Illinois Lieutenant Governor Patrick Quinn responded to rising concerns about unaffordable energy for low-income Illinois residents by convening a meeting of advocates in January 2003, and challenging them to develop a better approach to energy assistance. As a result of that challenge, a working group of low-income advocates, energy policy advisors, researchers, and community leaders met and established the Illinois Affordable Energy Campaign (IAEC) to identify and recommend policy changes to the current Low Income Home Energy Assistance Program (LIHEAP). The Illinois LIHEAP program gives heating assistance to approximately 316,000 families across the state each year. This document the Affordable Energy Plan, is the result of this collaborative process. While the current LIHEAP program provides valuable and essential assistance to low-income families, the Affordable Energy Plan (AEP) improves the program design through a set of common sense reform measures that better address today's volatile energy environment. Reconstructing LIHEAP will make the program more efficient and effective; it will make energy more affordable for more LIHEAP customers; Illinois will see fewer homes disconnected from their utility services, and participants will be able to better understand and plan for their heating expenses.

The Illinois Department of Human Services Bureau of Child Care and Development seeks to provide low-income Illinois families with multiple affordable options for quality child care and early education and offer children the opportunity to grow, learn and be cared for in safe nurturing settings that are culturally and developmentally appropriate. Through the Child Care Assistance Program (CCAP), the Bureau provides child care assistance to more than 190,000 children whose parents work or attend school.

In the Western developed nations, the changing pattern of mental health care provision has necessitated mental health staff adopting new approaches to service delivery across a diverse and expanding range of service settings. The impact of changed service delivery on Australian mental health professionals is an area that has not been well studied. The aim of the study was to identify the current clinical work activities performed by occupational therapists and social workers and whether there was a discrepancy between the actual and preferred work activities. The study also aimed to identify whether any discrepancy between their actual and preferred clinical work activities was associated with higher levels of stress. A cross-sectional survey of 304 (response rate 76.6%) occupational therapists and social workers in Australian mental health services was conducted. A work activities scale developed specifically for this study and the Mental Health Professionals Stress Scale were used to measure actual and preferred work activities and stress respectively. Both groups experienced a discrepancy between their actual and preferred work activities, with the occupational therapists and the social workers mostly wanting to undertake a diverse range of activities to a significantly greater extent than they currently were. As predicted, stress was associated with the discrepancy between the kind of work that the participants wanted to do and the kind of work that their job actually entailed. Health workers require assistance to adapt to their new work roles and to achieve a balance between generic and discipline-specific competencies. This has implications for education and professional training.

Australia has a network of Federally funded disability employment and vocational rehabilitation services, including a proportion of outlets that specialise in providing services for persons with psychiatric disabilities. However, neither Federal nor State Governments currently provide or fund disability-specific education assistance to persons with psychiatric disabilities. To begin considering whether Specialised Supported Education is indicated for persons with psychotic disorders, we examined data collected in a national 'Survey of Disability, Ageing and Carers Australia, 1998'. International studies of the effectiveness of overseas Supported Education programs were also examined to identify the forms of assistance most likely to warrant consideration in Australia. U.S.A. evidence indicates that Specialised Supported Education is emerging as an effective career development option for persons with psychotic disorders. An example of an innovative Specialised Supported Education program is provided to illustrate how this type of program can be implemented in Australia.

