We examined the reproductive consequences of differential nest site use in Fork-tailed Storm-Petrels (Oceanodroma furcata) in the Aleutian Islands, Alaska, where birds on islands where foxes were introduced nest in rocky substrate rather than in typical soil habitat. We investigated how physical and microclimatic nest site characteristics influenced storm-petrel breeding success 20 years after fox removal. We then examined whether those nest site characteristics that affected success were related to the amount of rock that composed the nest. In both years of our study, nest temperature had the strongest influence on chick survival and overall reproductive success, appearing in all the top models and alone explaining 14–35% of the variation in chick survival. The relationship between reproductive success and nest temperature was positive in both years, with higher survival in warmer nests. In turn, the best predictor of nest temperature was the amount of rock that composed the site. Rockier nests had colder average temperatures, which were driven by lower daily minimum temperatures, compared to nests with more soil. Thus, the rockiness of the nest site appeared to affect chick survival and overall reproductive success through its influence on nest temperature. This study suggests that the use of rocky nest sites, presumed to be a result of historic predation from introduced foxes, could decrease breeding success in this recovering population, and thus be a long-lasting effect of introduced predators.

Gaining public acceptance is one of the main issues with large-scale low-carbon projects such as hydropower development. It has been recommended by the World Commission on Dams that to gain public acceptance, publicinvolvement is necessary in the decision-making process (WCD, 2000). As financially-significant actors in the planning and implementation of large-scale hydropowerprojects in developing country contexts, the paper examines the ways in which publicinvolvement may be influenced by international financial institutions. Using the casestudy of the NamTheun2HydropowerProject in Laos, the paper analyses how publicinvolvement facilitated by the Asian Development Bank had a bearing on procedural and distributional justice. The paper analyses the extent of publicparticipation and the assessment of full social and environmental costs of the project in the Cost-Benefit Analysis conducted during the projectappraisal stage. It is argued that while efforts were made to involve the public, there were several factors that influenced procedural and distributional justice: the late contribution of the Asian Development Bank in the projectappraisal stage; and the issue of non-market values and discount rate to calculate the full social and environmental costs.

Climate change is inevitable and will continue into the next century. Since the agricultural sector in Sri Lanka is one of the most vulnerable to climate change, a thorough understanding of climate transition is critical for formulating effective adaptation strategies. This paper provides an overview of the status of climate change and adaptation in the agricultural sector in Sri Lanka. The review clearly indicates that climate change is taking place in Sri Lanka in terms of rainfall variability and an increase in climate extremes and warming. A number of planned and reactive adaptation responses stemming from policy and farm-level decisions are reported. These adaptation efforts were fragmented and lacked a coherent connection to the national development policies and strategies. Research efforts are needed to develop and identify adaptation approaches and practices that are feasible for smallholder farmers, particularly in the dry zone where paddy and other food crops are predominately cultivated. To achieve the envisaged growth in the agricultural sector, rigorous efforts are necessary to mainstream climate change adaptation into national development policies and ensure that they are implemented at national, regional and local levels.

Promoting social and environmental entrepreneurship is suggested by many, including international institutions, national development agencies and non-governmental organizations, as critical in tackling longstanding complex global sustainable development problems. However while interest in this kind of alternative entrepreneurship grows, with a proliferation of claims made about its potential to catalyze societal transformation, research in this field remains nascent and fragmented, particularly in relation to Africa. There are few examples of work systematically examining the impacts of social and environmental enterprises on sustainable development and poverty alleviation, especially research based on rigorous empirical fieldwork. This paper begins addressing these limitations by proposing a framework for mapping the sustainable development and poverty alleviation impacts of social and environmental enterprises in Africa. This framework is then piloted with reference to a Kenyan ecobusiness.

