Point-of-decision signs to promote stair use have been found to be effective in various environments. However, these signs have been more consistently successful in public access settings that use escalators, such as shopping centers and transportation stations, compared to worksite settings, which are more likely to contain elevators that are not directly adjacent to the stairs. Therefore, this study tested the effectiveness of two point-of-decision sign prompts to increase stair use in a university worksite setting. Also, this study investigated the importance of the message content of the signs. One sign displayed a general health promotion message, while the other sign presented more specific information. Overall, this project examined whether the presence of the point-of-decision signs increases stair use. In addition, this research determined whether the general or specific sign promotes greater stair use. ^ Inconspicuous observers measured stair use both before the signs were present and while they were posted. The study setting was the University of Texas School of Nursing, and the target population was anyone who entered the building, including employees, students, and visitors. The study was conducted over six weeks and included two weeks of baseline measurement, two weeks with the general sign posted, and two weeks with the specific sign posted. Each sign was displayed on a stand in the decision point area near the stairs and the elevator. Logistic regression was used to analyze the data. ^ After adjustment for covariates, the odds of stair use were significantly greater during the intervention period than the baseline period. Furthermore, the specific sign period showed significantly greater odds of stair use than the general sign period. These results indicate that a point-of-decision sign intervention can be effective at promoting stair use in a university worksite setting and that a sign with a specific health information message may be more effective at promoting stair use than a sign with a general health promotion message. These findings can be considered when planning future worksite and university based stair promotion interventions.^

The glacier survey of the Austrian Alpine Club has been measuring the length changes of the Austrian glaciers regularly since 1891. Currently, about 20 observers annually do field surveys on about 100 of Austria's about 900 glaciers. The report is published in the journal of the Austrian Alpine Club. Since the beginning of the measurements, the distance between a landmark and the glacier margin is determined at several points. The direction of the measurements is specified and reported together with special observations in the data sheet reported to the Austrian Alpine Club. The distances are not slope corrected.

The distribution of seagrass and associated benthic communities on the reef and lagoon of Low Isles, Great Barrier Reef, was mapped between the 29 July and 29 August 1997. For this survey, observers walked or free-dived at survey points positioned approximately 50 m apart along a series of transects. Visual estimates of above-ground seagrass biomass and % cover of each benthos and substrate type were recorded at each survey point. A differential handheld global positioning system (GPS) was used to locate each survey point (accuracy ±3m). A total of 349 benthic survey points were examined. To assist with mapping meadow/habitat type boundaries, an additional 177 field points were assessed and a georeferenced 1:12,000 aerial photograph (26th August 1997) was used as a secondary source of information. Bathymetric data (elevation below Mean Sea Level) measured at each point assessed and from Ellison (1997) supplemented information used to determine boundaries, particularly in the subtidal lagoon. 127.8 ±29.6 hectares was mapped. Seagrass and associated benthic community data was derived by haphazardly placing 3 quadrats (0.25m**2) at each survey point. Seagrass above ground biomass (standing crop, grams dry weight (g DW m**-2)) was determined within each quadrat using a non-destructive visual estimates of biomass technique and the seagrass species present identified. In addition, the cover of all benthos was measured within each of the 3 quadrats using a systematic 5 point method. For each quadrat, frequency of occurrence for each benthic category was converted to a percentage of the total number of points (5 per quadrat). Data are presented as the average of the 3 quadrats at each point. Polygons of discrete seagrass meadow/habitat type boundaries were created using the on-screen digitising functions of ArcGIS (ESRI Inc.), differentiated on the basis of colour, texture, and the geomorphic and geographical context. The resulting seagrass and benthic cover data of each survey point and for each seagrass meadow/habitat type was linked to GPS coordinates, saved as an ArcMap point and polygon shapefile, respectively, and projected to Universal Transverse Mercator WGS84 Zone 55 South.