People with a mental illness are among the most socially and economically marginalised members of the community. They experience high levels of unemployment and nonparticipation in the labour force. Unemployment has a number of negative effects including the loss of purpose, structure, roles and status and a sense of identity which employment brings. Employment enables social inclusion in the wider community and is an important way that people with a mental illness can meaningfully participate in the wider community. Australia has a mental health strategy, which guides the ongoing reform of mental health services. However, specific strategies to address the social and economic marginalisation of people with a mental illness have not been addressed. A recovery-oriented approach is recommended, which integrates the key sectors involved. To date there has been little intersectoral collaboration between the various sectors such as mental health services, housing, and vocational services. People require more role-specific assistance to enable them to participate in socially valued roles implicit with citizenship. There is a need to formulate improved pathways to assistance and more evidence-based forms of assistance to re-establish career pathways. This report aims to: 1) collect relevant overseas and Australian evidence about the employment of people with mental illness; 2) identify the potential benefits of employment; 3) describe patterns of labour force participation in Australia among people with mental illness; 4) identify how mental illness can cause barriers to employment; 5) outline the type of employment restrictions reported by people with mental illness; 6) identify the evidence-based ingredients of employment assistance; 7) identify relevant policy implications; and 8) suggest strategies to improve employment outcomes and career prospects for people with mental illness.

Background: The effective evaluation of physical activity interventions for older adults requires measurement instruments with acceptable psychometric properties that are sufficiently sensitive to detect changes in this population. Aim: To assess the measurement properties (reliability and validity) of the Community Healthy Activities Model Program for Seniors (CHAMPS) questionnaire in a sample of older Australians. Methods: CHAMPS data were collected from 167 older adults (mean age 79.1 S.D. 6.3 years) and validated with tests of physical ability and the SF-12 measures of physical and mental health. Responses from a sub-sample of 43 older adults were used to assess 1-week test-retest reliability. Results: Approximately 25% of participants needed assistance to complete the CHAMPS questionnaire. There were low but significant correlations between the CHAMPS scores and the physical performance measures (rho=0.14-0.32) and the physical health scale of the SF-12 (rho=0.12-0.24). Reliability coefficients were highest for moderate-intensity (ICC=0.81-0.88) and lowest for vigorous-intensity physical activity (ICC=0.34-0.45). Agreement between test-retest estimates of sufficient physical activity for health benefits (>= 150 min and >= 5 sessions per week) was high (percent agreement = 88% and Cohen's kappa = 0.68). Conclusion: These findings suggest that the CHAMPS questionnaire has acceptable measurement properties, and is therefore suitable for use among older Australian adults, as long as adequate assistance is provided during administration. A população em situação de rua é um fenômeno urbano, agravado na contemporaneidade por fatores de ordem social, econômica, cultural que agrupa pessoas independentemente da idade, etnia, grau de instrução e gênero, em situação de exclusão social, impedidos à renda e suprimento de suas necessidades vitais, culturais e sociais. Na condição de população sobrante, enfrenta obstáculos ao desenvolvimento de suas capacidades intelectuais, biológicas e culturais; à equidade de garantia de direitos civis, políticos e sociais; à qualidade de vida em harmonia e bem-estar objetivo dos seres humanos; e ao exercício pleno de sua cidadania. A Comunidade Metodista do Povo de Rua - CMPR encontrou o seu espaço no início da década de noventa, ao tempo em que a Prefeitura Municipal de São Paulo, na Legislatura da Prefeita Luíza Erundina, promoveu, através da Secretaria Municipal de Bem-Estar social, o censo para conhecer quem era, como vivia e como era vista a população de rua na cidade de São Paulo. Neste contexto, a Igreja Metodista Coreana Ebenezer oferecia à população uma assistência dominical servindo pão, café com leite e achocolatado na região do Parque Dom Pedro II. Sagrou-se a parceria para a criação da CMPR através do despertar do poder público e da participação da Igreja Metodista Coreana através do Café do Coreano. Foi fundamental a disposição dos Bispos Nelson Campos Leite e Geoval Jacinto da Silva, ambos da Terceira Região Eclesiástica da Igreja Metodista, que iniciaram os trabalhos utilizando a instituição de caráter filantrópico da Igreja Metodista, a AMAS Associação Metodista de Assistência Social. Assim, com sede no Viaduto Pedroso e, por proximidade geográfica, a CMPR vinculou-se a AMAS da Catedral Metodista de São Paulo, atuando em três dimensões: (1) criação da Casa de Convivência, (2) abrigamento no período do inverno; (3) Criação do albergue. O Plano de Ação elaborado pela CMPR que consagrou a criação do Albergue, data da transição 1994/95 e teve como base o Credo Social, o Plano para Vida e Missão da Igreja Metodista e o Plano de Ação encaminhado à Prefeitura, à luz da vertente social do movimento Metodista a partir de João Wesley, estabelecendo que o objetivo geral da CMPR fosse o resgate da cidadania das pessoas que constituem a população de rua. Nesta dimensão, a tese está estruturada em cinco capítulos, inclusa pesquisa de campo que foi aplicada a funcionários e ex-funcionários da CMPR, com objetivo de reunir conteúdos para se analisar as ações pastorais da CMPR na perspectiva da Práxis religiosa, considerando a Práxis filosófica e educacional, a fim de perceber se as ações pastorais são ações criadoras, reflexivas, libertadoras e radicais, e se promovem por meio da CMPR o resgate da cidadania em população de rua na cidade de São Paulo.(AU)

