This paper analyzes how the ideas and concepts of Europe have developed in Catalonia, under the conditions of a decentralizing “nation-state” (Spain) on one hand, and the European integration process on the other. It analyzes the programmes, manifestations of political leaders, and political actions of the Catalan political parties, specially the nationalists, from the setting up of the Spanish state of autonomies (1977-1982) until today. The paper tries to show how, in multilevel governance, holistic and enthusiastic visions of an economically and political integrating Europe as a “natural ally” of a Catalan nationalism were partially replaced by more pragmatic and even more critical assessments.

The academic debate about the secession of a territory which is part of a liberal democracy state displays an initial contrast. On the one hand, practical secessionist movements usually legitimize their position using nationalist arguments linked to the principle of national self- determination. On the other hand, we find in academia few defenders of a normative principle of national self-determination. Philosophers, political scientists and jurists usually defend the status quo. And even when they do not defend it, most of them tend to leave the question of that question and secession unresolved or confused. Regarding this issue, liberal-democratic theories show a tendency to be “conservative” in relation to the political borders, regardless the historical and empirical processes of creation of current States. Probably, this feature is not far away to the fact that, since its beginning, political liberalism has not been a theory of the nation, but a theory of the state.

In light of the existing theories about institutional change, this paper seeks to advance a common framework to understand the unfolding of decentralization and federalization in three countries: Brazil, Spain, and South Africa. Although in different continents, these three countries witnessed processes after their respective transitions to democracy that transferred administrative and fiscal authority to their regions (decentralization) and vertically distributed political and institutional capacity (federalization). This paper attempts to explain how institutional changes prompted a shift of power and authority towards regional governments by looking at internal sources of change within the intergovernmental arena in the three countries. This analysis is organized around two propositions: that once countries transit to democracy under all-encompassing constitutions there are high incentives for institutional change, and that under a bargained intergovernmental interaction among political actors subnational political elites are able to advance their interests incrementally. In short, through a common framework this paper will explain the evolving dynamics of intergovernmental dynamics in three countries.

In this chapter, after pointing out the different logics that lie behind the familiar ideas of democracy and federalism, I have dealt with the case of plurinational federal democracies. Having put forward a double criterion of an empirical nature with which to differentiate between the existence of minority nations within plurinational democracies (section 2), I suggest three theoretical criteria for the political accommodation of these democracies. In the following section, I show the agonistic nature of the normative discussion of the political accommodation of this kind of democracies, which bring monist and pluralist versions of the demos of the polity into conflict (section 3.1), as well as a number of conclusions which are the result of a comparative study of 19 federal and regional democracies using four analytical axes: the uninational/plurinational axis; the unitarianism-federalism axis; the centralisation-decentralisation axis; and the symmetry-asymmetry axis (section 3.2). This analysis reveals shortcomings in the constitutional recognition of national pluralism in federal and regional cases with a large number of federated units/regions with political autonomy; a lower degree of constitutional federalism and a greater asymmetry in the federated entities or regions of plurinational democracies. It also reveals difficulties to establish clear formulas in these democracies in order to encourage a “federalism of trust” based on the participation and protection of national minorities in the shared government of plurinational federations/regional states. Actually, there is a federal deficit in this kind polities according to normative liberal-democratic patterns and to what comparative analysis show. Finally, this chapter advocates the need for a greater normative and institutional refinement in plurinational federal democracies. In order to achieve this, it is necessary to introduce a deeper form of “ethical” pluralism -which displays normative agonistic trends, as well as a more “confederal/asymmetrical” perspective, congruent with the national pluralism of these kind of polities.

Since at least the last two decades of the 20th century, the normative debate on multiculturalism has been one-dimensional. It has deployed arguments related to cultural demands either linked to feminism and sub-cultural identities, immigration or national minorities. Little attention has been given to the relations between these dimensions, and how they effect each other in putting forward demands to the nation-state. The purpose of this article is to analyse the interaction between cultural demands of immigrants and minority nations. The basic objective of this paper is to give an overview of different reflections coming from three basic contributors: J. Carens, W. Kymlicka and R. Bauböck.

Este WP analiza la regulación del pluralismo religioso en las democracias liberales como uno de los aspectos mas destacados de la creciente multiculturalidad de las democracias actuales. Tras situar el liberalismo político como fenómeno surgido de las guerras de religión europeas de los siglos XVI y XVII (sección 1), se establecen ocho elementos analíticos para el estudio de los fenómenos multiculturales (sección 2) y tres modelos de "integración" política en las democracias de raíz liberal (sección 3).

