The National Review of School Music Education represents a unique opportunity to identify and find solutions to some of the very long-standing problems in Australian school music education, particularly in the government school sector. This paper is based on the premise that there are lessons to be learned from the over 150 years of music education in Victorian government schools and that it is only by considering the current status, provision and quality of school music from an historical perspective and resolving emergent issues that effective and worthwhile music education can be provided for future generations of Australian students. Developments in school music education since the 1850s are discussed and analysed in terms of the present-day issues to be addressed by National Review and a number of mutually-dependent factors are identified as combining to produce almost cyclic patterns of ebb and flow in the status, provision and quality of music education in Victoria. The paper identifies several such factors requiring immediate attention including the inadequacy of generalist primary teacher education in music, what has effectively become the extra-curricular status of music in many government schools, and the more recent problems associated with 'the over-crowded curriculum' and the emergence of The Arts as the generic Key Learning Area in which Music now finds itself as just one of many arts disciplines. The paper concludes by making three key recommendations for consideration in the context of the current National Review of School Music Education.

It is within the power of place to encompass many meanings, stories, and memories. Point Nepean has always been a contested landscape. But over recent years this 'land' has been the subject of intense debate as its future status is renegotiated. Evidence overwhelmingly suggests that Point Nepean should be recognised again as a unique and inviolable whole, in spite of the Commonwealth Government's division of the land into three parcels. It has always been my contention that all decisions relating to Point Nepean should be made with a clear understanding and appreciation of the natural and cultural significance of the whole area, in the broader context of 'place', such that place governs the approach and decision-making process. It is therefore necessary to not only establish that natural and cultural heritage is inextricably linked, but that it must be approached in an integrated manner.

In this article we explore some issues surrounding the use of farm-level efficiency and productivity estimates for benchmarking studies. Using an eight-year balanced panel of Victorian wool producers we analyse annual variation between estimates of farm-level technical efficiency derived using Data Envelopment Analysis and Malmquist estimates of Total Factor Productivity. We find that farms change their relative rank in terms of efficiency across years. Also, unlike aggregate studies of Total Factor Productivity, we find at best erratic and modest growth, a worrying result for this industry. However, caution is needed when interpreting these results, and for that matter, benchmarking analysis as currently practised when using frontier estimation techniques like Data Envelopment Analysis.

Lichen floristics and distribution were examined in cool temperate rainforests of Victoria, Australia. Forty sites were sampled, ten from each of the Otways, Yarra Ranges, Baw Baw, and Errinundra regions. A total of 165 lichen species were recorded, representing 38 fam- ilies. Seventeen species are new for Victoria. Non-metric Multidimensional Scaling showed three lichen groups that corresponded with the rainforest types in which they occurred. A sub-group of lichen species were considered widespread and represented the core of Victoria's rainforest lichen flora.

Land use change has occurred rapidly in southwestern Victoria over the last decade and is expected to continue, albeit at a slower pace. One of these changes has been the development of 'new forests', that is industrial and farm forestry plantations and environmental plantings. Some of the challenges that these land use changes pose for water and natural resource managers are discussed. Land use change is expected to substantially reduce potential water yield in four of the region's seven drainage basins (A).

The Western Antarctic Peninsula (WAP) is a biologically rich area supporting large standing stocks of krill and top predators (including whales, seals and seabirds). Physical forcing greatly affects productivity, recruitment, survival and distribution of krill in this area. In turn, such interactions are likely to affect the distribution of baleen whales. The Southern Ocean GLOBEC research program aims to explore the relationships and interactions between the environment, krill and predators around Marguerite Bay (WAP) in autumn 2001 and 2002. Bathymetric and environmental variables including acoustic backscattering as an indicator of prey abundance were used to model whale distribution patterns. We used an iterative approach employing (1) classification and regression tree (CART) models to identify oceanographic and ecological variables contributing to variability in humpback Megaptera novaeangliae and minke Balaenoptera acutorstrata whale distribution, and (2) generalized additive models (GAMs) to elucidate functional ecological relationships between these variables and whale distribution. The CART models indicated that the cetacean distribution was tightly coupled with zooplankton acoustic volume backscatter in the upper (25 to 100 m), and middle (100 to 300 m) portions of the water column. Whale distribution was also related to distance from the ice edge and bathymetric slope. The GAMs indicated a persistent, strong, positive relationship between increasing zooplankton volume and whale relative abundance. Furthermore, there was a lower limit for averaged acoustic volume backscatter of zooplankton below which the relationship between whales and prey was not significant. The GAMs also supported an annual relationship between whale distribution, distance from the ice edge and bathymetric slope, suggesting that these are important features for aggregating prey. Our results demonstrate that during the 2 yr study, whales were consistently and predictably associated with the distribution of zooplankton. Thus, humpback and minke whales may be able to locate physical features and oceanographic processes that enhance prey aggregation.

