MPLS (Multi-Protocol Label Switching) has recently emerged to facilitate the engineering of network traffic. This can be achieved by directing packet flows over paths that satisfy multiple requirements. MPLS has been regarded as an enhancement to traditional IP routing, which has the following problems: (1) all packets with the same IP destination address have to follow the same path through the network; and (2) paths have often been computed based on static and single link metrics. These problems may cause traffic concentration, and thus degradation in quality of service. In this paper, we investigate by simulations a range of routing solutions and examine the tradeoff between scalability and performance. At one extreme, IP packet routing using dynamic link metrics provides a stateless solution but may lead to routing oscillations. At the other extreme, we consider a recently proposed Profile-based Routing (PBR), which uses knowledge of potential ingress-egress pairs as well as the traffic profile among them. Minimum Interference Routing (MIRA) is another recently proposed MPLS-based scheme, which only exploits knowledge of potential ingress-egress pairs but not their traffic profile. MIRA and the more conventional widest-shortest path (WSP) routing represent alternative MPLS-based approaches on the spectrum of routing solutions. We compare these solutions in terms of utility, bandwidth acceptance ratio as well as their scalability (routing state and computational overhead) and load balancing capability. While the simplest of the per-flow algorithms we consider, the performance of WSP is close to dynamic per-packet routing, without the potential instabilities of dynamic routing.

We consider the problem of performing topological optimizations of distributed hash tables. Such hash tables include Chord and Tapestry and are a popular building block for distributed applications. Optimizing topologies over one dimensional hash spaces is particularly difficult as the higher dimensionality of the underlying network makes close fits unlikely. Instead, current schemes are limited to heuristically performing local optimizations finding the best of small random set of peers. We propose a new class of topology optimizations based on the existence of clusters of close overlay members within the underlying network. By constructing additional overlays for each cluster, a significant portion of the search procedure can be performed within the local cluster with a corresponding reduction in the search time. Finally, we discuss the effects of these additional overlays on spatial locality and other load balancing scheme.

This paper presents the design and implementation of an infrastructure that enables any Web application, regardless of its current state, to be stopped and uninstalled from a particular server, transferred to a new server, then installed, loaded, and resumed, with all these events occurring "on the fly" and totally transparent to clients. Such functionalities allow entire applications to fluidly move from server to server, reducing the overhead required to administer the system, and increasing its performance in a number of ways: (1) Dynamic replication of new instances of applications to several servers to raise throughput for scalability purposes, (2) Moving applications to servers to achieve load balancing or other resource management goals, (3) Caching entire applications on servers located closer to clients.

Wind power generation differs from conventional thermal generation due to the stochastic nature of wind. Thus wind power forecasting plays a key role in dealing with the challenges of balancing supply and demand in any electricity system, given the uncertainty associated with the wind farm power output. Accurate wind power forecasting reduces the need for additional balancing energy and reserve power to integrate wind power. Wind power forecasting tools enable better dispatch, scheduling and unit commitment of thermal generators, hydro plant and energy storage plant and more competitive market trading as wind power ramps up and down on the grid. This paper presents an in-depth review of the current methods and advances in wind power forecasting and prediction. Firstly, numerical wind prediction methods from global to local scales, ensemble forecasting, upscaling and downscaling processes are discussed. Next the statistical and machine learning approach methods are detailed. Then the techniques used for benchmarking and uncertainty analysis of forecasts are overviewed, and the performance of various approaches over different forecast time horizons is examined. Finally, current research activities, challenges and potential future developments are appraised.

The evolution of pharmaceutical competition since Congress passed the Hatch-Waxman Act in 1984 raises questions about whether the act's intended balance of incentives for cost savings and continued innovation has been achieved. Generic drug usage and challenges to brand-name drugs' patents have increased markedly, resulting in greatly increased cost savings but also potentially reduced incentives for innovators. Congress should review whether Hatch-Waxman is achieving its intended purpose of balancing incentives for generics and innovation. It also should consider whether the law should be amended so that some of its provisions are brought more in line with recently enacted legislation governing approval of so-called biosimilars, or the corollary for biologics of generic competition for small-molecule drugs.

Evaluating environmental policies, such as the mitigation of greenhouse gases, frequently requires balancing near-term mitigation costs against long-term environmental benefits. Conventional approaches to valuing such investments hold interest rates constant, but the authors contend that there is a real degree of uncertainty in future interest rates. This leads to a higher valuation of future benefits relative to conventional methods that ignore interest rate uncertainty.

