The Commercial and Industrial Network improvement and programming policy reflected in this summary report was adopted for use in future highway programming by the Transportation Commission on November 5, 1991. The Iowa Department of Transportation, as directed by the Legislature, has established a 2,331-mile network of commercial and industrial highways and is directing a significant amount of primary construction funding resources toward improvements to this network. This summary outlines the technical needs assessment for improvements on the Commercial and Industrial Network for the next 20-year period. The portions of the network which require four-lane capacity, as well as major improvements to the two-lane sections, are graphically displayed. Detailed improvement needs and costs are listed in tabular form for the first two five-year periods (1992-1996 and 1997-2001). It is essential to note that these improvement needs are the result of a technical assessment and do not imply any funding commitment.

This reports summarises research that began in March 2014 and was completed in October 2015 by an experienced inter-disciplinary research team from the Centre for Social Justice and Change and Psycho-Social Research Group, School of Social Sciences, the University of East London (UEL) and included Dr Yang Li from the Centre for Geo-Information Studies, UEL, for the first phase of the study. Tottenham ‘Thinking Space’ (TTS) was a pilot therapeutic initiative based in local communities and delivered by the Tavistock & Portman NHS Foundation Trust and funded by the London Borough of Haringey Directorate of Public Health. TTS aimed to improve mental health and enable and empower local communities. TTS was situated within a mental health agenda that was integral to Haringey’s Health and Wellbeing Strategy 2012-2015 and aimed to encourage people to help themselves and each other and develop confident communities. On the one hand TTS was well-suited to this agenda, but, on the other, participants were resistant to, and were trying to free themselves from labelling that implied ‘mental health difficulties’. A total of 243 meetings were held and 351 people attended 1,716 times. The majority of participants attended four times or less, and 33 people attended between 5 and 10 times and 39 people attended over 10 times. Attending a small number of times does not necessarily mean that the attendee was not helped. Attendees reflected the ethnic diversity of Tottenham; 29 different ethnic groups attended. The opportunity to meet with people from different cultural backgrounds in a safe space was highly valued by attendees. Similarly, participants valued the wide age range represented and felt that they benefited from listening to inter-generational experiences. The majority of participants were women (72%) and they were instrumental in initiating further Thinking Spaces, topic specific meetings, the summer programme of activities for mothers and young children and training to meet their needs. The community development worker had a key role in implementing the initiative and sustaining its growth throughout the pilot period. We observed that TTS attracted those whose life experiences were marked by personal struggle and trauma. Many participants felt safe enough to disclose mental health difficulties (85% of those who completed a questionnaire). Participants also came seeking a stronger sense of community in their local area. Key features of the meetings are that they are democratic, non-judgemental, respectful, and focussed on encouraging everyone to listen and to try to understand. We found that the therapeutic method was put in place by high quality facilitators and health and personal outcomes for participants were consistent with those predicted by the underpinning psychoanalytical and systemic theories. Outcomes included a reduction in anxieties and improved personal and social functioning; approximately two thirds of those who completed a questionnaire felt better understood, felt more motivated and more hopeful for the future. The overwhelming majority of survey respondents also felt good about contributing to their community, said that they were more able to cooperate with others and accepting of other cultures, and had made new friends. Participants typically had a better understanding of their current situation and how to take positive action; of those who completed a questionnaire, over half felt more confident to seek support for a personal issue and to contact services. Members of TTS supported each other and instilled hope and build community-mindedness that reduced social isolation.

