Governor Chet Culver and Lt. Governor Patty Judge submitted their $6.2 billion budget for fiscal year 2010. The proposal recommends further budget cuts – rather than tax increases – to help meet the challenges of declining state revenues. “In recent months, we have reduced state government spending by nearly $180 million in order to maintain a balanced budget,” said Governor Culver. "My budget proposal for fiscal year 2010 will reflect a 6.5 percent cut to almost every state department and program,” the Governor continued. “In fact, 207 of the 253 line items in my budget proposal will be cut by 6.5 percent. That represents a savings of $400 million to Iowa taxpayers.”

Realizou-se o estudo micromorfológico de oito solos da Zona da Mata Mineira, incluindo um Latossolo Una, dois Podzólicos Vermelho-Escuros, dois Brunizéns Avermelhados, uma Terra Roxa Estruturada, um Vertissolo e um Podzólico Vermelho-Amarelo câmbico. Após coleta, impregnação, polimerização e preparo de seções finas, estas foram analisadas por microscopia óptica para estudo micropedológico, caracterizando a microestrutura, porosidade, esqueleto, organização do plasma e estruturas associadas, com destaque para a argila iluviada. Em adição, análises em microscópio eletrônico de varredura da superfície de agregados foram realizadas em agregados individualizados. O horizonte B do Latossolo estudado apresenta forte microestrutura com influência de atividade biológica, que tende a coalescer intensamente em profundidade e torna-se apédico no saprolito, separado por cascalheiro de quartzo. Nódulos de hematita em processo de degradação foram observados, indicando o processo atual de goethização dos solos, notadamente no Vertissolo e no Latossolo Una. O estudo micromorfológico evidenciou solos com Bt que apresentaram cerosidade forte em observação macroscópica e não a evidenciaram claramente em microscópio, sendo esse fato mais marcante nos solos mais vermelhos. Solos com Bt mais amarelados mostraram cerosidade fraca no campo, com correspondente detecção de cutãs iluviais em microscopia óptica. O Podzólico Vermelho-Amarelo câmbico, com cerosidade fraca e comum no campo, não teve sua presença confirmada em nível microscópico, evidenciando seu caráter câmbico. Esse solo evidencia nódulos de hematita circundados por gibbsita, o que poderia contribuir para explicar a manutenção dos altos teores de óxidos de ferro desses solos. A não-confirmação, ao microscópio, da cerosidade descrita em campo nos solos com Bt indica a necessidade da intensificação de estudos (descrição x micropedologia) na tentativa de melhor aferição e consistência de resultados.

Amostras indeformadas de horizontes representativos de solos do Projeto Jaíba, norte de Minas Gerais, e camadas compactadas e não compactadas de solos sob uso intensivo foram coletadas e analisadas micromorfologicamente, com vistas em obter maiores informações relativas ao seu grau de evolução e avaliar as alterações causadas nos solos pelo uso agrícola. Foram estudados quatro solos derivados de calcário (P1, P2, P3 e P4) e um originado a partir de sedimentos detríticos (P5), além das camadas com e sem indícios de compactação. A micromorfologia revelou que os solos apresentam características bastante distintas e variáveis, dependendo da classe e do material de origem. O Cambissolo originado de calcário tem como característica marcante o fluxo vertical de sílica e argila, sem, no entanto, caracterizar horizonte B textural, além de maior desenvolvimento de estrutura em blocos. O Cambissolo originado de sedimentos detríticos apresenta fluxo lateral de argila, presença marcante de cutãs de difusão de ferro e estrutura menos desenvolvida tendendo a granular. O Podzólico Vermelho-Escuro apresentou estrutura em blocos e presença de cutãs de deposição, muitos destes incorporados pela matriz, o que pode indicar transição para Latossolo. Os Latossolos apresentam-se com estrutura granular, mas esta é muito menos desenvolvida que a observada para os Latossolos gibbsíticos já analisados no País, o que pode indicar um menor grau de evolução destes solos. A atividade da fauna parece ser o principal agente responsável pelo desenvolvimento da microestrutura do Podzólico e dos Latossolos. Quanto à compactação, a micromorfologia relevou diferenças na organização do plasma e na forma dos poros, quando se compararam camadas compactadas com não compactadas. De maneira geral, o plasma das camadas compactadas é mais denso e os poros se apresentam alterados em razão do esforço físico impingido aos solos.

