A partir del análisis de la red de actores (policy network) y de la teoría del equilibrio interrumpido desarrollado por Baumgartner y Jones (1993), en este trabajo se analiza el caso de la política de cooperación al desarrollo de España desde la transición democrática hasta el presente. El objetivo es analizar la continuidad y cambio de esta política desde la perspectiva del análisis de las políticas públicas. Se demuestra que, al igual que en otros casos, la estabilidad más que el cambio caracteriza su evolución. Al mismo tiempo, se señala que las características propias del subsistema político de la cooperación al desarrollo afectan la magnitud y la frecuencia de los cambios en la política.

Pectic substances are structural heteropolysaccharides that occur in the middle lamellae and primary cell walls of higher plants. They are composed of partially methyl-esterified galacturonic acid residues linked by alpha-1, 4-glycosidic bonds. Pectinolytic enzymes are complex enzymes that degrade pectic polymers and there are several classes of enzymes, which include pectin esterases, pectin and pectate lyases and polygalacturonases. Plants, filamentous fungi, bacteria and yeasts are able to produce pectinases. In the industrial world, pectinases are used in fruit juice clarification, in the production of wine, in the extraction of olive oil, fiber degumming and fermentation of tea, coffee and cocoa.

Cleaning solutions containing EDTA are widely employed to remove incrustation despite of the costs involved. The free content of EDTA in commercial solutions may be determined by mixing an aliquot to ammonium oxalate and using a standard calcium solution as titrant. The end-point is detected by the formation of insoluble calcium oxalate after all EDTA is complexed. A system for turbidimetric detection of the end-point was envisaged to substitute the visual detection, which impaired the analyses of dark samples. The proposed method was tested with real samples and good accuracy and precision was obtained.

In an effort to minimize the impact on the environment, removal of pollutants, such as phenolic compounds, from the industrial wastewater has great importance nowadays because of the high toxicity and low biodegradability of these compounds. This work discusses the different methods to remove these compounds from industrial wastewater, showing their advantages and disadvantages. Advanced Oxidation Process (AOPs) are presented as a promising technology for the treatment of wastewater containing phenolic compounds. Among the AOPs, photolysis, photocatalysis and the processes based on hydrogen peroxide and on ozone are discussed with emphasis on the combined processes and the oxidation mechanisms.

Three ash samples from an incinerator in Belo Horizonte (Brazil) were physically and chemically characterized. The chemical composition of the ashes was not always the same, neither in terms of the chemical species nor in terms of the quantities of those that are common to the three ashes. The ashes called CF1 and CF3D contain heavy metals above the detection limits of the analytical methods and the zinc concentration is high enough to justify treatment of the ashes. For these ashes, a high loss on ignition was found, indicating that the process of incineration might present failures.

Las grandes ciudades europeas están experimentando en las últimas décadas importantes transformaciones. Una de ellas ha sido el aumento de la vulnerabilidad social y el debilitamiento de los lazos comunitarios concentrados en algunos barrios periféricos. La acción comunitaria se presenta como una metodología para reconstruir los lazos comunitarios y propiciar la coordinación entre los actores sociales que operan en los barrios, con el objetivo de mejorar las condiciones de vida de sus habitantes. Para conseguir ambos objetivos es indispensable la colaboración entre los agentes sociales y la movilización ciudadana. Las periferias de las grandes ciudades son lugares proclives a la emergencia de este tipo de metodologías, pero al mismo tiempo pueden ser contextos que presenten dificultades para la movilización ciudadana. Algunas explicaciones de esta dificultad son los procesos de fragmentación social y los procesos de invasión-sucesión que obstaculizan la organización social. Entre los temas de debate en torno a la acción comunitaria, destaca las relaciones entre los actores sociales implicados en los procesos de reconstrucción de la comunidad. El desequilibrio en la distribución de las responsabilidades y los papeles lleva a situaciones como la profesionalización del proceso, la desvinculación de la comunidad y la coerción institucional. En este artículo argumentamos que existe una paradoja entre los objetivos de la acción comunitaria y algunos procesos que contribuyen a la fragmentación de la comunidad. Esta paradoja puede explicarse por el excesivo liderazgo técnico e institucional y por una definición de la cohesión social que no considera el conflicto social.