The overarching goal of the Yamal portion of the Greening of the Arctic project is to examine how the terrain and anthropogenic factors of reindeer herding and resource development combined with the climate variations on the Yamal Peninsula affect the spatial and temporal patterns of vegetation change and how these changes are in turn affecting traditional herding of the indigenous people of the region. The purpose of the expeditions was to collect groundobservations in support of remote sensing studies at four locations along a transect that traverses all the major bioclimate subzones of the Yamal Peninsula. This data report is a summary of information collected during the 2007 and 2008 expeditions. It includes all the information from the 2008 data report (Walker et al. 2008) plus new information collected at Kharasavey in Aug 2008. The locations included in this report are Nadym (northern taiga subzone), Laborovaya (southern tundra = subzone E of the Circumpolar Arctic Vegetation Map (CAVM), Vaskiny Dachi (southern typical tundra = subzone D), and Kharasavey (northern typical tundra = subzone C). Another expedition is planned for summer 2009 to the northernmost site at Belyy Ostrov (Arctic tundra = subzone B). Data are reported from 10 study sites - 2 at Nadym, 2 at Laborovaya, and 3 at Vaskiny Dachi and 3 at Kharasavey. The sites are representative of the zonal soils and vegetation, but also include variation related to substrate (clayey vs. sandy soils). Most of the information was collected along 5 transects at each sample site, 5 permanent vegetation study plots, and 1-2 soil pits at each site. The expedition also established soil and permafrost monitoring sites at each location. This data report includes: (1) background for the project, (2) general descriptions and photographs of each locality and sample site, (3) maps of the sites, study plots, and transects at each location, (4) summary of sampling methods used, (5) tabular summaries of the vegetation data (species lists, estimates of cover abundance for each species within vegetation plots, measured percent ground cover of species along transects, site factors for each study plot), (6) summaries of the Normalized Difference Vegetation Index (NDVI) and leaf area index (LAI) along each transect, (7) soil descriptions and photos of the soil pits at each study site, (8) summaries of thaw measurements along each transect, and (9) contact information for each of the participants. One of the primary objectives was to provide the Russian partners with full documentation of the methods so that Russian observers in future years could repeat the observations independently.

Politicians, social scientists and general readers have noted in both Cuban and international academic forums and periodicals that the well-being enjoyed by the Cuban people in the 1980s has been seriously compromised since the economic crisis of the 1990s. Even for the most skeptical of observers it is clear that this worsening of conditions can be attributed not only to external factors, such as the breakup of the international socialist system, the tightening of the US blockade, and the worldwide economic crisis suffered by underdeveloped countries, but also to internal factors that have kept the country from taking full advantage of the human and material potential available on the island. Although Cuba is currently experiencing an economic recovery from the collapse in GDP in the mid 1990s following the collapse of its ties with the Socialist Bloc, it continues to maintain high import coefficients due to longstanding structural.

This paper explores the development of civil–military relations in Myanmar since 1988. After the Tatmadaw (Myanmar Armed Forces) took over the state by means of a coup d’état in 1988, the top generals ruled the country without recourse to significant formal political institutions such as a constitution, elections and parliament. A unique authoritarian regime, where political power was predominantly under the military’s influence, lasted for more than 20 years in the country. It seemed to many observers that the military regime was highly durable and that its dictator, General Than Shwe, had no intention of altering the highly repressive character of the political system. However, a new leader, President Thein Sein, who came to power in March 2011, has decided to implement some political and economic reforms that could undermine the Tatmadaw’s dominant role in politics and the economy. This paper examines the background to this sudden political change in Myanmar, focusing on the relationship between its dictator, the military and the state. This paper’s main argument is that Than Shwe has carefully prepared the transition of 2011 as a generational change in the Tatmadaw and in state leadership. The argument is also made that the challenges created by Thein Sein can be understood as a result of his redefinition of national security and balancing of security-centralism with state-led developmentalism.

Traditional identification of ore minerals with reflected light microscopy relies heavily on the experience of the observer. Qualified observers have become a rarity, as ore microscopy is often neglected in today’s university training, but since it furnishes necessary and inexpensive information, innovative alternatives are needed, especially for quantification. Many of the diagnostic optical properties of ores defy quantification, but recent developments in electronics and optics allow new insights into the reflectance and colour properties of ores. Preliminary results for the development of an expert system aimed at the automatic identification of ores based on their reflectance properties are presented. The discriminatory capacity of the system is enhanced by near IR reflectance measures, while UV filters tested to date are unreliable. Interaction with image analysis software through a wholly automated microscope, to furnish quantitative and morphological information for geometallurgy, relies on automated identification of the ores based on the measured spectra. This methodology increases enormously the performance of the microscopist; nevertheless supervision by an expert is always needed.