This paper contributes to a better understanding of geophysical characteristics and benthic communities in the Hopkins site in Victoria, Australia. An automated decision tree classification system was used to classify substrata and dominant biota communities. Geophysical sampling and underwater video data collected in this study reveals a complex bathymetry and biological structure which complements the limited information of benthic marine ecosystems in coastal waters of Victoria. The technique of combining derivative products from the backscatter and the bathymetry datasets was found to improve separability for broad biota and substrata categories over the use of either of these datasets alone.

Objectives: To describe people's attitudes towards early detection of cancer.

Methods: We conducted a telephone survey of Victorian adults aged 18+ years, during April-May 2005, using a market research company.

Results: 1,502 (41%) people participated; 80% of respondents believed that detecting cancer early meant that treatment saved lives most of the time or always; 88% believed finding cancer early enabled more effective treatment most of the time or always; and 70% indicated they would want to be tested for a cancer even if no treatment were available.  Two-thirds or more of adults considered survival would be very much improved by early detection for breast, melanoma and prostate cancers; 49% for bowel cancer, and 30% for lung cancer.

Conclusions and Implications : Community support for the early detection of cancer was evident even in the absence of effective treatment.  There was a lower perceived survival benefit for the early diagnosis of bowel cancer or melanoma.  An education campaign is required that focuses on the gains associated with early detection and benefits of screening for bowel cancer.

OBJECTIVE: To provide a contemporary picture of the general practitioner and specialist obstetric workforce in Victoria.

DESIGN, PARTICIPANTS AND SETTING: Postal census by questionnaire of all 317 Fellows and 961 Diplomates on the Victorian database of the Royal Australian and New Zealand College of Obstetricians and Gynaecologists in September 2003.

MAIN OUTCOME MEASURES: Sex, age and geographical distributions and patterns of retirement from and recruitment to the GP and specialist obstetric workforce in Victoria.

RESULTS: 244 Fellows (77.0%) and 652 Diplomates (67.8%) participated. The average age of Diplomates was 42 years; only 20% were involved in procedural obstetrics. Of GPs practising procedural obstetrics, 56% intended to cease within 7 years. Two-thirds of specialist obstetricians continued to practise obstetrics. Among those ceasing obstetrics, almost half had done so since 2000. Among Fellows ceasing obstetric practice, there is a peak in the 50-60-years age group, but cessation of obstetric practice occurred across all age groups.

CONCLUSION: The proportion of GPs involved in procedural obstetrics has fallen markedly over the past decade, with half of those ceasing practice in the 40-50-years age group. New GPs entering the workforce with the Diploma and overseas doctors are unlikely to meet the procedural workforce shortfall. Attracting the large cohort of doctors aged 40-50 years back to obstetric practice must be a priority. Given the pattern of retirements from obstetrics, there will be insufficient numbers of specialists to maintain current levels of service. The reasons include non-participation in obstetrics by new graduates and international medical graduates, the inadequate number of new graduates, and the predominance of women among specialists aged under 40 years, whose work output tends to be affected by family commitments.

Cultural developments in Victoria represent an example of the industry approach to the arts, which guides contemporary public cultural policy. This approach evolved many years back but it is clearly expressed in the Kennett government’s cultural policy document.