What is academic quality? On the decline of academic autonomy In light of the transformations that universities currently undergo, with Bologna as a keyword, the following questions are put: What ideals lie behind the assessment of academic “excellence” and “quality”? What agents have the ability to define what is good science and education today? These questions are approached through Pierre Bourdieus concept of field. Looking at the development the last decade, traditional academic values, such as the ideal of universal knowledge as (personal and collective) enrichment and the intellectual independence “of all political authority and economic power”, as stated in the Magna Charta Universitatum, seem to have emerged into the shadow of employability, knowledge control, competitiveness, and economic benefit. In connection with the formation of concepts such as “the knowledge society” and “knowledge based economies” the university has received a somewhat different and more central role in society. The university has come to take the role more of a knowledge producing enterprise clearly directed towards the surrounding society. There are higher demands on academic knowledge to contribute to economic, regional or national development and competitiveness. When the university is regarded as a knowledge company whose task is to accoun tfor the requests of the students, the labour market, and the business world it undertakes to follow trends and short term social phases rather than to critically examine them, which has been a traditional task for the university. If the academic work is guided by the market economical principle, that the client requests decide what quality is, instead of the experts on the academic field themselves (i.e. the scientists,) it is obviously not scientific ideals that constitute the criteria for what is good science and education.

O fracasso do consenso de Washington e das políticas macroeconômicas, baseadas em altas taxas de juros e taxas de câmbio não-competitivas para promover o crescimento da economia, levou os países da América Latina a formularem estratégias nacionais de desenvolvimento. O novo desenvolvimentismo é uma estratégia alternativa não apenas à ortodoxia convencional, mas também ao antigo nacional-desenvolvimentismo latino-americano. Enquanto o antigo nacional desenvolvimentismo era baseado na tendência à deterioração dos termos de troca e, adotando uma abordagem microeconômica, propunha planejamento econômico e industrialização, o novo nacional-desenvolvimentismo pressupõe que a industrialização foi alcançada, apesar de em diferentes estágios em cada país, e argumenta que, para assegurar rápidas taxas de crescimento e o catch up, a tendência que deve ser neutralizada é a da sobrevalorização da taxa de câmbio. Contrariamente à economia convencional, um estado capaz continua sendo o instrumento chave para assegurar o desenvolvimento econômico, a política industrial continua sendo necessária; mas o que distingue a nova abordagem é principalmente o crescimento com poupança interna, ao invés de com poupança externa. Uma política macroeconômica baseada em taxas de juros moderadas e uma taxa de câmbio competitiva, e não altas taxas de juros e moeda sobreapreciada conforme recomenda a ortodoxia convencional.

Esta pesquisa pretende analisar o Governo Geisel e o II Plano Nacional de Desenvolvimento, verificando se essa política econômica representou a implantação de um novo padrão de acumulação no Brasil ou se trata de uma fase mais avançada do padrão de acumulação de bens duráveis que vigorava no País com os planos anteriores. O II PND aumentou ou diminuiu a dependência brasileira no contexto internacional? Esse plano é tão heterodoxo quanto o I PND ou representa uma guinada ortodoxa? Qual foi o papel e o peso dos gestores econômicos no Governo Geisel?

A Teoria da Dependência surge nos anos 60 para repensar o modelo cepalino e oferecer uma alternativa de interpretação da dinâmica social da América Latina. Portadora de um método analítico mais sofisticado, ela suplantou com facilidade o estagnacionismo, que havia sido abraçado pelos remanescentes do nacional-desenvolvimentismo, e transformou-se na crítica mais consistente ao desenvolvimento autoritário. Esse estudo pretende reconstituir a crítica da dependência ao modelo econômico brasileiro de 1964 e 1984 e explicar sua dificuldade em elaborar um projeto alternativo para a sociedade brasileira. A Teoria da Dependência era apenas um método analítico ou continha um projeto de desenvolvimento alternativo ao modelo autoritário? Neste trabalho, os principais autores da teoria da dependência fazem hoje uma revisão crítica de suas idéias, de suas avaliações da gestão econômica do período militar e de suas propostas.
