This paper analyses public debt in the most indebted Caribbean countries – i.e. Barbados, Belize, Guyana, Jamaica, Antigua and Barbuda, Dominica, Grenada, and St. Kitts and Nevis – from the standpoint of its sustainability. A level of debt is deemed to be sustainable when the debt-to-GDP ratio remains constant or declines. The concept of sustainability is closely linked to that of solvency. A government is solvent if the net present value of its future primary balances (i.e. that excludes interest payments) is equal to or greater than the present value of public debt stock. It can be demonstrated that if the debt-to-GDP ratio is not on an explosive path, that it either stable or decreasing, the solvency condition holds. It is worth noting that the concept of fiscal sustainability addressed in this paper differs from that of optimality of public debt. The analysis that follows is intended to determine whether the service of the current debt levels is consistent with the fiscal stance. Therefore, it does not set out to identify the target debt level based on any optimality criteria. The next section presents the main features of different theoretical approaches to analyse public debt sustainability.1 Section II discusses the situation of public debt in the Caribbean countries showing different indicators; Section III analyses debt sustainability in countries with access to market financing; Section IV does the same in Guyana – a country dependent on concessional financing and, as such, included in the Highly Indebted Poor Countries (HIPC) Initiative – and the countries of the Eastern Caribbean Currency Union (ECCU). Sections V and VI go beyond debt levels as determinants of fiscal sustainability, highlighting the importance of the currency composition of debt and the variability of fiscal revenue. The last section concludes.

O conceito de desenvolvimento sustentável e sua operacionalização emergem como uma necessidade de pensar em novas formas de mensurar o crescimento, daí o surgimento dos “Indicadores de Sustentabilidade”, criados para medir a sustentabilidade de um sistema, baseado em índices de diversas variáveis que apontam para a sustentabilidade ou não de uma região. Na Amazônia e no Estado do Pará, pouco se tem aplicado ferramentas de análise de sustentabilidade em suas mais diversas dimensões. Recentemente nesta região, foram criados os “Pólos de Produção do Biodiesel” através da Política Nacional de Produção do Biodiesel – PNPB e neste sentido, destaca-se o Município de Moju, no Pará, como um dos maiores produtores de dendê. Apesar da enorme expansão de cultivo de dendezeiro neste município, há dúvidas sobre a capacidade de Moju de receber uma política pública como essa, que se configura em novas territorialidades e novas dinâmicas sociais, econômicas e ambientais e trazem imensos desafios, que requerem uma capacidade de gestão ambiental forte. Dessa forma, o estudo dedica-se a analisar o nível de sustentabilidade do município de Moju e a capacidade de gestão ambiental deste município. Foram realizadas entrevistas e busca de dados secundários e para a análise de sustentabilidade usou-se como ferramenta de avaliação o Barômetro da Sustentabilidade. Observou-se que este município tende a baixa sustentabilidade com poucos avanços socioeconômicos e ambientais, o que denota a fragilidade do município nas questões socioambientais. Em geral, o município possui habilitação para exercer a gestão ambiental plena, ou seja, apresenta uma estrutura administrativa considerada desejável, porém sua estrutura operacional ainda é deficitária ou ineficaz, o que trará certamente problemas para a condução do PNPB.

A presente dissertação avalia o desenvolvimento da piscicultura em tanques-rede no reservatório da Usina Hidrelétrica de Tucuruí, no Estado do Pará, a partir de um estudo de caso: o projeto de piscicultura Ipirá, criado por meio um acordo firmado entre a Centrais Elétricas do Norte do Brasil – Eletrobras Eletronorte e um conjunto de famílias que tiveram seus modos de vida impactados pela construção da Hidrelétrica de Tucuruí, como alternativa para a geração de emprego e renda. Avalia-se, mas especificamente qual o impacto do projeto na melhoria das condições de vida das famílias atendidas pelo mesmo sob a perspectiva socioeconômica. Para alcançar os objetivos desse trabalho, utilizou-se além do estudo de caso, o modelo sistêmico para a aqüicultura, em especial os cálculos dos índices para a avaliação da sustentabilidade socioeconômica da aquicultura - IDES, como procedimentos metodológicos. Observou-se que o projeto de piscicultura Ipirá mostra-se potencialmente sustentável do ponto de vista socioeconômico (0,649). Os indicadores aspectos sanitários (0,123), lazer (0,113) e saúde (0,110), apresentaram em ordem decrescente, as principais contribuições na composição do IDES, ao passo que os indicadores renda (0,040) e habitação (0,79), essenciais para a manutenção familiar e condições de bem estar do ser humano, apresentaram os piores resultados. Conclui-se, a partir dos resultados gerados, que o projeto de piscicultura Ipirá não conseguiu alcançar seu objetivo principal: geração de emprego e renda, e demonstra-se não influenciar significativamente na melhoria das condições de vida das famílias atendidas, o que é reforçado pelos dados levantados em campo, onde 86% dos entrevistados sobrevivem com salário igual e menor que 1 salário mínimo mensal, complementado pelo auxílio do seguro defeso e o bolsa família. Por fim, ressalta-se a relevância do projeto Ipirá como um case de política sócio-ambiental com potencial para dinamizar a economia local e em uma perspectiva mais otimista se tornar um modelo a ser replicado e abranger todos os municípios do entorno do reservatório da Usina Hidrelétrica de Tucuruí, desde que as falhas na implantação e no seu gerenciamento sejam sanadas e as devidas providenciais sejam tomadas, como as apontadas pelo presente estudo.

