On 17 November 2011, the First Minister and deputy First Minister published the draft Programme for Government 2011-2015 for consultation. IPH recognise that health is influenced by a wide range of social determinants, including economic, biological, environmental and cultural factors such as housing, the environment, income, employment and access to education and health services . Improvements to health can be achieved through a well-designed PfG which addresses the economy, creates safer communities and delivers efficient public services.  IPH welcome this opportunity to submit our views to the Northern Ireland Executive on the Draft Programme for Government 2011-15. Key points from the IPH response include: • Northern Ireland has a poor population health status in key areas when compared to other regions in the United Kingdom and in the Republic of Ireland. IPH support and particularly welcome allocation of an increased proportion of the Northern Ireland budget to public health. • IPH endorses the perspective in the PfG that good population health makes a central contribution to economic and social development.   However we would welcome greater acknowledgement of the links between social deprivation and health outcomes.  • IPH welcomes the adoption of a social determinants of health approach to improving population health and tackling health inequalities which is in line with current health policy and recent policy developments across the United Kingdom and internationally (See report of the Commission on the Social Determinants of Health (CSDH))

The Institute of Public Health in Ireland (IPH) aims to improve health on the island of Ireland by working to combat health inequalities and influence public policies in favour of health.  IPH promotes cooperation between Northern Ireland and the Republic of Ireland in public health research, training and policy advice. Its key focus is on efforts to improve health equity. The work of IPH (www.publichealth.ie) includes health impact assessment, building and sharing evidence for public health development, developing Ireland and Northern Ireland’s population health observatory (INISPHO www.inispho.org ), and providing public health policy advice in areas such as health inequalities, obesity, fuel poverty and food poverty.   Health is influenced by a wide range of social determinants, including economic, environmental, social and biological factors. IPH has a key interest and significant experience in raising awareness and developing work to influence these wider social and environmental determinants in ways which improve health. Sustainable development and public health are inextricably linked, in ways which are described in section 3.  Sustainable development is essentially at the heart of healthy communities and individuals as well as a healthy environment and sustainable economic development   - all factors at the heart of public health.

In 2011, the National Energy Retrofit Programme will build upon existing energy saving programmes in both the domestic and non-domestic sectors.  This consultation focused on key design considerations.  IPH agree with the commitment to deliver a National Energy Retrofit Programme as a sustainable means of securing energy savings and reducing energy poverty and the nations carbon footprint.  The IPH response highlighted the significant benefit to health and would support the use of Health Impact Assessment

We promote cooperation between Northern Ireland and the Republic of Ireland in public health research, training, information and policy. IPH welcomes the opportunity to comment on the Draft Programme for Government 2008-2011. We support and welcome the vision of the Programme for Government (PfG) to promote a prosperous, fair and inclusive society and welcome the Executive’s vision of a better future for all. We think a better future for all should include a commitment to protect health and create opportunities for everyone to achieve the best possible level of health and well being. We believe that improving public health and reducing inequalities in health should be an overarching priority for the Northern Ireland Executive.

Aquest estudi presenta els diferents àmbits d’actuació que composen el Programa CA/AC així com l’explicació de les etapes d’implementació d’aquest programa en la seva modalitat B. Aquesta modalitat ha estat aplicada en diversos centres escolars pertanyents als Berritzegunes (Serveis Educatius) de la província de Guipúscoa durant el curs 2010/11. A partir d’aquesta pràctica, s’ha realitzat l’anàlisi quantitativa de les diferents actuacions dels àmbits A i B de manera que se’n poden analitzar a partir de gràfics, quines han estat les freqüències i el grau d’aplicació de les dinàmiques i de les estructures cooperatives que conformen el programa aplicat.

Bacillus spp. based larvides are increasingly replacing, with numerous advantages, chemical insecticides in programmes for controlling black fly and mosquito populations. Brazil was among the pioneers in adopting Bacillus thuringiensis israelensis (B.t.i) to control black flies. However, the major current mosquito control programme in Brazil, the Programme for Eradication of Aedes aegypti launched in 1997, only recently decided to replace temephos by B.t.i based larvicides, in the State of Rio de Janeiro. In the last decade, works developed by research groups in Brazilian institutions have generated a significant contribution to this subject through the isolation of B. sphaericus new strains, the development of new products and the implementation of field trials of Bacillus efficacy against mosquito species under different environmental conditions.

This Equality Impact Assessment (EQIA) addresses the Sure Start programme which was introduced in Northern Ireland during 2000/01. Section 75 of the Northern Ireland Act 1998 requires all public authorities in carrying out their functions relating to Northern Ireland to have due regard to the need to promote equality of opportunity: - • between persons of different religious belief, political opinion, racial group, age, marital status or sexual orientation; • between men and women generally; • between persons with a disability and persons without; and • between persons with dependants and persons without. åÊ