Digitalization has been widely adopted by private organizations of all sizes. As customers we are starting to expect a certain level of digital services from businesses and these expectations are evolving to consider the public sector services as well. Moreover, the Finnish municipalities are under pressure to cut costs and make their operation more efficient. This research aims in exploring the field of municipal digitalization in Finland with three main questions to answer: what are the motivations for municipalities for digital service transformation, what the main benefits of this transformation are and what are the challenges for the transformation. The research starts with examining the characteristics of municipal operation and reviewing some of the relevant digital service opportunities. In the empirical part of the research, 11 professionals related to the municipal field were interviewed using a semi-structured interview design. These interviewees were chosen from three important groups for the change: the service provider, municipal administration and municipal employees. The data gained from the interviews was first summarized according to the main topics chosen from the literature and then reflected on the digital services opportunities presented in the research. The motivations discovered in both the service provider and the city of Porvoo interviews were: tightening resources combined with increasing expectations, transparent structuring of information, supporting the shift into mobile and providing new channels for customers to participate. The benefits discovered in all groups were: efficiency, customer experience, transparent structuring of information, reducing manual input and responding to customer needs in service development. The challenges perceived by multiple groups were: change resistance, innovating new with no best practices and defining the scope and new operation model. The results of this research suggest that even with some challenges along the way, digitalization is a likely future for the Finnish public sector. The business case for the transformation is becoming increasingly evident on both municipal- and governmental levels.

A proposta de um Serviço de Apoio à Inclusão em eLearning (SAIeL) surge da necessidade de promover o eLearning como uma ferramenta importante para que os cidadãos com Necessidades Educativas Especiais possam aceder e ter sucesso no Ensino Superior. O trabalho desenvolveu-se em torno da seguinte pergunta de partida: Cumprindo o seu papel social de Educação para Todos, de que forma podem as instituições de ensino superior facilitar ativamente o acesso e o sucesso de cidadãos com Necessidades Educativas Especiais que desejem estudar em regime de eLearning? Constituindo o ensino a distância de nova geração, uma opção com caracterÃsticas bastante vantajosas para os cidadãos com Necessidades Educativas Especiais, pretende-se também atrair mais cidadãos para esta modalidade de educação, através da oferta e divulgação de condições mais apelativas e que encorajem as pessoas com Necessidades Educativas Especiais a prosseguir os seus estudos ao nÃvel superior, reduzindo as barreiras e promovendo os fatores de inclusão. Procurou-se delinear um projeto de serviço que possa responder à s necessidades identificadas a partir de um conjunto de fatores: i) da investigação sobre a resposta a esta problemática por parte dum conjunto de universidades de Ensino a Distância, ii) das boas práticas já existentes em instituições de ensino superior portuguesas e iii) do estudo das perceções recolhidas junto dos vários intervenientes: estudantes, professores e cidadãos com NEE. Neste quadro, foram definidas 3 fases para a elaboração do trabalho: (1) auscultação dos intervenientes e levantamento de necessidades; (2) enquadramento do projeto de serviço na orgânica das instituições de ensino superior a distância e (3) organização e estruturação de um projeto de serviço através da elaboração de um Regimento, no qual são estipulados os seus objetivos, valências, competências e forma de avaliação, de maneira a dar resposta à s necessidades identificadas previamente e a prevenir situações futuras.

Background: The Medical Education Partnership Initiative, has helped to mitigate the digital divide in Africa. The aim of the study was to assess the level of access, attitude, and training concerning meaningful use of electronic resources and EBM among medical students at an African medical school. Methods: The study involved medical students at the University of Zimbabwe College of Health Sciences, Harare. The needs assessment tool consisted of a 21-question, paper-based, voluntary and anonymous survey. Results: A total of 61/67 (91%), responded to the survey. 60% of the medical students were ‘third-year medical students’. Among medical students, 85% of responders had access to digital medical resources, but 54% still preferred printed medical textbooks. Although 25% of responders had received training in EBM, but only 7% found it adequate. 98% of the participants did not receive formal training in journal club presentation or analytical reading of medical literature, but 77 % of them showed interest in learning these skills. Conclusion: Lack of training in EBM, journal club presentation and analytical reading skills have limited the impact of upgraded technology in enhancing the level of knowledge. This impact can be boosted by developing a curriculum with skills necessary in using EBM.