Forest species with economic potential, such as aroeira (Schinus terebinthifolius Raddi.), require selection of individuals with superior characteristics for use in forest restoration projects and for establishment of commercial plantations. These plantations can contribute to the sustainability of natural populations of species in the remaining forest fragments, in areas of permanent preservation, legal reserves or other areas of ecological significance. It was evaluated the fruits' yield, morphometry and viability of seeds from 15 individuals of aroeira, collected in different fragments in the region of Lower São Francisco river, Sergipe State. The fruit yield was estimated by Fornier's intensity index, and the morphometric characteristics were obtained with a digital paquimeter and analytical balance. The viability and vigor were evaluated by germination percentage and germination speed index (GSI), under controlled conditions. The results of fruit yield were subjected to variance analysis, and the means were compared by Tukey (p <0.05). The other variables means were compared by Scott-Knott test (p<0.05). The individuals differed in Fournier's indices (indices 1, 2, 3 and 4) and in the size of fruits and seeds. The germination varied from 0 to 83% and the GSI from 0.00 to 0.98. The phenotypic differences observed among individuals for fruit yield, and morphophysiological characteristics can be used in forest restoration and establishment of provenances/progenies tests, aiming discrimination of superior material for future commercial plantations.

This paper presents an environmental emergy-based diagnosis of Brazil compared with Russia, India, China, South Africa and United States. Reflections on the Brazilian sustainable development are presented and discussed based on the evaluations published since 1979. The variation of the emergy per capita for Brazil from 1979 to 2007 indicates that the country's growth is tied to the exploitation of non renewable natural resources which do not directly reflect in the welfare of the population. The total emergy exported per unit of gross domestic product increased in the period, suggesting that the country exports more emergy than that contained in the money received for the exportation. With the help of the emergy indices, the future development of Brazil is explored and discussed. The comparison among the BRICS (Brazil, Russia, India, China and South Africa) countries and United States indicates that what may be appropriate and usable within one country may not be within another and that to achieve the global sustainability two concomitant actions may occur: (i) the reduction of the total emergy use in developed economies, and (ii) the reduction of indigenous resources exportation in developing economies. It is poor in the literature the behavior of the geometric indices of heart rate variability (HRV) during the musical auditory stimulation. The objective is to investigate the acute effects of classic musical auditory stimulation on the geometric indexes of HRV in women in response to the postural change maneuver (PCM). We evaluated 11 healthy women between 18 and 25 years old. We analyzed the following indices: Triangular index, Triangular interpolation of RR intervals and Poincar plot (standard deviation of the instantaneous variability of the beat-to beat heart rate [SD1], standard deviation of long-term continuous RR interval variability and Ratio between the short - and long-term variations of RR intervals [SD1/SD2] ratio). HRV was recorded at seated rest for 10 min. The women quickly stood up from a seated position in up to 3 s and remained standing still for 15 min. HRV was recorded at the following periods: Rest, 0-5 min, 5-10 min and 10-15 min during standing. In the second protocol, the subject was exposed to auditory musical stimulation (Pachelbel-Canon in D) for 10 min at seated position before standing position. Shapiro-Wilk to verify normality of data and ANOVA for repeated measures followed by the Bonferroni test for parametric variables and Friedmans followed by the Dunns posttest for non-parametric distributions. In the first protocol, all indices were reduced at 10-15 min after the volunteers stood up. In the protocol musical auditory stimulation, the SD1 index was reduced at 5-10 min after the volunteers stood up compared with the music period. The SD1/SD2 ratio was decreased at control and music period compared with 5-10 min after the volunteers stood up. Musical auditory stimulation attenuates the cardiac autonomic responses to the PCM.