This paper links different political liberal theories, considered from the perspective of their moral ontology, with federal democracies. After giving a brief description of these theories, I discuss their relationship with the theoretical and institutional models of federalism. As methodological tools, the paper introduces some Hegel’s political concepts and deals with their potential application to the analysis of federalism, taken into account the case of minorities in multinational democracies. I postulate the need for a moral and institutional refinement of liberal-democratic patterns that is better able to accommodate national pluralism than has so far been achieved by traditional constitutionalism.

Global Justice has usually been understood to mean institutional and social justice (political and redistributive issues on a global scale). In contrast, issues involving different national and cultural identities, are usually marginal in reflections on global justice. This occurs despite the fact that human rights include political social and cultural rights. This paper links a conception of global justice, moral cosmopolitanism, with plurinational democracies. After giving a brief description of moral cosmopolitanism I go on to analyse notions of cosmopolitanism and patriotism in Kant's work and the political significance that the notion of "unsocial sociability" and the "Ideas of Pure Reason" of Kant's first Critique have for cosmopolitanism. Finally, I analyse the relationship between cosmopolitanism and minority nations based on the preceding sections. I postulate the need for a moral and institutional refinement of democracies and international society that is better able to accommodate national pluralism than has so far been achieved by traditional liberal constitutionalism and cosmopolitanism

En el Congreso de Toledo en 2007 se aprobó el Código Deontológico del Educador/a Social. Han pasado, pues, cinco años y se hace necesario indagar si el Código realmente orienta en la intervención del educador/a o es un documento más, que no resulta significativo para el trabajo educativo. Este trabajo se justifica, por tanto, en el intento de indagar la utilidad de esta “Guía Ética” y, también, desde la mirada dinámica del propio Código, valorar su modificación para adaptarlo a la realidad de la intervención socio-educativa, a los conflictos éticos de hoy en día. Por otro lado, se quiere abordar, desde la ética de la complejidad, cómo se pone o no en marcha en los equipos de trabajo, la reflexión ética propia de cada ámbito de intervención, si son conocidos y debatidos los valores que se pretenden transmitir. La primera parte del trabajo abordará una breve interpretación histórica del Educador/a Social en el País Vasco desde los años 70 del siglo pasado, hasta nuestros días. Para pasar a continuación a describir el proceso de creación de lo que fue denominado “Primer Esbozo del Código Deontológico del Educador/a Social” redactado en la Universidad de Deusto en 1996. Por su importancia manifiesta en la creación del Código, se explica el origen del mismo a partir del III Congreso del Educador/a Social que se celebró en Barcelona, conjuntamente con el XV Congreso Mundial de la AIEJI. A raíz de este Congreso, ASEDES (Asociación Estatal de Educación Social) encargó la creación de una comisión para la redacción del Código Deontológico del Educador/a Social. Se explica la construcción del Código a partir de la DECLARACIÓN DE BARCELONA (2001) y, también, se le describe, más adelante en el mismo capítulo. Para finalizar esta primera parte, se hace una breve revisión bibliográfica donde se recogen una serie de textos que, desde mi punto de vista, realizan aportaciones en referencia a la reflexión ética y deontológica y que se relacionan con la situación social actual. En la segunda parte de trabajo se explican los objetivos, hipótesis y diseño de la investigación, para, posteriormente, pasar a describir los resultados de los diferentes items del cuestionario. Aquest treball es proposa analitzar els diferents mètodes existents en el camp assistencial per resoldre problemàtiques ètiques, per després proposar un mètode (nou o existent) de deliberació de problemàtiques ètiques, adreçat a professionals del camp del treball social. En el primer apartat de l’estudi s’exposa la definició del concepte de problema ètic en el camp del treball social. Seguidament es presenta una reflexió sobre la presència de problemes ètics en la professió de treball social. Posteriorment es realitza una justificació de la necessitat d’un mètode de resolució de problemes ètics per a professionals del treball social i d’una nova proposta, per exposar tot seguit els objectius del treball, amb les hipòtesis corresponents. En el segon apartat es realitza un repàs de les condicions necessàries per a la deliberació, entenent aquest concepte com a base per a aplicar qualsevol mètode d’anàlisi i/o resolució de problemes ètics. En el tercer apartat s’exposen i analitzen els mètodes de deliberació ètica més rellevants en medicina i treball social, després de dissenyar i aplicar ítems de valoració dels mateixos. En el quart apartat es proposa un mètode de deliberació sobre problemàtiques ètiques per a professionals del camp del treball social i es planteja una segona fase de l’estudi per implementar el mètode i aplicar-lo a casos pràctics. Aquest treball s'estructura en una primera part de fonamentació teòrica. El procediment que s'ha seguit ha estat la recerca bibliogràfica. Es basa en els aspectes tècnics a tenir en compte per la detecció de l' Abusos Sexuals Infantils (ASI), la ubicació dels Serveis Bàsics d'Atenció Social (SBAS) dins el sistema català de serveis socials, el marc jurídic dels drets i de la protecció a la infància i l'adolescència així com de qüestions relatives al tractament de dades, de la confidencialitat de les informacions de què disposem els/les professionals, l'obligació de secret, complementat amb la deontologia professional, que ens pot orientar a l'hora de prendre les decisions més adequades a la nostra praxi. La segona part del treball és empírica. El procediment ha estat portar a terme un grup de reflexió ètica amb professionals del Consorci de Benestar Social del Pla de l'Estany-Banyoles. Partint de casos pràctics de sospita d'ASI, les persones participants han concretat els principals problemes (alguns dels quals relacionats amb l'ètica aplicada) davant els quals s'han trobat a la fase de detecció/intervenció. Les aportacions extretes de les diferents sessions en les quals es van treballar part dels objectius d'aquesta recerca ens permeten concretar la realitat i una primera deliberació sobre quina podria ser la bona pràctica general. La tercera part utilitza la fonamentació teòrica i els material del treball de camp per presentar la reflexió final que pretén donar resposta als objectius plantejats en aquesta recerca

