructura administrativa y de recursos económicos, que profundizan la ausencia de coordinación y comunicación entre los tres niveles de gobierno y la sociedad civil; causando que la duplicidad de programas con recursos limitados e insuficientes se sumen a los demás factores que limitan la atención de los jóvenes de la Sierra Norte de Puebla.

The current debate taking place in continental Europe on the need to reform labour law to reduce the duality between labour market insiders and outsiders, thus giving new employment opportunities to young people seems to be, at its best, a consequence of the crisis, or at its worst, an excuse. The considerable emphasis placed on the power of legislation to reduce youth unemployment prevents real labour market problems from being clearly identified, thus reducing the scope to adopt more effective measures. Action is certainly required to help young people during the current crisis, yet interventions should not be exclusively directed towards increased flexibility and deregulation. This paper questions the “thaumaturgic power” wrongly attributed to legislative interventions and put forward a more holistic approach to solve the problem of youth employment, by focusing on the education systems, school-to-work transition and industrial relations. As a comparative analysis demonstrates, in order to effectively tackle the issue of youth employment, it is not enough to reform labour law. High quality education systems, apprenticeship schemes, efficient placement and employment services, cooperative industrial relations and flexible wage determination mechanisms are the key to success when it comes to youth employment, not only in times of recession.

The integration of youth into development processes is crucial in order to advance towards more egalitarian societies. Over the past few years, the Economic Commission for Latin America and the Caribbean (ECLAC) has regarded equality as the horizon for development, structural change as the way to achieve it, and policy as the instrument to reach that horizon. Equality is viewed as going beyond the distribution of means, such as monetary income, to include equal opportunities and capacities. This implies understanding equality as the full exercise of citizenship, with dignity and the reciprocal recognition of actors. Progress in this direction requires policies that promote the autonomy of subjects and pay attention to their vulnerabilities.

Since the election of New Labour in 1997, young people's relationship to work and to the labour market has been the subject of intense scrutiny and policy activity. By equipping young workers with the qualifications and skills they are held to need in the knowledge economy, the government hopes to reconcile its quest for economic progress with the commitment to social justice for young people. However, as this article argues, the importance invested in this area of 'youth policy' overlays a more fundamental process of disengagement in which New Labour is presiding over the withdrawal of those traditional sources of support it has held out to the young. For this reason, the article concludes by suggesting that the importance that New Labour attaches to policy for young workers tells us more about the needs of government than it does about the needs of young people.
