The aim of this paper is to discuss the quality of fiscal policy in Brazil and Mexico and investigate whether fiscal policy influence is favorable to reduce the unemployment rate. Public spending, which has a positive effect on the level of employment when results in additional aggregate demand, may cause a negative effect on employment, if its financing depends on persistent high interest rates. Brazil and Mexico have engaged in a long effort to control public spending and to reduce the public deficit to zero. Does this policy bring a positive result to the economic activity no matter how actual public deficit has been financed? We select variables related to public budget as public sector borrowing requirements, taxes, public debt and others to form a data base. The fiscal institutional arrangement and the data allow us to evaluate the fiscal policy as a who leand to discuss the importance of credibility and reputation of the government.

Este trabalho pretende investigar a eficiência do Programa “Luz para Todos” - LPT, na alocação de recursos financeiros para os estados mais carentes da nação. Para tanto, utiliza-se o ferramental da Análise Exploratória de Dados Espaciais (AEDE). Inicialmente, elabora-se uma análise univariada para o PIB estadual per capita, verificando-se dois clusters significativos para essa variável: um, com valores elevados e outro, com valores reduzidos. Em seguida, utiliza-se a mesma metodologia para avaliar os recursos alocados pelo Programa LPT, detectando-se os estados com valores significativos para essa variável. Por fim, é realizada uma análise bivariada confrontando a renda per capita estadual contra os recursos alocados pelo Programa LPT em cada estado. Os resultados sugerem que o Programa LPT cumpre parcialmente sua função social, pois dois estados “ricos”, Minas Gerais e Goiás, possuem como vizinhos, estados que receberam quantias abaixo da média do referido Programa.

This article presents part of a study that analyzed the concepts, feelings and attitudes of children without disabilities about mental retardation and inclusion and evaluated the effects of an informative program that deals with the issue. The study included forty children from two first grade classrooms in a public school in Marília-SP. One classroom participated as a control group. All children underwent pre and post tests in the form of interviews on the subject and a scale of children's social attitudes towards inclusion was applied. The experimental group participated in the informative program, composed of thirteen weekly meetings, in which the limitations and possibilities of people with mental retardation, specialized care, their schooling and family and social aspects, were discussed, using various educational and recreational strategies. The data collected in the interviews were categorized and content analysis was conducted. With the scale, individual scores were obtained. Statistical calculations were performed to verify the significance of differences between groups. In this paper we discuss the data obtained with the scale which were crossed with interview data. The results of the interviews and the scale indicated several changes in children's attitudes towards inclusion, but relations between many of these data could not be statistically confirmed. These results indicate the importance of expanding the research on the relationship between the phenomena presented.

This work focused on research a course of continuing education for teachers of Physical Education, offered in a city of São Paulo in 2013. Adopting as a benchmark analysis of models of continuing education in teaching, investigative question that guided this study was: what are the implications of this formative process in the formation and performance of the participating teachers?. With this guiding question, four were the objectives we seek to respond to this analysis: first identify the profile of teachers as well as the participation and involvement of the same course developed; 2 map and analyze the manifestations of teachers throughout the course; 3 reflect on the role of teachers in relation to approaches and/or distances with the common physical education curriculum proposed by the municipality; 4 identify and analyze the reflections on the course conducted. The methodological approach was qualitative and eighteen participants were teachers of a school system in a city of São Paulo, active in cycle I (1 to 5 years) of primary school. Data collection was carried out in two phases, with the participants in the first stage seventeen teachers and three teachers in the second stage that in addition to acting in the cycle I also actively participated in the course. Data were obtained in phase one using a diagnostic interview recorded on voice recorder and transcripts of observations and recorded in video and voice recorder from sixteen meetings of the continuing education course conducted in 2013 and phase two included the observation of classes teachers in the 2nd half of 2013, ending with a final interview. Demonstrations of physical education teachers in the course, as well as the situations observed and interviews indicated that on the profile of teachers are in the age range 30-58 years to serve at least five years in schools and most (10) does not work elsewhere. This paper is a sampling of an extensive research which analyzed and assessed the Distance Learning Program for Qualification of School Managers (Progestão) carried out in three schools, which preserved the same management team during the program. Progestão provided continuing and inservice development for public school managers by means of distance and presential types of learning. This paper deals with the concept of democratic management understood by the proponents of Progestão, the training team (trainers and multipliers), and the managers assisting the course (principals, vice principals, and pedagogical supervisors). Three issues that check the understanding of the democratic management concept were analyzed, as well as how those participants implement it in schools. The research is based on the qualitative approach, which has an evaluating character. It discusses the profile assigned to school management since the amendment of the State and the passing of the Law of Policies and Principles of Education (LDB)/96, besides pointing out the difficulties to support democratic management dissociated from other school practices.