El tradicional olvido e invisibilidad de las mujeres privadas de libertad en el ámbito académico se ha visto reducido parcialmente por cierta tradición académica que, desde fi nales de los noventa en España, ha puesto de manifi esto la discriminación que las mujeres sufren en los sistemas penitenciarios. En el ámbito político, el hito fundamental ha sido la aprobación del Programa de Acciones para la Igualdad entre mujeres y hombres en el ámbito penitenciario a fi nales de 2008, que ha supuesto la generalización de los Módulos de Respeto en el caso de las mujeres presas. Mediante el análisis de las políticas de igualdad de género en el ámbito penitenciario y del estudio de los Módulos de Respeto de mujeres, desde un enfoque feminista e interseccional, el artículo nos permitirá mostrar la debilidad en la aplicación de un enfoque de género que dé una respuesta integral a la situación de las mujeres encarceladas y abrirá el camino para indagar más ampliamente en el papel que juegan en la práctica actual del castigo femenino, tanto las identidades de género como la confl uencia entre las nuevas formas de ejercer el poder en el neoliberalismo y las premisas tradicionales del encarcelamiento de las mujeres.

Cutinases (EC 3.1.1.74) are also known as cutin hidrolases. These enzymes share catalytic properties of lipases and esterases, presenting a unique feature of being active regardless the presence of an oil-water interface, making them interesting as biocatalysts in several industrial processes involving hydrolysis, esterification and trans-esterification reactions. They are also active in different reaction media, allowing their applications in different areas such as food industry, cosmetics, fine chemicals, pesticide and insecticide degradation, treatment and laundry of fiber textiles and polymer chemistry. The present review describes the characteristics, potential applications and new perspectives for these enzymes.

This paper presents a technology roadmap applied to renewable raw materials as a basis for public policy and strategies in Brazil. The roadmap, developed by Braskem professionals and academic experts, intends to be a basis of discussion and common language creation regarding the possible utilization of renewable raw materials for biofuel and chemical production in Brazil. Following this perspective, the roadmap is presented to public debate and contribution from the stakeholders. The paper describes the roadmap construction and presents the main implications for policy and strategy goals. An analysis of the innovation dynamics in renewable raw materials is developed as an outcome of the roadmap.

The removal of important textile dyes by turnip peroxidase (TNP) was evaluated. The textile effluents besides the residual dyes contain also chemical auxiliaries such as salts, dispersing and wetting agents. The effect of these was evaluated in the removal of the dyes reactive blue 21 and reactive blue 19 by TNP in synthetic effluents. A decrease of the efficency decolorization was observed. The action of the enzyme on colour removal of dye mixture was equivalent to the dyes alone. The chemical demand of oxygen in the effluent after enzymatic treatment had a significant increase in relation to the untreated effluent.

Nuclear magnetic resonance (NMR) is one of the most versatile analytical techniques for chemical, biochemical and medical applications. Despite this great success, NMR is seldom used as a tool in industrial applications. The first application of NMR in flowing samples was published in 1951. However, only in the last ten years Flow NMR has gained momentum and new and potential applications have been proposed. In this review we present the historical evolution of flow or online NMR spectroscopy and imaging, and current developments for use in the automation of industrial processes.

O presente artigo descreve uma metodologia espectrofotométrica para a análise de paraformaldeído presente em amostras de saneantes comerciais e industriais, utilizando-se ácido cromotrópico (ACT), ácido clorídrico concentrado e peróxido de hidrogênio, produzindo um composto púrpura - avermelhado (lambda max = 575 nm). A lei de Beer é obedecida numa faixa de concentração de 0,8 - 4,8 mg L-1 em formaldeído, apresentando excelente coeficiente de correlação (r = 0,9999). Os valores obtidos nas análises concordaram muito favoravelmente com os obtidos pelo procedimento padrão recomendado pelo NIOSH (National Institute for Occupational Safety and Health).

Efluentes aquosos industriais são a principal causa de contaminação das águas com metais pesados. Diante de uma legislação cada vez mais rígida para o descarte desses metais, o desenvolvimento de procedimentos eficientes e de baixo custo para o tratamento de efluentes contendo metais pesados torna-se de grande interesse. Um estudo sobre a capacidade de retenção de metais pesados pela zeólita natural escolecita foi realizado, de modo a se avaliar a viabilidade desta aplicação. Os cátions utilizados foram Mn(II), Cd(II), Ni(II) e Cr(III). Nesta etapa do trabalho, foi avaliado o comportamento da zeólita na adsorção seletiva de cátions presentes nos pares Cd/Mn, Cr/Ni, Cr/Cd e Ni/Mn, bem como a possibilidade de dessorção dos cátions metálicos adsorvidos em sua estrutura. A escolecita apresentou uma seletividade que pode ser relacionada, na maioria dos casos, à valência e ao raio iônico das espécies hidratadas. Os cátions Cr(III) e Ni(II) foram fortemente adsorvidos, não podendo ser substancialmente removidos por troca com cátions sódio ou cálcio. Dos cátions testados, apenas o Cd(II) apresentou comportamento de adsorção e de dessorção atípicos, demonstrando uma elevada labilidade no processo de troca iônica.