O trabalho abordou a formação de solos com horizonte B textural e teve por objetivo identificar os processos pedogenéticos envolvidos na formação de lamelas, do gradiente textural abrupto, assim como suas implicações sobre os atributos físicos, químicos e mineralógicos do solo. O estudo foi desenvolvido numa toposseqüência de solos derivados de arenito: o perfil (P1), ocorrendo na parte alta do relevo (topo); perfil (P2), na faixa intermediária (terço médio da encosta), e perfil (P3), no terço inferior da encosta. As análises realizadas foram: granulométrica, química, mineralógica e micromorfológica. Os perfis apresentaram seqüência de horizontes do tipo A-E-Bt, tendo sido classificados como Alissolos Crômicos. Os solos foram classificados como quimicamente ácidos, com mineralogia da fração argila mostrando predomínio de caulinita. Os materiais analisados evidenciaram uniformidade quanto à granulometria, diâmetro médio, arredondamento e relação zircão/turmalina das areias, assim como no aspecto morfológico, apontando para formação autóctone do solo. Os processos pedogenéticos responsáveis pela formação do gradiente textural foram a degradação das argilas em condições de oxirredução e a lessivagem. O primeiro processo foi constatado em microdomínios no contato E/Bt, onde se notaram cores de gleização, indicando encharcamento temporário. Neste caso, a formação do horizonte álbico deveu-se principalmente à destruição do topo do horizonte Bt. As lamelas nada mais seriam do que heranças do horizonte Bt no horizonte álbico. A presença de cerosidade, associada aos cutãs de iluviação no exame micromorfológico, revelou a participação do processo de lessivagem contribuindo para a diferenciação textural.

Public Works is pleased to present the following Iowa Efficiency Review Report to Governor Chet Culver and Lieutenant Governor Patty Judge. This report is the product of a collaboration between our consulting team and very dedicated Iowa state employees who worked with us to share ideas and cost‐saving proposals under very difficult circumstances caused by the national financial crisis that is affecting state budgets throughout the country. For example, during the course of this review, Iowa departments were also asked to develop across‐the‐board cuts to achieve immediate reductions in state spending. It is a credit to Iowa state government that departmental staff continued to work on this Efficiency Review Report despite these challenges of also having to develop across‐the‐board budget cuts to achieve a balanced budget. We hope that these ideas will set the stage for further future budget improvements from achieving efficiencies, eliminating outdated practices, increasing the use of information technology solutions and finding new sources of non‐tax funding. The Efficiency Review Team faced a second challenge. Statewide Efficiency Reviews usually take from nine to 12 months to complete. In Iowa, we worked with dedicated department staff to complete our work in less than 4 months. The Governor challenged all of us to work intensely and to give him our best thinking on efficiency proposals so that he could act as quickly as possible to position state government for success over the next several years.

Boron deficiency in coffee is widely spread in Brazilian plantations, but responses to B fertilizer have been erratic, depending on the year, form and time of application and B source. A better understanding of the effects of B on plant physiology and anatomy is important to establish a rational fertilization program since B translocation within the plant may be affected by plant anatomy. In this experiment, coffee plantlets of two varieties were grown in nutrient solutions with B levels of 0.0 (deficient), 5.0 µM (adequate) and 25.0 µM (high). At the first symptoms of deficiency, leaves were evaluated, the cell walls separated and assessed for B and Ca concentrations. Scanning electron micrographs were taken of cuts of young leaves and branch tips. The response of both coffee varieties to B was similar and toxicity symptoms were not observed. Boron concentrations in the cell walls increased with B solution while Ca concentrations were unaffected. The Ca/B ratio decreased with the increase of B in the nutrient solution. In deficiency of B, vascular tissues were disorganized and xylem walls thinner. B-deficient leaves had fewer and deformed stomata.