ABSTRACT The traditional way of estimating road safety level is the record of occurrence of traffic accidents; however, they are highly variable, random, and require a recording period of at least three years. There are preventive methods which do not need an accident to determine the road safety level of an intersection, such as traffic conflict technique, which introduces surrogate safety measures as parameters for the evaluation of accident risks. The general objective of the thesis is to establish a methodology that will allow the classification of risk at interurban intersections as a function of the analysis of conflicts between vehicles performed by means of surrogate road safety variables. The proposal of a methodology for the analysis and early evaluation of safety at an intersection will be based on two surrogate safety measures: the time to collision and the post encroachment time. On the other hand, the experimental development has taken place by means of field studies in which the exploratory part of the investigation selected three interurban T-intersections where the application of the traffic conflict technique gave variables that characterize the conflicts between vehicles; then, using multivariate analysis techniques, the models for the classification of qualitative and quantitative risk were obtained. With the models new field studies were carried out at six interurban Tintersections with the purpose of developing the homologation and the final study of the agreement between the proposed index and the classification model. The risk index obtained is a very useful tool for making rapid evaluations to estimate the hazard of a T-intersection, as well as for getting simply and economically the field data records after a fast training of the workers and then preparing the report of results by a specialist. The risk indices obtained show that the most influential original variables are the measurements of time. It was determined that the highest risk index values are related with greater risk of a conflict resulting in an accident. Within this index, the only variable whose contribution is proportionally direct is the approach speed, in agreement with what happens in a conflict, because excessive speed appears as a clear risk factor at an intersection because it intensifies all the human driving faults. One of the main contributions of this doctoral thesis to road engineering is the possibility of applying the methodology by local road administrations, which very often have limited investment resources to carry out these kinds of preventive studies, particularly in developing countries. The evaluation of the risk at an intersection after an improvement in terms of infrastructure and/or traffic control devices, the same as a before/after analysis, without comparison of accident occurrence but by means of the traffic conflict technique, can become a direct and economical application. It is also shown that main components analysis used for producing the risk index of the intersection is a useful tool for summarizing the whole set of measurements that can be obtained with the traffic conflict technique and allow diagnosing accident risk at an intersection. As to the methodology for the homologation of the models, the validity and reliability of the set of responses delivered by the observers recording the field data could be established, because the results of the validation show that agreement between the observations and the responses delivered by the models is significant and highly coincident.

Quality assessment is a key factor for stereoscopic 3D video content as some observers are affected by visual discomfort in the eye when viewing 3D video, especially when combining positive and negative parallax with fast motion. In this paper, we propose techniques to assess objective quality related to motion and depth maps, which facilitate depth perception analysis. Subjective tests were carried out in order to understand the source of the problem. Motion is an important feature affecting 3D experience but also often the cause of visual discomfort. The automatic algorithm developed tries to quantify the impact on viewer experience when common cases of discomfort occur, such as high-motion sequences, scene changes with abrupt parallax changes, or complete absence of stereoscopy, with a goal of preventing the viewer from having a bad stereoscopic experience.

In this paper a combined algorithm for analyzing structural controllability and observability of complex networks is presented. The algorithm addresses the two fundamental properties to guarantee structural controllability of a system: the absence of dilations and the accessibility of all nodes. The first problem is reformulated as a Maximum Matching search and it is addressed via the Hopcroft- Karp algorithm; the second problem is solved via a new wiring algorithm. Both algorithms can be combined to efficiently determine the number of required controllers and observers as well as the new required connections in order to guarantee controllability and observability in real complex networks. An application to a Twitter social network with over 100,000 nodes illustrates the proposed algorithms.

Research in stereoscopic 3D coding, transmission and subjective assessment methodology depends largely on the availability of source content that can be used in cross-lab evaluations. While several studies have already been presented using proprietary content, comparisons between the studies are difficult since discrepant contents are used. Therefore in this paper, a freely available dataset of high quality Full-HD stereoscopic sequences shot with a semiprofessional 3D camera is introduced in detail. The content was designed to be suited for usage in a wide variety of applications, including high quality studies. A set of depth maps was calculated from the stereoscopic pair. As an application example, a subjective assessment has been performed using coding and spatial degradations. The Absolute Category Rating with Hidden Reference method was used. The observers were instructed to vote on video quality only. Results of this experiment are also freely available and will be presented in this paper as a first step towards objective video quality measurement for 3DTV.