Atualmente, verifica-se um aumento de oferta e de procura de substâncias psicoativas, e observa-se um aumento de instituições de assistência a essa demanda. A presente pesquisa aborda as instituições de atendimento a toxicodependentes no Vale do Paraíba, São Paulo, Brasil e tem como objetivo descrever e discutir o método de atendimento adotado pelas instituições, a partir do enfoque dos dirigentes. Utiliza-se a entrevista semi-dirigida, o método usado é análise de conteúdo e são pesquisadas dez instituições. Predomina a presença de exdependentes na equipe e o regime de internação. É marcante a carência de profissionais da área de saúde e de profissionais com formação em dependência química e 60% das instituições são comunidades terapêuticas. Prevalece, como método de atendimento, o trabalho, a disciplina e a espiritualidade. Não há avaliação de resultados e a meta é a abstinência. Há pouco controle sistemático por meio dos órgãos competentes e as instituições não cumprem requisitos indicados para o seu funcionamento. Contudo, mesmo com as dificuldades financeiras, falta de recursos bem como de profissionais qualificados, essas instituições promovem cuidados asilares, alimentação, higiene e adaptação a uma rotina. Dada a complexidade no campo da drogadependência, sugere-se a diversidade de opções de intervenção e de tratamento

Este estudo teve por objetivos: - descrever as dificuldades nas relações entre as filhas-cuidadoras e suas mães idosas dependentes de cuidados, a partir de relatos das filhas; - investigar, a partir dos relatos da história familiar dessas filhas, a existência de conflitos prévios a necessidade de cuidar, relacionados à construção dos vínculos; identificar os principais desafios associados assistência ao cuidador familiar de idosos no que tange a resolução de conflitos com o idoso dependente. Método – tratou-se de um estudo qualitativo em que foram apresentados três casos clínicos de cuidadoras que haviam sido encaminhados para atendimento psicológico pela equipe multiprofissional de um Instituto de Geriatria e Gerontologia, unidade de atenção secundária da Secretaria de Estado da Saúde de S.P. Os resultados indicaram dificuldades relacionais entre ambas: cuidadoras filhas e mães idosas. As cuidadoras revelaram sobrecarga física e emocional e grande sofrimento. Todavia, a existência desses conflitos remontava às relações anteriores à atual situação de dependência; ficando bastante evidenciado, tanto pelas histórias de vida das cuidadoras, quanto pelo conteúdo trazido durante o processo terapêutico, a repetição das relações primeiras estabelecidas entre mãe-filha. O processo psicoterapêutico pôde permitir a essas cuidadoras a compreensão da necessidade em ter suas falhas ambientais supridas, na medida em que foi propiciado um ambiente favorável ao relacionamento humano. Assim, ao observarmos que ao longo do processo as pacientes apresentavam mudanças significativas, entendemos que a psicoterapia pode figurar como meio preventivo e preservação de equilíbrio psíquico.