Pollution of air, water and soil by industrial chemicals presents a potential health risk to humans. Such chemicals can enter the human body by three routes, namely by inhalation, dermal absorption, and ingestion and in special cases by injection (needle sticks, bites, cuts, etc.). In the workplace, pulmonary and dermal absorption are the main routes of entry, but poor personal hygiene and work habits can result in ingestion that contributes to the dose. Air monitoring provides reliable information on inhalation exposure, and patches can be used to estimate dermal exposure. Local adverse effects, such as skin and eye irritation, or nose and lung irritation, are closely related to the external exposure. Systemic adverse effects, on the other hand, are related to the absorbed amount (dose), or to the level of the pollutant or its metabolite in the target organ. Human biological monitoring is becoming a powerful tool for scientists and policy makers to assess and manage the risk of exposure to chemicals both in the general population and at the workpalce. This chapter will focus on the occupational environment keeping in mind that biological monitoring in humans is a very actual issue in public health politics, in environmental medicine, and in science in general.

[cat] En aquest treball extenem les reformes lineals introduïdes per Pfähler (1984) al cas d’impostos duals. Estudiem l’efecte relatiu que els retalls lineals duals d’un impost dual tenen sobre la distribució de la desigualtat -es pot fer un estudi simètric per al cas d’augments d’impostos-. Tambe introduïm mesures del grau de progressivitat d’impostos duals i mostrem que estan connectades amb el criteri de dominació de Lorenz. Addicionalment, estudiem l’elasticitat de la càrrega fiscal de cadascuna de les reformes proposades. Finalment, gràcies a un model de microsimulació i una gran base de dades que conté informació sobre l’IRPF espanyol de l’any 2004, 1) comparem l’efecte que diferents reformes tindrien sobre l’impost dual espanyol i 2) estudiem quina redistribució de la riquesa va suposar la reforma dual de l’IRPF (Llei ’35/2006’) respecte l’anterior impost.

Alfalfa is an important forage crop with high nutritive value, although highly susceptible to soil acidity. Liming is one of the most efficient and prevailing practices to correct soil acidity and improve alfalfa yield. The objective of this study was to evaluate response to liming of alfalfa grown in a greenhouse on a Typic Quartzipsamment soil. The treatments consisted of four lime rates (0, 3.8, 6.6 and 10.3 Mg ha-1) and two cuts. Alfalfa dry matter increased quadratically with increasing lime rates. In general, dry matter yield was maximized by a lime rate of 8.0 Mg ha-1. Except for the control, the dry matter nutrient contents in the treatments were adequate. The positive linear correlation between root and nodule dry matter with lime rates indicated improvement of these plant traits with decreasing soil acidity. The soil acidity indices pH, base saturation, Ca2+ concentration, Mg2+ concentration, and H + Al were relevant factors in the assessment of alfalfa yield. The magnitude of influence of these soil acidity indices on yield as determined by the coefficient of determination (R²) varied and decreased in the order: base saturation, H + Al, pH, Ca and Mg concentrations. Optimum values of selected soil chemical properties were defined for maximum shoot dry matter; these values can serve as a guideline for alfalfa liming to improve the yield of this forage on acid soils.

Sugarcane, which involves the use of agricultural machinery in all crop stages, from soil preparation to harvest, is currently one of the most relevant crops for agribusiness in Brazil. The purpose of this study was to investigate soil physical properties and root growth in a eutroferric red Oxisol (Latossolo Vermelho eutroférrico) after different periods under sugarcane. The study was carried out in a cane plantation in Rolândia, Paraná State, where treatments consisted of a number of cuts (1, 3, 8, 10 and 16), harvested as green and burned sugarcane, at which soil bulk density, macro and microporosity, penetration resistance, as well as root length, density and area were determined. Results showed that sugarcane management practices lead to alterations in soil penetration resistance, bulk density and porosity, compared to native forest soil. These alterations in soil physical characteristics impede the full growth of the sugarcane root system beneath 10 cm, in all growing seasons analyzed.