ABSTRACT Vernacular architecture’s appearance in the architectural culture’s scene has always been involved by certain obscureness, specially if the task is to know the circumstances of its first appealing, or the first time that was published. Original vernacular architecture’s valuation in its own seems to be involved in a vague nebula, blurred by the supposed fact of an always previous and obvious knowledge, and the scarce attention kept over this theme, increased in confusion when considering some last traces showing that only in recent times it has been really appreciated. This work searches for clarity inquiring those moments in which vernacular architecture is discovered, then recognised and issued, and finally broadly studied till reaches the status that has today. This investigation is focused on the spanish context. Vernacular architecture does not come out at a certain moment, as any artistic or stylish trend; it has always been there. The only thing that changes, and suddenly makes vernacular architecture take place in architects’ mind, is the observer’s glance, who discovers it and takes care about it, studying and proposing it as a worthy architectonic phenomenon that deserves architect’s attention. Thus, vernacular architecture’s interpretation, as another one of the several forms of conceiving architecture as a technical and artistic expression, fully accepted in the spirit of its time, is the story of the glances that have focused on it, the story of the varied sensibilities that have felt concerned with it, and the story of theoretical or practical trends that gaze it as an inspiration’s source or a model for functional or designing values. From this point of view is necessary to dive into the different ages of modernity, their events, their programs, and their built architecture, departing from the different attitudes developing in the historic time and the geographic space of Spain. With this purpose it has been realized this study on spanish periodical journalism specialized in architecture, searching for the most reliable information possible, due to their attention to teorethical discussion, critique, and thoughts about the fact of vernacular architecture. Is well known the value of architecture magazines as excellent diffusers, not only of hot news –vernacular architecture is not one of them- , but also of intellectual activity in science and art, of the architects in their different activities –professional, academic, theoretical, executive, artistic- and of outstanding people and Institutions linked with architecture and building. Is also remarkable the fact that they provide an unbeatable vision of the whole world in the moment they appear, bringing at the same time significant information about social, cultural, political or economic nature, that make easier the understanding of the historical context, in a more fitting way.