Recent health policy in England has demanded greater involvement of patients and the public in the commissioning of health and social care services. Public involvement is seen as a means of driving up service quality, reducing health inequalities and achieving value in commissioning decisions. This paper presents a summary and analysis of the forms that public involvement in commissioning are to take, along with empirical analysis from a qualitative study of service-user involvement. It is argued that the diversity of constituencies covered by the notion of ‘public involvement’, and the breadth of aims that public involvement is expected to achieve, require careful disaggregation. Public involvement in commissioning may encompass a variety of interest groups, whose inputs may include population needs assessment, evaluation of service quality, advocacy of the interests of a particular patient group or service, or a combination of all of these. Each of these roles may be legitimate, but there are significant tensions between them. The extent to which the structures for public involvement proposed recognize these possible tensions is arguably limited. Notably, new Local Involvement Networks (LINks), which will feed into commissioning decisions, are set as the arbiters of these different interests, a demanding role which will require considerable skill, tenacity and robustness if it is to be fulfilled effectively.

The purpose of this study was to improve an instrument used to assess career aspirations (the Career Aspiration Scale) so the revised measure can be used with confidence by counseling psychologists in research and practice. Three studies were conducted with a total of 583 undergraduate and graduate women. Results of these studies provided support for the reliability and validity of the Career Aspiration Scale-Revised when used with undergraduate and graduate women. Results from confirmatory factor analyses indicated that the three-factor solution had good model fit, thus supporting a revised measure with three subscales assessing achievement, leadership, and educational aspirations. Suggestions for future research and practice using the Career Aspiration Scale- Revised are provided.

O propósito deste trabalho consistiu em elaborar uma análise aprofundada da música cabo-verdiana no contexto educativo enquanto expressão artÃstica, identificando e valorizando o seu papel na identidade nacional e descrevendo os fatores que interferem na sua implementação e generalização a todos os nÃveis do ensino. Tendo como modelo de pesquisa uma investigação-ação e utilizando uma metodologia qualitativa e interpretativa, desenvolvida no contexto da Educação ArtÃstica em Cabo Verde a nÃvel formal e informal, realizou-se um concerto pedagógico no Centro Cultural de Mindelo, ilha de São Vicente Cabo Verde. O projeto debruçou-se sobre a análise dos dois principais géneros musicais cabo-verdianos, a Morna e a Coladeira, os grandes compositores e intérpretes destes géneros, no sentido de provocar uma reflexão e inclusão do estudo da Expressão Musical no contexto educativo cabo-verdiano, como disciplina autónoma capaz de despertar o sentimento de identidade e valores que caracterizam uma Nação. A escolha do concerto através da avaliação dos espectadores permitiu concluir que o ensino aprendizagem da Música em Cabo Verde no contexto educativo requer uma outra abordagem, a elaboração de programas, assim como a contratação de docentes competentes para desenvolvimento dos conteúdos. Mindelo, como ilha tradicionalmente artÃstica, está aquém desta referência e impõe a introdução de polÃticas educativas que possam inverter esta tendência e criar condições adequadas para que os alunos e a população se interiorizem da importância do ensino das Expressões ArtÃsticas como vetores importantes na transmissão de identidade e valores. A prossecução de investigação nesta área e o incentivo ao desenvolvimento desta temática recomendam-se como forma de dar a conhecer os grandes artistas cabo-verdianos, as grandes composições e despertar o interesse no seio das crianças e dos jovens para a importância do estudo das Artes como uma forma lúdica de aprender e uma possibilidade de ser um artista como tantos que cantaram e cantam Cabo Verde.

