This article contains a theoretical and policy analysis of the financial constraints on economic development in developing countries. Following a Keynesian interpretation, it concludes that financial policies are needed to relieve these constraints, given the natural tendency of financial systems to operate in ways that are dysfunctional to economic development. It then proposes three lines of policy that take account of the special characteristics of developing countries: resource allocation policies targeted at segments of strategic importance for economic and financial development; policies to control financial and external fragility; and compensatory policies of a more interventionist cast, in particular directed credit programmes for both public- and private-sector lending to complement resource allocation policies, and countercyclical regulatory barriers so that fragility can be better controlled.

Este trabalho pretende mostrar que a Teoria da Otimidade proporciona novas formas para explicar mudanças de som que não a re-ordenação no ranqueamento deconstraints. Ele examina os aspectos diacrônicos de harmonia nasal na família Mundurukú, tronco Tupi. A comparação entre os sistemas modernos de Mundurukú e Kuruaya salienta que o sistema original, Proto-Mundurukú, tem propriedades semelhantes às atualmente observadas em Kuruaya. Em especial, os alvos do espalhamento de nasalidadeincluiamoclusivas sonoras e soantes, enquanto que as obstruintes surdas eram transparentes. Esse sistema evoluiu para outro em Pré-Munduruku, quando novos contrastes foram introduzidos na língua, transformando obstruintes em segmentos opacos e, portanto, bloqueando a nasalização. A análise, formalizada dentro da Teoria da Otimidade, demonstra que não houve uma re-ordenação dos constraints harmônicos; eles apenas se tornaram mais restritos, como mostra a cronologia relativa que deu origem ao sistema moderno de Mundurukú. Além disso, o estudo discute também as consequências dessa mudança para a gramática sincrônica, e como isso explica as irregularidades do processo.

In this paper, we analyse several contributions made concerning investment theory in the last decades. The objective of the paper is to discuss the difficulties of the testable theory identified by Chirinko (1983), Fazzari et al. (1988, 2000), Kaplan and Zingales (1997) and Hubbard (1998) to better understand the results of empirical approach. These few authors we worked with provided theoretical arguments and empirical evidences that internal finance variable of the firms may work as an indicator of financial constraint. In several developed countries, financing constraints has been identified as important to understand the investment spending. The principal indicator of financing constraints, that is, cash-flow has been questioned. However, the evidences offer a support to its relevance. We try to justify such evidence based on the few authors listed above, which have been quoted by empirical works. We try to contribute to debate adding aspect of the corporate finance to offer a logical explanation to econometric difficulties.

Few studies have investigated the predictive properties of urinary (u) NGAL as an AKI marker in septic population. This study evaluated the efficacy of uNGAL as predictor of AKI and death in septic patients admitted to the clinical emergency room (ER). We prospectively studied patients with sepsis admitted to the ER. Urine was analyzed for NGAL within the first 24 hours after admission (classified as NGAL1), between 24 and 48 h (NGAL2), and at moment of AKI diagnosis (NGAL3). Among 168 septic patients admitted to ER, 72% developed AKI. The uNGAL and its relationship with creatinine (Cr) were high in septic patients but statistically higher in those with sepsis and AKI. The uNGAL1 and uNGAL2, as well as uNGAL1/uCr1 and uNGAL2/uCr2, were good predictors for AKI (AUC-ROC 0.73, 0.70, 0.77, and 0.84, resp.). The uNGAL1 and uNGAL1/uCr1 were poor predictors for death (AUC-ROC 0.66 and 0.68, resp.), whereas uNGAL2 and uNGAL2/uCr2 were better predictors (AUC-ROC 0.70 and 0.81, resp.). The uNGAL is highly sensitive but nonspecific predictor of AKI and death in septic patients admitted into ER.

Climatic factors directly influence growth and productivity of plants inside greenhouses, where temperature can be considered one of the major parameter in this context. Thus, the aim of this research was to develop a low cost device for thermal sensing and data acquisition, and use it in data collection and analysis of spatial variability of temperature inside a greenhouse with tropical climate. The developed equipment for thermal measurements showed a high degree of accuracy and fast responses in measurements, proving its efficiency. The data analysis interpretations were made from the elaborations of variograms and of tridimensional maps generated by a geostatistical software. The processed data analysis presented that a greenhouse without thermal control has spatial variations of air temperature, both in the sampled horizontals layers as in the three analyzed vertical columns, presenting variations of up to 3.6 ºC in certain times.
