The paper quantifies the effects on violence and police activity of the Pacifying Police Unit program (UPP) in Rio de Janeiro and the possible geographical spillovers caused by this policy. This program consists of taking selected shantytowns controlled by criminals organizations back to the State. The strategy of the policy is to dislodge the criminals and then settle a permanent community-oriented police station in the slum. The installation of police units in these slums can generate geographical spillover effects to other regions of the State of Rio de Janeiro. We use the interrupted time series approach proposed by Gonzalez-Navarro (2013) to address effects of a police when there is contagion of the control group and we find that criminal outcomes decrease in areas of UPP and in areas near treated regions. Furthermore, we build a model which allows to perform counterfactuals of this policy and to estimate causal effects in other areas of the State of Rio de Janeiro outside the city.

O relatório de prestação de contas do recurso investido em projetos oriundos de parcerias entre o Estado e as organizações da sociedade civil não pode ser a única forma de avaliação da aplicação de recursos públicos. O presente trabalho analisa a necessidade de ampliar a ótica atual do accountability praticado pelo poder público, com o objetivo de incluir a avaliação do impacto social na análise dos recursos investidos em projetos de parcerias sociais público-privadas. A análise do impacto social provoca alterações substanciais no planejamento de políticas públicas abarcadas pelos projetos implementados. O diagnóstico da eficiência e a eficácia dos recursos investidos em parcerias sociais público-privadas é concretizado com a avaliação do impacto social do projeto.

Este trabalho tem por objetivo principal, demonstrar a importância da accountability na gestão das políticas públicas e sociais. Por meio da evolução histórica brasileira, foi verificado o trato da democracia e da participação social nas ações públicas, considerando o controle, a responsabilização e a transparência no desenvolvimento e acesso às informações das políticas públicas do Estado. Para isso, avaliou-se os controles democráticos sob a ótica dos instrumentos aplicados à alguns equipamentos públicos similares. Os equipamentos públicos utilizados para compor a análise foram: Museu Catavento, Plug Minas e Aquário Municipal de Santos, situados, respectivamente, nas cidades de São Paulo, Belo Horizonte e Santos. A partir de um estudo investigativo sobre os equipamentos, foram realizadas algumas reflexões para contribuir no fortalecimento da accountability na gestão pública.

Este estudo avalia os impactos das políticas de hard accountability sobre a gestão das escolas estaduais das redes públicas brasileiras. Para isto, foi elaborado um indicador de gestão com base nas informações da Prova Brasil dos anos de 2007 e 2013. Posteriormente, através da metodologia diferenças-em-diferenças, foi estimada a relação entre os programas de incentivo via bonificação e a gestão, isolando-se os efeitos distintos entre escolas por meio de variáveis de controles desenhadas para captar o ambiente escolar. Os resultados sugerem que a hard accountability é estatisticamente significativa sobre a gestão das escolas e seu efeito é negativo. Resultados nessa linha também foram encontrados ao segmentar estas escolas de acordo com a experiência dos diretores e nível de proficiência. Adicionalmente, os impactos da hard accountability e gestão foram estudados tendo a proficiência como variável dependente. A hard accountability apresentou efeito positivo sobre a proficiência do 9º ano em Matemática. O indicador de gestão, por sua vez, mostrou relação positiva com as notas médias de todas as séries e disciplinas avaliadas.

This paper analyzes the effect of an accountability system in the Brazilian college market. For each discipline, colleges were assigned a grade that depended on the scores of their students on the ENC, an annual mandatory exam. Those grades were then disclosed to the public, giving applicants information about college quality. The system also established rewards and penalties based on the colleges’ grades. I find that the ENC had a substantial effect on different measures of college quality, such as faculty education and the proportion of full-time faculty. The detailed information from this unique dataset and the fact that the ENC started being required for different disciplines in different years allow me to control for time-specific effects, thus minimizing the bias caused by policy endogeneity. Indeed, I find strong evidence on the importance of controlling for time-specific effects: estimates of the impact of the ENC on college quality more than double when I do not take those effects into account. The ENC also affects positively the ratio between applicants and vacancies, and it decreases the faculty and the entering class sizes. The results suggest that its introduction fostered competition and favored colleges entering the market.

Police officers are exposed to impact noise coming from firearms, which may cause irreversible injuries to the hearing system.Aim: To evaluate the noise exposure in shooting stands during gunfire exercises, to analyze the acoustic impact of the noise produced by the firearms and to associate it with tonal audiometry results.Study design: Cross-sectional.Materials and methods: To measure noise intensity we used a digital sound level meter, and the acoustic analysis was carried out by means of the oscillations and cochlear response curves provided by the Praat software. 30 police officers were selected (27 males and 3 females).Results: The peak level measured was 113.1 dB(C) from a .40 pistol and 116.8 dB(C) for a .38 revolver. The values obtained for oscillation and Praat was 17.9 +/- 0.3 Barks, corresponding to the rate of 4,120 and 4,580 Hz. Audiometry indicated greater hearing loss at 4,000Hz in 86.7% of the cases.Conclusion: With the acoustic analysis it was possible to show cause and effect between the main areas of energy excitation of the cochlea (Praat cochlear response curve) and the frequencies of low hearing acuity.

This article analyzes the creation and development of the São Paulo police force during the early years of the republican regime. In a period of political change and turbulence, institutional upheaval (uprising of the Navy and federalist revolution), and social pressure, São Paulo's police force played an important role. As the state sought to organize the public sphere, the police force became a tool in the new government's hands. A more martial set of demands mobilized a large portion of the troops on behalf of the federal government against the Custodio de Mello uprising, and sought to defend São Paulo's borders. Despite official discourse that fomented a militarized response, São Paulo's police force found itself unable to dismiss old personnel and practices and dislodge entrenched interests.

This article examines the challenges involved in the process of police militarization and implementation of police discipline in the State of São Paulo during the First Brazilian Republic (1889 to 1930). The implementation of a militarized police model, initiated by the 1906 French Military Mission, was not fully able to deal with indiscipline issues among policemen. Beyond creating problems of its own, such as fostering a corporatist culture and strengthening rigid hierarchies, military discipline prevented police forces to address new issues that would affect its practices. Documents in the São Paulo State Public Archive provides a window to the daily violence, the personal compromises, the institutional conflicts and the political meddling that was part of police life in the State of São Paulo at the turn of the century.

Smart microgrids offer a new challenging domain for power theories and metering techniques because they include a variety of intermittent power sources which positively impact on power flow and distribution losses but may cause voltage asymmetry and frequency variation. In smart microgrids, the voltage distortion and asymmetry in presence of poly-phase nonlinear loads can be also greater than in usual distribution lines fed by the utility, thus affecting measurement accuracy and possibly causing tripping of protections. In such a context, a reconsideration of power theories is required since they form the basis for supply and load characterization. A revision of revenue metering techniques is also suggested to ensure a correct penalization of the loads for their responsibility in generating reactive power, voltage asymmetry, and distortion. This paper shows that the conservative power theory provides a suitable background to cope with smart grids characterization and metering needs. Simulation and experimental results show the properties of the proposed approach.