Background: The rate of congenital heart disease is 0.8% in all live births. The majority of this, however, is acyanotic congenital heart disease. The survival rate of children with cardiac disease has increased with the developments provided in recent years and their lifetime is extended. Objectives: This study aims to evaluate neurodevelopment of children with uncomplicated acyanotic congenital heart disease in preschool period and determine the factors affecting their neurodevelopmental process. Patients and Methods: 132 children with acyanotic congenital heart disease aged 6 - 72 months were involved in the study. Mental development and intelligence levels of patients under 2 years old were assessed by using Bayley Development Scale-III, and Stanford Binet Intelligence test was employed for patients over 2 years old. Denver Developmental Screening Test II was applied to all patients for their personal-social, fine motor, gross motor and language development. Results: The average age of patients (67 girls, 65 boys) included in the study was 35.2 ± 19.6 months. It was determined that there were subnormal mental level in 13 (10%) patients and at least one specific developmental disorder in 33 (25%) patients. Bayley Mental Development Scale score of patients who had received incubator care in perinatal period was found significantly low (88 ± 4.2) compared to those with no incubator care (93.17 ± 8.5) (P = 0.028). Low educational level of father was established to be linked with low mental development scores at the age of 2 and following that age (P < 0.05). Iron deficiency anemia was discovered to be related to low psychometric test scores at every age (P < 0.05). Conclusions: Neurodevelopmental problems in children with acyanotic congenital heart disease were found higher compared to those in society. Mental development and intelligence levels of patients were determined to be closely associated with receiving incubator care, father’s educational level and iron deficiency anemia.

A educação pré-escolar assume um papel fundamental no desenvolvimento das crianças que se quer cada vez mais abrangente e transversal. O nosso estudo tem como objectivo compreender se o desenvolvimento do potencial das crianças em idade pré-escolar está associado à frequência de actividades extracurriculares e ao meio onde residem. Realizou-se com uma amostra de 46 crianças, em dois Jardins de Infância, um de meio urbano e outro rural, nos concelhos de Évora e Viana do Alentejo. Utilizámos os instrumentos de avaliação do Modelo de Spectrum (Krechevsky 2001). A análise de resultados demonstrou que a população urbana apresentou um desenvolvimento do potencial superior à população rural em quase todas as actividades. A concluir destacamos as implicações deste estudo para a educação pré-escolar, nomeadamente no que se refere à sua organização e avaliação. ABSTRACT: The pre-school education plays a key role in the development of children needing to be more comprehensive and cross. Our study aims to understand if the potential development of children in preschool is associated with the frequency of extracurricular activities and the environment in which they reside. Conducted with a sample of 46 children in two kindergartens, one urban and another one rural, in the districts of Évora, Viana do Alentejo. We used the assessment tools of the Spectrum Model (Krechevsky 2001). The analysis results showed that the urban population had a higher potential development of the rural population in almost all activities. Finally, we highlight the implications of this study for pre-school education, particularly as regards their organization and evaluation.

This research project investigated a digital workplace intervention based on team coaching and social network visualisation. The investigation was carried out through four studies. Study 1 was a systematic literature review with a realist synthesis approach about workplace digital interventions at multiple levels, highlighting the need for more research about group-level digital workplace interventions. Study 2 was a qualitative needs assessment exercise that verified the fit between the targeted organisations and the selected intervention. Following the tailored implementation of the intervention, Study 3 analysed recipients’ positive perceptions of intervention characteristics, with usability and integrity being appreciated the most, and acceptability being appreciated the least. While the intervention was considered usable and recipients felt valued during sessions, training did not fully meet their expectations. Also, recipients’ perceptions did not change from second to fourth session, suggesting they remained stably satisfied with the intervention over time. Finally, Study 4 tested two relevant Context-Mechanism-Outcome (CMO) configurations and suggested that teams implementing action plans developed during training might need less support from immediate managers to coordinate collective efforts and accomplish collective performance. Moreover, peer support towards training transfer was confirmed as a relevant contextual factor contributing to intervention effectiveness. Overall, this multifaceted and complex research project offers a nuanced examination of team-level digital interventions within the contemporary workplace, unveiling valuable insights and opportunities for further refinement and application.