OBJECTIVES: The effects of the orthostatic test on the cardiovascular system have been investigated, but there are no data on the behavior of the geometric indices of heart rate variability. We evaluated the effects of the active orthostatic test on the geometric indices of heart rate variability in women. METHOD: The study was performed on 12 healthy women between ages 18 and 30. For the analysis of heart rate variability, heart rate was recorded beat-to-beat. The RR intervals were transformed into geometric figures, and from these we calculated the triangular index, the triangular interpolation of RR intervals, the SD1, SD2 indexes and the SD1/SD2 ratio, which were obtained from the Poincaré plot. Visual analysis of the plot was also performed. For the test, participants quickly stood up from a seated position in 3 seconds or less, and remained standing still for 15 minutes. Heart rate variability samples were collected at four moments: rest, 0-5 minutes, 5-10 minutes and 10-15 minutes at standing position. RESULTS: The triangular index, the triangular interpolation of RR intervals, the SD1 and SD2 indices were reduced (p < 0.05) at 10-15 minutes after the volunteers stood up from seated position. The SD1/SD2 ratio was decreased at 0-15 minutes after the subjects changed from seated to orthostatic position.

Introduction: Previous studies have shown that relaxation music increases the heart's parasympathetic modulation as well as reducing its sympathetic activity. However, what is lacking in the literature is information on the acute effects of different intensities of music on cardiac autonomic regulation. We aimed to evaluate the acute effects of baroque and heavy-metal music on cardiac autonomic regulation at different intensities. Method The study was performed in 16 healthy men aged between 18 and 25 years. The main outcomes were the geometric indices of heart-rate variability (HRV) [i.e. triangular index (RRtri); triangular interpolation of RR intervals (TINN) and Poincaré plot: SD1, SD2 and SD1/SD2 ratio]. First, HRV was recorded at rest for 10 min. The volunteers were then exposed to baroque or heavy-metal music for 5 min through an earphone; subjects were exposed to each song at three different sound levels (60–70, 70–80 and 80–90 decibels). After the first song, subjects remained at rest for 5 min before being exposed to the next song. The sequence of songs and sound intensity were randomised for each individual. Results Musical auditory stimulation with baroque music did not influence the geometric indices of HRV. The same was observed with heavy-metal musical auditory stimulation at the three sound-level ranges. Conclusion Musical auditory stimulation at different sound intensities did not influence the geometric indices of HRV in men.

The literature indicated that the fractal analysis of heart rate variability (HRV) is related to the chaos theory. However, it is not clear if the both short and long-term fractal scaling exponents of HRV are reliable for short period analysis in women. We evaluated the association of the fractal exponents of HRV with the time and frequency domain and geometric indices of HRV. We evaluated 65 healthy women between 18 and 30 years old. HRV was analyzed with a minimal number of 256 RR intervals in the time (SDNN, RMSSD, NN50 and pNN50) and frequency (LF, HF and LF/HF ratio) domains, the geometric index were also analyzed (triangular indexRRtri, triangular interpolation of RR intervals-TINN and Poincaré plot-SD1, SD2 and SD1/SD2) as well as short and long-term fractal exponents (alpha-1 and alpha-2) of the detrended fluctuation analysis (DFA). No significant correlation was observed for alpha-2 exponent with all indices. There was significant correlation of the alpha-1 exponent with RMSSD, pNN50, SDNN/RMSSD, LF (nu), HF (nu and ms2 ), LF/HF ratio, SD1 and SD1/SD2 ratio. Our data does not indicate the alpha-2 exponent to be used for 256 RR intervals and we support the alpha-1 exponent to be used for HRV analysis in this condition.

Background: Chronic classical music was reported to increase parasympathetic activitywhen evaluating heart rate variability (HRV). It is poor in the literature investigation of the acute effects of baroque and heavy metal styles of musical auditory stimulation on HRV. In this study we evaluated the acute effects of relaxant baroque and excitatory heavy metal music on the geometric indices of HRV in healthy men. Method: The study was performed in 12 healthy men between 18 and 30 years old. We excluded persons with previous experience with music instrument and those who had affinity with the song styles. We analyzed the following indices: RRtri, TINN and Poincaré plot (SD1, SD2 and SD1/SD2 ratio). HRV was recorded at rest for ten minutes. Subsequently they were exposed to relaxant baroque or excitatory heavy metal music for five minutes through an earphone. After the first music exposure they remained at rest for more five minutes and them they were exposed again to Baroque or Heavy Metal music (65–80 dB). The sequence of songs was randomized for each individual. Results: The RRTri and SD2 indices were reduced during the heavy metal musical auditory stimulation (p < 0.05). No changes were observed regarding TINN, SD1 and SD1/SD2 ratio (p > 0.05).The qualitative Poincaré plot analysis indicated that during relaxant classical baroque music there was observed a higher beat-to-beat dispersion of RR intervals compared with no music exposure and during excitatory heavy metal musical auditory stimulation, showing higher HRV. Conclusion: We suggest that excitatory heavy metal music acutely decreases global HRV.