The practice of land leveling alters the soil surface to create a uniform slope to improve land conditions for the application of all agricultural practices. The aims of this study were to evaluate the impacts of land leveling through the magnitudes, variances and spatial distributions of selected soil physical properties of a lowland area in the State of Rio Grande do Sul, Brazil; the relationships between the magnitude of cuts and/or fills and soil physical properties after the leveling process; and evaluation of the effect of leveling on the spatial distribution of the top of the B horizon in relation to the soil surface. In the 0-0.20 m layer, a 100-point geo-referenced grid covering two taxonomic soil classes was used in assessment of the following soil properties: soil particle density (Pd) and bulk density (Bd); total porosity (Tp), macroporosity (Macro) and microporosity (Micro); available water capacity (AWC); sand, silt, clay, and dispersed clay in water (Disp clay) contents; electrical conductivity (EC); and weighted average diameter of aggregates (WAD). Soil depth to the top of the B horizon was also measured before leveling. The overall effect of leveling on selected soil physical properties was evaluated by paired "t" tests. The effect on the variability of each property was evaluated through the homogeneity of variance test. The thematic maps constructed by kriging or by the inverse of the square of the distances were visually analyzed to evaluate the effect of leveling on the spatial distribution of the properties and of the top of the B horizon in relation to the soil surface. Linear regression models were fitted with the aim of evaluating the relationship between soil properties and the magnitude of cuts and fills. Leveling altered the mean value of several soil properties and the agronomic effect was negative. The mean values of Bd and Disp clay increased and Tp, Macro and Micro, WAD, AWC and EC decreased. Spatial distributions of all soil physical properties changed as a result of leveling and its effect on all soil physical properties occurred in the whole area and not specifically in the cutting or filling areas. In future designs of leveling, we recommend overlaying a cut/fill map on the map of soil depth to the top of the B horizon in order to minimize areas with shallow surface soil after leveling.

Executive Summary I. Survey The Task Force conducted a wide-ranging survey of more than 9,000 licensed Iowa attorneys and judges to obtain their input on a variety of civil justice system topics. The survey results helped inform the Task Force of problem areas in Iowa’s civil justice system. II. Two-Tier Justice System The Task Force recommends a pilot program based on a two-tier civil justice system. A two-tier system would streamline litigation processes—including rules of evidence and discovery disclosures—and reduce litigation costs of certain cases falling below a threshold dollar value. III. One Judge/One Case and Date Certain for Trial Some jurisdictions in Iowa have adopted one judge/one case and date certain for trial in certain cases. The assignment of one judge to each case for the life of the matter and the establishment of dates certain for civil trials could enhance Iowans’ access to the courts, improve judicial management, promote consistency and adherence to deadlines, and reduce discovery excesses. IV. Discovery Processes Reforms addressing inefficient discovery processes will reduce delays in and costs of litigation. Such measures include adopting an aspirational purpose for discovery rules to “secure the just, speedy, and inexpensive determination of every action,” holding discovery proportional to the size and nature of the case, requiring initial disclosures, limiting the number of expert witnesses, and enforcing existing rules. V. Expert Witness Fees The Task Force acknowledges the probable need to revisit the statutory additional daily compensation limit for expert witness fees. Leaving the compensation level to the discretion of the trial court is one potential solution. VI. Jurors Additions to the standard juror questionnaire would provide a better understanding of the potential jurors’ backgrounds and suitability for jury service. The Task Force encourages adoption of more modern juror educational materials and video. Rehabilitation of prospective jurors who express an unwillingness or inability to be fair should include a presumption of dismissal. VII. Video and Teleconferencing Options When court resources are constrained both by limited numbers of personnel and budget cuts, it is logical to look to video and teleconferencing technology to streamline the court process and reduce costs. The judicial branch should embrace technological developments in ways that will not compromise the fairness, dignity, solemnity, and decorum of judicial proceedings. VIII. Court-Annexed Alternative Dispute Resolution(ADR) Litigants and practitioners in Iowa are generally satisfied with the current use of private, voluntary ADR for civil cases. There is concern, however, that maintaining the status quo may have steep future costs. Court-annexed ADR is an important aspect of any justice system reform effort, and the Task Force perceives benefits and detriments to reforming this aspect of the Iowa civil justice system. IX. Relaxed Requirement of Findings of Fact and Conclusions of Law A rule authorizing parties to waive findings of fact and conclusions of law could expedite resolution of nonjury civil cases. X. Business (Specialty) Courts Specialty business courts have achieved widespread support across the country. In addition, specialty courts provide excellent vehicles for implementing or piloting other court innovations that may be useful in a broader court system context. A business specialty court should be and could be piloted in Iowa within the existing court system framework of the Iowa Judicial Branch. Appendix included as a separate document, is 176 pages.

