Preface This study was prepared for the Government of Jamaica following the significant physical damage and economic losses that the country sustained as a result of flood rains associated with the development of Hurricane Michelle. The Planning Institute of Jamaica (PIOJ) submitted a request for assistance in undertaking a social, environmental and economic impact assessment to the Economic Commission for Latin America and the Caribbean (ECLAC) on 14 November 2001. ECLAC responded with haste and modified its work plan to accommodate the request. A request for training in the use of the ECLAC Methodology to be delivered to personnel in Jamaica was deferred until the first quarter of 2002, as it was impossible to mount such an initiative at such short notice. This appraisal considers the consequences of the three instances of heavy rainfall that brought on the severe flooding and loss of property and livelihoods. The study was prepared by three members of the ECLAC Natural Disaster Damage Assessment Team over a period of one week in order to comply with the request that it be presented to the Prime Minister on 3 December 2001. The team has endeavoured to complete a workload that would take two weeks with a team of 15 members working assiduously with data already prepared in preliminary form by the national emergency stakeholders. There is need for training in disaster assessment as evidenced by the data collected by the Jamaican officials engaged in the exercise. Their efforts in the future will be more focused and productive after they have received training in the use of the ECLAC Methodology. This study undertakes a sectoral analysis leading to an overall assessment of the damage. It appraises the macroeconomic and social effects and proposes some guidelines for action including mitigating actions subsequent to the devastation caused by the weather system. The team is grateful for the efforts of the Office of Disaster Preparedness and Emergency Management (ODPEM), the associated government ministries and agencies, the Statistical Institute of Jamaica (STATIN), the Planning Institute of Jamaica and the Inter American Development Bank (IDB) for assistance rendered to the team. Indeed, it is the recommendation of the team that STATIN is poised to play a pivotal role in any disaster damage assessment and should be taken on board in that regard. The direct and indirect damages have been assessed in accordance with the methodology developed by ECLAC (1). The results presented are based on the mission's estimates. The study incorporates the information made available to the team and evidence collected in interviews and visits to affected locations. It is estimated that the magnitude of the losses exceeds the country's capacity to address reparations and mitigation without serious dislocation of its development trajectory. The government may wish to approach the international community for assistance in this regard. This appraisal is therefore designed to provide the government and the international community with guidelines for setting national and regional priorities in rehabilitation and reconstruction or resettlement programmes. A purely economic conception of the problem would be limited. A more integrated approach would have a human face and consider the alleviation of human suffering in the affected areas while attending to the economic and fiscal fallout of the disaster. Questions of improved physical planning, watershed management, early warning, emergency response and structural preparedness for evacuation and sheltering the vulnerable population are seen as important considerations for the post disaster phase. Special attention and priority should be placed on including sustainability and increased governance criteria in making social and productive investments, and on allocating resources to the reinforcing and retrofitting of vulnerable infrastructure, basic lifelines and services as part of the reconstruction and rehabilitation strategy. The Jamaican society and government face the opportunity of undertaking action with the benefit of revised paradigms, embarking on institutional, legal and structural reforms to reduce economic, social and environmental vulnerability. The history of flood devastation in the very areas of Portland and St. Mary shows a recurrence of flooding. Accounts of flooding from the earliest recorded accounts pertaining to 1837 are available. Recurrences in 1937, 1940, 1943 and 2001 indicate an ever-present probability of recurrence of similar events. The Government may wish to consider the probable consequences of a part of its population living in flood plains and address its position vis-à­¶is land use and the probability of yet another recurrence of flood rains. The Economic Commission for Latin America and the Caribbean (ECLAC); Subregional Headquarters for the Caribbean embarked on a project "Development of a Subregional Marine-based Tourism Strategy" in 2001. The project, co-funded by the Government of the Netherlands, is aimed at the development of sustainable yachting tourism in the Eastern Caribbean and focuses on the island arc from the British Virgin Islands in the north to Trinidad and Tobago in the south. The project includes the conduct of national studies in the British Virgin Islands, St. Maarten, Antigua and Barbuda, Saint Lucia, Saint Vincent and the Grenadines, Grenada and Trinidad and Tobago. In all countries the national studies were preceded by consultations with the private and public sector and, following completion of the national reports, the findings were similarly discussed through a private and public sector consultation. On 26 March 2003, as part of the project's activities, a national consultation on yachting in Grenada was convened by the Ministry of Tourism, Civil Aviation, Culture, Social Security, Gender and Family Affairs in collaboration with the Marine and Yachting Association of Grenada (MAYAG); and ECLAC. One of the objectives of the consultation was to review the report "Grenada, Carriacou and Petit Martinique: The Yachting Sector" that was prepared by the ECLAC Subregional Headquarters of the Caribbean and co-sponsored by the Government of the Netherlands. A second objective included the provision of a forum for a private sector-government discussion on yachting and the pleasure boat industry and its contribution to Grenada. The final objective was the identification of ways and means to increase the contribution of yachting as a viable component of the tourism industry in Grenada.