BACKGROUND: Professionalism has been an important tenet of medical education, yet defining it is a challenge. Perceptions of professional behavior may vary by individual, medical specialty, demographic group and institution. Understanding these differences should help institutions better clarify professionalism expectations and provide standards with which to evaluate resident behavior. METHODS: Duke University Hospital and Vidant Medical Center/East Carolina University surveyed entering PGY1 residents. Residents were queried on two issues: their perception of the professionalism of 46 specific behaviors related to training and patient care; and their own participation in those specified behaviors. The study reports data analyses for gender and institution based upon survey results in 2009 and 2010. The study received approval by the Institutional Review Boards of both institutions. RESULTS: 76% (375) of 495 PGY1 residents surveyed in 2009 and 2010 responded. A majority of responders rated all 46 specified behaviors as unprofessional, and a majority had either observed or participated in each behavior. For all 46 behaviors, a greater percentage of women rated the behaviors as unprofessional. Men were more likely than women to have participated in behaviors. There were several significant differences in both the perceptions of specified behaviors and in self-reported observation of and/or involvement in those behaviors between institutions.Respondents indicated the most important professionalism issues relevant to medical practice include: respect for colleagues/patients, relationships with pharmaceutical companies, balancing home/work life, and admitting mistakes. They reported that professionalism can best be assessed by peers, patients, observation of non-medical work and timeliness/detail of paperwork. CONCLUSION: Defining professionalism in measurable terms is a challenge yet critical in order for it to be taught and assessed. Recognition of the differences by gender and institution should allow for tailored teaching and assessment of professionalism so that it is most meaningful. A shared understanding of what constitutes professional behavior is an important first step.

We consider a deterministic system with two conserved quantities and infinity many invariant measures. However the systems possess a unique invariant measure when enough stochastic forcing and balancing dissipation are added. We then show that as the forcing and dissipation are removed a unique limit of the deterministic system is selected. The exact structure of the limiting measure depends on the specifics of the stochastic forcing.

We consider the load-balancing problems which arise from parallel scientific codes containing multiple computational phases, or loops over subsets of the data, which are separated by global synchronisation points. We motivate, derive and describe the implementation of an approach which we refer to as the multiphase mesh partitioning strategy to address such issues. The technique is tested on several examples of meshes, both real and artificial, containing multiple computational phases and it is demonstrated that our method can achieve high quality partitions where a standard mesh partitioning approach fails.

A casting route is often the most cost-effective means of producing engineering components. However, certain materials, particularly those based on Ti, TiAl and Zr alloy systems, are very reactive in the molten condition and must be melted in special furnaces. Induction Skull Melting (ISM) is the most widely-used process for melting these alloys prior to casting components such as turbine blades, engine valves, turbocharger rotors and medical prostheses. A major research project is underway with the specific target of developing robust techniques for casting TiAl components. The aims include increasing the superheat in the molten metal to allow thin section components to be cast, improving the quality of the cast components and increasing the energy efficiency of the process. As part of this, the University of Greenwich (UK) is developing a computer model of the ISM process in close collaboration with the University of Birmingham (UK) where extensive melting trials are being undertaken. This paper describes the experimental measurements to obtain data to feed into and to validate the model. These include measurements of the true RMS current applied to the induction coil, the heat transfer from the molten metal to the crucible cooling water, and the shape of the column of semi-levitated molten metal. Data are presented for Al, Ni and TiAl.

Parallel processing techniques have been used in the past to provide high performance computing resources for activities such as fire-field modelling. This has traditionally been achieved using specialized hardware and software, the expense of which would be difficult to justify for many fire engineering practices. In this article we demonstrate how typical office-based PCs attached to a Local Area Network has the potential to offer the benefits of parallel processing with minimal costs associated with the purchase of additional hardware or software. It was found that good speedups could be achieved on homogeneous networks of PCs, for example a problem composed of ~100,000 cells would run 9.3 times faster on a network of 12 800MHz PCs than on a single 800MHz PC. It was also found that a network of eight 3.2GHz Pentium 4 PCs would run 7.04 times faster than a single 3.2GHz Pentium computer. A dynamic load balancing scheme was also devised to allow the effective use of the software on heterogeneous PC networks. This scheme also ensured that the impact between the parallel processing task and other computer users on the network was minimized.

In this paper, we first demonstrate that the classical Purcell's vector method when combined with row pivoting yields a consistently small growth factor in comparison to the well-known Gauss elimination method, the Gauss–Jordan method and the Gauss–Huard method with partial pivoting. We then present six parallel algorithms of the Purcell method that may be used for direct solution of linear systems. The algorithms differ in ways of pivoting and load balancing. We recommend algorithms V and VI for their reliability and algorithms III and IV for good load balance if local pivoting is acceptable. Some numerical results are presented.

One of the most pressing challenges today is the need to manage our oceans on a sustainable basis, balancing opportunities for exploitation with the need for conservation and protection. A vital tool for informing sustainable management is access to accurate, up-to-date marine environmental data and information, which is also seen as ‘independent’ by industry, conservationists, policy-makers and other Stakeholders. The Marine Biological Association has specialised in providing independent evidence for over a century and hosts a number of programmes dedicated to independent evidence provision. For example, the Marine Life Information Network (MarLIN) is the most comprehensive information resource for the marine environment of the British Isles and also the largest review of the effects of human activities and natural events on marine species and habitats ever undertaken. MarLIN, along with the Data Archive for Seabed Species and Habitats (DASSH and other MBA information resources, is currently being used to support a wide range of UK and European legislation as well as providing vital underpinning information for industry (e.g. through informing EIAs). We provide an overview of MarLIN in particular whilst examining the importance of ‘independent’ scientific information in a multi-use environment.