The Aitchison vector space structure for the simplex is generalized to a Hilbert space structure A2(P) for distributions and likelihoods on arbitrary spaces. Centralnotations of statistics, such as Information or Likelihood, can be identified in the algebraical structure of A2(P) and their corresponding notions in compositional data analysis, such as Aitchison distance or centered log ratio transform.In this way very elaborated aspects of mathematical statistics can be understoodeasily in the light of a simple vector space structure and of compositional data analysis. E.g. combination of statistical information such as Bayesian updating,combination of likelihood and robust M-estimation functions are simple additions/perturbations in A2(Pprior). Weighting observations corresponds to a weightedaddition of the corresponding evidence.Likelihood based statistics for general exponential families turns out to have aparticularly easy interpretation in terms of A2(P). Regular exponential families formfinite dimensional linear subspaces of A2(P) and they correspond to finite dimensionalsubspaces formed by their posterior in the dual information space A2(Pprior).The Aitchison norm can identified with mean Fisher information. The closing constant itself is identified with a generalization of the cummulant function and shown to be Kullback Leiblers directed information. Fisher information is the local geometry of the manifold induced by the A2(P) derivative of the Kullback Leibler information and the space A2(P) can therefore be seen as the tangential geometry of statistical inference at the distribution P.The discussion of A2(P) valued random variables, such as estimation functionsor likelihoods, give a further interpretation of Fisher information as the expected squared norm of evidence and a scale free understanding of unbiased reasoning

One of the disadvantages of old age is that there is more past than future: this,however, may be turned into an advantage if the wealth of experience and, hopefully,wisdom gained in the past can be reflected upon and throw some light on possiblefuture trends. To an extent, then, this talk is necessarily personal, certainly nostalgic,but also self critical and inquisitive about our understanding of the discipline ofstatistics. A number of almost philosophical themes will run through the talk: searchfor appropriate modelling in relation to the real problem envisaged, emphasis onsensible balances between simplicity and complexity, the relative roles of theory andpractice, the nature of communication of inferential ideas to the statistical layman, theinter-related roles of teaching, consultation and research. A list of keywords might be:identification of sample space and its mathematical structure, choices betweentransform and stay, the role of parametric modelling, the role of a sample spacemetric, the underused hypothesis lattice, the nature of compositional change,particularly in relation to the modelling of processes. While the main theme will berelevance to compositional data analysis we shall point to substantial implications forgeneral multivariate analysis arising from experience of the development ofcompositional data analysis…

Modern methods of compositional data analysis are not well known in biomedical research.Moreover, there appear to be few mathematical and statistical researchersworking on compositional biomedical problems. Like the earth and environmental sciences,biomedicine has many problems in which the relevant scienti c information isencoded in the relative abundance of key species or categories. I introduce three problemsin cancer research in which analysis of compositions plays an important role. Theproblems involve 1) the classi cation of serum proteomic pro les for early detection oflung cancer, 2) inference of the relative amounts of di erent tissue types in a diagnostictumor biopsy, and 3) the subcellular localization of the BRCA1 protein, and it'srole in breast cancer patient prognosis. For each of these problems I outline a partialsolution. However, none of these problems is \solved". I attempt to identify areas inwhich additional statistical development is needed with the hope of encouraging morecompositional data analysts to become involved in biomedical research