The seventeenth Meeting of National Customs Directors of Latin America, Spain and Portugal was held in Santa Cruz, Bolivia from 27 to 31 January 1997. The meeting was attended by representatives from Argentina, Bolivia, Brazil, Chile, Cuba, Dominican Republic, El Salvador, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Spain, Uruguay and Venezuela. Observers from Australia, France, Japan and the United States were also present. Representatives of the following international organizations also attended the meeting: Association of Customs Agents of Uruguay, International Association of Professional Customs Agents (ASAPRA), Latin American Integration Organization (LAIA), Inter-American Development Bank (IDB), Economic Commission for Latin America and the Caribbean (ECLAC), United Nations Conference on Trade and Development (UNCTAD), Latin American Convention of Courier Enterprises (CLADEC), Central American Institute of Business Administration (INCAE), Board of the Cartagena Agreement (JUNAC), Organization of American States (OAS), World Customs Organization (WCO), and Postal Union of the Americas, Spain and Portugal (PUASP).

Today, six years after the signature of its Constitutive Treaty and 14 years after the first Meeting of the Presidents of South America, the Union of South American Nations (UNASUR) stands as a union of 12 member States dedicated to the integration and long-term economic and social development of South America. With a view to achieving these aims, the Secretary-General of UNASUR has proposed three agendas: a social agenda based on the principle of inclusion, an economic agenda geared towards competitiveness and a political agenda directed towards deepening democracy and public safety. This document, UNASUR: Fostering South American integration through development and cooperation, was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) at the request of the General Secretariat of UNASUR. In follow-up to the earlier reports published in 2009 and 2011, it offers provide national authorities, academics and students, as well as the general public, an overview of some key issues on the development agenda of the nations of South America.

The crisis of globalization has given renewed topicality to the idea of development as a complex process involving social and institutional changes as well as a variety of democratic learning processes. Placed at the margin of the international academic and political debate, the political economy of development can come back into its own if academics and politicians responsible for the economy are forced to think for the long term. The political economy of development needs to be twinned with politics so that what we understand by the general interest can be reconfigured in pursuit of freedom, justice and democracy. These can be the keys to turning globalization, whose essence is openness and interdependence, into an active agent in the development of national density, something that is indispensable if we are to think critically about reality and, as Prebisch taught and practised, set history on a future-creating course.

This methodological guide is intended as a practical tool for the design and implementation of systems of national indicators to evaluate the success of environmental and sustainable development initiatives, and to define policymaking priorities. The methodology derives from work carried out in Latin American and Caribbean (LAC) countries keeping in mind that the manner in which indicators are constructed and updated has an impact on their overall quality and possible uses.

The Caribbean region remains highly vulnerable to the impacts of climate change. In order to assess the social and economic consequences of climate change for the region, the Economic Commission for Latin America and the Caribbean( ECLAC) has developed a model for this purpose. The model is referred to as the Climate Impact Assessment Model (ECLAC-CIAM) and is a tool that can simultaneously assess multiple sectoral climate impacts specific to the Caribbean as a whole and for individual countries. To achieve this goal, an Integrated Assessment Model (IAM) with a Computable General Equilibrium Core was developed comprising of three modules to be executed sequentially. The first of these modules defines the type and magnitude of economic shocks on the basis of a climate change scenario, the second module is a global Computable General Equilibrium model with a special regional and industrial classification and the third module processes the output of the CGE model to get more disaggregated results. The model has the potential to produce several economic estimates but the current default results include percentage change in real national income for individual Caribbean states which provides a simple measure of welfare impacts. With some modifications, the model can also be used to consider the effects of single sectoral shocks such as (Land, Labour, Capital and Tourism) on the percentage change in real national income. Ultimately, the model is envisioned as an evolving tool for assessing the impact of climate change in the Caribbean and as a guide to policy responses with respect to adaptation strategies.

This report proposes a framework for locating, collecting, creating, sharing and applying information and knowledge (from within and outside the subregion) for development purposes in the Caribbean subregion. The framework emphasizes the importance of protecting and tapping into the rich cultural heritage and traditional knowledge of the Caribbean to support its development. This knowledge management for development framework, advanced by ECLAC, is proposed for consideration in the design and implementation of both national policies and strategies, and communitylevel projects to support the achievement of the Millennium Development Goals and the overall sustainable development of the Caribbean subregion. It considers six main elements, namely inputs, processes and tools, outputs, pillars (on which all the above are built on), the environment or context in which this, like any other scheme, operates and the monitoring and evaluation of knowledge management initiatives. The approach draws from examples of models, frameworks and initiatives developed worldwide, with particular emphasis on those from Latin America and the Caribbean.