Studies testing the High Energy Moisture Characteristic (HEMC) technique in tropical soils are still incipient. By this method, the effects of different management systems can be evaluated. This study investigated the aggregation state of an Oxisol under coffee with Brachiaria between crop rows and surface-applied gypsum rates using HEMC. Soil in an experimental area in the Upper São Francisco region, Minas Gerais, was studied at depths of 0.05 and 0.20 m in coffee rows. The treatments consisted of 0, 7, and 28 Mg ha-1 of agricultural gypsum rates distributed on the soil surface of the coffee rows, between which Brachiaria was grown and periodically cut, and compared with a treatment without Brachiaria between coffee rows and no gypsum application. To determine the aggregation state using the HEMC method, soil aggregates were placed in a Büchner funnel (500 mL) and wetted using a peristaltic pump with a volumetric syringe. The wetting was applied increasingly at two pre-set speeds: slow (2 mm h-1) and fast (100 mm h-1). Once saturated, the aggregates were exposed to a gradually increasing tension by the displacement of a water column (varying from 0 to 30 cm) to obtain the moisture retention curve [M = f (Ψ) ], underlying the calculation of the stability parameters: modal suction, volume of drainable pores (VDP), stability index (slow and fast), VDP ratio, and stability ratio. The HEMC method conferred sensitivity in quantifying the aggregate stability parameters, and independent of whether gypsum was used, the soil managed with Brachiaria between the coffee rows, with regular cuts discharged in the crop row direction, exhibited a decreased susceptibility to disaggregation.

Biological N fixation in forage legumes is an important alternative to reduce pasture degradation, and is strongly influenced by the inoculant symbiotic capability. This paper evaluates the effectiveness of Calopo (Calopogonium mucunoides) rhizobial isolated from soil under three vegetation covers of an Argissolo Vermelho-Amarelo of the Dry Forest Zone of Pernambuco. An experiment was conducted evaluating 25 isolates, aside from 5 uninoculated controls with 0; 309; 60; 90 and 120 kg ha-1 N, and a treatment inoculated with the SEMIA 6152 strain. The first cut was performed 45 days after inoculation and a second and third cut after 45-day-intervals. Shoot N content was quantified at all cuts. Shoot dry mass was affected by N rates at all cuts. Shoot dry mass increased from the first to the second cut in inoculated plants. There was no difference between rhizobial isolates from the different plant covers for any of the variables. Most variables were significantly and positively correlated.

We revisit the analytical properties of the static quasi-photon polarizability function for an electron gas at finite temperature, in connection with the existence of Friedel oscillations in the potential created by an impurity. In contrast with the zero temperature case, where the polarizability is an analytical function, except for the two branch cuts which are responsible for Friedel oscillations, at finite temperature the corresponding function is non analytical, in spite of becoming continuous everywhere on the complex plane. This effect produces, as a result, the survival of the oscillatory behavior of the potential. We calculate the potential at large distances, and relate the calculation to the non-analytical properties of the polarizability.