ABSTRACT The assessment of different alternatives in road-corridor planning and layout design must be based on a number of well-defined territorial variables that serve as decision-making criteria, and this requires a high-quality preliminary environmental analysis of those quality variables. In Spain, feasibility studies for new roads and motorways are associated to a phase of the decision procedure which corresponds with the one known as the Informative Study, which establishes the physical, environmental, land-use and cultural constraints to be considered in the early stages of defining road corridor layouts. The most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and facilitate the tracing process of road-corridor layout alternatives. Landscape is a constraint factor that must be considered in road planning and design, and the most sustainable layouts should be sought based on aesthetic and ecological criteria. However this factor is not often analyzed in Informative Studies and even if it is, baseline studies on landscape quality (aesthetic and ecological) and landforms do not usually include the recommendations of road tracing guides designed to avoid or reduce impacts on the landscape. The resolution of the landscape maps produced in this type of studies does not comply with the recommended road design scale (1:5,000) in the regulations for the Informative Study procedure. Another common shortcoming in road planning is that landscape ecological connectivity is not considered during road design in order to avoid affecting wildlife corridors in the landscape. In the prior road planning stage, this issue could lead to a major barrier effect for fauna dispersal movements and to the fragmentation of their habitat due to the partial or total occupation of habitat patches of biological importance for the fauna (or focal habitats), and the interruption of wildlife corridors that concentrate fauna dispersal movements between patches. The main goal of this dissertation is to improve the study of the landscape and prevent negative effects during the road tracing process, and facilitate the preservation of wildlife corridors (or green ways) and the location of preventive and corrective measures by selecting and quantifying suitability factors to reduce visual and ecological landscape impacts at a local scale. Specifically the incorporation of quantitative and well-supported values in the decision-making process provides increased transparency in the road corridors and layouts design process. Four specific questions were raised in this research: (1) How are territorial constraints selected and evaluated in terms of landscape by Spanish land-planning practitioners before locating a new road? (2) How can wildlife corridors be defined based on the landscape factors influencing the dispersal movements of fauna? (3) How can wildlife corridors be delimited and assessed to include the partially erratic movements of fauna and the barrier effect of the anthropic elements at a local scale? (4) How recommendations of road design related to landscape and landforms can be included in a Geographic Information System (GIS) model to aid civil engineers during the road layout design process and support sustainable development? This doctoral thesis proposes new methodologies that improve the assessment of the visual and ecological landscape character using indicators and GIS models to obtain road layout alternatives with a lower impact on the landscape. These methodologies were tested on a case study of a heterogeneous landscape with a high density of roe deer (Capreolus capreolus L.) –one of the large mammals most commonly hit by vehicles on the Spanish road network– and where a new motorway is planned to pass through the middle of their distribution area. We explored the variables used in 22 road-corridor planning projects sponsored by the Ministry of Public Works between 2006 and 2008. These variables were grouped into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned to each variable in the various studies reviewed. As a prior stage in a connectivity analysis, a map of resistance to roe deer dispersal movements was created based on the literature and experts judgment. Using this research as a base, each factor selected to build the matrix was assigned a resistance value and weighted and combined with the rest of the factors using the analytic hierarchy process (AHP) and fuzzy logic operators as multicriteria assessment (MCA) methods. A GIS methodology was designed to clearly delimit the physical area of wildlife corridors according to a geometric threshold width value, and the multiple potential connections between each pair of habitat patches in the landscape. A Digital Surface Model Light Detection and Ranging (LiDAR) dataset processing and a GIS model was performed to determine landscape quality (aesthetic and ecological) and landforms with similar characteristics for the road layout, and the cumulative viewshed of potential drivers and observers in the area surrounding the new motorway. The main contributions of this research to current scientific knowledge in the field of environmental impact assessment for road corridors and layouts design are four. First, the analysis of 22 Informative Studies on road planning revealed that the methods applied by practitioners for assessing the TCC were not sufficiently standardized due to the lack of uniformity in the cartographic information sources and the TCC valuation methodologies, especially in the analysis of the aesthetic and ecological quality of the landscape. Second, the analysis in this dissertation highlights the importance of multicriteria methods to structure, combine and validate factors that constrain wildlife dispersal movements in the connectivity analysis. Third, the “Generator of Alternative Corridors (GAC)” and “Narrow Corridor Eraser (NCE)” GIS models developed can be applied systematically and on a scientific basis in connectivity analyses to improve existing tools and understand landscape as a network composed of interconnected nodes and links. Thus, alternative corridors with similar probability of use by fauna and without bottlenecks can be obtained by iteratively running GAC and NCE models. Fourth, our case study of new motorway corridors and layouts design innovatively included semi-supervised classification of landforms, filtering of LiDAR point clouds and new 3D road geometry on the Digital Surface Model (DSM). The combined used of LiDAR data processing and geomorphological indices and classifications can help decision-makers assess which road layouts produce lower impacts on the landscape, provide an overall insight into the most commonly applied value judgments, and in conclusion, define which corrective measures should be applied in terms of landscaping, and where.
ABSTRACT As the energy on the particle accelerators or heavy ion accelerators such as CERN or GSI, fusion reactors such as JET or ITER, or other scientific experiments is increased, it is becoming increasingly necessary to use remote handling techniques to interact with the remote and radioactive environment. So far, the dose rate at CERN could present values near several mSv for cooling times on the range of hours, which allowed human intervention for maintenance tasks. At JET, they measured values close to 200 μSv after a cooling time of 4 months and since then, the remote handling techniques became usual. There is a clear tendency to increase the radiation levels in the future. A clear example is ITER, where values of 450 Sv/h are expected in the centre of the torus after 11 days of cooling. Also, the new energetic levels of CERN are expected to lead to a more advanced remote handling means. In these circumstances this thesis is framed, studying a bilateral control system based on force-position, trying to avoid the use of force/torque sensors, whose electronic content makes them very sensitive in these environments. The contents of this work are focused on teleoperating industrial robots, which due its well-known reliability, easiness to be adapted to these environments, cost-effectiveness and high availability, are considered as an interesting alternative to expensive custom-made solutions for remote handling tasks. Firstly, the kinematic problem of teloperating master and slave with dissimilar kinematics is analysed and a new general approach for solving this issue is presented. The solution includes using assistive forces in order to guide the human operator. Coming up next, I explain with detail the experiments accomplished with an ABB robot that show the difficulties encountered and the proposed solutions. This section is concluded with a method to match the master’s and slave’s workspaces when they present dissimilar kinematics. Later on, the research studies the dynamics, with special focus on robot modelling with the purpose of obtaining a method that allows to estimate external forces acting on them. During the characterisation of the model’s parameters, a set of tests are performed in order to get to a compromise between computational complexity and estimation error. Key points for modelling and characterising robots with a parallelogram structure are also given, and the desired control architecture is presented. Once a complete model of the slave is obtained, different alternatives for external force estimation are review to be able to predict forces in real time, minimizing the position differentiation to minimize the estimation noise. The research starts by implementing classic state observers and then it evolves towards the use of Luenberger- Sliding observers whose implementation is relatively easy and the results are convincing. I also analyse the use of proposed observer during a simulated bilateral control on which the force feedback obtained with the classic techniques based on the position error is compared versus a control architecture based on force-position, where the force is estimated instead of measured. I t is checked how the proposed solution gives results comparable with the classical techniques and however introduces an alternative method for teleoperating industrial robots whose teleoperation in radioactive environments would have been impossible in a different way. Finally, the problems originated by the practical application of teleoperation in the before mentioned scenarios are analysed. Due the prohibitive conditions for every electronic equipment, the control systems should be placed far from the manipulators. This provokes that the power cables that fed the slaves devices can present lengths of hundreds of meters. In these circumstances, overvoltage waves are developed when implementing drives based on PWM technique. The occurrence of overvoltage is very dangerous for the system composed by drive, wiring and actuator, and has to be eliminated. During this work, a solution based on commercial LC filters is proposed and it is extensively proved that its inclusion does not introduce adverse effects into the actuator’s control.
